School board delays BOLD vote

Parents, students and communities will wait another three weeks to find out whether the Stillwater school district will close Marine, Withrow and Oak Park elementary schools in the 2017-2018 school year, after the board voted Feb. 11 to postpone the decision until March 3.

Superintendent Denise Pontrelli and her administrative team announced Feb. 10 that it would recommended delaying the vote on the BOLD (Building Opportunities to Learn and Discover) consolidation plan.

Alpine skiers from Stillwater and Forest Lake went to state last week after claiming top spots in the Section 7 meet at Giants Ridge Feb. 2.

Stillwater girls alpine skiers took sixth at the state meet Feb. 10, also held at Giants Ridge, after placing first in the Suburban East Conference and second in Section 7. Their second-place title at sections qualified them for the state competition (the top two teams from each section move ahead); Cook County/Silver Bay placed first.

Forest Lake girls took second to Stillwater in the conference

and placed seventh in the section.

“After the first run at sections Forest Lake was beating Stillwater by one point, but Stillwater pulled ahead in the second run,” said Susan Rodsjo, Scandia. “It was an exciting day of competition!”

The Forest Lake girls team finished their conference season in second place of nine teams in the Suburban East Conference.

“In the five-race season, the Forest Lake Girls Team placed second in all five races for their best conference-season standing ever,” said Forest Lake Coach Grant Lindemer, Forest Lake.

Elli Rodsjo placed 10th at sections, winning a chance to compete at state as an individual.

She had a near fall in the second run of the day at the state meet but managed to place 40th of 88 competitors overall.

Forest Lake boys alpine skiers went to state – placing seventh as a team – after taking second to Hermantown at the section meet.

At sections, Forest Lake edged out Stillwater by three points, a seeming upset as Forest Lake had taken second to Stillwater in the Suburban East Conference.

May runner completes third Arrowhead Winter Ultra

Ultra-marathoner Jason Husveth, May Township, finished the Arrowhead 135 Winter Ultra (135 miles) on foot Jan. 29. It was his second “foot finish” and one of three total Arrowhead 135 finishes; the third was by bike in 2015. He has attempted the challenge six times, four times by foot and two by bike.

Superintendent Pontrelli chats with Lions

When Lion Tom Triplett invited Denise Pontrelli, superintendent of the Stillwater school district, to speak to the Lions last fall there was little controversy in the air.

Things have changed, however, with the threat of closing Marine, Withrow and Oak Park schools.

The superintendent announced that she has requested a three-week delay in the February 11 scheduled school board vote on the closing of the schools to give communities more time for thought and input.

Pontrelli provided data on how the district is changing. The student population is increasingly diverse, with 47 different languages spoken and growing numbers of students who speak English as a second language or otherwise need special education. The elementary schools are currently at about 70 percent capacity with 1000 open seats.

Dr. Bob McDowell, executive director of learning and innovation for the district, highlighted other elements of the new strategic plan: • Pre K for 4 year olds at all elementary schools • Middle school: Forest Lake and Stillwater are the only schools in the state still having seventh, eighth and ninth grades for this age group. Middle schools will be grades six, seven and eight.

• Ninth-grade transition: Moving the ninth grade into the high school would save some transportation costs.

• Possible Spanish-immersion program Superintendent Pontrelli gave some history leading up to her recommendation to shutter the three schools. Essentially, the district is facing a combination of extreme budgetary pressures coupled with an imbalance of population growth. With population soaring in the southern half of the county, the district felt compelled to approve a new school to be built in Woodbury. But that would still leave Lake Elmo Elementary seriously overcrowded (by 115 students) with Marine and Withrow scheduled to have empty seats. To balance all this, she felt the fairest decision – although regrettable – was to close the three.

Pontrelli admitted that the decision to close appears to contradict the understanding of voters when

they passed the recent increase in the school levy. But to not close schools would require major reductions in the number of teachers and other services, she said.

In response to questions about the perceived imbalance in sports and academic funding priorities, she said that athletics were an important part of supporting and ultimately passing the latest bond issue.

