Six Considerations When Selecting A Sodium Hypochlorite Pump Mechanically actuated diaphragm metering pumps can satisfy all operational requirements, especially those relating to the mitigation of the harmful effects of off-gassing.

he use of sodium hypochlorite (which has the chemical formula NaOCI or NaCIO) – known as liquid bleach to the general public – is common in many industrial applications. The list of its uses includes bleaching, cleaning, disinfecting, deodorizing and water treatment, all of which can be daily applications in an industrial-manufacturing setting. The list of industries in which sodium hypochlorite is often used is also a long and diverse one – agriculture, chemical, paint and coatings, lime, food and beverage, glass, pulp and paper, pharmaceutical, synthetics and HVAC/R. But while to most people sodium hypochlorite is simply a consumer product that can be purchased off-the-shelf at the local grocery store, the companies that manufacture and use it for industrial purposes are well aware of the dangers that can be associated with its production and handling.

generates oxygen bubbles. As the oxygen bubbles accumulate in the pumping or metering system’s suction lines, they can cause a loss of prime, which will inhibit the effectiveness of the pumping or metering process.

Therefore, any industrial-manufacturing operation that uses large amounts of highly concentrated sodium hypochlorite must identify and utilize pumps that will not be susceptible to off-gassing, which can result in negative effects that can hamper the overall production process.

In general, facility managers who must optimize the metering of sodium hypochlorite in their production processes should take into account six considerations before choosing a metering pump. They are: 1. Always use a high-stroking pump model with a short stroke length. This operational configuration is less likely to permit the accumulation of gas in the pump head, which will lead to a lower risk that off-gassing, will occur and result in optimized performance.

Confronting Off-Gassing Challenges Sodium hypochlorite is an oxidizer whose oxidation reactions can be extremely corrosive. When used in concentrated forms, the solution – if handled improperly – can burn exposed skin and cause severe eye damage. Also, when sodium hypochlorite solutions come in contact with some metals flammable hydrogen gas may be created. If these containers are heated, they may explode due to the buildup and release of chlorine gas.

From a production standpoint, the main challenge in handling sodium hypochlorite is overcoming its tendency to “off gas” when it is being pumped or metered. Off-gassing occurs when the sodium hypochlorite begins to decompose in a storage tank or transfer pipe. When sodium hypochlorite decomposition occurs – which happens at an accelerated rate in higher pH concentrations and at elevated ambient temperatures – it transforms into a salt solution that 6 | August-September 2018 | Chemical Products Finder

6. If the setup allows, an air vent should be used to purge the valve in the head of the metering pump. Purging the pump head will enable any trapped sodium hypochlorite to be evacuated, which will prevent it from reaching the pump head.

Identifying The Perfect Pump In reviewing these considerations, it becomes apparent that the best type of pump to use in sodium hypochlorite service – especially when limiting the harmful effects that off-gassing can have while providing exceedingly accurate metering rates – is the mechanically actuated diaphragm pumps (electronic or motor-driven).

2. If the operation requires the pumps to be idle for an extended period of time, gas can build up in the suction lines and pump head. In these conditions, it is recommended that the pump be outfitted with a bypass line that features an automated valve so that the sodium hypochlorite can be recirculated when it is not being actively fed by the pump.

The production area should be constructed in a way that the tank that is used to store the sodium hypochlorite is not located in direct sunlight. The higher ambient temperatures that can be created by direct sunlight will increase the sodium hypochlorite’s offgassing rate.

a concentration that is just necessary to complete the process. Higher-thanneeded concentrations will increase the rate of off-gassing. The proper concentration should also be combined with a metering pump featuring a straight-through head design so that no gas can nest and bind the pump. This will also reduce the rate of off-gassing.

When configuring the pumping system, a short, flooded suction-pipe arrangement with the suction piping traveling down from the storage tank to the metering pump is most effective.

This design allows any gas bubbles that are produced to flow back to the storage tank, rather than into the pump.

This also means that the metering pump should not be mounted on top of the storage tank, unless the pH level of the sodium hypochlorite is very low.

This pump technology excels in sodium hypochlorite applications because the piston in the pump is attached to the diaphragm with the forward (positive) movement of the piston ensuring positive diaphragm return, which optimizes the pump’s suction capabilities. More specifically, the best choices for sodium hypochlorite handling metering pumps that have a high stroking speed (300 strokes per minute) and short stroke length, which makes it less likely that gas will accumulate in the pump head.

In addition, these pumps can be outfitted with an automatic vent valve that allows any trapped gas to be purged from the pump head. Most models of this nature are also offered with manual control, automatic control or fully programmable control features that allow them to produce flow rates of up to 20 gallons per hour (76 L/hr).

Motor-driven diaphragm metering pumps feature a straight-through flow path, which effectively eliminates any areas within the pump head where gas can nest or lodge. The pumps are self-priming, available in capacities to 300 gph (1,135 L/hr), and can be provided with automatic frequency control. A micrometer dial can adjust the pump’s capacity up to a 10:1 turndown ratio while it is running. Depending on the needs of the specific application, the pumps can be available in PVC and Kynar materials of construction — which are ideal for sodium hypochlorite service — and all parts within the gearbox are submerged in oil for extended service life.

Conclusion Sodium hypochlorite is one of the most versatile bleaching, cleaning, deodorizing and disinfecting compounds available to industrial manufacturers. This versatility is what makes it an ever-present fluid in manufacturing facilities around the globe. However, while its advantages are myriad, sodium hypochlorite must be handled carefully, especially when used in higher concentrations. Aside form the dangers it can pose to humans and the environment if it is mishandled, sodium hypochlorite has handling characteristics that must be acknowledged and addressed if the facility operators are to optimize their sodium hypochloritehandling applications.

The overriding operational concern is sodium hypochlorite’s propensity to off-gas, particularly when it is used in solutions with higher pH levels and at elevated temperatures. If the harmful effects that off-gassing can have are

not taken into consideration before a metering pump is selected, the result could be an operation that will face excessive downtime caused by pump malfunctions that can lead to expensive repair or replacement. By addressing the six considerations that are the backbone of pump selection for sodium hypochlorite service, the operator will come to the conclusion that mechanically actuated diaphragm metering pumps are the best choice for the application. ◘

Owing to its excellent insulating properties, sulphur hexafluoride or SF6 is primarily used in medium to high-voltage gas-insulated switchgears (GIS). As one of six greenhouse gases, it must not be released into the atmosphere. This is why SF6 recovery during maintenance and production of switchgears is legally required. Specially designed recovery systems have to meet high demands in order to prevent the hazardous gas from leaking. Oil-free compressors with outstanding gas tightness are crucial for this process.

F6 is a chemical compound of sulphur and fluoride. The colourless and odourless gas is used in aluminium and magnesium castings, in medical technology as well as in sound and heat insulation.

Since the 1970s, SF6 is mainly used for insulating high-voltage switchgears. Following the 1997 climate agreement, SF6 was included in the Kyoto Protocol, which identified the gas’ global warming potential as being around 23,000-times higher than that of carbon dioxide. Once released into the atmosphere, the gas can remain there, unaltered, for up to 3,200 years. For this reason, its industrial use is limited to closed-circuit applications.

Oil-free compressors for maximum gas purity The inside of the compressor is completely oilfree, so as to prevent a contamination of the SF6 and the switchgears. In this way, oil-free

recovery also performs a crucial safety function.

Operating costs are kept to a minimum, since frequent filter exchanges, oil changes and oil supply are not necessary. The compressors’ rugged components are designed for a long service life. Especially in application with long standstills and cold starts, they offer highly reliable operation in all climatic conditions.

Recovery in maintenance and production Gas-insulated switchgears are filled with SF6, which has to be evacuated for maintenance. To prevent the gas from leaking, portable recovery systems are used, consisting of one or several vacuum pumps, a filter and a compressor.

The SF6 is pumped from the switch gear to achieve a vacuum. The gas is then filtered and fed back to the compressor. There, the SF6 is compressed at a final pressure of 40 bar.g.

After cooling, the gas liquefies. In this state it can easily be stored. The recovery systems have a capacity of 1 m³/h to 60 m³/h.

Supreme gas tightness required Due to the strict legal requirements, handling SF6 demands absolute gas tightness. This is why renowned operators of high-voltage plants use eco-friendly and secure recovery systems with permanently gas-tight HAUG Sauer compressors. Ever since SF6 was established as a high-voltage insulating medium, the dryrunning compressors have successfully been used for its recovery and recompression. Over the last 50 years, several thousand of the manufacturer’s compressors have been installed for this purpose. The hermetically gas-tight compressors achieve a leak rate of less than

from 0.5 kW to 110 kW. For higher final pressures, three- or four-stage compressors are used.

