NEWS Preserving Idaho's Winter Wonderland

While it is an exhilarating rush slicing through pristine powder, navigating open meadows or between trees, the thrill of jumping off trail and "boondocking" can damage trees, fences, and gates. Idaho Department of Lands (IDL) is actively working to keep this beloved recreation open by collaborating with snowmobilers. "Accidental or careless activities such as running over young trees emerging out of the snow can stunt tree growth," said Todd Wernex, IDL Recreation Program Manager. "Trees provide product for the forest industry and help fund Idaho's public schools." One dollar from each Over Snow Vehicle (OSV) tag now goes to IDL to provide snowmobile opportunities and to repair impacts directly related to snowmobile use on Idaho Endowment Land. IDL, Idaho Parks and Recreation, counties, and private landowners are joining together to maintain access. "The OSV fund allows us to build kiosks, purchase snow poles for grooming, and assist with brush clearing on trails," added Wernex. "We are also developing maps and signs to guide snowmobilers away from vulnerable areas." While signs and maps are being developed, snowmobilers are urged to:

Volunteer Instructors Needed For Idaho's Hunter Education Program

Are you a safe and responsible hunter or trapper? Are you passionate about hunting ethics? Do you like sharing your knowledge and skills with youth and adults new to Idaho’s hunting traditions? If you answered yes to these questions, you should consider becoming a volunteer hunter education instructor for the Idaho Department of Fish and Game. To get started all you need to do is attend the upcoming instructor training workshop on February 24, 2024, from 9:00 a.m. to 1:00 p.m. at the Hunter Education Center located at the Magic Valley Regional office in Jerome. Those who attend will learn about teaching hunter, bowhunter, and trapper education which gets you started towards becoming a certified instructor for any, or all those programs. University of Idaho 4-H, Camas County, is offering a look inside the dairy industry. Dairy in a Box consists of six sessions that explore different aspects within dairy. Camas County Road & Bridge Seeks Public Comment On Grant Proposals Submitted To Idaho Department of Parks & Recreation

The Camas County Road and Bridge is seeking public comment on proposed projects for which the Camas County Road and Bridge is seeking grants from the State of Idaho Department of Parks and Recreation (IDPR). Each year the State of Idaho provides funding from recreational programs through a grant application process. These State funds are raised through the sale of a variety of boating, recreation, and off-road vehicle stickers. Agencies applying for IDPR grants are required to provide matching funds or in-kind contributions. Camas County Road and Bridge would appreciate your comments or feedback on the grant proposal listed below. To be most helpful, comments should be submitted by January 26, 2024. Montgomery Clifford Bartholomew

Montgomery "Monty" Clifford Bartholomew, a lifelong resident of Gooding, Idaho, passed away on Monday, January 15, 2024. Monty was born in Gooding, Idaho, on April 26, 1952 to Jiggs and Eileen Bartholomew. Monty lived his entire life in Gooding. Monty himself was not an athlete but he loved and supported all sports in Gooding. He was the statistician for all Gooding High Sports. Monty loved music and dancing with the ladies. They would seek him out for a dance at the Lincoln Inn waiting their turn. Monty worked at Cooks Grocery Store for over 40 years giving great service to all the people of Gooding. He was always available to help them with their purchases and chit chat over the local happenings. He was missed by all when he retired. He had a mentor, Marcie Morgan, who encouraged and helped develop his love of painting. He was an incredible artist mainly focusing on landscapes, mountains, fall scene, old farms, barns and cabins. Many of his paintings used to hang in the original Cooks Store. He won many 1st place ribbons at the Gooding County Fair and they still exist in many family homes. Monty was a big prankster and always fun. He was preceded in death by: his parents - Clifford "Jiggs" and Eileen Bartholomew. Monty is survived by: his two sisters - Connie Bell of California and Crystal (Doug) Foss of Soda Springs. He has multiple nieces - Nikki and Jay Bell of California and New York, Summer, Sharon and Amber, all of Soda Springs. Plus, many cousins in the Bartholomew and Porterfield family. The family would like to thank the staff at Bennet Hills for all the care you gave Monty and we appreciate all your kindness. A memorial graveside service will take place later in the spring of 2024. Reuben Otis Donaldson

