RCW 42.30.040 - Conditions of attendance not to be required. A member of the public shall not be required, as a condition to attendance at a meeting of a governing body, to register his or her name and other information, to complete a questionnaire, or otherwise to fulfill any condition precedent to his or her attendance. Note: Written comments may be sent to the Board at any time. For oral presentations, the Board may set a time for comments and speakers.

All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

The Board of Commissioners may add and take action on other items not listed on this Agenda.

The undersigned organizations are writingto express our coltective support for the LCFEG Ftoodptains by Design (FbD) proposat for the LowerCowtitz Riverwatershed on the South and North Toutte Rivers. As members of the Spirit La ke/Toutte-Cowtitz River Coltaborative, representing diverse stakehotders within our community, we recognize the criticaI importance of this initiative.

The FbD proposalaims to address significant chattenges retated to sediment management and ftood risk m itigation in the Lower Cowtitz River watershed. By im pleme nting restoration work in the headwaters of the Toutle River, the project seeks to trap sediment that woutd otherwise travel downstream intoflood-prone lower rivers. Storingan estimated 4.8 miltion cubic yards of sediment in the upper watershed where it benefits ecosystems most, the project has the potentiat to ametiorate ftooding risk and reduce the need for costty dredging and sediment management downstream.

Additionatty, the project is atigned with our shared commitment to satmon habitat recovery efforts and environmentaI stewardship. By restoring criticaI satmon habitat in the Spirit Lake/ToutteCowtitz River system, the proiect supports our organization's m ission and contributes to the broader goat of ecosystem restoration and conservation.

Our coltective support for the Ftoodptains by Design apptacation pro.iect is rooted in our shared commitment to environmenta[ stewardship, com munity we[-being, and sustainabte deve[opment. By coltaborating across agencies, sectors, and disciptines, we can achieve meaningfut progress toward addressing sediment transport and ftood protection white enhancing ecotogicaI benefits and meeting the diverse needs of our communities.