SF6 alternatives Given its environmentally hazardous nature, viable alternatives to SF6 are currently being sought and tested for industrial use. The challenge is finding a gas with comparable insulating properties, similar material compatibility and a significantly lower greenhouse effect. Due to the many areas of application, the substitute gas must be applicable in a multitude of climatic conditions.

eat exchangers are used in the heating and cooling of base, intermediate and final products, commonly through the use of a heat transfer fluids (HTF) composed of organic (eg, Globatherm M) or synthetic hydrocarbons (eg, Globatherm Omnitech). The choice of HTF is based on the HTF system as well as the cost and properties of the fluid, such as its thermal stability and heat transfer efficiency. In the chemical sector a heat exchanger (heater) is used to increase the temperature of the heat carrier/HTF in a plant (1). It is important to consider the whole system when discussing the maintenance of a heat exchanger.

Figure 1 shows a typical HTF system which includes a heater, an end-user, a pump, an expansion tank, a temperature control value and filter. These are all points that are linked within a HTF system and are influenced directly by the circulated fluid.

The interconnectedness means that as a fluid ages and breaksdown - via thermal degradation (thermal cracking) or oxidation (which is more common in open loop systems) - it will affect the performance of the whole system.

Breakdown of a Thermal Fluid Oxidation commonly occurs when a fluid comes into contact with air and is commonly observed as sludge formations in the expansion tank and elevated carbon levels in the HTF. The circulating carbon within the fluid leads to the formation of polymers or solids, which will eventually form an internal coating on the internal pipework. The physician properties of the fluid will also change as it oxidises and this can be seen as a thickening of the HTF. This in turn leads to a reduction in both fluid pumpability and pump efficiency as it works harder to move the higher viscosity fluid.

In order to understand the effect of the internal coating on pipeworks, it is necessary to understand Fourier’s law, which says that the time rate of heat

transfer through a material is proportional to the negative gradient in the temperature and to the area, at right angles to that gradient, through which the heat flows.

This equation is based on assumptions that the length of a pipe, cross-sectional area of the pipe and the material are constant. The build-up of coke negatively affects two of these factors with carbon formations reducing the cross-sectional area of pipes and therefore reducing its heat transfer properties. These formations will lead to functional changes that will alter the normal thermal properties of the pipework.

Oxidation has another consequence to the system as it leads to acidification, which is potentially corrosive to the internal workings of the whole HTF system.

Oxidation can also be inferred in more extreme cases where it can lead to scaling of the pipes and heater.

Thermal degradation in closed loop systems is largely driven by heating a HTF above its boiling whereby the fluid will degrade to point to produce light and heavy hydrocarbon chains. The production of light chain hydrocarbons are a potential safety concern as they reduce the fluid’s flash point, fire point and auto-ignition temperatures. In contrast, the formation of heavy chain hydrocarbons lead to the formation of coke and this fouls the heat transfer surfaces and pipework.

Within the system depicted in Figure 1 the HTF is constantly in contact with all the parts that make up the HTF systems.

The HTF is therefore prone to overheating during start-up and shut-down procedures when flow may be sub-optimal and the fluid may be heated to temperatures that lead to boiling of the fluid and this, even though acute in nature, can accelerate its thermal degradation and damage to the system. Indeed, when ‘coke’ starts to form on internal surface of pipes, where fluid travels slowest, it will act to insulate their internal surfaces. This is detrimental to

the system as the coke will decrease the overall thermal efficiency of the plant and compensations are made through further increases in fluid temperature to achieve the desired operating temperature. Any further increases in temperature will stress the internal pipework by accelerating the formation of coke and increase both energy consumption and plant operating costs. These events, observed in everyday operations, highlight the need for end-user training on the properties of the HTF and the operation of the system. Training is an effective way to best maintain the longterm health of the fluid and the system, and is often required by insurers and enforced by employers.

Condition-based HTF Monitoring It is important at this point to highlight that all fluids will degrade when operating at high temperatures for prolonged periods of time, so the objective of any maintenance plan is to sustain the longevity of the HTF and the plant. A simple way to counter the effect of thermal degradation is to simply turn down the operating temperature of the plant to lower the underlying decomposition rate. For example, a decrease of only 10 oC may work to halve the decomposition of the HTF and the effect can be detected using condition based monitoring.

The health of a heat exchanger can also be assessed from fluid samples and measuring the by-products of thermal degradation. This can be done by taking repeated samples from one sample point or by taking multiple samples from various sites across the HTF system (eg, the heater return or the heater outlet). The percentage carbon residue within a HTF provides a direct measure of the health of the fluid and an indirect measure of the health of a HTF system as increased carbon levels will lead to carbon accumulations within a system. Maintenance and Cleaning of a Heat Transfer Fluid Monitoring thermal degradation is important for the efficiency of a plant and its long-term viability. The following approaches may be considered by plant managers when trying to maintain a healthy thermal fluid and HTF system.

1)Sample a fluid as frequently as possible.

Past research shows that increased sampling is associated with improved HTF condition and fluid cleanliness is important for sustaining component life.

condition ensuring a HTF can operate for longer. The relationship between fluid health and sampling has been studied and research, published in the journal of Applied Thermal Engineering (2), asked how the frequency of HTF sampling relates to the condition of a fluid. Results showed the best HTF condition was found in those systems where fluids were sampled most often. Indeed, the best HTF condition was observed in fluids sampled most frequently (ie, every 3 months) and the worst condition was observed in those systems least frequently (ie, every 3 years). This research highlights the predictive value of sampling frequency.

Choosing a Heat Transfer Fluid No two HTFs are the same as they are composed of different chemicals, such as silicone, terphenyl and alkylated aromatic compounds. The use of chemical based HTFs offer benefits to traditional approaches (ie, steam and water) as they can be used at much lower pressures, they are less reactive and less corrosive as they have fewer contaminants.

temperatures in the absence of oxygen.

Synthetic fluids have a lower propensity to form carbon than mineral based fluids and they also have a higher heat transfer efficiency and better thermal stability (Figure 2) (4). For example, it is well-known that eutectic-based HTF containing biphenyl and diphenyl oxide (eg, Dowtherm A, Therminol VP-1 and Globaltherm Omnitech) are generally considered to exhibit better thermal stability at much higher temperatures than a mineral-based HTF (eg, Globaltherm M (5). They are also considered to be more resistant to fouling. The benefit of this is that they will tend to form less coke and this reduces the risk of coke forming on the heater and internal pipeworks. Of course the choice of fluid will be driven by the heater requirements and also the financial cost of the fluid itself as filling a new or old system can be extremely expensive.

The last point to make is that during a normal system cold-start the viscosity of a fluid and its resistance to flow is greatest.

As synthetic fluids generally have a lower viscosity than mineral-based HTFs, they are easier to pump and require less energy.

However, irrespective of the fluid type, a cold-start presents a significant problem

2) Reduce the operating temperature of the fluid. HTF manufacturers generally recommend that a HTF is sampled at least once per year when operating near its upper operating temperature or biannually if it is operating 20oC below its upper operating temperature.

3) Dilute a fluid to help remove degradation by-products.

This intervention involves part-draining the whole system and then re-filling the system with a virgin HTF. This effectively removes some of the carbon and other degradation by-products.

4) Introduce a filter into the system as shown in Figure 1. Filters are extremely effective for removing contaminants and wear particles from a system. They can be used as a temporary or permanent additions to a HTF system and when installed they enable the continuous filtration of particles. This effectively counters the catalytic effect of contaminants that may have been left in a HTF system during construction or to remove the wear particles forming during normal operation.

5) Recharge using a virgin synthetic HTF. There is always an option to drain and refill a HTF system with a virgin HTF. As discussed, synthetic-based HTFs can be used at much higher temperatures and are more resistant to thermal degradation at

high temperatures (eg, eutectic mixtures of biphenyl and diphenyl oxide such as Globaltherm Omnitech, which can be used up to 400 oC).

6) Use a nitrogen blanket to stop the HTF coming into contact with air. The oxidative effects of air are detrimental to a HTF at temperatures in excess of 60oC. This can lead to the formation of acids, which are corrosive; sludge formations in the expansion tank; and, the fouling of internal surfaces including the heater and pipeworks. The use a nitrogen blanket effectively closes the HTF system to air and helps to negate the effects of oxidation.

7) Add anti-oxidant packs to the HTF. Oxygen can be detrimental to the HTF and HTF system components. Anti-oxidant packs or repellents can be added to the fluid to deplete oxygen in the HTF and avoid the effects of oxidative stress.

