Senators Call Out Biden's Attack on School Hunting & Archery Programs

Senators Jim Risch and Mike Crapo (both R-Idaho) joined Senator John Barrasso (R-Wyo.) in calling out the Biden administration for its plan to block funding for elementary and secondary schools that have hunting and archery programs.

The letter condemns the Biden administration's attempt to use last year's gun control bill to justify defunding schools with hunter and archery education programs. More than 500,000 students participate in and are certified through hunter education courses each year. These important programs help students learn how to handle firearms safely, which decreases firearm-related injuries and accidents.

"We write to express our deep concern about the Biden administration's attempt to use the gun control bill passed last year to block funding for elementary and secondary school," wrote the Senators. "While the administration claims to be eliminating dangerous activities, this guidance will, in fact, have the opposite effect. These programs provided thousands of students with the opportunity to learn proper instruction for firearm and archery safety."

"We voted against the gun control legislation. It is now clearer than ever that the Biden administration will use the bill to attack the constitutional rights of Americans. Hunting and archery are strongly connected to the traditions and heritage of America. This outrageous overreach is an attack on hunters and outdoor recreation that must be addressed," the lawmakers stated.

DEQ Groundwater Monitoring Program in Bliss

The Idaho Department of Environmental Quality (DEQ) is reaching out to private well owners in Bliss, Idaho, to participate in a groundwater sampling program. Sampling will take place in September and October of this year and is free for well owners.

The study will help DEQ assess groundwater quality in the area and determine the primary sources of nitrate contamination. Private well owners will receive a copy of the results along with information on how to protect the quality of their well water.

Groundwater provides over 95% of Idaho’s drinking water and nitrate is the most common and widespread contaminant in groundwater. Long-term exposure to elevated nitrate levels can have adverse health effects, especially in infants younger than six months and individuals with underlying health conditions.

DEQ maintains a list of degraded groundwater areas throughout the state, which are referred to as nitrate priority areas. Bliss is considered a moderate priority area with a ranking score of 12. However, DEQ needs additional data in order to help further characterize groundwater quality in the region, identify nitrate trends, and determine if current aquifer degradation is increasing or decreasing.

Fish Salvage at Mormon Reservoir

Due to low water levels a fish salvage order has been issued for Mormon Reservoir, effective August 18, 2023.

The Magic Valley Regional Office of Fish and Game has been monitoring the water level and temperatures at different locations within the region and have found water conditions in Mormon Reservoir are no longer suitable for fish survival. In response, a fish salvage order is now in place for Mormon Reservoir. The fish in Mormon Reservoir are expected to perish due to extremely warm air and water temperatures and forecasted conditions.

The Director of Idaho Fish and Game has ordered that bag and possession limits be removed on Mormon Reservoir effective August 18, 2023. Limited snowpack and delivery of the reservoir’s entire active storage capacity have necessitated this action.

While a valid 2023 fishing license is required to salvage fish, fish may be taken by any method, except by firearms, chemicals or electric current.

F&G Seeks Public Comment On White Sturgeon Management Plan

Deadline to comment is September 24 at 6 p.m.

Idaho Fish and Game is seeking comments on its Draft Snake River White Sturgeon Management Plan 2023-2032. This revised plan will guide white sturgeon management and conservation priorities throughout the Snake River during the next 10 years. The updated plan includes new information on Snake River White Sturgeon regarding:

• Population assessments and abundance objectives

• Information on threats to populations

• Proposed fishery management and conservation strategies

• Conservation aquaculture program and stocking goals

People are encouraged to review the draft plan at: idfg.idaho. gov/form/sturgeon-management-plan and submit comments by September 24 at 6 p.m. MDT.

Fish and Game will be hosting a virtual open house and Q&A on August 30 at 6 p.m. Online attendees will be able to ask questions regarding the management plan.

This fee increase would be for a full casket burial. The hearing will be at approximately 7:15 p.m. at the Senior Center, 129 Willow Ave. West, Fairfield (following their Budget Hearing).

Currently, Camas County Road & Bridge opens and closes for the cemetery district until CCCD can purchase equipment and/or find someone willing to do this service.