One Lion commented on her lack of a specific answer as to why she recommends closing the Marine School. She reiterated the economic reasons, but she also indicated that the district would be interested in partnering with Marine to develop a charter school or find other ways to retain programming in Marine.

It is quite clear that the whole issue is unclear right now. Stay tuned!

The administration’s announcement that it would recommend delay came a day after 834 VOICE (VOters Invested in our Children’s Education), a non-profit organization of Stillwater school district parents and interested taxpayers, announced that it had retained legal counsel and formally notified the Stillwater school district of its intention to bring a lawsuit against it.

said the group’s lawyer, Fritz Knaak, “but the necessary first step in filing one.”

Although the school board has not approved the BOLD consolidation plan yet, 834 VOICE alleges that the district violated open meeting laws in its efforts to pass its closure plan and that the board ignored its own evidence, making its decision on the matter without paying attention to its own data and for political expediency.

“Voters feel bullied and deceived,” said the group in a press statement.

schools, and as soon as they have our votes and our money, they break their promises.

“We never would have approved the recent bond referendum if we knew it meant closing our neighborhood schools. … This district has a history of community involvement but we’ve been totally cut out of this process.”

According to the group, disparities in the district need to be addressed, but the BOLD proposal may be based on inaccurate or misinterpreted data and “includes very risky financial decisions that have not been properly evaluated.”

The group is asking for a new proposal created with “stakeholder engagement, voter input, and transparency.”

Scandia firefighter Erich Kertzscher may be formally retired, but he’s not done serving yet.

On Feb. 27, the former fire captain with Scandia Fire & Rescue will lead a team of six firefighters in participating in the American Lung Association’s Fight For Air Climb. The six firefighters will climb 31 floors of the U.S. Bank Plaza building in Minneapolis in full fire turnout gear.

For Kertzscher, the climb will be his last official duty as a Scandia firefighter.

“I get to go sweat up my gear one last time,” he said.

Scandia’s team will be participating among close to 100 teams, including dozens of teams from area fire stations. Each team will raise at least $1,000 and climb various intervals. Close to $100,000 has already been raised, according to the American Lung Association’s website.

“There’s some competition between the departments, but there is also a lot of camaraderie,” Kertzscher said.

There will be big smiles all the way to the top, Kertzscher said, though the last several floors are where the physical challenge of the event really sets in. At around 50 pounds per person, the turnout gear is somewhat burdensome.

But then, that’s the point.

“It’s a burn,” Kertzscher said. “But we all do it. We all make it.”

Scandia’s team includes Kertzscher, John Hagen, Travis Loeffler, David Mead, Josh Pearl and Aaron Sipola.

This is the Scandia team’s third year participating in the climb. Former Scandia fire chief Jim Finnegan first suggested the firefighters put together a team and they have taken the challenge on with full fervor every year since.

“In a little way, it has helped almost spark some better physical fitness around the station,” Kertzscher said.

The firefighters have been running stairs, lifting weights and even been adding to the Scandia Fire Hall’s collection of exercise equipment.

The day of the climb will be a busy one for the firefighters, as it falls on the same day as the Scandia Fireball. All the firefighters will have responsibilities at the dance, except Kertzscher who insists he will be fully retired by then.

“I get to go dance as a civilian,” Kertzscher said.

Funds raised at the Fight For Air Climb benefits the American Lung Association’s effort to fight lung disease by supporting research and educational and advocacy programs.

see any wolves, there were “plenty of fresh tracks and scat along the way.”

Husveth finished in 57 hours 52 minutes, with approximately 2 ½ hours of sleep. One of those hours was in a -20 Fahrenheit rated sleeping bag at the 60-mile mark, and the remaining hour and a half at 99 miles.

“I made it to the 72mile ‘half way’ cut off with 29 minutes to spare, and had to decide whether or not to head out or not for another 63 miles in less than half an hour’s time,” he said.

He opted in and finished the remainder of the trip on just half a can of Pringles and 30

ounces of Coke, carried in his water bladder.

Husveth reported “warm” conditions – mid 20s for highs, 0 for lows – and said the snow was very soft making for slow going on foot.