Summary All fluids thermally degrade when operating at high temperatures for prolonged periods of time. The formation

of carbon (coke) occurs in such conditions and can lead to carbon build-ups on the internal surfaces of the operating plant, including the heater. These changes can be accurately detected using condition based monitoring of the HTF. There are a number of approaches that are effective in countering the effects of thermal degradation and include reducing the operating temperature of the fluid, dilution of a fluid to help remove degradation by-products, using a filter to remove any by-products, using a nitrogen blanket or adding anti-oxidant packs to the HTF to counter the effect of oxidation.

At the end of a fluid’s life and in extreme cases of thermal degradation, a HTF will need to be replenished and a synthetic HTF should be considered based on better thermal stability and better resistance to thermal degradation. ◘ References 1) Wagner O Walter. Engineering the Way to a Process of Noise Reduction Arne Berndt, owner/adviser at SoundPLAN, examines steps that can be taken to help mitigate excessive noise

P

rocess safety in the chemical engineering industry is critical, with emphasis on ensuring that people return from work in the same state they arrived – safe.

The sector stretches from oil companies through to manufacturers of 'commodities' chemicals, polymers, fine chemicals and pharmaceuticals, so there are a number of areas where safe working conditions and compliance with health and safety legislation need to be ensured.

From a safety standpoint when working with chemicals, the immediate dangers, such as burns, exposure to toxic fumes or the risk of explosion will always be a key concern.

However, it is important not to overlook the dangers presented by longer-term hazards – including excessive noise – to workers’ health and wellbeing, and potentially to a business’ profit levels.

Just one example is the heat and noise found in refineries and the seemingly endless racks of pipes transporting sound around sites, as well as the material they were designed for. The results can be deafening and disorientating. A potential solution is spray-on foam which can dampen the noise. However, as with any mitigation factor, it is important to understand how much is needed and where it will be most effective.

Whether designing processes and equipment for large-scale manufacturing, test production methods and by-products treatment, or direct facility operations, chemical engineers need to be protected from excessive noise, and plan the protection of those who will work in the situations being designed.

Knowledge is power In the arena of noise control the saying ‘scientia potentia est’ (knowledge is power) is very apt. It is not hard to recognise nuisance noise, but identifying its exact source and field of propagation can be a very different matter.

If you are going to reduce noise and mitigate its harmful effects, then you need to know as much about it as possible. To be truly effective,

any attempts at noise control must be based on an accurate analysis rather than guesswork or reference to previously recorded levels.

The World Health Organization, in its paper ‘Engineering Noise Control’ says: “To adequately define the noise problem and set a good basis for the control strategy, the following factors should be considered: type of noise; noise levels and temporal pattern frequency distribution; noise sources (location, power, directivity); noise propagation pathways, through air or through structure; room acoustics (reverberation). In addition, other factors have to be considered; for example, number of exposed workers, type of work, etc.”

Getting to the source Noise emissions on occupational sites vary widely in sound power, frequency spectra, directivity and also in their timings. Their regularity in different work situations also varies between irregularly distributed noise impulses and almost continuous noise.

The danger of hearing loss is a given if people are exposed to a noise level of more than 85 decibels (dB). The risk of hearing loss increases with the magnitude and exposure time and the frequency of the noise; with higher frequencies doing more damage. Hearing loss makes up between 30 per cent and 40 per cent of occupationrelated illnesses.

In noisy locations, when considering how to control the sound, the primary requirement is to locate and document the areas where the noise reaches 85 dB or above. This is known as the ‘noise contour line’. In areas where noise levels exceed 85 dB, workers should wear hearing protection. Failure to clearly mark the noise contour line could leave companies open to fines and litigation. There must always be signs showing employees and visitors where hearing protection is required, and it is the supervisor’s responsibility to ensure it is always worn. The contour line applies both inside the building and outside.

If a workplace has areas that may be close to or above 85 dB, then a noise study should be carried out to define all areas where hearing protection is required and noise mitigation is required. Workers can also be provided with noise dosimeters to keep track of their daily dosage of noise. A well-studied and documented noise policy is better than paying for lawsuits from workers with hearing problems and paying for disability because of tinnitus and hearing loss.

Why is noise such an issue?

Occupational noise can cause both temporary and permanent hearing damage. Hearing loss comes from exposure to noise over time where it may occur gradually, or a sudden, exceptionally loud, noise can trigger it instantly.

As significant as it is, it is easy to assume that hearing loss is the only issue caused by exposure to high levels of noise, but there are a number of other potential impacts. These include sleep disturbance, cardiovascular disease, fatigue and other physical disturbances. Recent investigations suggest a

link between noise and dementia, as well as potentially cancer and diabetes in women.

Mental health can also be affected by exposure to excessive noise. Psychological conditions include communication disturbance, reduced or delayed reactions and the reduction of psychological wellbeing (which could manifest itself in increased nervousness, frustration or aggression).

All these health effects are felt by the individual, but also by their family, friends and fellow workers. When undisturbed communication is not possible, people can become isolated and not take into account the environment and people around them. Affected people can become more aggressive and conversely their willingness to help others is reduced, along with their sociability.

Alongside the physical and emotional issues, there is also a financial impact both for the individual through loss of earnings, and for businesses, through lost working days, litigation, recruitment costs and reputational damage.

Mapping the noise Using the data from a noise study, and other relevant sources, along with sound mapping software means that realistic noise simulations can be developed. These can show the sources of the loudest noise and the propagation across the site. Measurement alone shows only one noise level and it is not possible to assess how much noise came from any source. However, computer-devised simulations mean you can now isolate and address problem areas.

With sound-mapping software you are able to produce a map of the building or landscape in question, and produce a visual display of how the noise will travel and at what volumes it will be.

Noise mapping also means you can predict future levels of noise and take steps to control it, whereas measurements cannot be taken until the entity making the noise is physically there. This means you can work with ‘what-if scenarios’ prior to building a facility and to also assess how effective new quieter equipment or noise mitigation techniques would be.

No two noise maps will be the same as their make-up is dependent on the project size, geography, objective, and most significantly, the available data which can be imported and used.

The multiple visualization options in a sound map mean that industrial complexes which often have extensive and complex results data can be viewed from different aspects. This helps the user identify the problem areas and recognize the noise reduction potential.

With sound mapping it is possible to calculate the inner noise level of a pipe consisting of compressors, silencers, regular pipe elements and the emitted noise.

When choosing which sound-mapping software is best for you there are a number of factors to consider: 1. Open source – Will you be able to transfer your data to a new software system should you need to? If it is produced in proprietary software, you will be locked into using that system or have to start again from scratch if you want to move.

2. Good resolution – Is the map that’s created a high-resolution image? Can you make out small details to help with noise mitigation planning or does it just give an overview of the situation?

3. Displays information – Does it contain the information or just present a picture?

To be fully effective the information should be displayed within the map and different views should be available.

4. Information manipulation – Are data files all merged or are they separate for easy manipulation and extraction?

5. Meeting your requirements – Depending on the size of project, the software solution may change. For a small project a cut down version may be sufficient, but if the project grows will the software be able to cope and will a more complete version be compatible?

6. Ease of use – Can you get it to do what you need it to do easily? Be careful though, if it seems very easy to use straightaway it may be because the software is basic and will not be able to handle all of your requirements.

Reducing the need for PPE is worthwhile as there is a possibility that its use actually increases risk on a site, as workers may not be able to hear emergency alarms. This is why loudspeakers on any occupational site should be set at least 10 dB above the ambient noise.

For verbal messages, the requirements are even more stringent. PPE which reduces the noise level at the ear to below 70 dB should always be avoided.

7. Ongoing support – Will you get help to use the software after you have purchased it and how easy is it to upgrade it?

Noise reduction pays There are a number of benefits to controlling noise in industrial situations. The protection of workers’ health should be a priority, but there are considerable financial incentives too.

Potential cost savings Although there will be an initial outlay for noise audits, new quieter equipment and other mitigation factors, properly managing noise should show a positive return on your balance sheets.

Not taking action can be expensive. If excessive noise is left untreated, businesses

can face legal action from workers whose health has been affected. This in turn can increase insurance premiums. There is also the cost of lost man hours when workers take time off sick and the management time to deal with both sick leave and litigation. Those costs can soon mount up, so investing in noise control can quickly pay for itself.