The Cemetery District’s current fee pays Road & Bridge $450 to open and close MondayThursday, and $650 Friday-Saturday. Road & Bridge’s actual expense this year is $990. CCCD is currently paying them $1000, with the taxpayers of Camas County paying the balance between the fees and the actual expense. They should have to do that.

The proposal is to make the open and close fee $1,000 to be updated every year as expenses increase for Road & Bridge. The open and close expense will be high for families who bury their loved ones in our cemeteries, but it will not be an expense that is born by all the taxpayers of Camas County.

Extended Swim Season in Shoshone

The Lincoln County Pool has extended its season through the end of August with Lap swims from 7 to 8 a.m. and 6 to 7 p.m. and Open swims this Friday and Saturday from 1 to 6 p.m. Water aerobics are Tuesdays and Thursdays at 6 p.m.

The Fifth Judicial District Magistrates Commission will be meeting to review attorney applicants for the position of Camas County Magistrate to replace the Honorable Dan Dolan, who will be retiring effective January 1, 2024. Shoshone Looking for Planning and Zoning Commissioner

The City of Shoshone is looking for people interested in serving on the City Planning and Zoning Commission. Requirements to serve on the commission are as follows: must have lived in the City of Shoshone for at least two (2) years and remain a citizen of Shoshone while serving on the board.

Commissioners review and act upon land development proposals, as well as amendments to the Comprehensive Plan, Zoning Ordinance and Subdivision Ordinance. This is a voluntary position, appointed by the City Council, and P&Z members required to attend meetings at least once a month or as needed. It is a great way to serve your community.

FFA Golf Scramble

On Saturday, September 9th, the Gooding FFA Chapter will be sponsoring a Golf Scramble at the Gooding Golf Course. Participants are invited to the course for donuts and coffee at 8 a.m. with tee-off at 9 a.m. Event includes an 18 hold golf scramble, prizes, lunch, and lot of special surprises.

Each team will consist of five members with a $25 per member entry fee. All funds raised will go to support the Gooding FFA Chapter.

Payson L. Reese

Payson L. Reese, 42, a resident of Shoshone, passed away suddenly on Monday, August 14, 2023 at St. Luke’s Medical Center in Twin Falls. He was born on January 15, 1981 in Sun Valley, Idaho to Leo and Claudia Reese.

Payson moved with his family to Buhl at the age of one year old. Payson went to schools in Buhl, participating in choir, jazz band and drama. He graduated from Buhl High School and went on to take E.M.T. classes at C.S.I. He was a volunteer Firefighter.

While in Buhl he was totally involved in 4-H from the age of 9 until 18, especially in working with goats. He was a faithful member of the Buhl Methodist Church.

From the age of 5 he always helped in his mother’s antique business, going to shows, helping at the store in Buhl – Claudia’s Country Cabin - and then in the store in Twin Falls – 2nd Time Around. He also promoted flea markets and antique shows and worked the Antique Dept. at the Twin Falls County Fair. Payson also partnered with his father in the fencing business in the Twin Falls area. In 2008 a 2nd Time Around was also started in Shoshone, which he was manager of. Eventually the store in Twin Falls closed and Payson and his mother Claudia moved to Shoshone permanently where together they have operated 2nd Time Around Antique Mall for fifteen years.

Payson found his real home in Shoshone. Among all the things Payson wanted to do for his community, besides running a successful business were all his volunteer work as: President of the Shoshone Chamber of Commerce - with Arts in the Park being his favorite event; Shoshone City Councilman; President of the Lincoln County Historical Museum for many years and which he helped form; President of the Lost N Lava Cowboy Gathering – which he loved his cowboy music so much; and Lincoln County Disaster Coordinator – his “real job” he called it.

Payson never married and spent his entire life taking care of his mom. Most recently he had found his family with Casey and Teja Knudson with Saving Grace Fellowship in Shoshone. Payson loved the Community of Shoshone and he had so much more to give. We will all miss him terribly.

