NRCS Water Supply Outlook

The Natural Resources Conservation Service (NRCS) in Idaho has released the January Water Supply Outlook Report, the first for the 2025 Water Year.

Streamflow, snowpack, and precipitation data for each basin can be accessed on the NRCS Idaho Snow Survey web page.

“The snowpack across Idaho saw impressive gains around the holidays with an atmospheric river event bringing ample moisture to the region. Snowpack improved from 70% to approximately 90% of normal in the Snake River headwaters and Henrys Fork-Teton by January 1,” said Erin Whorton, Water Supply Specialist for NRCS Idaho. “Eastern and southern Idaho experienced 110 to 131% of normal precipitation during December. While the snowpack is looking good, especially compared to this time last year, total water year precipitation remains lower than the snowpack percentages due to the abnormally dry, hot October.”

January 1 streamflow forecasts reflect the first of month mountain snowpack and total water year precipitation conditions. In January, NRCS only publishes streamflow forecasts at locations where model confidence is high. For the primary forecast period, streamflow forecasts are near to above normal in Panhandle, Clearwater, Southern Snake and Bear River basins. Reflecting January 1 snowpack conditions, below normal streamflow is expected in the Upper Snake River basin during the April through July runoff period.

Fairfield Considers Annexation

This Thursday, January 16th, the Fairfield City Council will hold a public hearing regarding a 10 acre parcel of land just north of Fairfield on the east side of Soldier Road.

The current owners of this property, Suncreek LLC, started the process of developing this property with the city in September of 2023 with an application for annexation.

The City of Fairfield has been cautious about annexation because of concerns over the city's wastewater capacity. They asked the developer to submit a preliminary plat to the city's Planning & Zoning Commission as prerequisite to annexation.

After several meetings this past year, the P&Z commission gave a recommendation of conditional approval to the preliminary plat on November 12, 2024. The main conditions sited by the P&Z commission were related to access roads to the subdivision and snow removal/storage.

Regarding the city's wastewater capacity, City Council consulted the city's engineer, the public works department, and the Idaho DEQ. It was determined that the city has the capacity for an additional 30 to 40 hookups. It was agreed that city would consider approval of the Sun Creek preliminary plat provided that the number of lot did not exceed 30.

On December 12, 2024, City Council held a public hearing on the preliminary plat which, if approved, would add 27 lots to the city. However, City Council took no action on the subdivision plat because the land has not yet been annexed into the city.

To annex any parcel of land, the City must first decide what zoning the property should be and make changes to the city's Zoning map. The property owners have asked that the entire property be zone R1 which restricts all lots within the subdivision to single-family-dwellings with a minimum lot size of 10,000 square feet. If that zoning is acceptable to the City Council, they can then decided if they wish to annex the property.

This Thursday is an opportunity for the public to make comment on the proposed zoning. The council meeting will begin at 7:00 p.m. and the hearing will start at about 7:05. If needed, the Council may continue the hearing to their next meeting. Documents and maps regarding this property are on file at the city office (407 Soldier Road) and may be viewed during regular office hours.

4-H Volunteer Receives Distinguished Service Award

Camas County 4-H Volunteers look every year to nominate an extraordinary individual who gives of their time, shares their knowledge and skills, and their love of helping youth become the best they can be. Over the last several years, Harold Lefler who led the Archery Club and Danyon Fontenot who led the Beef Club, have been honored as Distinguished Service Award recipients. This year, the Camas County 4-H Volunteers recognized Angie Thompson. She was one of many 4-H volunteers recognized at the 4-H Central District Volunteer Association banquet held in December 2024.

Angie has been a part of the 4-H community since 2013 leading the Horse and Ski ‘n’ Board clubs. She has been instrumental in building both programs. When she started there was little equipment resources. Over the years, fundraising has allowed the youth to gain equipment and resources to enhance the educational and skill components of each club. Angie’s work as a recreational coach for Camas County and her work with youth through 4-H gave her the opportunity to help kids grow in confidence, and help them to be responsible contributors to the world around them.

As a leader, Angie has helped young people meet challenges by helping them organize club activities such as an overnight horse trip in the back country. The youth organized the ride, planned the meals, arranged for the equipment and supplies to be taken, and planned the route. This has become a yearly end of 4-H season activity for the kids involved - a reward for all their hard work and newly learned skills.

