Consent Agenda Call for Bids 1. Call for Bids for the rental of equipment used for Public Works maintenance and construction activities in 2024 scheduled for November 7, 2023, at 11:00 a.m.

Motion Items Health & Human Services 8. Contract Amendment 18-018 (2) with the WA State Department of Ecology to close out and decrease the contract award of unspent funds for the Silver Lake Sediment and Water Quality Project for the time period of September 1, 2018, through August 31, 2022.

9. Contract with Washington State Department of Social and Health Services-DDA to provide funding for the Developmental Disability Program. The total amount shall not exceed $2,072,001.00 during the period July 1, 2023, through June 30, 2024.

10. Contract # 23-026 with Life Works to provide developmental disability employment and day services. The total shall not exceed $911,400.00 during the period July 1, 2023, through June 30, 2024. Funding is passed through from the contract with the DSHS Developmental Disabilities Administration for Developmental Disability Program.

11. Contract # 23-027 with Employers Overload provides for the delivery of developmental disability employment and day services. The total shall not exceed $52,000.00 during the period July 1, 2023, through June 30, 2024.

12. Contract #23-028 with Compass Career Solutions to provide for the delivery of developmental disability employment and day services. The total shall not exceed $277,040.00 during the period July 1, 2023, through June 30, 2024.

13. Contract with Washington State Department of Social and Health Services (DSHS) for development and implementation of a Developmental Disability School to Work Program for individuals, ages 20 to 21, with intellectual/developmental disabilities who will be exiting their high school transition program. The total will not exceed $241,750.00 during the period August 1, 2023, through March 31, 2025.

All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

Memorandum of Understanding (MOU) Between

Lower Columbia College Foundation AND Cowlitz County

Agreement This MEMORANIDUM OF UNDERSTANDING is executed by and between Cowlitz County and Lower Columbia College Foundation, for reimbursement related to the Softball Field Turf project at Tam O' Shanter Park.

Background: Lower Columbia College Foundation has undertaken a proiect to install turf on the softball field at Tam O' Shanter Park which will require a total budget of $320,000.

Cowlitz County has agreed to provide reimbursement to Lower Columbia College Foundation in the amount of $60,000 to support this project.

Terms and Conditions: 1

. Reimburcement Amount: Cowlitz County agrees to reimburse Lower Columbia College

Foundation the sum of $60,000 (hereinafter referred to as the "Reimbursement Amou nt").

2. Purpose: The Reimbursement Amount is intended to be used solely for the installation of turf on the softball field.

3. Project Timeline: Lower Columbia College Foundation will complete the project within a reasonable timeframe, keeping Cowlitz County informed of progress and any delays.

4. Documentation: Lower Columbia College Foundation will provide all necessary documentation and receipts to Cowlitz County to substantiate expenses related to the project.

5. Reimbursement Process: Lower Columbia College Foundation shall submit reimbursement requests to Cowlitz County with supporting documentation, and Cowlitz County will disburse the Reimbursement Amount within 10 days of receiving a valid request.

6. Audit Rights: Cowlitz County reserves the right to audit and verify the expenses incurred by Lower Columbia College Foundation for the project.

7. Completion and Acceptance: Upon completion of the project, Lower Columbia College Foundation will notify Cowlitz County. Cowlitz County will have the right to inspect the completed turf installation and ensure it meets agreed-upon standards before finalizing reimbursement.

8. Termination: This MOU may be terminated by either party with written notice to the other party if there is a breach of any of the terms and conditions herein.

Confidentiality: Both parties agree to treat any financial or project-related information shared during the course of this agreement as confidential.

Entire Agreement: This MOU constitutes the entire understanding between the parties and supersedes all prior agreements and understandings, whether oral or written.

Signatures: By signing below, both parties acknowledge their agreement to the terms and

conditions outlined in this MOU.