On December 30, 2023, Reuben Donaldson, age 91, passed away in peace at his home in Gooding, Idaho. At the end he was surrounded by his loved ones as he was throughout his lifetime. Reuben was born in Sundance, Wyoming on April 28, 1932, to parents Glenn and Ida Mae Donaldson. In 1942 his mother passed away and the family relocated to Casper, Wyoming where he later attended Natrona County High School. He was the eldest of three, with a brother, David, and a sister, Glenneta. Always ambitious, he took on various jobs from an early age. In his teens he worked for a local butcher shop cutting, wrapping and delivering meat to nearby residents. At age 17, Reuben enlisted in the United States Navy. During the Korean Conflict, he served aboard the aircraft carrier, USS Kearsarge, as a Damage Controlman (fireman). He completed his service honorably and was discharged in 1953. During his stint in the Navy, he was stationed for a time in Monterey, California. It was there where he met the love of his life, Beaudine “Skeet” Gaunt. Reuben and Skeet were together until her passing in 2012, a good run of 60 years. Married on January 12, 1952, their union produced 5 sons: David, Matthew, Daniel, Benjamin and Ronard. In 1972, the family moved to Idaho and settled in Gooding. He was recruited by the Tupperware Co. in Jerome, where he worked in production and quality control management. He remained in Tupperware’s employ until shortly after the company closed it's Idaho operations in 1986. In 1989 Reuben was again recruited, this time for the role of Plant Manager, at the Spears Manufacturing company’s Jerome facility. He finally retired at age 89. In life he was always active doing something. He was a self-taught builder, mechanic and hobbyist. He never stopped building, wrenching or tinkering. He was also an active bowler and golfer. For years he was a member of the Gooding Golf Course & Country Club and was a player on the men’s golf league. He proudly achieved his goal of playing golf at 90 (years, not score :) ). Reuben was preceded in death by his wife Skeet; his sister Glenneta; and his oldest son David. He is survived by his sons, Matthew and his spouse Carol, Daniel, Benjamin and his spouse Crystal, and Ronard; his 17 grandchildren and 15 great-grandchildren. Reuben is also survived by his brother David; sisters- in-law VanNessa and Joelle; and by many nieces and nephews. Reuben was an inspiration to family and friends alike. He led by his words, deeds and examples and will be greatly missed by all who knew him. As per his wishes there will be no funeral services held. A celebration of life will be held at a later date, as decided and announced by his family. Larry Sam Simis

