Consent Agenda Call for Hearing 1. Call for Hearing to change the County Code Chapter 18.03 to reduce the Planning Commission members from nine to seven, which will include two members from each Commissioners' District and one appointment from Cowlitz County Staff and to update the quorum to require four members scheduled for January 30, 2024, at 10:00 a.m.

Agreements/Contracts/Bid Awards 2. Perpetual Road and Utility Easement from Christopher Buck with the corrected legal description of the property 3. Perpetual Road and Utility Easement from Kathryn M. Clark with the corrected legal description of the property.

4. Amendment No. 1 to the Professional Services Agreement with Gibbs & Olson for OnCall Water and Waste Water Engineering Services to extend the contract termination date from December 31, 2023 to December 31, 2024.

5. Amendment No. 1 to the Professional Services Agreement with Gray & Osborne, Inc. for engineering consultant services for NPDES Stormwater Permit Compliance. The Amendment will extend the termination date of the agreement to December 31, 2024.

6. Bid Award to NW Linings & Geotextile Products for the purchase of 28 - 100 ft X 200 Ft Scrim Reinforced Polyethylene Geomembranes. The total cost is $113,914.42, including Washington State Sales Tax.

This is a 2-year term that expires March 31, 2026. g. Letter dated 1/4/2024 from Mike Moss, the Public Services Director, accepting the retirement of Don Nyman, Maintenance Project Coordinator. h. Affidavit of Posting Resume’ of the Commissioners’ Proceedings for the Month of December 2023. i. Motion Items Health & Human Services 8. Agreement with the Department of Commerce to provide funding for services provided

by Lower Columbia Community Action Program (LCCAP) to assist low- and moderateincome individuals in Cowlitz and Wahkiakum counties for the Meals on Wheels program. The total funding is $67,000.

9. Agreement with Lower Columbia Community Action Program (LCCAP) to provide funding for services to assist low- and moderate-income individuals in Cowlitz and Wahkiakum counties for the Meals on Wheels program. The total amount is $63,500 that will be funded through the Department of Commerce Community Development Block Grant.

10. Amendment #1 to contract # 23-029 with the Department of Commerce Consolidated Homeless Grant program to provide resources to assist people who are experiencing homelessness in obtaining and maintaining stable housing. This amendment will correct the funding allocation to not exceed $6,883,815, an increase of $500,000.

11. Amendment #1 to contract #23-030 with Lower Columbia Community Action Program (LCCAP) provides resources to assist people who are experiencing homelessness in obtaining and maintaining stable housing. This amendment will add additional funding of $547,500 and shall not exceed $4,268,130.

RCW 42.30.040 - Conditions of attendance not to be required. All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

The Board of Commissioners may add and take action on other items not listed on this Agenda.   
