Scam Money Recovered
Earlier this year, the City of Gooding was the victim of a elaborate scam involving a payment of over a million dollars. The funds were lost through a compromised business email.
Last week, Gooding City officials announced the recovery and return of $989,524 of $1,092,519. The recovered funds were returned to the City’s account Thursday, August 1, 2024.
The Federal Bureau of Investigation informed the City that it expects to recover the majority of the remaining $102,995, but it will take some additional time. The City is expecting that the final total loss may be only a few thousand dollars.
The City would like to especially thank and express gratitude for the diligent efforts of the FBI and the bank personnel that worked to recover these lost funds. These funds would not have been recovered except due to the quick response of City staff, the FBI, and bank personnel.
In 2023, the FBI Internet Crime Complaint Center received a shocking 21,489 complaints about business email compromise schemes, with over $2.9 billion in losses. An increase of 7% over 2022, according to the FBI’s 2023 Internet Crime Report.
The City would like its citizens to know that it has implemented additional policies to hopefully prevent these types of scams in the future. The City will continue to adapt its defenses to emerging threats through educating and training of staff and vendors, investing in the necessary tools moving forward, and establishing policies and protocols to protect City operations.

The Dirty Truth of Dalmatian Toadflax
by Camas Bug Crew
Have you ever made a mistake that you regretted later on? Dalmatian toadflax is a great example of this. Originally, Dalmatian toadflax was sold as an ornamental plant in flower shops because of its beautiful yellow flowers. Little did people know at the time that this was a noxious weed waiting to take over everyone’s lawns and pastures. Soon after, this noxious weed spread its seeds covering the land with its beautiful, yet invasive attributes.
Dalmatian toadflax is a perennial that grows up to 4 feet tall. Its waxy green leaves are heart shaped, 1 to 3 inches long, and clasp at the stem. Flowers are 1 inch long (excluding the ½ inch spur) yellow, often tinged with orange or red, and similar in shape to a snapdragon. Plants flower from midsummer to fall. Seeds are produced in a ½-inch pod and are irregularly wing angled. A single plant may produce up to 500,000 seeds in a season which may remain viable in the soil for up to 10 years. This plant also reproduces vegetatively by stem that develop from adventitious buds on primary and creeping lateral roots. It is usually associated with sparsely vegetated areas, such as roadsides, abandoned or unmanaged land, gravel pits, and disturbed pastures and rangelands. It is found in most counties in Idaho. This invasive plant and oth Linaria species are reportedly toxic to livestock.

The insect predator we use to control Dalmatian toadflax is call Mecinus janiformus. Adult MEJA are small, somewhat elongated bullish black weevils which emerge from last year’s infested Dalmatian Toadflax stems in April-May Adult Mecinus feed on Toadflax stems that are at least 0.04 inches in diameter and feed on Leaves and stems from June to mid-July before mating and laying eggs inside new shoots. The eggs typically hatch in 6-7 days. Larvae tunnel within the Toadflax stem for 23 to 34 days moving no more than 1.3 inches from where the egg was laid. Pupation occurs within the stem. Adult feeding on stems and leaves has a limited impact on the plant. Larval mining impacts the plants by causing premature wilting of shoots and suppressing flower formation. MEJA overwinter as adults inside their pupation chamber. The effects of the weevil on the plant are reportedly enhanced under drought stress.
Although Dalmatian toadflax is a pretty plant, it is very destructive and dangerous to livestock. They can cause your livestock to have problems due to the toxicity of this beautiful, yet destructive plant. Dalmatian toadflax love growing in areas you don’t want them in. Our bug crew uses a special agent known as Mecinus janthiformus to stop the growth and spreading of this invasive weed. If you see this plant, call Terry Lee at the Camas County Weed Department(208)-764-3512.

Preventing Senior Fraud & Financial Exploitation
The Idaho Department of Finance (IDOF) and Idaho Commission on Aging (ICOA) are announcing the creation of a joint Senior Fraud and Financial Exploitation Prevention Working Group (SFFEP) comprised of financial and senior protection experts to provide recommendations for potential policies, frameworks, and solutions that can help better protect Idaho’s senior community from financial crime.
Seniors are frequent targets of scams and financial crime, with annual losses estimated as high as $36.5 billion. Cybercrime, through the growth of digital financial services, tools, products, and ecosystems is leading to increasing losses for seniors with verified cybercrime losses totaling $3.4 billion in 2023 alone. To ensure that the money and assets of seniors are properly protected, the IDOF-ICOA SFFEP is bringing together a group of the finest senior financial protection experts in Idaho. The IDOF-ICOA SFFEP will include members from AARP Idaho, D.A. Davidson, Edward Jones, Idaho Legal Aid Services, Idaho Prosecuting Attorneys Association, Idaho Sherriff’s Association, and U.S. Bank.
The goal of the IDOF-ICOA SFFEP is to craft potential solutions and recommendations that will:
• Prevent and mitigate the harms of senior financial crimes and exploitation.
• Improve identification and monitoring of senior financial crimes and exploitation.
• Propose new or enhanced enforcement, oversight, and protection tools and/or authorities (criminal, civil, and administrative).
• Develop and recommend resources/strategies for public outreach and education.
• Recommend more effective incident reporting mechanisms and structures.
“Protecting our senior community is a top priority for the IDOF and we are proud to work with our partners at the ICOA and SFFEP members to develop innovative solutions that will better protect Idaho’s seniors from financial crime and exploitation,” said Patricia Perkins, Director of the IDOF.
“Idaho’s seniors continue to be targeted by financial criminals and illicit actors and IDOF will use every tool at its disposal to protect Idahoans and hold bad actors accountable. The SFFEP is an important tool and thought leadership body that will help us create the appropriate solutions to protect Idaho’s senior community and mitigate the harms illicit actors pose,” said John Yaros, Securities Bureau Chief of the IDOF.
“Combining ICOA’s skill and experience in working with people experiencing financial exploitation with the expertise of IDOF and our SFFEP members will lead to the development of lifechanging solutions that will help us better protect and care for older and vulnerable Idahoans,” said Judy Taylor, Director of the ICOA.
By bringing together the best financial and senior protection minds in Idaho, the SFFEP will seek to develop recommendations for policies and best practices that public, government, and industry stakeholders can use to more effectively protect Idaho’s seniors from financial crime, exploitation, and illicit financial activity.
