For the past number of years the Board of Health has lacked focus and been embroiled in divisiveness and following the lure of false science, to the detriment of the health and safety of everyone in our community. If I am appointed to the Board of Health I plan to work collaboratively with fellow Board members and to consistently speak out in favor of science-based public health programs and practices.
I have been a foster parent, worked in group homes and mental health supported housing, and domestic violence advocacy. From 1982 until I retired in 2021 I served as CEO of Cowlitz Family Health Center. Since my retirement I have volunteered in the community, presented grant writing workshops, written grants, and conducted interviews for the University of Washington Parent Child Assistance Program.
I grew up in North Dakota and moved to the Pacific Northwest in 1969, then to Longview in 1982. Growing up I was exposed to the rich history and traditions of the Plains Indians and the shameful was we white people treated our indigenous neighbors. I am fortunate to be the descendant of immigrants and homesteaders and appreciate the struggles of those new to our country. I have been blessed to have known, worked with and befriended people from a variety of races, gender identities and ethnicities in my life.
I am not aware of any real or perceived conflicts of interest. If I became aware of any I would immediately report them.

Describe your demonstrated commitment to public health:
I have been fortunate in my life and my career in being able to work on projects and services with community members of all walks of life and those from diverse races, gender identities and ethnicities. I have demonstrated the ability to listen to individuals and groups that I may not have agreed with and to compromise and address their concerns in programs that I have developed. I have never met a person that I was unable to learn something from. I believe my experience will contribute to common sense, compromise and collaborative discussions and actions by the Board of Health.
I have worked collaboratively with the health department during my tenure at Family Health Center. When the Health Department dropped provision of Sexually Transmitted Disease Clinic Services, and later dropped the Harm Reduction Program Family Health Center's Board was supportive of my offering to preserve those programs in the community.

I deeply believe in volunteering as a way to make our community a better place. In looking at the public health issues that face Cowlitz County, I feel I have had experiences that would benefit the citizens of Cowlitz County.
. Professionally, I was a physical therapist. In this role, I had the opportunity to work with a very diverse population. I’ve had the chance to provide wound care to drug addicts with abscessed tracts, work with disabled children in school districts, provide home care to elderly, homebound patients, and provide mobility assessments to end-of-life patients. Personally, I have had the opportunity to volunteer in a number of ways. I served for four years at New Horizons Ministries in Seattle. There, I had the opportunity to serve homeless youth and women involved in prostitution. I served on the executive board of Cowlitz Youth Soccer Association for seven years. I have also volunteered at Camp Attitude in Oregon, serving children with physical and cognitive disabilities and their families. I have volunteered extensively at my church, both in teaching and administrative roles. In each of these roles, I have had the opportunity to work with an incredibly diverse population. Some have been rich, and some have been poor. Some have been regaining their health, and others have been at the end of their lives. Most have been mentally and emotionally stable, while a few have struggled with mental illness and were in the throes of addiction. From each individual, I’ve gained new knowledge, insight and perspective.
. My experience, as listed in a previous question, has allowed me to work and interact with a wide variety of people. I’ve had the opportunity to serve people from a huge variety of socioeconomic and cultural backgrounds. I’ve also served people of various racial and religious backgrounds. These diverse populations are all represented in Cowlitz County and I

have shown success in working with all these groups. Therefore, I will be able to work with and consider the needs of all residents while representing them on the board of health.
No.
As previously stated, I have had the opportunity to work with and serve very diverse populations. From each group, I have gained knowledge and insight into their perspectives and experiences. These experiences allow me to look at all sides when approaching a problem and weigh varying perspectives when considering a solution. I believe this knowledge and insight will be valuable to the board of health in order to represent and serve all residents of Cowlitz County.
My commitment to public health has been demonstrated in a variety of ways. Over the past few years, I have consistently attended the Board of Heath meetings, learned the issues facing Cowlitz County, and contributed when I was able. I have served on the executive board of the Cowlitz Youth Soccer Association, improving the physical and mental well-being of youth throughout our community. During my time at New Horizons Ministries, I had the opportunity to work with numerous youth and young adults, helping them to make healthy choices for their futures. In volunteering at my church, I have been able to positively impact the spiritual health of many people.

LifeWorks, Board, VP; Big Leaf Montessori,Pres; St. Stephen's Endowment Board Sec.
Recently retired Aging and Adult Services volunteer Ombudsman for Cowlitz County; member of St. Stephen's Episcopal Church; St. John medical center A Child's Place president and hospice volunteer; I Have a Dream sponsor.
I have spent my entire working career (and even into retirement) advocating and assisting children, adults, and the elderly who have significant health and related issues. It would be my pleasure to continue to advocate on their behalf.
Soon after moving to the area, I was hired as Director of (then Assoc for Retarded Citizens, now) ARC. I held that position for 20+ years during which I developed many community resources for that population. I continue to serve on the LifeWorks Board which employs more than 270 people to ensure appropriate care for people with disabilities. I was then hired by the County Health and Human Services Department to manage and improve mental health services. During retirement I helped sponsor the I Have a Dream program which mentored and helped fund programs for 64 low income students at Wallace School through their high school and college years. I continued to serve on the PeaceHealth Child's Place Board. And then I spent about 4 years (until Covid) facilitating a large group of administrators of school and other services for youth to coordinate services for the community's most challenging youth.
I attended Whitman College and graduated with honors. I am married (61 years) and have 2 children, 3 grandchildren and 2 great grandchildren. In my earlier years in Longview, I was very involved in community theater. Since then I have been focused on finding solutions for those in need. I have probably been in more homes in this county than anyone I know. I care about people, no matter who they are or what their issues are. I am an advocate for people who need assistance.

