1. Call for Hearing for the Amended Six-Year Transportation Improvement Program for the years 2024 – 2029 scheduled for May 14, 2024, at 9:30 a.m.

2. Water Quality Stormwater Capacity Agreement with the Washington State Department of Ecology to provide the Stormwater Fund with $130,000 to continue implementation of the National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Permit.

3. Interlocal Agreement with the City of Kelso to provide administrative or engineering services, construction and maintenance services, as needed. The total of all services provided from one agency to the other shall not exceed $320,000 per calendar year.

4. Interagency Agreement No. K9024 with Washington State Department of Enterprise Services to provide energy/utility conservation project management services in an effort to reduce energy and operational costs countywide.

Interagency Agreement with the Cowlitz County Noxious Weed Control Board (Weed Board) and the Washington State Department of Agriculture (WSDA) to provide grant funding in the amount of $3,000 for a project to survey for and control Class A noxious weeds, including false brome, eggleaf spurge, and giant hogweed within Cowlitz County.

6. Interlocal Agreement between Washington State University, through Washington State University Extension and Cowlitz County to continue its coordination and cooperation with WSU extension to provide residents of Cowlitz County with educational programs in WSU Extension program areas. The total funds provided is $108,088 for the period from January 1, 2024, through December 31, 2025.

Attached is an Interlocal Agreement between Cowlitz County and the City of Kelso for the purpose of each agency providing to the other, administrative or engineering services, construction and maintenance services, as needed. The total of all services provided from one agency to the other shall not exceed $320,000 per calendar year. There is a current Interlocal Agreement in place but the City of Kelso would like to increase the annual amount.

Attached is Interagency Agreement No. K9024 with Washington State Department of Enterprise Services for participation in their energy program. The Energy Program will provide energy/utility conservation project management services in an effort to reduce energy and operational costs countywide.