Angie also encouraged the kids in the 4-H Ski ‘n’ Board club to organize activities. The youth planned a night skiing at Bogus Basin adventure, skiing at Pomerelle, and clinics. One of the most memorable activities the kids organized was a snowshoe and cross-country skiing trip to a yurt at Soldier Mtn. Ski area. It was a two day and one night event. Again, the youth had to plan their route, equipment and supplies, food, and heat source. They arranged for Joe Mabbutt (Soldier Mtn Ski Patrol) to teach them winter survival in the backcountry. The group’s favorite activity was building a shelter. Terry Gregory from Idaho Fish and Game helped them recognize winter wildlife and their activities, and how to be safe. The kids learned a lot and demonstrated backcountry etiquette by restocking the firewood supply for the yurt, cleaning up and remembering “what you pack in you must pack out.”

Angie Thompson has been an invaluable 4-H volunteer leader, coleader, and friend to the 4-H community. Camas County 4-H Volunteers extend their congratulations to Angie.

Public Information Meeting

The Fairfield City Council & Camas County Commissioners will hold a Public Information meeting TONIGHT regarding the potential of holding a Tour De Force speed trial in Fairfield. Officials from Tour De Force will be in attendance to answer questions, and public comments will be taken.

When: Wednesday, January 15th @ 7pm

Where: Camas County Senior Center

The proposed location for the automobile speed trial run is from Ponderosa Street in Fairfield and north along Soldier Road to approximately 1/4 mile south of 200 North and Soldier Road. This event is being sponsored by Tour de Force and would take place sometime in July of 2025.

This event has the potential of bring much needed commerce to the businesses and nonprofits within the community of Fairiield and Camas County. Safety and keeping the public informed is a top priority of City and County elected officials and they are asking for your participation in this decision-making process.

USDA Offers Grants

for Community-Oriented High-Speed Internet

U.S. Department of Agriculture (USDA) Rural Development Idaho State Director Richard Rush recently announced that the department is accepting applications for grants to build communityoriented, high-speed internet networks for people in rural areas.

The Department is making up to $26 million in grants available under the Community Connect Program. This program provides funds to establish high-speed internet networks that will foster economic growth and deliver enhanced educational, health care and public safety benefits.

The application window for FY2025 will open on February 20, 2025 and close on April 21, 2025, 11:59 p.m. Eastern Time.

What is the Community Connect Grants Program?

The purpose of the Community Connect Program is to provide financial assistance in the form of grants to eligible applicants that will provide, on a "community -oriented connectivity" basis, broadband service that fosters economic growth and delivers enhanced educational, health care, and public safety benefits. Program Benefits

The Community Connect Program helps rural communities extend access where broadband service is least likely to be commercially available, but where it can make a tremendous difference in the quality of life for people and businesses. The projects funded by these grants help rural residents tap into the enormous potential of the Internet for jobs, education, healthcare, public safety, and community development.

Corrine Haack Galbreath

Corrine Haack Galbreath, age 87, a resident of Gooding, passed away on January 2, 2025 at DeSano Place Assisted Living in Jerome.

Corrine was born on March 13, 1937 in Ada, Minnesota, the daughter of Vernon and Mabel Haack. She was raised and educated in Detroit Lakes, Minnesota. After high school, she attended Concordia College in Moorhead, Minnesota.

She married John Galbreath on October 25, 1959 in Compton, California.

She is survived by: her brother - John Haack of Stoughton, Wisconsin; daughter - Kari Collier of Gooding, Idaho; grandchild - Melissa Freeman; and great grandchild - Mazikeen Nasura.

She is preceded in death by: her parents - Vernon and Mabel Haack; husband - John Galbreath; her son; her son-in-law; her sister-in-law, and a granddaughter.

A celebration of life will be held on Thursday, January 23, 2025 at 5:30 p.m. at Demaray Funeral Service - Gooding Chapel. Burial will follow in the Spring of 2025 at the Upper Clover Creek Cemetery, north of Bliss, Idaho.

2025 Sawtooth Leadership Academy

Civics, civility, free markets and at least $8,000 is on the line as Mountain States Policy Center begins to accept applications for the 2025 Sawtooth Leadership Academy.

The Sawtooth Leadership Academy is designed for ambitious high school and college students who are eager to explore and embrace free market principles, gain practical insights from industry leaders, and contribute to their communities as future leaders.

The core of the Sawtooth Leadership Academy is the belief in putting Free Markets First. "We believe that the free market – not government intervention – is the greatest force for good the world has ever known."

Mountain States Policy Center invites all high school and college students in Idaho, Montana, Wyoming and Eastern Washington to apply to be part of the Sawtooth Leadership Academy program in 2025. The application deadline for this year's program is January 31st. Interested students can submit an application at: www.mountainstatespolicy.org/sawtooth-leadership-academy

All accepted students will:

▪ Participate in a series of six online courses, featuring some of the region's top political and business leaders;

▪ Help plan and execute Mountain States Policy Center's Great Debate series at a local college campus;

▪ Showcase study and research, and host a table of guests at MSPC's Fall Dinner in Boise October 7.

