1. Agreement with Jarvis Appraisal Company to provide services pertaining to real estate appraisals and appraisal reviews. The total compensation shall not exceed $50,000.

2. Recorded Warranty Deed for Right of Way Purposes from Francesca D. Victory-Scobel for the Erick Creek Culvert Replacement Project No. 1617.

3. Recorded Warranty Deed and Temporary Easement for Right of Way Purposes from Steven J. Nelson and Jessica R. Nelson for the Erick Creek Culvert Replacement Project No. 1617.

a. Letter dated 10/10/2023 to Jeffrey Curry appointing him to the Silverlake Watershed Advisory Council. This is a 4-year team that expires January 31, 2027.

b. Letter dated 10/10/2023 to Gregory Hannon appointing him to the Solid Waste Advisory Council. This is a 2-year term that expires March 31, 2025

c. Letter dated 9/26/2023 from Monica Petterson, Executive Assistant Public Utility District No. 1 regarding the PUD's 2024 budget.

6. Bid Award to All Stripes, LLC for the Install/Upgrade Curve Warning Signs project. The total amount of $486,700.00.

7.The Cowlitz County Comprehensive Flood Hazard Management Plan was approved by the Department of Ecology on September 2023. The project was funded through a grant from the Washington Department of Ecology. The award was $231,375.00 with a county match of $77,125.00.

8.Resolution – The Cowlitz County Board of Commissioners having recognized the unalienable right of the people of Cowlitz County to bear arms is being infringed by state and federal agencies, the Board of County Commissioners declares that it supports the constitutional challenges of Gator’s Custom Guns INC. as to any state laws infringing on the right to bear arms.

RCW 42.30.040 - Conditions of attendance not to be required. A member of the public shall not be required, as a condition to attendance at a meeting of a governing body, to register his or her name and other information, to complete a questionnaire, or otherwise to fulfill any condition precedent to his or her attendance. People may remain anonymous when logging on to Zoom by creating any name and email of their choosing. In a meeting, public comment will be received, either or both, orally (raise hand in Zoom or use *9 on phone) and by writing. Note: Written comments may be sent to the Board at any time. For oral presentations, the Board may set a time for comments and speakers.

All matters listed with the Consent Agenda were previously distributed to each Board Member for reading and study, were available for public viewing, are considered items of regular County business, and will be approved, without separate discussion, by one motion of the Board of County Commissioners. An item may be removed from the Consent Agenda and placed on the Regular Agenda for separate discussion and voting at the request of any Board Member.

The Board of Commissioners may add and take action on other items not listed on this Agenda.