Larry Sam Simis, 79, a resident of Gooding passed away on Monday, January 8th, 2024. The son of Sam O. Simis and Anna Marie Casch, Larry was born on November 13th, 1944 in Gooding, Idaho. Growing up, Larry learned responsibility by working on the family farm feeding animals and milking cows. While he was in high school, he took great pride in restoring, detailing, and painting his beloved 1957 Chevy. As a senior he served as student body president proudly representing his school and classmates. His high school friendships lasted a lifetime. After graduating from Gooding High School, he attended the University of Idaho for a short time. He decided to come back home and propose to his sweetheart Lana Larsen who he had his eye on since he was 12 years old. On Christmas Eve at his parents' home, Larry asked Lana to marry him. They married on April 17th 1965, in Gooding, Idaho. They settled in Gooding and their marriage brought them three children – Todd, Michael and Shelley -- who have given them more joy than words can ever express. During this time of raising their children, Larry worked long hours for 18 years at the Beakon Bean Company providing for his family. Larry then took a job at Gooding Seed Company working with his brother Don Simis and Larry Roberston until his retirement. Larry felt honored to assist the farmers with needed services and he enjoyed taking Lana on rides to check out the farmers crops. Over the years, he liked to fish, hunt, and spend time with family at the cabin near Redfish Lake. Larry loved watching his children and grandchildren compete in various activities and sports and was always proud of them. Larry and Lana cherished their family vacations creating memories that will last a lifetime. He loved the game of golf. It was a lifelong sport for him playing with his family in the Father's Day tournaments where he was known as the "Shark". Special memories were made in the annual Member Guest tournament that he looked forward to every year. Larry and Lana enjoyed their friendships through poker club gatherings, cruise and travel vacations, golf tournaments, and sporting events. Travels after Larry's retirement included many trips to Arizona in their 5th wheel to gather with friends. He immensely enjoyed his daily coffee gatherings with his buddies and Thursdays were always reserved for seniors' golf. During his lifetime he served on the Gooding School District Board, as a Gooding Booster Club President, participated in Optimist Club activities and was currently serving as Board Chairman of the Gooding Cemetery District. Larry was like an oak tree, ever so strong, sturdy and stable. He endured many health struggles including a heart attack, a pacemaker implant, lung cancer, and every time he fought back to overcome these challenges. Of course, his stubbornness prevailed, never bending much...just like the oak tree. He will always be our Captain America fighting through until the end. Dad loved watching football and he and mom enjoyed watching the national championship game on the night he passed. We will love you always and forever. He is survived by his wife – Lana Simis; his children – Todd (Lissa) Simis, Michael (Holly) Simis, Shelley (Chris) Comstock; his grandchildren – Makena (Katie) Simis, Peyton Simis, Preslie Simis, Shae Simis, Bryson Comstock, Riley Comstock, and Taylen Comstock; great granddaughter - Avery Simis; and sister - Nancy Mortensen. He was preceded in death by his parents - Sam and Anna Simis; and sisters - Minnie Krahn and Dorothy Lutz; and brother - Don Simis. Funeral services were held on Friday, January 12th, 2024, at the Methodist Church in Gooding followed by lunch and celebration at the Gooding Country Club. Memorial contributions may be made to the Gooding Golf Course.

Sharon Lee Smith

Sharon Lee Smith, 75, from Fairfield, Idaho passed away peacefully at her Boise, Idaho home on Monday, January 15, 2024 after a short yet difficult battle with brain cancer. Sharon was born on May 18, 1948 in Bakersfield, CA to Marie and Alvin Actis. She grew up in a loving home with an older sister (Margaret) and a younger sister (Stevie), and had many happy memories from her childhood. She was very active in high school and involved in many activities. She met the love of her life (Dale) at the Sear’s Candy Department. She was working there, and Dale’s younger brother, Ed, brought him in to meet her. A wedding followed in June 1969, and two daughters later joined the family - Bridget in 1973 and Tricia in 1980. The family continued to live in Bakersfield until 1985 when they made the big move to Idaho. Sharon was very involved in being a room mom and planning parties for her daughter’s classes, being a 4-H leader and active member of the community, while also working on numerous craft projects. After moving to Fairfield, Sharon started working at the local bank - Idaho State Bank - and worked there for over 15 years. After retiring from the bank, Sharon continued her craft projects - she loved to sew and quilt and was an avid collector of fabric. She was also very involved in the Fairfield Community Church - volunteering for various food donations and activities, and working with the Women’s Ministry group. In retirement years, she and Dale enjoyed many trips to warmer southern states during the winter, also fitting in stops to family and friends along the way. In 2016, Sharon became a grandma for the first time, and it was the greatest joy of her life. Three more little girls joined the family over the next few years, and Sharon took great pleasure in babysitting, buying gifts and spending time in Emmett with her four granddaughters. She loved helping out with holidays and birthday parties, helping to make them so fun and memorable for the girls. Sharon is survived by her husband (Dale) of 54 years, her 2 daughters, Bridget of Fairfield, ID and Tricia (Don) and 4 granddaughters of Emmett, ID, her two sisters Margaret (Jack) Ewing and her family of Palm Desert, CA and Stevie (Dave) Nelson and her family of Bishop, CA. She is also survived by her sisters and brothers-in-law and many nephews, nieces, grandnephews and grandnieces, and so many good friends who were like family. A celebration of life service will be held for Sharon on January 27, 2024, 10:00 a.m. at the Fairfield Community Church.