While important to health and safety, providing the necessary PPE such as ear plugs and ear muffs is not cheap, and the administration costs of maintaining sufficient supplies can mount up too. By reducing the noise at source, the requirement for PPE can be dramatically reduced. Productivity levels can also be improved and accidents reduced with less PPE, as working conditions are better and communication between workers is easier.

Legal requirements Simply ignoring nuisance noise is not an option. Most industrial nations have specific noise rules that sit alongside health and safety regulations. These include the Noise Pollution (Regulation and Control) Rules, 2000 (India), Noise Control Act (USA), Occupational Exposure Limits (Canada), the Environmental Noise Directive (EU) and Control of Noise at Work Regulations 2005 (UK). This national legislation requires noise control measures to be implemented so that the lowest reasonable levels of noise emission and noise exposure can be achieved. All employers should make themselves aware of the rules affecting their employees, especially if they are working across international boundaries where legislation may not be consistent.

Hearing the message loud and clear Once you have created a noise map and developed your noise policy you can introduce controls to start defending workers against the problem noise. By reducing the noise by just a few decibels the risk of hearing loss and other harmful effects is considerably lessened.

Using low-noise and well-maintained equipment or placing a barrier between the worker and noise source are relatively simple steps, but they can have a huge impact on people’s lives. Using noise mapping software gives you the knowledge to accurately identify the most appropriate changes and safeguard your workers and your business. ◘

The wear and tear of brake and clutch liners is negligible. It is worthwhile to invest in a VFD. The variable speed is welcome to save power. The VFD gives smooth centrifuging operation. Also, the work of feeding and washing can be done at lower basket speeds and the centrifuge drying can be done at higher speeds, if the basket charge is properly balanced.

IGM systems can be designed with mechanical or air bearings, ball-screw or linear-motor drives, and a variety of feedback elements ranging from encoders to laser interferometers.

CONDITION MONITORING & PREDICTIVE MAINTENANCE NORD DRIVESYSTEMS uses condition monitoring and predictive maintenance to achieve max plant availability and high cost-efficiency.

While condition monitoring only enables the state of wear to be detected, predictive maintenance can ideally enable a maintenance date to be planned well in advance.

This requires intelligent frequency inverters with integrated PLCs, which can take autonomous decisions and evaluate motor and gear unit status data from virtual and physical sensors. With the aid of virtual sensors based on mathematical algorithms and the PLC which is integrated into the NORD frequency inverter, in combination with the known physical characteristics of the gear oil, the lifespan of the oil can be determined with sufficient accuracy from the calculated drive output which is determined from the measured electrical data.

This allows an assessment of the degree of use of the gear oil and the predicted date for the oil change.

For industrial gear units, physical temperature and vibration sensors are both economical and advisable. Especially vibration sensors offer a range of advantages. Detailed manufacturers’ databases exist for all of the bearings which are installed in industrial gear units. These databases contain the characteristic vibration frequencies for all components of each bearing type. The individual frequencies can therefore be clearly identified and attributed to particular components. The frequency spectrum can be analysed on the basis of the time signal or an FFT analysis (Fast Fourier-Transform). This not only enables the ideal or necessary maintenance time to be calculated, it also indicates the location of the fault and which replacement parts are required.

The autonomous drive communicates its status data to a secure cloud. There, this data is available for analysis with filter and analysis tools, so that monitoring of the drive units can be carried out from anywhere in the world. The data are transparently presented in a browser-based web interface and the plant can be viewed at a glance in a clear 3D illustration.

RETRACTABLE DOCK SHELTERS

Thanks to its high insulation factor, the cushion dock shelter is the ideal solution for controlled temperatures.

The three cushions are made of elastic polyurethane foam, covered with PVC coated polyester fabric, supporting vehicle pressures and perfectly sealing the three sides including the space between opened rear doors and sides of the vehicles.

The KSB Group offers a special impeller for its Movitec multi-stage high-pressure pumps. This new impeller significantly improves these pumps’ suction characteristics (NPSH value).

It proves its worth particularly in applications with critical inlet conditions (eg, boiler-feed applications) as well as applications in which the pump is required to take in water from low-lying tanks or at higher temperatures. Under these conditions, a pressure drop in the intake area may cause cavitation to occur in the first pump stage. Andhra Pradesh PCPIR: ` 43,744 crore has been invested by the Andhra Pradesh government in setting up of this PCPIR. While the draft master plan and environmental impact assessment study stands completed, on full-project completion it will create employment for 1.11 lakh persons.

With support from the State Government, B.Tech courses in plastic engineering will soon commence in the near future. “Till 2014, 23 centres of CIPET were functioning that were training around 40,000 students, now CIPET is developing 1,00,000 technicians per year and in the last 4 years the total number has crossed 2.5 lakhs,” the Minister added. To celebrate 50 golden years of CIPET in 2018, the number of CIPET centres across the country will be increased to 50 before the end of this year.

Tamil Nadu PCPIR: District level notification has been issued by the Government on Tamil Nadu PCPIR notifying the delineated PCPIR area in the Cuddalore and Nagapattinam Districts as a Local Planning Area, under Tamil Nadu Town and Country Planning Act 1971. The project stands at an investment of ` 8100 crore and actual employment for 13,950 persons is generated.

Taking into consideration increasing use of plastics and the environmental sustainability issue, the Government aims to bring biodegradable plastics to common use soon. It has further proposed setting up of another CIPET centre in Uttarakhand and allocated ` 40 crores for establishing a plastic park in the State at Sitarganj. Among other units, the park would house plastic waste recycling unit within to address concerns regarding increase in generation of plastic waste in the State and provide employment opportunities for over 5000 people in the region.

“On graduating from CIPET centre, an average salary of a technician will be around ` 30,000,” Shri Trivendra Singh Rawat added. A total project cost of ` 51.32 crore has been incurred on setting up of the CIPET: CSTS at Dehradun, as per the 50:50 funding arrangement agreed upon by the Government of India and the Government of Uttarakhand to support development and progress in the region.

Full Realisation of PCPIR Developments in India will Create Employment Opportunities for 33.96 lakh persons: Shri Rao Inderjit Singh In a written reply to a question posed in Lok Sabha, Minister of State for Planning (IC) and Chemicals & Fertilizers, Shri Rao Inderjit Singh shed light on the status of implementation of Petroleum, Chemical and Petrochemical Investment Regions (PCPIRs) projects in India. He informed, according to Detailed Project Reports (DP`), the projected investment on full realization of PCPIRs is ` 7.63 lakh crore and employment generation (both direct and indirect) is expected for around 33.96 lakh persons.

Government Launches PARIVESH on World Biofuel Day Celebrating World Biofuel Day on August 10, Prime Minister Narendra Modi launched “Pro Active and Responsive facilitation by Interactive and Virtuous Environmental Single Window Hub (PARIVESH)” and unveils a booklet on National Policy on Biofuels 2018. The day has been observed since 2015 to spread awareness about the importance of non-fossil fuels as an alternative to conventional fuels and highlight various efforts made by the Government in the biofuel sector.

The day reaffirms the Government’s commitment to increase farmers’ income and improve the environment. Minister of Petroleum & Natural Gas, Dharmendra Pradhan assured that several steps have been taken have been taken to improve the supply of ethanol for the blending programme, which has resulted in supplies jumping from 38 crore litres in 2013-14 to about 141 crore litres in the ongoing season.

The Government notified that the new National Policy on Biofuels-2018 envisages a target of 20 per cent blending of ethanol in petrol by 2030. The policy has thus widened the scope of raw material for ethanol procurement.

The two fertilizer complexes in Sindri and Barauni will each comprise 2,200 MTPD ammonia and 3,850 MTPD urea plants and will be realized by TechnipFMC, France, along with their consortium partners L&T Hydrocarbon Engineering, India.

BPCL to go ahead with setting up new refinery State-run Bharat Petroleum Corp Ltd (BPCL) has been given green nod for setting up a second generation ethanol plant in Odisha that would entail an investment of ` 747.46 crore, according to a senior government official.

The ethanol bio-refinery with a capacity of 100 kilo litre per day (KLPD) will be set up at Baulsingha village in Bargarhdisrict in an area of 58.44 acres.

The project is in line with the government's national bio-fuel policy, which mandates 5 per cent blending of ethanol with petrol. Total project cost is estimated to be `747.46 crores and will create 200 direct and about 1000 indirect job opportunities when the facility becomes operational. BPCL will use Lignocelluloses biomass, an attractive feedstock to produce renewable fuels , particularly ethanol.