Describe your demonstrated commitment to public health:
Not that I am aware of.
Because of my multiple experiences providing direct assistance to families with a disabled child or individuals with mental health issues, I probably have diverse perspectives that could be helpful in making decisions. My background will definitely be an asset to the Board.
I am primarily responsible for the development of the first 2 local group homes for people with developmental disabilities and have continued to assist with additional resources (vocational and residential). My work in mental health reform resulted in hundreds more people having access to emergency mental health services. I personally mentored 6 girls beginning in 4th grade. As an Ombudsman, I made a difference in the lives of the multiple assisted living residents I visited weekly.

1. I can help improve the health of our community by working collaboratively with the Health Department Staff, the public health officer, and the community.
In addition to serving on Boards and Commissions I have had a successful career that included working as a Land Use Planner, serving on Longview City Council and my current position as Executive Director for The Health Care Foundation.
With each of my personal and professional experiences I have learned the value of respecting others prospective and opinions. I have also learned that the best solution comes from healthy conversations and different points of view.
I grew up in a small town in Eastern Oregon. I have an undergraduate degree in Business and a masters degree in Land Use Planning. I currently live in Longview (38 years) where the bulk of the county population resides. I educated my 3 children in Longview schools and attend a local church.

Community-based organization that work with populations experiencing health in equities in the community. I am a WSU Extension faculty member in youth and family development. Kelso HOPE Coalition-vice chair; Castle Rock CARES Coalition; Longview School Board, Vice President
Can you describe your professional background and personal experiences? How do these contribute to a diverse range of expertise and perspectives?
Feel that I can be bring both experience and knowledge to the issues facing Cowlitz County in behavioral health such as substance use disorder and mental health. As faculty of WSU Extension, our mission is to bring research based information from the land grant university to the community. WSU Extension has two new areas of focus behavioral health and rural health. And the challenges and opportunities in our county also include youth. I have extensive background in youth development and also parenting programs
As a WSU tenured associate professor in Extension along with partnerships with community based coaltions, I have been fortunate to receive training in evidence based programs that focus on riskt and protective factors of subtance use disorder; behavioral health; understanding the framework of poverty; working with families who are struggling with poverty; substance abuse and/or menthal health. As a school board member, I understand what is happening in the schools and services we provide but also the gaps in what the community needs. I have long term experience in providing intentional outreach in 4-H youth development to those families who are in our highest risk neighborhoods, to name a few of my professional experiences.
Can you tell us about your background and how your experiences reflect the geographic diversity of our community?
Geographic diversity assuming this means the communities beyond Longview/Kelso? Because my professional job as the 4-H faculty for Cowlitz County I am familiar with the outlying communities of Castle Rock, Toutle, and Kalama. I am not as familiar with the Woodland, Cougar, or Ariel areas. Because I have lived in Cowlitz County since 1955, I am familiar with the both the challenges and successes of our county. As far as
being part of a diverse population depends on what one is looking for representive diversity. I a senior citizen and have lived in South Kelso, but other than that I would not consider myself representing diversity nor do I have lived experience.
Do you have any personal or professional relationships, affiliations, or interests that could potentially conflict with your duties and responsibilities in this role? If so, please describe them. No
Can you share how your professional expertise and personal experiences bring diverse perspectives to our team? How do you believe your background will contribute to our organization's goals and culture?
Describe your demonstrated commitment to public health:
Through out my career in Extension both at the state level and local level, I have been involved in numerous community based committees such as two CWPI coalitions; Great Rivers BHO advisory board; Pathways 2020; Cowlitz Substance Abuse Coalition; Strenthening Families Program including opipiod adaptation and cannibus adaptation; Cowlitz Tribe "Healing the Canoe"; Cowlitz County HHS Adisory Board, chair; to name a few
Public health is a broad based topic ranging from prevention to treatment from disease to food safety to environmental health. I believe that we must follow the advice of those who are trained in public health and we need to provide more resources and support to those staff and directors that work in public health. But also I believe that it needs to be a community based effort focusing on education and community mobilization and policy. I am passionate about public health and feel that diverse perspectives based on evidence based strategies it important, but we also must listen to a diverse citizens, including those with lived experiences and may not be feel comfortable in sharing their thoughts in a public meeting.