A celebration of Payson’s life was held on Monday, August 21, 2023, at the Shoshone Community Center. Burial will follow at the Shoshone Cemetery.

In lieu of flowers donations can be made to Saving Grace Fellowship Church, 218 S. Apple St. in Shoshone, Idaho 83352.

Thomas Orson Bingham

Thomas Orson Bingham died on August 15, 2023 in Gooding Idaho. He was 75 years old. He was just two months short of his 76th birthday. He passed away peacefully at his home with his wife and family by his side.

Thomas was born October 16,1947 to Victor Lester Bingham and Marjorie Olsen in Vernal, Utah. He was raised on the family farm and dairy with his five siblings - Coleen Bingham Snow (Claude), Roland Bingham (Sharon), Nina Rae Bingham Anderson, (Soren), Margene Bingham Bushman (Blaine), and Ilene Bingham Bingham (Robert).

He attended Vernal, Utah schools and wrestled during his Junior High and Uintah High School years. He was a part of the High school State Wrestling Champions several years in a row. His senior year his parents moved the family to Orem, Utah. He again was instrumental in helping them secure the State Wrestling Championship his senior year. He loved wrestling! He attended and wrestled for Ricks College for two years where he earned his picture in the Hall of Fame. Then he spent a year at Utah State University with his childhood best friend, Phil Hardy.

In 1967 he enlisted in the National Guard. His unit was in the Combat Engineer Division. He had served for 6 years.

On October 4, 1968 his mother was killed in an automobile accident. He felt a great responsibility to help his father on the family farm and help with two younger sisters still at home. A year later, his father, Victor, remarried to Doris Garcia who brought two more children into the family - Daniel Kearney and Marjorie Joyce. After a fun filled adventure of being, "just good friends", while living in the same house, Thomas and Marjorie fell in love and got married on December 19,1969 in Twin Falls, Idaho. Five years later to the date, they were sealed in the Idaho Falls Temple. They have been married 53 years.

They were blessed with seven amazing children - Toby Orson (Melanie), Brett Vincent (Julie), Jason Victor (Mandy), Trista Lynn Whittle (James Robert), Joseph Maurice (Jennifer), Suzanne Walker (Nathan), Thomas "Helaman" (Candice). He has 31 grandchildren who have been the pride and joy of his life.

He followed the long heritage of a "family run farm and dairy industry" where he learned to work hard with his hands, value integrity, and to give his very best. He took great pride in a beautiful herd of cows where, when he was young, could name each one along with its sire, health history and current milk production. He always had a high producing herd of cows. He gained the respect of other dairymen even though he had only a small herd of 70 in the beginning of his career and grew to 500+. He worked 18-hour days for many years. He couldn't have accomplished what he did without good, good men beside him, that was Van Nebeker and Dave Smith. They

were more than hired men or friends; they were a tight knit part of the family. The only thing that took him away from the farm and dairy was his love of wrestling.

When his oldest boys, Toby and Brett were old enough to start to compete, other than the matches on the living room carpet, Thomas, along with his friend Van Nebeker decided to start a young Wresting club. That was in 1979. He then coached Junior and High school totaling 43 years as a wrestling coach. These were the special times of his life, to watch how this sport molded boys into great men as they learned valuable lessons that served them into adulthood. He cherished those boys' friendship; long after the last whistle blew.

After retiring as a wrestling coach, Thomas was asked to run for a County Commissioner position. He served for three years and really grew to love the people that he worked with and were so willing to share their time and talents to better the community. He later served again on the Planning and Zoning Committee for Gooding County and again grew to love and appreciate those that worked to support the growth of our area. He found lasting friendships th1ere, which for years, has blessed his life.

Thomas was a member of the Church of Jesus Christ of Latter- Day Saints. He held many callings but those that gave him the biggest challenges and helped him grow and discover his gifts were that of a Bishops Councilor, a Bishop, a Stake 70's President and finally a Missionary. He didn't have the opportunity in his youth, so with his wife they served two missions. The first in Phnom Penh, Cambodia Mission (2005-2007), and later in West Africa Ghana Mission (2015-2017). He has adopted grandchildren in both of these countries. Even one that was named, "Bingham".