“The second night … things firmed up,” he said, “but then the relentless hills and sleep deprivation compensated for the improved footing.”

Time for a break? Not really.

“I am planning a winter crossing as we speak of the Red Lake Peatlands with my friend John Storkamp of Hastings,” said Husveth. “We plan to use that experience to cross it again in the summer months when it is thawed.”

Special delivery “But February made me shiver With every paper I'd deliver” — lyric, “American Pie” by Don McLean

I

t appears that the cold snap of last week has broken, bringing more moderate temperatures into place. But boy, wasn't it cold?

It made me think of early mornings from my youth, delivering newspapers before school. I always hated when the snow came and I could no longer ride my bike to deliver papers and was forced to walk the route.

On days like we had last week, I would don cold weather gear and head out to make my rounds.

It was a big deal to me when the snowmobile suit was invented, offering a new way to keep warm.

When the weather was as cold as it was last week, I would put on Publisher my layers, get into the snowmobile suit, put a stocking cap on, raise Tom Stangl the hood on the suit and wrap a scarf around my head. I resembled Randy from the classic Christmas movie “A Christmas Story” except for one notable exception: I could put my arms down.

By the middle of my 20 block trek, my eyelashes would freeze shut from the moisture produced from my exhaling. I would then remove my mittens and use my body heat to defrost my eyes and continue on until I was forced to repeat the thawing. There's something rather disconcerting about having your eyelids freeze shut.

I was really glad to get home.

On Sundays when the papers were thick with sections and inserts, my late father Arved, a.k.a.

“The Chief” would get up and we would use the station wagon to deliver papers. The Chief helped with deliveries and we would get things done in a hurry so we could get a few winks before we would get up for church.

I had three brothers who delivered papers, so the Chief got up every Sunday morning to deliver papers for at least 25 years, keeping us moving and getting the job done.

As a clueless kid, I never thanked him for his help. When I became an adult and a parent, I thanked him profusely.

This February, I was delivering some papers to post offices to speed up delivery. Instead of walking, I got to drive in a nice warm van.

Much better.

We continue to struggle with the deteriorating service provided by the United States Postal Service. Please know that we do all we can each and every week to ensure timely delivery of your paper. By closing some of the mail processing centers, much more volume goes through the larger centers and keeping newspapers moving isn't always their top priority.

I want to thank our delivery drivers who log many miles each week getting papers from the print plant to the post office and the locations where we sell single copies.

Rain or shine, cold and snow our dedicated drivers make their rounds every week. I'm grateful for their efforts every week, but feel that special recognition is deserved when the weather is as extreme as it was last week.

And yes, I realize our winter has been mild, but I believe that makes these cold snaps even more acute because we are not acclimated to the weather.

Going back in time I

’ve always loved history and the outdoors. Growing up on a Wisconsin dairy farm in the 1960s fed that love; wildlife filled my young imagination to the brim. My family moved to Wisconsin from Illinois in 1949 and I was born the following year. Dad always spoke of 6 feet of black topsoil in Illinois compared to a foot or two that of the land he would work the land on Clay Corners Farm.

But where did farming get its start in the Midwest?

Around the 1840s Wisconsin really started to change when the large prairies were plowed under. Then the big pines in Wisconsin and Minnesota started to fall. Wisconsin was a forWild River ward thinking state as early as 1867 when the Wisconsin State Historical Society offered prizes for the first Trails forest plantations. But not all people Jim Bennett were as guarded in their treatment of wild things. One such person was a market waterfowl hunter who boasted of killing 6,000 ducks that he sent to market in 1870.

As the environment changed so did wildlife. In 1871 Wisconsin had a nesting area for passenger pigeons that were so thick that it often took several days for a single flock of pigeons to pass overhead. A fi fty-mile radius in central Wisconsin once held 136-million nesting pigeons. Those same market hunters used nets, guns, salt licks and clubs to make the passenger pigeon extinct as they sent trainloads of pigeon potpies south and east to feed hungry cities. The last wild turkeys were killed in the 1870s but their rein-

troduction over 40 years ago has filled that niche; the extinct passenger pigeons will not return.

