Diane Mills has been many things: local firefighter, deputy chief of Marine’s emergency management services, treasurer of the Restoration Society and an organizer with the Fourth of July race committee – much of this as she balanced work and raising kids. There’s little reason to wonder why she’s been named Marine on St. Croix’s Citizen of the Year. Still, it’s no insignificant honor. As Mills observes, in Marine, pitching in is part of the culture. “In this community so many things are done by volunteers,” she said. “There’s the library and the church. My mother-in-law volunteers at the church and is one of those people who takes meals to sick people and bakes for people. … “People really come together. Thieves claiming to be IRS officials, tech support, even grandchildren have targeted Scandia and Marine residents in recent weeks, according to reports from the Washington County Sheriff’s Office. The scammers typically make contact by phone or email, said local deputy Brandon Yetter, making it easier to fool their target. Although the scams are not always successful, some have been. Here’s a list of the scams locals have been reporting.

A multi-ton freight train has few options when a collision is imminent. Trains don’t turn and they take miles stop even when moving at speeds car drivers might regard as agonizingly slow. For two area teenagers and one crew of Canadian National railroaders, that is an awful, scary truth made all the more vivid by a nearmiss incident on the Soo Line High Bridge over the St. Croix River two weeks ago. Michael Cavett, of Somerset, an engineer, recently wrote an account of nearly striking the two girls while operating a train bound for SEE DANGERS, PAGE 6

“Someone calls claiming to be with the IRS,” said Yetter. “They say you owe money and there’s a warrant out for your arrest.” These con artists threaten their targets, telling them they’ll be thrown in jail if payment is delayed. The callers can be intimidating and quite convincing – some even use technology that makes their number show up as the IRS on caller ID. “The IRS will never call,” said Yetter. “They’ll send a letter.” In a statement about the scam, the IRS says it does not threaten to bring in police to arrest taxpayers for unpaid taxes. Nor does it demand money without allowing time for taxpayers to question or appeal the amount they owe. The agency does not ask for credit or debit card numbers by phone or require that people pay a certain way, such as prepaid debit card. The IRS recommends that anyone on the receiving end of this call hang up immediately and report the call to the Treasury Inspector General for Tax Administration (treasury.gov or 800-366-4484) and the Federal Trade Commission (FTC.gov; add "IRS Telephone Scam" in the notes).

Grandparent scam

While other schemes are named for the false identity a scammer adopts, this scam is named for its victim: grandparents. A phone call comes out of the blue from a “grandchild” (usually a grandson, according to Deputy Yetter) telling the grandparent he or she is in jail and asking for help. If the grandparent pays a certain amount – perhaps through Pay Pal, perhaps wire transfer and often to a foreign address – the problem will be solved.

The Soo Line High Bridge stretches 2,682 feet across and 184 feet above the St. Croix River between May Township, Minn., and Somerset Township in Wisconsin. The bridge was built in 1910.
