Summary Statement:

A contract with Security Solutions Northwest, Inc. was approved for $225,490 to provide security cameras and door locking system at the Cowlitz County Hall of Justice building. The Contract was amended for $240,356 in July 2024. The Office of Financial Management submits to the Board of Commissioners a contract increase in the amount of $103,097 for the installation of additional security cameras and door locking systems at the Cowlitz Hall of Justice building by Security Solutions Northwest, Inc. The total contract will now be $343,453 inclusive of change orders The contract will also require extension of time to complete the work, with an expiration date changed from December 31, 2024, to January 31, 2025. The AOC has provided an additional $51,327 of funding as well as an additional grant with AOC funding of $21,600 for the security project.

Department Recommendation

:

The Office of Financial Management recommends that the Board of Commissioners approve the increase in the contract and extend the termination date to January 31, 2025. with Security Solutions Northwest, Inc. by signing a contract amendment number two.

AMENDMENT NO. Two to Cowlitz County Agreement with the Security Solutions Northwest, Inc.

1. This Amendment No. ONE to Agreement is between Cowlitz County, Washington, (“COUNTY”), and the Security Solutions Northwest (“CONTRACTOR”) shall take effect and be in force on the below stated date of authorization as agreed to by COUNTY and CONTRACTOR

2. COUNTY AND CONTRACTOR have entered into an Agreement for services, to wit: Board agenda item AS-13470, approved and executed by the Board of County Commissioners, and which agreement will expire on December 31, 2024.

3. COUNTY is now in need of amending section 1.2 “Compensation, Work, and Services” under the original Agreement through December 31, 2024, and CONTRACTOR is amenable to providing additional equipment and installation services to COUNTY under the same terms and conditions of the original Agreement, and as set forth below.

4. Both COUNTY and CONTRACTOR agree to modify the original Agreement as in the parties’ best interests and in furtherance of the purposes and intent of this amendment, as set forth below:

a. Total contract will now incorporate additional change orders attached as updates to the original proposal for a total amount to not exceed $319,356. .

5. Except as provided above in this Amendment No. Two, all terms, conditions, duties, obligations and provisions of the original Agreement and any prior Amendment(s) shall remain in full force and effect.

The parties hereto have executed this agreement on this the day of , 2024, and each signatory to this Amendment No. Two warrants that he/she is duly authorized and executes this Amendment for and on behalf of the below-inscribed parties hereto.