Thomas served in the Twin Falls Temple for many years starting shortly after the temple was open and between each mission until his health would no longer allow him to. It was a very sad day for him. It was an accumulation of 15 years. To be in the Lord's house on a weekly basis was more than a blessing. It's where he found peace, a refuge from the world, personal revelation. It was his way of showing the Lord how very much he loved Him. And his "Temple Family" meant the world to him.

He didn't share his testimony often, but when he did, you knew, that he knew of a loving Father in Heaven, that Jesus Christ was his Savior and Redeemer. He spent his life trying to become like them. Not perfect but close enough!

He was preceded in death by his mother – Marjorie; his father – Victor; and his sister - Coleen Snow.

Funeral services were conducted on Tuesday, August 22, 2023 at the Church of Jesus Christ of Latter-Day Saints in Gooding. Burial followed at the Elmwood Cemetery in Gooding.

Kathleen A. Fields

Kathleen A. Fields, 78, of Gooding, Idaho passed away on August 12, 2023 surrounded by her loving family.

Kathy, also known lovingly as "Sis", was born May 6, 1945 to John and Irene Bauler in Waterloo, Iowa. She grew up on the Bauler family farm in Hudson and was always eager to share the wonderful memories of her early life there.

Kathy was a veteran of the United States Navy and served from 1963-1965 in San Francisco, CA where she met the love of her life, Jack, while stationed at Treasure Island Naval Base. After serving her country she married Jack D. Fields, and eventually settled in Waterloo, Iowa where they raised their five children.

The things that Kathy loved and enjoyed the most in life included her cabin in Cascade, Idaho, that she called her "Peace of Heaven". She spent over 30 years at her cabin creating amazing memories with her children and grandchildren. She also loved fishing, picking huckleberries, having fresh flowers nearby, and listening to her jukebox which holds all of her favorite records.

Kathy is survived by her son, Brian Fields, four daughters, Kim (Todd) Kimmes, Kelly (Erwin) Werle, Karen (Kurt) Drew, and Karlene (Greg) Mallory. She is also survived by her grandchildren and great grandchildren, Mercedes (Kyle) Knox: Hayden and Landon: Jasmine (Brandon) Dunagan: Henry and Edward, Taylor and Tanner, Everett and Elliott, Colin, Ian and Henry; and, Matthew and Brett. She is also survived by her siblings: Mae Hoffa, Kenny (Arlene) Bauler, and Bonita Mareska. She was preceded in death by her parents: John and Irene Bauler; her siblings Erwin (Dorothy) Bauler, Johnny (Marlus) Bauler, Don (Nancy) Bauler, and Gladys (Ralph) Schmitz.

A great way to honor "Sis" would be to go to your favorite Mexican restaurant and order a margarita. Then raise your glass to this wonderful mother, grandmother, sister, aunt, and friend.

Donations in Kathy's name can be made to the Wounded Warrior Project which is an organization that meant a lot to her and to which she made monthly donations to.

Memorial services with military honors were held at the Idaho State Veterans Cemetery on Friday August 18, 2023. Additional services will be held in Waterloo, IA at a later date.

James Darrell Becker

James Darrell “Jim” Becker, 75, of Boise, Idaho passed away peacefully on Sunday, July 16, 2023, surrounded by friends and family, at the Veterans Administration Medical Center in Boise, Idaho. Born in Blackfoot, Idaho on June 23, 1948, to John and Marceline Becker as the eighth of fourteen children, Jim grew up in Gooding, Idaho and attended all twelve years of school there, graduating from Gooding High School in 1967.

In July of 1968, Jim enlisted in the United States Air Force and served in Vietnam as a Freight Traffic Specialist, ultimately completing his service obligation, and being honorably discharged in 1972 with the rank of Sergeant.

