Consent Agenda Agreements/Contracts/Bid Awards 1. Contract Completion Letter to Specialized Pavement Markings for the 2023 Joint Agency Pavement Striping project. The final cost of the project was $886,756.60.

2. Recorded Temporary Easement for Right of Way Purposes from John D. Aguras for the South Cloverdale Realignment Project.

3. Warranty Deed and Temporary Easement for Right of Way Purposes from Huffman Smith, for the South Cloverdale Realignment Project.

4. Signed Amendment 1 to the Interagency Reimbursement Agreement (IAA24009) with the Washington State Administrative Office of the Courts for extraordinary expense reimbursement for clerk-related costs associated with the Blake decision.

5. Change Order No. 3 to the contract with Quigg Bros., Inc. for the Ostrander Road Culvert Replacement Project to cover the costs of furnishing and installing the expansion joint. The increase is $32,467.88 for a total amount of $2,788,710.14.

6. Personal services agreement with Community Mediation Center for the purpose of assisting Cowlitz County residents in resolving disputes through mediation commencing January 1, 2024, through December 31, 2025, for an amount not to exceed $80,000.

Resolutions 7. Resolution for County Road Project No. 808 for the Powell Road Drainage Improvement Project to replace existing culverts and construct other improvements to improve Page 1 of 3

Regular Public Meeting February 6, 2024, 9:00 a.m. drainage and address ongoing deposition. The cost for engineering and right-of-way acquisition is approximately $80,000 with partial funding from CRAB RAP funds of $54,000. The total County Road Fund allocation is $26,000.

8. Resolution for the County Road Project No. 807 for the Cloverdale Road Drainage Improvement Project to replace the existing undersized culvert. The cost for engineering and right-of-way acquisition is approximately $80,000 with partial funding from CRAB RAP funds total $54,000. The total County Road Fund allocation is $26,000.

9. Resolution for the County Road Project No. 806 for the Owl Creek Bridge Replacement for engineering and construction. The total cost of the project is estimated to be in the amount of $7,208,000 with all but $50,000 being provided by the FHWA grant.

10. Resolution for the County Road Project No. 805 for the Allender Road Repair project.

The total cost of the project is estimated to be in the amount of $305,000 with all being provided by the County Road Funds.

Board Correspondence 11. Letters/Notices a. Letter dated 2/6/24 to Robert Sudar expressing the Commissioners' appreciation for 30+ years of services on the Planning Commission. b. Letter dated 2/6/2024 to Kirc Roland reappointing him to the Public Facilities District Board. This is a 4-year term that expires on February 28, 2028. c. Federal Energy Regulatory Commission (FERC) Notice 1/25/24 regarding Weir 3 Seepage Monitoring Improvements, Swift No. 2 Project. d. Letter dated 2/6/2024 to Tim Shay appointing him to the Planning Commission.

This is a 4-year term that expires on January 31, 2028. e. Letter dated 2/6/2024 to Charles Davison reappointing him to the Boundary Review Board. This is a 4-year term that expires on January 31, 2028.

Motion Items Public Works 12. Local Agency Agreement with PBS Engineering to provide as-needed unmanned aerial vehicle services to the Department of Public Works and Parks for emergency response, reconnaissance, and survey services. The contract is for two years with a not to exceed amount of $50,000.00.

All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

The Board of Commissioners may add and take action on other items not listed on this Agenda.   