Ethanol blending of petrol saved Rs 4000 crores last year Ethanol has not only helped the farmers but has also saved the country's wealth. Last year, ethanol blending of petrol has saved about Rs.4000 crores in foreign exchange that would have been spent on imports. The target of the government is to increase this savings to ` 12000 crores in the next four years. Moreover, in the next four years we can make ` 20000 crores just by producing ethanol from sugarcane. With this saving and an alternative to sugarcane, the sugarcane farmers will be ensured of a permanent solution to their recurrent problems. Ethanol is saving money. Besides, it will also reduce the toxic gases that generate from petrol.

DNV GL issues world’s first solar plant project certificate to CLP’s Veltoor Solar Power Project in India DNV GL, issued the world’s first project certificate for photovoltaic (PV) power plants to CLP India’s Veltoor Solar Power Project in Telangana, India. The project is owned by SE solar Ltd (SPV of Suzlon Energy Ltd and CLP India). The ever-increasing demand for reliable, affordable and low carbon electricity has driven a global upsurge in renewable energy resources.

In 2016, India’s Ministry of New and Renewable Energy has announced the world’s largest renewable energy expansion programme, with the stated aim of reaching 175 GW of green power generation by 2022, including 100 GW of solar power. India is making good progress on these goals, increasing solar capacity by 370 per cent in three years, making solar its fastest growing energy source.

The solar project by CLP India Veltoor in the southern Indian state Telangana is one of the larger solar projects in the country. This 100-MW plant, was developed by SE solar Ltd (SPV of Suzlon Energy Ltd and CLP India) and commissioned in phases starting mid-2017 and supplies energy to the Telangana Southern Power Distribution Company Limited.

The certificate confirms all relevant safety features of the solar park and demonstrates the technical compliance of the project with the globally recognized standards.

Certification of a PV power plant project according to the specification implies the overall evaluation of the asset including its design basis, design, grid code compliance, manufacturing process, transport and installation, commissioning and optionally in-service phases. Solid Waste Management Projects in 97 Ganga Towns A meeting was held between Union Minister for Water Resources, River Development & Ganga Rejuvenation and Union Minister of State for Housing & Urban Affairs along with other concerned officials in the month of July to review the Solid Waste Management (SWM) projects in 97 Ganga towns in the States of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand, and West Bengal. The authorities have decided to continue pursuing the respective State Governments for taking up SWM projects as required.

A total of 63 projects are sanctioned for River Front Development and development of Ghats and Crematoria at an estimated cost of ` 1197 Cr. Out of these 24 projects are completed and other projects are at various stages of implementation. 97 towns along river Ganga have been identified for solid waste management.

Oliver Knapp, Senior Partner at Roland Berger. Procurement has a key role to play as companies strive to successfully master the disruption that stretches far beyond the simple digitalization of procurement.

"This is a unique opportunity," explains Knapp. "Procurement can and must reposition itself and redefine its role as a partner creating value in the company."

For a company to stay competitive, the procurement function needs to reframe its role and be mindful of two areas in particular, as Oliver Knapp advises: "The new demands on procurement resulting from the disruptive trends and the digitalization of the function itself absolutely must feed into the company's procurement strategy."

With the advancement of digital innovation in procurement, it's not only operational processes but also complex tasks that are being automated. The necessary transformation can be effected in a gradual process.

The first thing to do is to consider the underlying conditions, in other words the industry-specific trends, corporate strategy and the company's individual success factors.

This step also involves analyzing what the procurement function needs to be doing in the company in the future and how much time they have left to pull off the transformation. "Tackling digitalization in isolation or disregarding the latest market trends will only lead to failure. A successful transformation depends on a thorough consideration of all factors that can influence the business," says Knapp.

Building on this, a number of scenarios can be developed covering aspects such as what the organization and role of procurement and the supplier network should look like, and how much capacity will be freed up as a result of digital standardization. The different factors need to be weighted individually to suit the company and assessed in terms of the possibilities available. The remaining steps are all about realizing the scenarios and strategic measures. If procurement functions don't quickly adapt their performance to the disruptive trends in the marketplace, companies will lose their ability to compete.

Himachal Pradesh Government Expresses Interest to FAGMIL for Setting Up White Cement plant in North India The Government of Himachal Pradesh recently expressed interest to FCI Aravali Gypsum and Minerals India Limited (FAGMIL), by issuing a Letter of Intent (LoI) to grant mining lease for setting up of white cement plant in North India to cater to the demand from the region. With only two operational white cement plants in the region currently, an MoU when entered between FAGMIL and the Government of Himachal Pradesh will establish the first PSU white cement plant in the country.

A pre-feasibility study has been conducted by the National Council for Cement and Building Materials, Ballabgarh (Haryana) on 108 hectares of land leased near Village Nohra Dhar, Tehsil Sangrah, and District Sirmour (Himachal Pradesh) for setting up of this manufacturing facility.

The plant will incorporate latest state-of-the-art, eco-friendly manufacturing technologies with an installed capacity of 1000 TPD. It will contribute to direct and indirect employment generation in the region around 200 to 3000 respectively. This upcoming project will be a landmark development in Nohra Dhar and nearby areas of Himachal Pradesh.

In addition to the numeric concentration, density and temperature displaying, the visualizing of limit value ranges is available from now on. That simplifies the monitoring of an approximation to critical values. Users can identify the segment in the measuring range where the current value is settled on and get an overview quickly. When approximating the borders of the measuring range, the arrow turns into yellow signalling a warning. A range excess is shown by a red arrow. Cabinet Approves Agreements to Implement Fertilizer Revival Projects at Gorakhpur, Sindri, and Barauni The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the proposal to provide land on lease to Hindustan Urvarak & Rasayan Limited (HURL), which is a joint venture enterprise of NTPC, IOCL, CIL and FCIL/ HFCL incorporated in June 2016 to implement the fertilizer revival projects at Gorakhpur, Sindri, and Barauni.

The government has also agreed to provide Concession Agreements & Land Lease Agreements for the revival of Gorakhpur & Sindri units of Fertilizer Corporation of India Limited (FCIL) and Barauni unit of Hindustan Fertilizer Corporation Limited (HFCL) by HURL. The revival of Gorakhpur, Sindri and Barauni units of FCIL/HFCL will ensure substantial investment in the fertilizer sector.

These units will act as anchor customer for the Jagdishpur-Haldia Pipeline (JHPL) gas pipeline being laid for development of critical infrastructure in Eastern India.

The revival of these fertiliser units will facilitate creation of job opportunities in the region, augment indigenous production of urea to enhance self-reliance and provide significant boost to the economy of the state/region. Lease Deeds are to be signed with HURL by FCIL/HFCL to set up the fertiliser projects at these three locations, with land to be leased for a period of 55 years. The cabinet has further authorized InterMinisterial Committee (IMC) to approve Substitution Agreements and other such agreements, if any to be signed between FCIL/HFCL and HURL. The tri-partite agreement thus authorised will enable HURL, a lenders’ representative for the specific project to obtain finances as may be required after lenders’ syndication is completed for each of these projects.

HURL is also being granted with an Interest Free Loan (IFL) equivalent to the interest during construction (IDC) component of `422.28 crore, 415.77 crore and 419.77 crore for Gorakhpur, Sindri and Barauni projects respectively. The total value of the IFL sanctioned for `1257.82 crore will be disbursed during the first three years to cover only the interest accrued during the scheduled period of construction. Any escalation costs incurred otherwise, during construction owing to time or costs overrun will be borne by the joint-venture company. The repayment of loan will be spread over a term period of 11 years, with a moratorium period of three years for disbursement of funds during construction and the repayment phased over the next eight years.

EWM AG moves Skills and Knowledge Centre for Welding Technology to new location EWM AG has opened a skills centre with a size of roughly 2,000 square meters for all matters related to arc welding in Austrian Eberstalzell. With the move to the new building right on motorway A1, the welding technology manufacturer, which has been active in the alpine republic for more than 30 years, establishes a basis for further sustainable growth.

EWM had already opened its own location in Austria in 2006 in order to be closer to customers and ensure quick and reliable support. “The brand-new building at our convenient location in Eberstalzell was a once-in-a-lifetime chance for us to set up and organise our premises in accordance with our needs,” explains Heinz Stephan, Director of EWM Austria. “In doing so, we placed the greatest importance on as high as possible an equipment standard and the sustainability of the building. As a result, we can fulfil both our customers’ existing expectations and those which can be expected to arise in the next few years.” EWM has invested around 3.5 million euros in the new building on the Greenfield site. From this moment, the globally active welding technology manufacturer has 400 square metres of office space, a fully equipped warehouse and individual areas for service and application technology with a size of roughly 250 sq metres each in Eberstalzell.