ORDINANCE NO. 298 AN ORDINANCE OF THE CITY OF FAIRFIELD, CAMAS COUNTY, IDAHO, AMENDING TITLE 7 BUILDING REGULATIONS, CHAPTER 1 BUILDING CODES AND REGULATIONS, SECTION 7-1-1-C: AMENDMENTS TO ADOPTED CODES; AND CHAPTER 2 MANUFACTURED HOME REGULATIONS, SECTIONS 7-2-1 PURPOSE, 7-2-2 DEFINITIONS, 7-2-3 DEVELOPMENT STANDARDS, AND 7-2-4 APPLICATION AND CERTIFICATION; AND CHAPTER 3 RVs, TRAVEL TRAILERS AND MOBILE HOMES, SECTIONS 7-3-1 AND 7-3-2; PROVIDING A SEVERABILITY CLAUSE AND EFFECTIVE DATE. WHEREAS, the City of Fairfield, Camas County, Idaho, is a municipal corporation formed pursuant to the laws of the State of Idaho; and is authorized to enact rules and regulations to protect the health and safety of its residents and their property; and WHEREAS, regulating certain construction methods and/ or requirements is necessary for the unique climate of Camas County and the City of Fairfield; and WHEREAS, regulating the temporary occupancy of RVs, travel trailers, and motor homes is necessary to provide for safety and the orderly delivery of city services; NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF FAIRFIELD, CAMAS COUNTY IDAHO: SECTION 1. Code Adoption: The approved editions of the following nationally recognized codes, as adopted by the state of Idaho or the Idaho building code board, are the official building codes of the city, except as provided in subsection C of this section: (Ord. 223, 7-13-2006) International building code. International mechanical code. B. Successive Versions Adopted: The adopted versions of the foregoing codes shall be deemed superseded by successive versions of such codes as they are adopted by the Idaho building code board, effective on the date any such codes are made effective by the Idaho building code board. (Ord. 223, 7-13-2006; amd. Ord. 232, 8-14-2008; 2015 Code) C. Amendments To Adopted Codes: The following amendments shall be applicable to the adopted building codes: 1. To the international building code: a. Section 101.1 shall be amended by inserting "city of Fairfield". b. Amend IBC section 3409.2; insert "7th day of April, 1990". 2. To the international residential code, 2000 edition, excepting parts VII and VIII: a. Section R101.1 shall be amended by inserting "city of Fairfield". b. Amend IRC Table R301.2(1) Climate And Geographic Design Criteria as established by the building official. c. Amend section R301.2.3, Snow Loads, to read as follows: Roof Snow Load Requirements (for buildings that require a city of Fairfield building permit): 1) Required snow loads for the city of Fairfield shall be a minimum 80 psf for single ridgeline structures with 3 in 12 or greater roof pitch. 2) If the structure has a perpendicular ridgeline, and/or is less than a 3 in 12 roof pitch, a licensed engineer, using the available ground snow load data from the

University of Idaho, must engineer the structure. d. Amend section R407.1, Wood Columns, to read as follows: Wood columns (commonly referred to as “polebarn” construction) shall not be used for the purpose of constructing a building which contains, in whole or in part, a residential dwelling. Accessory buildings may be constructed with wood columns if built in conjunction with an existing residential building, or if a building permit has been issued for a residential building on the same property. 3. To the international energy conservation code, 2000 edition, as hereby amended: Amended IECC section 101.1 inserting "the city of Fairfield". D. Exemptions: These codes shall not apply to: (Ord. 223, 7-13-2006)

1. Residential storage sheds (no larger than 300 square feet, not attached to existing structure or a permanent foundation, and not used as a dwelling); (Ord. 223, 7-13-2006; amd. 2015 Code) 2. Residential decking (less than 30 inches from grade), and fencing less than six feet (6') in height; and 3. Unmodified container units with valid identification numbers; and 4. Nothing herein shall act to eliminate the placement requirements established by zoning regulations for these structures.