It was also around the 1870s that carp were introduced to Midwestern waters as a great food and fighting fish. Toward the end of the 1890s the largest rafts of logs were floated down our rivers and quack grass was accidentally introduced from Europe. Arbor Day was proclaimed in 1889, maybe out of guilt, and the first game wardens were hired about that same time.

Because March is our snowiest month, you would not be surprised to hear that in 1893 the “Bluebird Storm” blizzard reduced the migrating bluebird population to near zero in the Midwest. In 1899 the last passenger pigeon was said to have been shot near Babcock. In 1905 great flocks of goshawks came out of the north and ate most of the area’s grouse. About the same time the first state foresters were hired and the last lynx was shot in Dane County, Wis. Also around the turn of the century smelt were planted in the Great Lakes, the last cougar was shot, starlings arrived in the 1920s, and the last wild marten meets its demise.

Agencies tried and failed to drain the massive Horicon Marsh in a futile attempt to create more farmland; similar attempts were made across the Midwest, but men realized that it just couldn’t be done on such a large scale. However, too many wetlands were lost. Enjoy winter French style

he kinds of foods Americans like to eat and drink after being outside during the winter are different from other parts of the world.

We like hot cocoa and soup. Europeans love crepes.

In Europe, crepes and skiing go perfectly together. At ski resorts you can ski right up and get a crepe filled with your favorite fillings like ham and cheese or my favorite, melted chocolate. You eat them like a burrito and get back to playing What a perfect way to make Wild Chow outside. winter better.

Crepes are made by pouring batLisa Erickson ter onto a non-stick pan or flat special hot plate, coated with butter.

The batter is spread evenly over the cooking surface either by tilting the pan or by distributing the batter with an offset spatula or a crepe trowel. The batter should not be too thick and the pan should not be too hot. Cooking usually takes about 30 to 60 seconds until the cooked side looks like the surface of the moon, then it is turned over to cook the other side.

Then fill with your favorite fillings.

The texture of a crepe will be slightly crispy on the edges and thin and chewy in the middle. Professionals use a tool to spread the batter out very thin and keep lapping the batter around until it’s fully cooked. Most cooks have two crepe pans going with one at a lower temp and use it to finish the crepe until it bubbles up, but does not burn or get too dark on the bottom.

Crepe making is pretty easy once you have the technique down. Even though I have made them many times, my first couple don’t look so good, but they still taste great and we eat them anyway.

Crepes 2 large eggs 1/4 tsp salt 1 cup unbleached all purpose flour 1 1/4 cups, whole milk, plus more Melted butter Whisk eggs and salt in large bowl. Gradually whisk in flour, then 1 1/4 cups milk. Let stand 1 hour.

If necessary, add more milk by tablespoonful to batter to thin to consistency of heavy whipping cream. Heat a nonstick skillet over medium-high heat. Brush with melted butter. Pour 3 tablespoons batter into skillet and swirl to coat bottom evenly.

Cook until top appears dry, loosening sides of crepe with spatula, about 45 seconds. Turn and cook until brown spots appear on second side, about 30 seconds.

Turn crepe out onto plate. Repeat with remaining batter, brushing skillet with butter each time. After the crepe is cooked, add your favorite topping and reduce heat. Heat until cheese or chocolate melts.

May drafts 2017 levy Election and annual meeting March 8

May Township’s annual election and meeting will be held March 8.

Incumbent supervisor John Pazlar is up for reelection and is running unopposed.

The town board approved a 2017 levy proposal for distribution to residents via newsletter. The budget and levy will be discussed at the town meeting following the election.

The 2017 levy proposal asks for $690,726, an increase of 3.74 per-

cent or roughly $25,000 from 2016’s levy. The increase is slightly less than the increase the year before.

Actual spending in 2015 was $798,386, about $48,000 under the budgeted $846,642.

Election judges Connie Ryan Oakes, Lorraine Keller, Bob Swinehart, Mary Burke, Mitch Otterson and Jane Norbin were named March election judges.