Overall, EWM has doubled its warehouse space with the new building and thereby increased its already impressively high availability and delivery capacity yet further. The welding technology manufacturer delivers standard items within a maximum of two days, for example.

EWM has also integrated an area for service and repairs into the new building. Housed here, among other things, are the latest-generation welding torch testing devices, shearing lift tables and a workbench for the repair of long hose packages.

Industry News GIS Technology on Ganga Cleaning Projects

Government of India is supplementing the efforts of the state governments in addressing the pollution of river Ganga by providing financial assistance to the states. Government of India has approved Namami Gange Programme in May 2015 for conservation of river Ganga with total outlay of ` 20,000 Crores. Namami Gange Programme is an umbrella programme which integrates previous and currently ongoing initiatives by enhancing efficiency, extracting synergies and supplementing them with more comprehensive & better coordinated interventions.

The amount spent by NMCG since its inception i.e. from Financial Year 2011-12 to 2018-19 till June 30, 2018 is ` 4,322.37 crore. Under Namami Gange Programme, a total of 221 projects have been sanctioned at a cost of ` 22,238.49 crore. Out of these 221 projects, 58 projects have been completed and 95 projects are under implementation.

Environment & Skill Development Ministries Sign MoU to train one lakh RAC Service Technicians

Addressing the gathering, Union Minister for Skill Development and Entrepreneurship (MSDE), Dharmendra Pradhan invited the leaders of the industry to invest in equal measure in the initiative to skill technicians.

“I urge the industry to make equal contribution towards training of such technicians so that we further strengthen our industries and our youth.

The focus on skill development should be as much as we have on research and production today”, he added.

Pointing out that the Prime Minister’s attempt at enhancing the training skills has been made a part of the skill eco system, the Minister stated that this is great example of the Ministries working together to make the New India of our dreams. He also underlined that it is imperative that the two Ministries work in close conjunction with the respective Sector Skill Councils to identify the new age job roles which are relevant to the market today. The Minister also emphasised the need to map their demand and co-create a curriculum and pedagogy to ensure a robust skill training ecosystem and its outcome in terms of the productive workforce that India will have.

Earlier, a Memorandum of Understanding was signed between the Ministries of Environment, Forest and Climate Change and Skill Development and Entrepreneurship. The MoU was exchanged by the Joint Secretaries in both the Ministries to jointly undertake upskilling and certification of 100,000 RAC service technicians on good servicing practices and knowledge of alternative refrigerants to ozone-depleting chemicals.

The project will be funded under the Skill India Mission - Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

Since India is party to the Montreal Protocol on Substances that Deplete the Ozone Layer, the country is in the process of phasing out Ozone Depleting Substances (ODS) and in the future, even non-ODS gases with high global warming potential will be phased down.

For reduction in pollution levels and making cities cleaner and environment friendly, the Government is working on FAME-II Scheme having focus on mass & shared public transportation based on electric powertrain. The necessity for development of charging infrastructure for smooth roll out of electric mobility in the country is being addressed in the Phase-II of FAME Scheme. The Department has notified FAME India Scheme in the year 2015 under National Electric Mobility Mission Plan of the Government.

The Phase-1 of this scheme is being implemented through four focus areas namely Demand Creation, Pilot Projects, Charging Infrastructure and Technology Platform and R&D. Under Demand Creation component of the scheme, incentive is available to buyers of electric and hybrid vehicles (xEVs) in the form of an upfront reduced purchase price to enable wider adoption. Managing Director, Delhi Metro Rail Corporation was also present on this occasion.

In his opening remarks at the Global Mobility Summit 2018, he said that despite changing global trends, consumption of petrol and diesel in India is growing in excess of 5% per annum. Whatever be the scenario of the growth of Electric vehicles, India would still need higher refining capacities. To achieve cleaner emissions, the Minister added, India will leapfrog from BS-IV to BS-VI standards, and the NCT of Delhi has already switched to the better fuel since April this year. Pradhan said the Government has already implemented fuel efficiency norms for commercial heavy vehicles.

Talking about the gas based transportation solutions, the Minister said that the use of CNG, LNG and Bio-CNG is being promoted in the sector, and there are plans in place to have about 10,000 CNG stations within a decade, covering over half of the country. On the issue of promoting LNG as a fuel for long distance transportation by heavy commercial vehicles, Pradhan informed about the efforts being made by Public sector oil companies and some private enterprises in setting up LNG distribution infrastructure. said that 12 bio-refineries are being set up and steps are being taken to achieve 10% ethanol blending. Soon, Bio-ATF and Bio-CNG policies will be formulated. Indian Oil has tied up with the Delhi Government to introduce 50 Hydrogen enriched CNG buses next year. On the issue of Electric Vehicles, Pradhan said that there are challenges concerning setting up of infrastructure and economy of converting to EVs, and Inter-ministerial teams are working to put in place a comprehensive policy on the matter. In the session, Graham Stuart, Parliamentary Under Secretary of State, UK, Dr Lam Pin Min, Senior Minister for Health and Transport, Singapore and Mrs Sindisiwe Chikunga, Deputy Minister of Transport, South Africa also participated. All of them outlined the trends and developments in the mobility sector in their respective countries.

Cabinet approves on Fixation/Revision of ethanol price The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Narendra Modi has given its approval to revise / fix the price of ethanol derived from B heavy molasses / partial sugarcane juice and fix a higher price for 100% sugarcane juice based ethanol for the forthcoming sugar season 2018-19 during ethanol supply year from 1st December 2018 to 30th November 2019. The decision will serve multiple purposes of reducing excess sugar in the country, increasing liquidity with the sugar mills for settling cane farmer's dues and making higher ethanol available for Ethanol Blended Petrol (EBP) Programme. All distilleries will be able to take benefit of the scheme and large number of them are expected to supply ethanol for the EBP programme. Remunerative price to ethanol suppliers will help in reduction of cane farmer's arrears, in the process contributing to minimizing difficulty of sugarcane farmers. Ethanol availability for EBP Programme is expected to increase significantly due to higher price being offered for procurement of ethanol from B heavy molasses / partial sugarcane juice and 100% sugarcane juice the for first time.Increased ethanol blending in petrol has many benefits including reduction in import dependency, support to agricultural sector, more environmental friendly fuel, lesser pollution and additional income to farmers. Ethanol Blended Petrol Programme was launched by the Government in 2003 on pilot basis which has been subsequently extended to the Notified 21 States and 4 Union-Territories to promote the use of alternative and environment friendly fuels. This intervention also seeks to reduce import dependence for energy requirements and give boost to agriculture sector.

Government has notified administered price of, ethanol since 2014. This decision has significantly improved the supply of ethanol during the past four years. The ethanol procured by Public Sector OMCs has increased from 38 crore litre in ethanol supply year 2013-14 to estimated 140 crore litre in 2017-18. Consistent surplus of sugar production is depressing sugar price. Consequently, sugarcane farmer's dues have increased due to lower capability of sugar industry to pay the farmers. Government has taken many decisions for reduction of cane farmer's dues.

With a view to limit sugar production in the Country, Government has taken multiple steps including, allowing diversion of B heavy molasses / sugarcane juice for production of ethanol. As the ex-mill price of sugar has increased from the earlier estimated price, there is a need to revise price of B heavy molasses / partial sugarcane juice and 100% sugarcane juice for production of ethanol. It is worth noting that as compared to ethanol derived from C heavy molasses route, diversion of B heavy molasses reduces the sugar by about 20% and increases ethanol availability by about 100%. On the other hand, diversion of sugarcane juice reduces sugar by 100% and increases ethanol availability by about 600%.

The signing of the documents was completed in the presence of Secretary (Fertilizers), Smt. Bharathi Siva Swami Sihag and other senior officers of the department and HURL, FCIL, HFCL and PDIL.

Dr Harsh Vardhan inaugurates 13th Sustainability Forum Emphasising that circular economy and resource efficiency can provide solutions to the challenges posed in the process of reconciling economic growth with environmental sustainability, Union Minister for Environment, Forest and Climate Change, Dr. Harsh Vardhan has pointed to the need for corporate participation in building resource efficiency and a circular economy. Addressing the 13th Sustainability Summit with the theme – “Everyone’s future” here today, Dr. Vardhan underlined the growth of Indian economy, along with successful management and development of forests, wildlife habitats and ecosystems. He stated that India has registered 1 per cent growth in its forest and tree cover, according to the latest report of Forest Survey of India. The Minister stressed that while talking about sustainable development, economy and ecology must go together. “The present Government has given equal thrust to both these components and we are marching towards the path of Sustainable Development”, he said. Dr. Vardhan referred to the recent implementation of ‘PARIVESH’- a single window clearance system in the spheres of Environment, Forest, Wildlife and Coastal Regulation Zone. He pointed out that the automated system will help applicants track the application status, as well as help in improving environmental compliance. The Minister highlighted India’s affirmative action in embracing a sustainable lifestyle by aligning the 5 Ps – People, Planet, Prosperity, Peace and Partnership.