SECTION 2: That Chapter 2, Title 7, is hereby amended as follows: CHAPTER 2 PREFABRICATED HOME REGULATIONS 7-2-1: PURPOSE: This chapter establishes the minimum standards for the location and approval of prefabricated housing as permanent dwelling units on individual lots zoned for single-family residential uses. (2015 Code) 7-2-2: DEFINITIONS: As used in this chapter, unless the context otherwise requires: ACCESSORY STRUCTURE: A structure attached to or located adjacent to a prefabricated home, such as awnings, carports, garages, porches, or steps. FOUNDATION FASCIA: A weather resistant material surrounding the entire perimeter of a prefabricated home which completely encloses the space between the exterior wall of the manufactured home and the ground. PREFABRICATED HOME: A structure constructed according to HUD manufactured home construction and safety standards and Idaho Code section 39-4105(8), or constructed under the Idaho Modular Building Program and Idaho Code Section 39-4301, and which is designed to be used as a permanent residential dwelling. PERMANENTLY AFFIXED: A prefabricated home which has been installed on a permanent foundation in accordance with applicable building codes. 7-2-3: DEVELOPMENT STANDARDS: The use of a prefabricated home as a permanent residential dwelling on a parcel of land shall be permitted in any zoning district which permits a single-family site built dwelling, provided the following standards are met: A. Size: The prefabricated home is multi-sectional with a minimum width of twenty feet (20') and a minimum enclosed floor space of not less than one thousand (1,000) square feet. B. Foundation: The prefabricated homes shall be permanently affixed to a foundation. C. Pitched Roof: Prefabricated homes shall have pitched roofs with a minimum slope of a nominal three feet (3') in height for each twelve feet (12') in width. D. Siding And Roofing Material: The prefabricated home has exterior siding and roofing materials which in color, material, and appearance are generally similar to the exterior siding and roofing material commonly used on residential dwellings within the community, or which are comparable to the predominant materials used on surrounding dwellings.

E. Prefabricated homes shall be less than ten (10) years old at the time of installation. 7-2-4: APPLICATION AND CERTIFICATES: A. Application: Application shall be made to the building official on a building permit application form. The completed application shall include all information necessary to determine conformity with required development standards of this chapter. The applicant shall also attach to the application: 1. A plot plan showing existing conditions and the proposed location of the home and other improvements at a scale of at least one inch equals twenty feet (1" = 20'). 2. A copy of any additional manufacturer's instructions not covered by the Idaho manufactured homes standards or the Idaho Modular Building Program. 3. Other local single-family building requirements. B. Certificates and Inspection: 1. The applicant shall sign the completed application certifying the prefabricated home meets the required development standards of this chapter and that site development will be in accordance with said standards and the plot plan submitted. The applicant shall also certify that once the prefabricated house is permanently affixed, the applicant will declare the house as real property for taxation purposes in accordance with Idaho Code section 63-304. 2. Following application and plot plan approval by the building official, the building official shall issue a building permit for the footings and foundation for the attachment of the prefabricated home; and the building official shall verify, in writing, that all development standards have been met as certified by the applicant. The home may then be attached to the foundation in accordance with city codes for permanent utility connections and other building requirements. 3. Prior to occupancy, a final inspection shall be made to assure proper attachment of the home to the foundation. SECTION 3: That Chapter 3, Title 7 of the Fairfield City code be amended as follows: 7-3-1: PARKING ON PUBLIC PROPERTY: No travel trailer, recreational vehicle, or motor home shall be parked on any public property or street for more than a period of ten (10) days; nor shall any such parking block access to any public or private property within the city limits. 7-3-2: PARKING ON PRIVATE PROPERTY: A. Permanent Residence Prohibited: No person shall permanently reside in any travel trailer, recreational vehicle or motor home within the city limits. B. Temporary Occupancy: Individuals may occupy a travel trailer, recreational vehicle or motor home located upon private property provided that an application is submitted along with necessary fees to the city, and 1. Occupancy has a clearly define beginning and ending date. 2. Occupancy does not include dates between November 1st and March 31st. 3. Occupancy does not exceed ninety (90) days, unless associated with construction. 4. Occupancy for construction purposes may be approve for up to one hundred eighty (180) days provided there is an active building permit for a permanent building. 5. Any time extension for an occupancy permit must be approved by the council. C.
