Consent Agenda Agreements/Contracts/Bid Awards 1. Cowlitz County Title VI Annual Accomplishment Report for WSDOT to assure compliance regarding the expenditures of Federal Aid funding for transportation projects and demonstrates ongoing compliance with Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987.

2. Bond Council Agreement and Appointment of Marc R. Greenough of Foster Garvey PC as Special Deputy Prosecutor.

Resolution 3. Resolution to rescind resolution #16-051 to re-establish the Building and Planning Advisory Council with expanded membership.

Board Correspondence 4. Letters/Notices a. Letter dated 1/22/24 from Mike Reardon, Executive Director AAADSW regarding an appointment to the AAADSW COG Board. b. Letter dated 1/30/24 reappointing Joe Godinho to the Noxious Weed Board representing District 2. This is a 4-year term that expires February 28, 2028.

7. 2024-2027 Collective Bargaining Agreement with Local 1262-Health Public Works 8. Supplemental Agreement No. 3 to the Local Agency Standard Consultant Agreement with WSP-USA for design and construction engineering for the Tower Road Culvert Replacement Project at the Rock Creek crossing which will provide an additional $200,000 for a total contract amount of $1,200,000.

9. Professional Services Agreement with BHC Consultants, LLC, to provide Solid Waste Engineering services on an as-needed basis. The total compensation shall not exceed $600,000.

See RCW 42.30.040 RCW 42.30.040 - Conditions of attendance not to be required. A member of the public shall not be required, as a condition to attendance at a meeting of a governing body, to register his or her name and other information, to complete a questionnaire, or otherwise to fulfill any condition precedent to his or her attendance. People may remain anonymous when logging on to Zoom by creating any name and email of their choosing. All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

The Board of Commissioners may add and take action on other items not listed on this Agenda.   