Acknowledging that the quality of air is an environmental issue that impacts the health of the country’s citizens, Dr. Harsh Vardhan said that the National Clean Air Action Plan and air quality monitoring infrastructure are the Government’s key areas of focus. The Minister averred that environmental challenges necessitate coordinated action from all sections of the society.

He said that human beings have put immense pressure on the systems of nature, which has resulted in the emergence of global challenges such as climate change, melting of glaciers, loss of biodiversity, poverty and growing inequity. Dr. Vardhan alluded to the development of strategies for proper segregation of municipal solid waste and utilisation of plastic waste for recycling and recovery. “We have engaged with various municipal authorities and state pollution control boards to facilitate better understanding of regulatory frameworks to ensure an efficient waste collection and disposal system”, Dr. Vardhan said.

Speaking on the occasion, Minister of State (Independent Charge) of Housing and Urban Development, Mr. Hardeep Singh Puri said, “India’s development trajectory will be ‘green’ and in consonance with the ethos of the 2030 development agenda”. He stated that India stands united in its efforts against rising global temperatures and elaborated that a quick glance at India’s Intended Nationally Determined Contributions reaffirm this point and referred to the target of 175 GW renewable energy capacities by 2022 as unprecedented. He averred that the adoption of the Sustainable Development Goals in 2015 recognized the intrinsic linkages between climate change and urbanization. “Goal 11, titled “Make cities and human settlements inclusive, safe, resilient and sustainable” has embedded in it, critical elements of climate action. Solid waste management, air pollution, slum housing, and water related disasters, are just some of the climate-related aspects covered in Goal 11”, he outlined. Pointing to the objective of the Swacch Bharat Mission (SBM) to make India ODF and have 100% scientific solid waste management by October 2, 2019, the Minister suggested that SBM is not only about infrastructure, but also bringing about behavioural and cultural changes among citizens. He added that to ensure India’s city driven development is sustainable, the government has embarked on the world’s largest planned urbanization programme. The key to the process is “integration”, meaning all policies, projects, and proposals are considered in relation to one another, he added.

Puri stated that the use of new and alternate construction technologies in the construction of houses, locally available eco-friendly materials suited to local climatic conditions are being encouraged, reducing not only the cost of construction but also the resultant carbon footprint. He also emphasised on affordable, eco-friendly and modern urban transportation services and said that Delhi Metro is today comparable to the best in the world.

Cabinet approves equity infusion of RCF in Talcher Fertilizers Ltd The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Narendra Modi has approved the proposal of the Department of Fertilizers for equity investment of ` 1033.54 crore (+) @ 29.67% of the total project cost for setting up a Coal Gasification based fertilizer project in Talcher Fertilizer Ltd. (TFL) by Rashtriya Chemicals & Fertilizers Limited (RCF).

The revival of the Talcher project will ensure huge investment in the fertilizer sector from the Government through PSUs. This will create job opportunities and also boost the economy of the State and the eastern region. The revival of the fertilizer unit will also ensure increase in indigenous production of urea leading to greater self-reliance in urea.

TFL, a Joint Venture company of GAIL, RCF, CIL and FCIL was incorporated in November, 2015 with shareholding of 29.67% of GAIL, RCF and CIL each and 10.99% of FCIL to revive the Talcher Fertilizer Plant. TFL has been formed to set up a coal gasification based fertilizer project at Talcher, District Angul, Odisha. The share of GAIL, CIL and RCF in the equity of TFL shall be ` 1033.54 crore (+ 15%) based on the Capex of ` 11,611.48 crore (+ 15%) for the Coal gasification based fertilizer plant. New Contracts/Expansions/Revamps The following list is a brief insight into the latest new projects by various companies in India.

CHEMICALS Songwon Industrial Co Ltd a specialty chemicals company of South Korea has launched its new pilot plant in Panoli (Gujarat), thereby strengthening the organisation’s overall specialty chemicals development capability. Built on Songwon’s Indian sZite with all the necessary main unit operations, the new plant is equipped with the most up-to-date technologies and materials for producing a wide range of chemicals for a broad spectrum of applications - from one kilo up to several hundred kilo samples. To reinforce the organisation’s position in existing areas of business and enhance its ability to enter new areas, the new pilot plant will be supported by the Songwon’s strong local R&D team in Panoli, as well as its central technology innovation center located in Maeam, Korea.

JSW Energy refused a comment on the status of its takeover plans of Monnet Power and JITPL. NLC India (formerly Neyveli Lignite Corporation) which is in the hunt for buying out power assets, is understood to have shown interest in the 700-MW Odisha plant of Hyderabad-based IndBarath Power Infra Ltd (IBPIL). The power plant located at Sahajbahal, near Jharsuguda, has commenced commercial operations. Though the exact size of the potential deal is not known, the valuation could be anywhere in the range of ` 5,000-5,500-crore. In August last year, NLC India had floated an Expression of Interest (EoI) from companies owning coal and lignite-based power projects, for a possible acquisition. NLC India’s installed thermal power capacity is 3,240-MW. It runs a 10-MW solar power unit and wind power assets with a capacity totalling 37.5-MW.

MINING KIOCL will revive mining in Karnataka, after the State granted the company a lease of over 474 hectares at Devadaru hills in Ballari. KIOCL had suspended mining in the eco-sensitive Western Ghats following a Supreme Court directive in 2006. Once approvals are given, it would invest ` 1,500-crore in a pellet plant and also a unit to enrich iron ore from the mines. After suspension of mining, KIOCL had shifted to operating 3.5-million tonne per annum pellet plant in Mangaluru. Last year, it produced 1.46-million tonnes, utilising half its capacity, as against almost nil production in the previous year. International agencies have already implemented pilot projects by bringing high grade iron ore from South America, Iran and other parts of the world and utilising KIOCL's facility, have taken away pellets facilitating better utilisation of its plant capacity and profitability utilising its manpower.

The company's blast furnace unit having a capacity of 216,000-tonnes of pig iron which was put under suspension since 2009 has been taken for repair and the unit is ready for operation for producing foundry grade pig iron adding towards its profitability in the coming financial year. The firm earned a profit of ` 47.93 crore in FY17 as against a loss of ` 80.15-crore the previous year. Revenues grew 353 per cent to ` 929.36-crore from ` 205.57-crore in the previous fiscal.

Western Coalfields has received the environment clearance for its ` 263-crore expansion project in Nagpur district, Maharashtra. The proposal is to enhance the production capacity of the Gokul open-cast mine to 1.875-million tonnes per annum (MTPA) from the existing 1-MTPA. The mine, located in 767.17-hectare, has a mineable reserve of 14.50-million tonnes. The clearance to the project is subject to certain conditions. Total cost is estimated to be ` 263-crore. Among the conditions specified, the company has been asked to get 'Consent to Operate' certificate from the State Pollution Control Board for the existing production capacity of 1-MTPA and also the 'Consent to Establish' for the proposed capacity of 1.875-MTPA prior to enhancing the production capacity. With regard to transportation of coal, the company has been asked to carry out by covered trucks and take mitigative measures to control dust and other fugitive emissions all along the roads by providing sufficient numbers of water sprinklers. The company has been informed to adopt controlled blasting techniques to control ground vibration and flying rocks. It has also been told to implement a progressive afforestation plan covering an area of 376.04-hectare at the end of mining. Of the total quarry area of 231.73-hectare (on floor) and 291.21-hectare (on surface), the backfilled quarry area of 115.39-hectare should be reclaimed with plantation and there will be no void left at the end of the mining operations. The land after mining should be restored for agriculture purpose.

JSW Energy, part of the Sajjan Jindal-led JSW Group, is believed to be in the race for buying out the thermal power assets of Monnet Power and Jindal India Thermal Power Ltd (JITPL) in Odisha. Monnet Power’s 1,050-MW coal-based power plant near Angul was in advanced stage of commissioning. Monnet Power’s parent company, Monnet Ispat & Energy had won the Mandakini coal block in Odisha in competitive bidding, it surrendered the block later on grounds of economic unviability. Monnet Power had accumulated debt in excess of ` 5,000-crore. Though lenders had earlier denied a haircut in JSW Energy’s prospective deal to acquire majority equity in Monnet Power, the Sajjan Jindal-owned firm is still believed to be in the hunt for the asset. Besides Monnet Power, JSW Energy is also eyeing takeover of BC Jindal controlled JITPL’s 1,200-MW coal-based plant at Derang near Angul. The first unit (600-MW) of the 1,200-MW plant had begun commercial operations and started power supplies to the Odisha grid. But, coal paucity and absence of firm linkages had caused disruptions in the operations of the power plant. This project has been completed at a cost of ` 7,537-crore which includes a debt component of ` 5,900-crore.