Outdoor wood boiler permits The town board decided to discontinue the $15 annual renewal fee for outdoor wood boiler permits.

County Board will conduct public hearing March 1 for bond sales The Washington County Board of Commissioners will conduct a public hearing March 1 regarding the sale of general obligation bonds to fund projects in the county’s 2016-2020 Capital Improvement Plan.

The county board set the public hearing Feb. 2.

Scandia seeks Parks and Rec. member The Scandia City Council is looking for a volunteer to serve on the City’s Parks and Recreation Committee to fill an unexpired term until Feb. 28, 2019.

The five-member Parks and Recreation Committee meets the first Monday of each month.

The committee advises the city council on all matters relating to parks and recreation planning, development, and budgeting. Other responsibilities include planning the city's Vinterfest event and collaborating with the Lions Club on Taco Daze.

Application forms are available at the city office and on the website at www.ci.scandia. mn.us. Applications are due by noon on Wedn., March 2, 2016. The council is expected to review the applications at its March 9, 2016 work session.

The county board adopted a Capital Improvement Plan (CIP) for 20162020, and will sell $20 million in bonds to fund the projects.

The financing will be structured to remain within the county board 's budget guidelines that permit debt to be issued when previous debt has

been paid off or limit increases in debt service costs to no more than 5 percent more than the previous debt service amount.

To meet state law, the county board must set the date for a public hearing, and publish the date.

Open house for Marine roadwork rescheduled A meeting to discuss road work on County Road 4, cancelled Feb. 2 due to heavy snow, has been rescheduled for Tues., Feb. 23, 6:30 to 8 p.m. at the Village Hall, 121 Judd St., Marine on St. Croix. Note a change in venue.

Marine continues to question BOLD

Shortly after the school board delayed its vote on BOLD consolidation last Thursday evening, the Marine City Council resolved to request information from district administration regarding boundaries and busing consequences for all schools affected by consolidation.

The resolution further requests that the school closure initiative be tabled until the public has had a chance to analyze and comment on boundary and busing changes.

School property Concerned about how the elementary school building might be used in the event of closure, the Marine City Council is considering ways to direct future use of the property, which would likely be sold by the school district.

“If that school goes away it could really hurt this town in a lot of ways we probably don’t even know,” said council member Bill Miller. “In towns similar to our size – tiered for the metro – these buildings are often sold for chemical dependency clinics or light industrial. Whether it would bring jobs in, I don’t know, but right now we don’t know what that use could be.”

The property is currently zoned residential, with built-in exceptions for use as a school, church or by government.

Council member Dan Willenbring proposed setting up use requirements so that the city could deny

demolition permits and require additional studies or considerations for the historic and civic nature of the building.

“This might be a way for us to intercede and prevent development from happening without full council support,” he said.

A moratorium, whether on sale of the building, demolition or something else, would be limited by law to 18 months. Closure of the school, if approved, wouldn’t happen for more than a year.

“You’d want to try to synchronize your adoption of a moratorium with the closure,” said attorney Dave Snyder.

Given the timing, the council tabled the discussion, but will ask the plan commission to propose potential uses for the property.

“I think it deserves more discussion,” said Miller.

“I’d also love more public input on this.”

Green Step Cities

Marine will apply for a Green Corps member to help track its status as a Green Step City.

It’s a volunteer who helps fill out forms. The volunteer would work with the city from Sept. 2016 to Aug. 2017.

The city made its first payment on the chassis of the new dump truck. The delivery date is roughly 45 to 90 days away, contingent on the arrival of parts.

“Everything’s moving forward on that major purchase,” said council member Bill Miller.

Citizens take on Enbridge Line 61

O

il continues to flow beneath the St. Croix River and its watershed. But as Enbridge Energy increases its efforts to pump more Canadian tar sands crude from Superior, Wis., to refineries in northern Illinois, citizens are amping up efforts inform themselves of the potential impacts of a spill and, in at least one case, to fight the expansion of Line 61.

Locally, the St. Croix River Association (SCRA) has created a Pipeline Safety Workgroup to address growing concerns about the increased flow of oil through existing pipelines in the St. Croix watershed.