Upon his return to Gooding, Jim met a girl from just ten miles up the road in Wendell, Idaho, and by 1974 they were married. In December of 1976, they welcomed a son, Jay. While that union did not last, Jim had already started what would become a lifelong career in retail management, first working for Skaggs and then Kmart in Twin Falls, Idaho. It was at Kmart that he met the love of his life, Sondra Aune, whom he married on February 21, 1981. Shortly after, Jim accepted a management position with what, at the time, was an up-and-coming but little-known wholesale club out of Seattle called Costco, and moved the young family of three to Spokane, Washington.

In November of 1984, they welcomed a second son, Ryne. In 1988, the family moved back to Idaho for good to open the new Costco Wholesale on Franklin Road. The family remained in Boise from that point forward, close to family and friends and all of the hobbies that Jim enjoyed including golfing, camping, fishing, hiking, and Boise State football. Jim retired from Costco in 2017 after 33 years with the company, and filled the ensuing years traveling with Sondra, playing golf, and spending time with his grandchildren.

Jim was a lifetime Catholic and a founding member of Risen Christ Catholic Community, where he served as a lector, greeter, and Eucharistic Minister. His faith served as the foundation of Jim’s life, as he always strived to be the best Christian father, husband, brother, grandfather, uncle, and friend he could be. How ever you knew Jim, you probably found him to be humble, kind, and generous with his time and attention.

To his family he was Pops, Uncle Jim, Grandpa Becker, Jimmy, #8, and JB. He had a big smile and an even bigger heart, and while he was always a man of few words, you knew he loved you and would always be there for you. The world is better for him having been in it, and while he will be missed dearly by all, we will carry on because, well, that’s what he would do.

Jim is survived by his beloved wife of 42 years, Sondra; sons: Jay (Kirsten) of Boise, ID, and Ryne (Catherine) of Meridian, ID. Jim also leaves behind eight grandchildren: Jordan, Taylor, Paige, Morgan, Gavin, Lucas, Alex, and Kendall. He is also survived by his siblings: Conrad, Raymond (Laura), John (Gloria), Marcella Martinchick (Mike), Viola, Margene Willis (Dallas), Ken (Lynette), Mike (Lisa), Loretta Kremer (Randy), Pat (Lynn), and Nick (Karla); sister-inlaw, Anne Becker; and brother-in-law, Larry Ervin. He is also survived by a number of nieces and nephews.

Jim was preceded in death by his father, John Becker; mother, Marceline Becker; siblings: Edwin Becker and Louise Ervin; and sisters-in-law, Abbie Becker, and Kathy Becker. In lieu of flowers, memorial contributions can be made to Risen Christ Catholic Community or the Boise VA Hospital.

Funeral services were held on Wednesday, July 26, 2023, at Risen Christ Catholic Community with a rosary prayer service and funeral mass. A short procession to the columbarium with military honors followed the mass.

NOTICE IS HEREBY GIVEN: That the general election to be held in and for the City of Gooding, Idaho, will be held on Tuesday, November 7, 2023. The election is held for the purpose of electing the following offices for the specified terms: two (2) council members for a term of four (4) years.

Specifically, the flood hazard information will be revised along the Little Wood River from a point approximately Shoshone western city limit to a point approximately Shoshone eastern city limit.

AN ORDINANCE ENTITLED THE ANNAUL APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2023 AND ENDING ON SEPTEMBER 30, 2024, APPROPRIATING THE SUM OF $13,003,198.00 TO DEFRAY THE EXPENSES AND LIABILITIES OF THE CITY OF SHOSHONE FOR SAID FISCAL YEAR, AUTHORIZING A LEVY OF A SUFFICIENT TAX UPON THE TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATION IS MADE.

BE IT ORDAINED by the Mayor and Council of the City of Shoshone, Lincoln County, Idaho; Section 1: That the sum of $13,003,198.00 be, and the same is appropriated to defray the necessary expenses and liabilities of the City of Shoshone, Lincoln County, Idaho for the fiscal year beginning October 1, 2023.

Section 2: The objects and purposes for which such appropriation is made and the amount of each object and purpose is as follows:

Passed under suspension of rules upon which a roll call vote was taken and duly enacted an Ordinance of the City of Shoshone, Lincoln County, Idaho at a convened meeting of the City of Shoshone City Council held on the 15th day of August, 2023.