JITPL has power purchase agreements (PPAs) with Odisha’s Gridco Ltd, Kerala State Electricity Board and Tata Power Trading Corporation. Apart from JSW Energy, JITPL also had competing offers from Adani Power and Singapore’s SembCorp. The valuation of the prospective deal is not known.

Singareni Collieries Co Ltd (SCCL) the State-owned coal mining giant, has initiated preparations to start Koyagudem Opencast Project-III (KOC-III) in Lingala Koyagudem coal belt of Godavari valley coalfield in Tekulapally mandal soon. The extractable reserves in the KOC-III are estimated to be around 111.98-million tonnes as against the estimated geological reserves of 146.81-MT. The KOC-III project is expected to produce around 3.6-million tonnes per annum, SCCL sources said.

In pursuit of its aggressive growth strategy, the SCCL has drawn up ambitious plans to open 31 coal mines including 20 OCPs and 11 underground mines in the next five years. It presently has 30 underground mines and 16 OCPs spread across the vast Godavari valley coalfield spanning Bhadradri-Kothagudem, Khammam, Karimnagar, Adilabad and a few other districts in the State. The company has set a coal production target of 66.06-million tonnes for the current fiscal. The company is aiming to set new benchmarks in coal production, dispatches and overburden removal besides enhancing the coal production capacity to around 900-lakh tonnes by 2020-2021, SCCL sources said. The SCCL has reportedly obtained the mandatory forest clearance from the Central government agencies concerned for the KOC-III. The project envisages use of 1,158-hectares of

Among the other major investment proposals, Hyderabad-based Rain Group, which also has cement manufacturing operations, has expressed interest in establishing a calcined petroleum coke plant, cement grinding unit, an R&D facility and a waste heat recovery power plant at Achutapuram SEZ in Visakhapatnam district, the government said. The company proposes to invest `1,096-crore in these projects.

OIL & GAS Kochi-Mangaluru Natural Gas Pipeline Project would be completed by this October-November, according to Dharmendra Pradhan, Union Minister for Petroleum, Natural Gas, Skill Development and Entrepreneurship. He said that Mangaluru is very much there in the new bidding round for city gas distribution (CGD). There would be a new executor for the CGD in the city in the next three months. The single initiative will create new techno economic eco system in Mangaluru, the Minister said and added that the fertilizer plant, refinery, petrochemicals and other industries in the city are eagerly waiting for LNG supply. The LNG terminal in Kochi was completed six years ago. However, the desired pipeline was not there. Works are on the fast track to lay the pipeline, and the local governments in Kerala and Karnataka are cooperating in the matter, he said.

FERTILIZER Hindustan Urvarak and Rasayan Ltd (HURL) will award projects for the first of its three gas-based fertilizer plants before the year-end. HURL is the joint venture between NTPC Ltd, Coal India Ltd, Indian Oil Corpn, Fertiliser Corpn of India Ltd and Hindustan Fertiliser Corpn Ltd. The JV was assigned the responsibility of reviving three fertiliser plants at Gorakhpur, Sindri of FCI, and Barauni of HFCL in June 2016. Indian Oil Chairman who is also the Chief of the Joint Venture, said, Our target is to commission all the three plants in 2020. We have got the environmental clearance for all the three plants that are located in the same areas. Area clearing and pre-project activities are going on. We have got the tenders, we have lined up the consultant. We have got the tenders for EPC contractors and the technology selection will also be in their scope. We have shortlisted technologies. We have opened the tenders and evaluation is going on. The task for setting up of these three fertilizer plants have been entrusted to three Maharashtra Public Sector Companies on equal cost-sharing basis.

An official statement had said that it was proposed to install an ammonia plant of 2,200-tonne per day and urea plant of 3,850-tonne per day at each of these units at Gorakhpur, Sindri and Barauni at an estimated cost of ` 6,000-crore for each unit. The total project cost was estimated at `18,000-crore for the three plants, the statement added. But, crude oil refiner IOCL, power generator NTPC, and coal miner CIL are not known for setting up fertilizer plants.

The National Agricultural Cooperative Marketing Federation of India (Nafed) will set up a bio-CNG plant in Delhi’s Azad Mandi, said Minister for Petroleum and Natural Gas Dharmendra Pradhan. Speaking at the Delhi Energy Dialogue-2018 organised by Ashden India Collective.

He said, The Nafed plant will use agricultural and vegetable waste of the mandi produce CNG. Indraprastha Gas will buy the bio-CNG produced.

He said public sector oil marketing companies, particularly Indian Oil, are procuring bio-fuel across the country at a competitive market price. I can visualise ` 1 lakh crore of new business across the country in bio-fuel and bio-CNG industry, he added. Pradhan said he had met the Chief Economist of BP earlier this week who told him that India is currently the third largest primary consumer of energy after the US and China. In comparison to any developed economy and as a very upcoming economy, our per capita energy consumption is very low. Global experts are predicting that the CAGR growth of energy consumption in India over the next 25 years will be at 4 per cent, he said. The nearest competitor will be China with a 1.5 per cent growth. By 2030, we will be surpassing China’s consumption.

Our incremental energy requirement will be equal to the entire Europe’s energy consumption, he added.

CEMENT Chettinad Cement Corporation Pvt Ltd and KCP Ltd of Tamil Nadu are planning to invest ` 1,350-crore and ` 531-crore respectively to establish their new units in the State of Andhra Pradesh. The State investment promotion board headed by Andhra Pradesh Chief Minister N Chandrababu Naidu has cleared six investment proposals, including these two, involving a total investment commitment of ` 3,303-crore. According to the government, Chettinad will set up a cement grinding unit on 75-acres and a manufacturing plant on 1,000-acres of land in Vizag and Guntur districts respectively. The mega project will start production in March 2019.KCP Ltd will be setting up a unit on 100-acres of land in Krishna district with the first phase scheduled to start operations in a year's time. The cement industry in South India in general, and in Telangana and Andhra Pradesh in particular, is facing a huge capacity overhang with an installed base of around 150-million tonnes against a total demand of around 60-million tonnes. An additional 20-million tonnes goes to the neighbouring markets in the eastern and western parts of the country from here, according to the industry representatives. The two Telugu-speaking States together possess more than 30 per cent of the country's limestone reserves,

ENERGY India Yamaha Motor has installed 1,100-kW rooftop solar power plant at its manufacturing facility near Chennai at a cost of ` 5-crore.

With this, the Chennai plant’s total solar capacity has increased to 1,450-kW. The company has plans to increase the total rooftop solar capacity to 3,500-kW by the year-end. The new rooftop installation will reduce CO2 emission to the extent of 1,600-tonnes/year. Yamaha has partnered with Mahindra Susten for installing the rooftop solar panels.

Yamaha has partnered with Amplus Solar for installation, operation and maintenance of solar power system at its Surajpur plant. This is one of the largest rooftop solar power plants with total capacity of 6,200-kW. This project was commissioned in two phases. Phase I was inaugurated in January 2016 with generation capacity of 4.000-kWp and Phase II was commissioned in October 2017 with generation capacity of 2,200-kWp. Recently under Phase II, 105-kW capacity solar power plant was installed in the car parking area inside the plant premises and 47 cars can be parked under the solar power plant which is also capable of meeting the future requirement of charging battery-operated cars. This particular area has a power generation capacity of 500 units per day.

The Indian Wind Turbine Manufacturers Association (IWTMA) announced that the wind industry is poised to meet the Government’s target of 60-GW ahead of the 2022 deadline. The domestic wind market is on a growth path in the competitive bidding regime and there is an increased demand for clean energy, which has now become a reliable, affordable and mainstream source of energy. The industry has regained momentum and there is a clear business visibility of 10-12 GW even before the start of this financial year with announcement and plan of bids by the Ministry of New and Renewable Energy (MNRE).

Preparations are on to commence the works on removal of 17 lakh cubic meters of overburden at the KOC-III to commence coal production in the project SCCL. The KOC-III has already obtained all the mandatory approvals from the Central government agencies concerned. The project is likely to be opened soon.
