Agreements/Contracts/Bid Awards

1. Contract with Hyper-Reach for a notification system to instantly send messages via multiple channels to recipients in Cowlitz County. The total cost is $22,722 including Washington State Sales Tax. The dates are from January 1, 2024, through December 31, 2026.

2. Agreement with RF Duncan and Associates, Inc. for appraisals and appraisal reviews on all properties that the County is acquiring, either partial or full acquisition. The total compensation shall not exceed $50,000.

3. Facility Use Agreement with Community Integrated Health Services LLC to allow entry to and temporary use of a common office space located inside the Cowlitz County Courthouse Square facility.

4. Final Cost Report for the Kalama River Road Culvert Replacement MP 2.02 - MP 2.06 project by County Forces Construction. The final cost was $72,444.95.

6. Contract award to WinCAMS Cost Accounting Management System offered by Cascade Software Systems for the implementation of project costing and maintenance management software to establish a long-term, cost-effective solution to support and streamline operations for the Department of Public Works. The total proposed cost of implementation is $225,337.32.

7. Local Agency Agreement Supplement 2 and Federal Aid Project Prospectus with the Washington State Department of Transportation WSDOT to increase the Construction Phase by $111,700 for a total of $511,700 for the Install/Upgrade Curve Warning Signs project. The Construction Phase is 100% paid for by the federal safety grant.

All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

The Board of Commissioners may add and take action on other items not listed on this Agenda.

BEFORE THE BOARD OF COUNTY COMMISSIONERS, COWLITZ COUNTY, WASHINGTON

In the Matter of Adopting Amendments ) to the 2023 Cowlitz County Budgets ) RESOLUTION NO.

WHEREAS, the hour of 9:30 a.m. having been fixed as the time for a hearing on a resolution calling for the adoption of an amendment to amend the 2023 Cowlitz County Budget to account for unanticipated expenditures, transfers and revenues; and

WHEREAS, the proposed amendment is presented in detail in Attachment “A”; and

WHEREAS the staff has advised the Board of County Commissioners that the Special Revenue fund called Drug Task Force (16001) which accounted for project revenues and expenses will continue to have activities but no longer be under a cooperative agreement with other parties but will be a unit of the sheriff department and renamed as Sheriff-CRT/CWNTF referred to as “Crime Reduction Team/Cowlitz Wahkiakum Narcotics Task Force” ; and

WHEREAS, there is a need to establish a new Special Revenue fund known as “SheriffBearcat” (19802) is required to account for revenues received and expenditures related to the maintenance for the Bearcat vehicle and equipment operated under a cooperative agreement with other law enforcement units; and

WHEREAS, there is a need to transfer funds specifically from the General fund to the Internal Service fund named Risk Management fund (50301) to support expenses that were not anticipated at the time the budget was adopted and the Board has determined it to be proper that the requested transfer be made, and

WHEREAS, there is sufficient appropriation estimated in the ending fund balance for the General Fund to permit the transfer to the Risk Management fund (50301) to be made, and the Board has determined it to be proper that the requested transfer be made, and

WHEREAS, those persons who wished to speak for or against the amendment as well as dissolution of funds were allowed to join the meeting in the Commissioner’s hearing room, call into the

remote public participation, or submitted written comments.

NOW THEREFORE, IT IS HEREBY RESOLVED that the County Treasurer is authorized to appropriate amounts more particularly itemized in Attachment “A”; and the County Auditor is authorized to draw warrants on said budgets as amended upon the presentation and approval of properly executed vouchers. The adjustment and amendments to the 2023 Cowlitz County budget are approved and adopted.
