9. Recreation and Conservation Office (RCO) Applicant Authorization Form for the Allender Road Stillwater Creek Fish Passage Project delegating authority for various roles in applying for and administering the grant and project. Project design cost is $3,404,000 with $2,893,400 in Brian Abbott Fish Barrier Removal Board (BAFBRB) funds.

10. Signed Contract with the Humane Society of Cowlitz County SPCA to operate an animal shelter to receive and care for animals impounded.

RESOLUTION NO. __________________

WHEREAS, the Board of Commissioner of Cowlitz County, Washington, on December 5, 2023, declared that an emergency existed due to heavy rainfall has caused flooding and unusually high stream flows; landslides; and extensive damage to public facilities throughout the county; and WHEREAS, the Cowlitz County Department of Emergency Management has reported the heavy rainfall has declined in Cowlitz County; and WHEREAS, a State of Emergency no longer exists; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Cowlitz County, Washington, that Resolution #23-083, adopted December 5, 2023, is hereby rescinded effective the date signed below.

Update of Resolution 23-083; Cowlitz County Disaster Declaration – Flooding; December 5, 2023 WA State Active Winter Weather #23-4787

All: Recapping the recent weather event that involved Cowlitz County.

1. November 27, 2023, DEM began monitoring NOAA/NWS Portland information regarding possible heavy rain, predicted to begin on or around December 1.

2. November 28, 2023, DEM received through Washington State Emergency Management, an email of “High” importance, notifying counties of a Winter Storm Watch for the South Washinton Cascades in Cowlitz and Skamania Counties, above 3500 feet elevation. Total snow accumulations of 10 – 26 inches were possible along with wind gusts up to 45 m.p.h.

3. Due to increasing agencies working a 4-day Monday through Thursday work week, on Thursday November 30, I notified Public Works, Fire, and LEO throughout the county, of weekend and beginning of the next week forecast.

4. On December 1, 2023, I advised DEM Staff to make a Facebook post regarding the potential, at home and travel risks, for Cowlitz County residents.

5. After a statewide online meeting with WA State Emergency Management and several counties, and information obtained from this meeting of flooding and slides affecting Wahkiakum and Lewis Counties, on Tuesday, December 5, a discussion was started between DEM, Cowlitz County Public Works, and the BOCC Office, of the possibility of requesting an Emergency Declaration in the event current efforts were to become overwhelmed and the situation related to the weather rapidly deteriorated. This was determined to be a prudent decision and was written and forwarded to the BOCC.

6. Just before 2:00 p.m. on Monday December 5, 2023, DEM was notified of a possible slide closing rail traffic by WSDOT and asked to investigate the location of the slide and determine if it may be affecting vehicle traffic as well.

7. DEM/EOC was activated to a “Level 2 – Partial Activation and Monitor” status for after hours and weekends. A flip chart for possible road closures and damages began.

8. At 2:39 p.m. on Monday, December 5, 2023, DEM was notified by WSDOT that SR 503 Spur, just east of Cougar was closed due to water over the roadway.

Recon revealed it appeared to be undercutting a culvert near MP 35.6 to 35.75.

9. During the course of the event we were notified of various road closures due to water over the roadway, slides, detour routes open/closed, and residents being evacuated or self-evacuated (Ostrander and Kalama RV Park). Our primary partners during this event were the Cowlitz County Sheriff’s Office, Cowlitz County Public Works, Cowlitz County Fire District #5, the Kalama Police Department, WA. State Emergency Management including SW Washington Field Representative Chris Caprio, and Washington State DOT. Additionally, others we reached out to included retired DEM Director Ernie Schnabler, the American Red Cross, Cowlitz 911, Cowlitz 2 Fire & Rescue, Cowlitz County HHS LERC Catherine Rawsthorne, PUD, Nora Hill a resident of Cougar, and the NWS Portland.

10. With the exception of the nearly $1 million dollar emergency repair of SR 503 Spur near Cougar by WSDOT, we are unaware of any major infrastructure, or structural damage in the county. The slide which impacted rail traffic ended up being near Vancouver, WA.

WHEREAS, the Cowlitz County Department of Emergency Management has reported to the

Board of County on December 5, 2023, heavy rainfall has caused flooding and unusually high stream flows; landslides; and extensive damage to public facilities throughout the county; and

WHEREAS, such threat is continuing and requires immediate coordinated action of public and private agencies; and

WHEREAS, damage may occur to various locations in Cowlitz County and its municipalities, roads and bridges, private roads, homes, business and farm lands; and

WHEREAS, persons and property will be damaged unless further efforts are taken to reduce the threat to life and property; and

WHEREAS, there is an emergency present which necessitates activation of the Cowlitz County Comprehensive Emergency Plan and utilization of emergency powers granted pursuant to RCW 38. 52 and County Ordinance No. 87- 002; and

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Cowlitz County, Washington,

that an emergency exists pursuant to RCW 36. 32. 270; and

BE IT FURTHER RESOLVED, that each designated department is authorized to enter into contracts

and incur obligations necessary to combat such emergency to protect the health and safety of persons and property and provide emergency assistance to the victims of such disaster, and to exercise all powers vested in them

under

the constitution

and laws of the

state

of Washington.
