1. Final Cost Report from County Forces for work done on the Kalama River Road Culvert Replacement project from MP 2.35 to MP 2.39 to correct the milepost error and update the status of two other projects.

2. Agreement Amendment No. 2 with PPC Solutions (Phoenix Security Corp) for courier services for various county departments. The amendment will extend the agreement for one additional year and increase the contract amount by 3.1% for a new total amount of $12,902.52.

Subject and Summary Statement

On October 3, 2023, a Final Cost Report was presented for work done by County Forces on the Kalama River Road Culvert Replacement project at MP 2.02 and MP 2.06. Those milepost numbers were incorrect, they should have been MP 2.35 to 2.39. Attached is a Final Cost Report for 2023 to correct that error and update the status of two other County Forces projects.

The following work was completed on Kalama River Road MP 2.35 – MP 2.39 not MP 2.02 – MP 2.07 as previously reported. Replacement of the existing damaged and undersized culvert that had been broken off, leaving a near vertical drop from the road shoulder to the culvert inlet. The new culvert was upsized to allow passage of debris. Kalama River Road Culvert Replacement MP 2.02 and Slide Creek Road Realignment are no longer work by county forces projects

On April 20, 2021, the Board of County Commissioners executed Agreement No. 2021-0001-01 with PPC Solutions (Phoenix Security Corp) for courier services for various county departments. Services include transport of valuable assets and deposits for the Auditor, Treasurer, Clerk, District Court, Offender/Probation Services, Sheriff, Jail, Health and Human Services, and Public Works.

The attached Amendment No. 2 extends the agreement for one additional year and increases the contract amount by 3.1% for a new total amount of $12,902.52. This increase was determined by the Consumer Price Index in accordance with the terms of the initial agreement. This is the second of three contract extensions available.

AMENDMENT NO. Two to Agreement No. 2021-0001-01 with PPC Solutions, Inc.

1. This Amendment No. Two to Agreement No. 2021-0001-01 between Cowlitz County, Washington, (“COUNTY”), and PPC Solutions, Inc. (“CONTRACTOR”) shall take effect and be in force on the below stated date of authorization as agreed to by COUNTY and CONTRACTOR

2. COUNTY AND CONTRACTOR previously entered into an agreement for Courier Services, to wit: Board agenda item AS-11297 approved and executed by the Board of County Commissioners on March 31, 2021, as amended by Amendment No. One to expire on April 30, 2023.

3. COUNTY is now in need of continuing services under the Agreement and CONTRACTOR is amenable to extending his/her services to COUNTY under the same terms and conditions of the original Agreement, and as set forth below.

4. Both COUNTY and CONTRACTOR agree to modify the Agreement as in the parties’ best interests and in furtherance of the purposes and intent of this amendment, as set forth below:

a. Extend the end date of the Agreement to April 30, 2025

b. Increasing the total Agreement amount by $12,902.52.

5. Except as provided above in this Amendment No. Two, all terms, conditions, duties, obligations and provisions of the original Agreement and any prior Amendment(s) shall remain in full force and effect.

The parties hereto have executed this agreement on this 30th day of April 2023, and each signatory to this Amendment No. Two warrants that he/she is duly authorized and executes this Amendment for and on behalf of the below-inscribed parties hereto.

Bids were received and opened on April 24, 2024, for aggregate for bituminous surface treatment for 2024.  Three bids were received as outlined in the attached bid tabulation.

Aggregate rock is used in the chip seal program to provide the new driving surface for the roadways.  Chip sealing is an important component of the road maintenance program to extend the life of the roads.

Dear Mr. Velat:

This letter is to acknowledge your April 10,2024 letter transmitting an incident report related to the Swift No. 2 Project, FERC No. 2213. The submittal described that during an inspection ofcanal depressions by divers, drainage flow into several of the features was discovered, which was first observed by project staff on March 25,2024.

The incident report documents that information was collected Iiom the diver inspection and a bathymetric survey of features l-4 will completed in 6-12 months. If a noticeable increase in feature size is observed fiom the bathymetric survey, then a dive inspection will follow to visually investigate and determine any further change in conditions. We concur with this plan of action and we have no further comments on the incident report.

This letter is to acknowledge your February 21, 2024 letter transmitting Right Abutment Seepage Modifications Feasibility Study (Feasibility Study) for the Swift No. 1 Project, FERC No. 21 1 1 We have reviewed the information provided and have the following comments:

1. Based on our review of the Feasibility Study we concur with its conclusions regarding the overall feasibility of modifting the seepage monitoring to better capture and monitor the seepage fiom the various sources on the right abutment.

2. The general concept provided for additional weir locations and flow separation appears acceptable. However, final plans and a construction authorization package must be submitted for our review prior to cofirmencement of the proposed modification work.

3. Provide a plan and schedule for completing the proposed modifications.