Finalized publications will be up for a public vote in September. The publication that receives the highest number of votes receives a $5,000 scholarship. The second and third place finishers will receive $2,000 and $1,000.

Sharon Metcalf

Sharon Metcalf, 77, a resident of Twin Falls and formerly of Gooding, passed away on Saturday, January 4, 2025 at St. Luke's Medical Center in Twin Falls.

Sharon was born the second oldest of seven children in 1947 to her mother, Enid Irene (Morris) Mallory and father, William Mallory. She was born and raised in the state of Washington, educated by nuns and rooting for the Spokane Indians. She graduated from Edmonds Senior High School in June of 1965. She married Stanford Metcalf on November 22, 1969, who she eventually forgave (for the most part) for ruining her prized Ford Mustang Mach 1 with his handyman skills.

Apart from raising her four children, Sharon moonlighted as a newspaper correspondent and rejoined the workforce in the late 80s and 90s. She was eventually promoted to HR Manager at Allied Clinical Laboratory in Utah and transitioned to the Medical Transcription field afterward until retirement.

An admirer of all animals great and small, Sharon Enjoyed doing various crafts to fill her free time – her “hobsessions” as she called them. She was bright, spirited in her beliefs, and a passionate writer.

She is survived by her daughter - Aimee (Gene) New and son - David; five brothers - David, Dennis, Mike, Bill; and sister - Yvone; grandchildren - Mallory (Drew) Cotten, Stephen (Pam) Frampton, Curtis (Alex) Frampton; Step-grandchildren - Tabitha New, Amie New, Wyatt New; great grandchildren - Kambri Frampton, Lillie Frampton, Sadie Frampton, Logan Frampton, Charlotte Cotten, Mason Frampton, and one due in July.

Sealed bids for the specified construction project will be accepted until 2:00 p.m. Thursday, January 23, 2025, in the Administrative Office of the Camas County School District No. 121, located at 610 Soldier Road, Fairfield, Idaho and then publicly opened.

Minor interior work will also be included to accommodate the new HVAC system and installation of ductwork and piping in existing ceiling spaces. The project also includes re-roofing of approximately 18,800 square feet of existing TPO roofing system. Work includes, but not limited to wood framing, acoustical ceilings, painting, roofing, HVAC, plumbing, and electrical.

The CITY OF GOODING, IDAHO, currently has 103.2 shares in AMERICAN FALLS RESERVOIR DISTRICT #2 and BIG WOOD CANAL COMPANY for lease for the 2025, 2026 and 2027 irrigation seasons. Sealed bids for the shares, or any portion of them, shall be accepted by the City at 308 5th Avenue West, Gooding, Idaho 83330.

Bidder is responsible for operation and maintenance charges to the canal companies. Therefore the bid will reflect the amount the bidder is willing to bid for each year for the shares. It being understood that the City will not pay the operation and maintenance charges. Such charges will be in addition to the amount bid.

Bids must be received on or before 4:30 p.m. of February 3, 2025. Bids shall be opened at the regular city council meeting on February 3, 2025. Bids will be awarded to the highest bidder pending delivery approval by the Board of Directors of Big Wood Canal Company and/or American Falls Reservoir District #2. If identical bids are received as high bids and there are not sufficient shares available to cover the number of shares bid for, each high bidder shall be entitled to receive a pro rata number of shares.

NOTICE OF PUBLIC HEARING - CITY OF GOODING PROPOSED AMENDED BUDGET - FOR FISCAL YEAR 2023-2024

A PUBLIC HEARING, PURSUANT TO Idaho Code 50-1002 will be held for consideration of the proposed amendment to the budget for the fiscal year from October 1, 2023 to September 30, 2024. The proposed amendments are to reflect an additional source of revenue and expenditure in the Streets Fund for the Street Fund Balance contribution for the River Wall Project. The increase over the original appropriation is in the amount of $3,620,426. The hearing will be held at City Hall, 308 5th Ave W., Gooding, Idaho at 6:15 p.m. on February 3, 2025. All interested persons are invited to appear and show cause, if any, why such an amended budget should or should not be adopted. Copies of the proposed city budget in detail are available at City Hall during regular office hours (7:30 a.m. to 5:30 p.m.) Monday through Thursday. City Hall is accessible to persons with disabilities. The proposed amended expenditure and estimated revenues for the fiscal year 2023-2024 have been approved by the City Council. Publication is scheduled for January 15, 2025, and January 22, 2025.