“The Pipeline Safety Workgroup will gather additional information, convene the stakeholders involved in this issue and disseminate pipeEditor line safety information,” wrote Suzanne Lindgren SCRA Vice Chair Don Hansen in the organization’s January newsletter. “The ultimate goal is to ensure the best possible outcome regarding pipeline safety within the watershed.”

And last week in Dane County (which encompasses Madison, Wis., and surrounding municipalities), property owners filed a lawsuit demanding that Enbridge prepare itself for the risks of a spill.

The suit brought against the Canadian company Feb. 8 by seven landowners in the Town of Medina revives a request that Enbridge increase its insurance for spill cleanup to $25 million.

Guided morning bird hikes continue A rotating schedule of bird hikes throughout the Washington County Parks system will continue with the next one at the Lake Elmo Park Reserve-Nordic Center Feb. 20.

Attendees should park in the Nordic Trailhead Lot. Learn to identify the birds that call the St. Croix Valley home and contribute to citizen science data collection by completing bird count surveys with the guide. Washington County will purchase a vote counting machine that will make absentee vote counting more efficient.

The County Board approved the $110,000 purchase Feb. 9.

Effective for the 2014 election, the Legislature made changes in state law to allow any eligible voter to vote by absentee ballot before Election Day. Washington County serves as the absentee ballot board for all absentee ballots cast in all of the cities and townships of the county. In the past, voters were only eligible to vote by absentee ballot if they met specific criteria, but with the change in law, absentee voting in 2014 increased by 50 percent from previous elections.

With the replacement of county election equipment in 2014, the county purchased a central count machine that allows ballots to be fed automatically at a rate of up to 300 ballots per minute. Though this equipment is a vast improvement over previously-used manual feed optical scan machines, having only one central count machine creates a bottleneck and does not provide a backup high-speed processing solution in the event of machine failure.

During the 2016 election season, the county is expecting to process and tabulate more than twice the number of absentee ballots processed in 2014. To accommodate this volume, the county will have

Historically, the county receives 60 percent of all absentee ballots the last week before the election, and, despite staffing measures, there are always ballot tears, markings, and voter errors that slow processing and create a bottleneck on the central count machine. The new machine will help meet voter expectations related to election night reporting and to provide backup in the case of equipment failure.

United Veterans Council gifts $1,500 to county The Washington County Board of Commissioners accepted a $1,500 gift from the United Veterans Council of Washington County Feb. 9.

The United Veterans Council is a non-profit organization that helps meet the temporary emergency financial needs of Washington County service members, veterans, surviving spouses, and dependents. The funds are collected from a number of veterans organizations in communities in the county.

approval of new pumping stations that would send higher volumes of crude oil running through Line 61. If $25 million seems high, consider that the company’s spill in the Kalamazoo River cost $1.2 billion to clean.

But with the passage of Wisconsin’s budget in July, the Republican-controlled legislature approved a measure barring counties from requiring spill insurance and Enbridge was given carte blanche to build.

"That gut punch to the integrity of our political institutions occurred in the dark of night when the company, or someone acting on its behalf, lobbied key legislators to include an 11th hour budget amendment that

sought to override the county's insurance requirement," Ben Peterson, a spokesperson for the environmental group 350 Madison, wrote in a release.

"Fortunately,” he continued, “the lobbyists involved were in such a hurry to avoid public scrutiny of their actions that the language they inserted failed to address a key point. Even though the bill prevents the county from enforcing its zoning requirements, concerned citizens are still able to protect themselves by demanding the enforcement of the zoning regulations.”

Each of the seven Dane County residents filing suit live within 350 yards of the pipeline and near the Medina pumping station.

After upgrades, the station will pump high volumes of hazardous diluted bitumen through the existing 42-inch diameter pipeline (the largest oil pipeline in the U.S.), increasing flow from 560,000 barrels per day to 1.2 million.

Peterson said Enbridge's efforts to triple the capacity of its tar sands pipeline through Dane County poses substantial risks to taxpayers and the environment – hence the lawsuit.
