Parents seek alternatives for Marine Elementary

Following two years of cutbacks in the Stillwater school district that reduced funding and staff at Marine Elementary School, and with more efficiency-based cuts in the forecast, parents of students at the school have begun to explore alternative models of education.

“We’re recognizing that, financially, Marine hasn't been a great fit in the district,” said Kristina Smitten, parent of three students in the district, two at Marine Elementary, “and we want to find a solution that provides long-term stability.”

After initial research into possible ways to break from the district – research that included conversations with the school district superintendent Denise Pontrelli – Smitten and another parent, Lisa White, invited others to join the discussion in an email to parents last week.

This month, the Minnesota Department of Commerce announced incentive amounts for Made in Minnesota solar panels for the third year (2016) of the 10-year Made in Minnesota Solar Incentive Program. This program is available to customers of Xcel Energy who install solar electric systems (also known as solar photovoltaic [PV]) using solar modules certified as manufactured in Minnesota.

Modules from four Minnesota companies — tenKsolar, Silicon Energy, Heliene and Itek Energy — have been certified for the program to date.

Many property owners throughout Minnesota have already taken advantage of the program since it was launched in 2014. All Energy Solar, a full-service solar provider based in the Twin Cities, has completed over 100 installations for Minnesota property owners who qualified for the Made in Minnesota Solar Incentive Program, including in Scandia and surrounding areas.

“There has never been a better time to go solar in Minnesota,” said Ryan Buege, All Energy Solar's sales director. “The Made in Minnesota incentive is one of the strongest incentives for homes and businesses to go solar in the entire county, and the underlying cost to install has come down over 80 percent in the last 10 years. If you get sun on your property, this is a program you should be considering.”

This is expected to be an especially big year for the Made in Minnesota Incentive Program because it is the last year to secure both a Made in Minnesota Incentive and a Federal Tax Credit to offset the cost of a solar installation. Currently Federal Tax Credits for solar are set to expire on December 31.

The Made in Minnesota Solar Incentive Program is administered by the Minnesota Department of Commerce with an annual budget of up to $15 million for 10 years. About 50 percent of the incentives will go to residential systems and 50 percent to commercial.

Applications are accepted annually from January 1 to February 28, through 2023. Recipients are selected by lottery.

“Marine Elementary is an extraordinary place,â€? they wrote. “Walking through the halls year after year and watching children grow academically and as individuals is inspiring. We have amazingly dedicated and talented teachers, kids, parents and community members. ‌ Unfortunately, the district has had to make difficult decisions over the years that have put deep constraints upon our school; further district-level decisions impacting Marine are expected to be implemented in the fall of 2017.â€?

Though the specifics of future changes are undetermined, Smitten and White have ascertained that they’d likely mean further cuts for Marine Elementary, a school currently operating with a part-time principal and less than one teacher per grade. (In spite of this, the school has continued to receive recognition for excellent programming.) “Superintendent Pontrelli has mentioned that an efficient elementary school is about 500 students,� said Smitten. “We know Marine will never fit into that model.�

Marine’s current student count is roughly 150, while other schools in the district range from 190 in Withrow to 700 in Lake Elmo. Several of the nine elementary schools hover close to the 500 mark.

Worried about further cuts or the potential closure of the school, Smitten and White hope to work with the community and district to keep it running. “It is in the best interest of our kids and community to ensure the community has a stable and longterm school providing high quality educational programming that benefits from community assets,� they wrote. “To that end, a few community members have begun the process to explore options for an alternative educational model.�

Although they have researched charter schools and taken initial steps in the two-year process of opening one, Smitten said a charter remains one of several potential options. “We want folks to focus on describing the educational programming desired and then talk about the models that might fit to accomplish that programing,� she said.

Whatever option parents choose, Smitten expressed hope that the curriculum would be consistent with other Stillwater schools so that students can transition into the district smoothly after elementary school. “We’d like to work with the district and it seems like Denise Pontrelli is on board with that,� said Smitten, “but ultimately it’s a board decision.�

Muskies in Big Marine?

It’s been called “the fish of 10,000 casts,� but after decades of stocking the muskellunge in Minnesota’s lakes and rivers, the once rare muskie has become a relatively common sight. Locally, muskies swim in Forest Lake, the St. Croix River, White Bear and Bald Eagle lakes.

Now, the Department of Natural Resources (DNR) has selected Big Marine Lake as part of its long-range plan to increase opportunities for muskie fishing in Minnesota. The plan, adopted in 2008, seeks to stock muskies in eight new waters by 2020. The DNR has stocked three so far – Roosevelt, Pokegema and the Sauk River Chain – and hopes to stock four more next year: Big Marine, the Fairmont and Gull chains, and one of three candidate lakes in Otter Tail County.

The proposal caught the attention of Jeff Dahlberg, who has lived on Big Marine Lake for more than 30 years.

Hacking back at terror

T

he terror attacks on Paris Nov. 13 claimed 129 lives in three synchronized attacks. According to Associated Press reports, the attacks were carried out in a stadium, a concert hall and at cafes.

In addition to the deaths, 350 people were wounded, 99 of them with serious injuries.

In America, the footage of the attacks brought back a flood of memories from Sept. 11, 2001.

The Islamic State is a radical Islamist group which has seized territory across northern and western Iraq and eastern Syria. They claimed responsibility for Publisher have the Paris attacks and have threatened to attack America.

The goal of the Islamic State is to establish Sharia law and defend their lands and religion against infidels. Their rhetoric, fanned and fueled by social media, has attracted converts from many industrialized nations, including the USA. Battling the spread of the Islamic State has been difficult for Iraq, Syria, Turkey and Kurdish nationals. Many nations have been wary of getting involved in the conflict, fearing a long, drawn out and bloody war.

Further complicating the situation is the flood of refugees fleeing the conflict.

Before the Paris terror attacks, many nations, including the United States, had begun accepting Syrian refugees, but in the wake of the attacks, some want to detain or deny entrance to refugees.

Jordan's King Abdullah II warned this last week of a “World War” against humanity as the Islamic State continues its attacks.

So what are we to do?

Cue the hackers.

Anonymous, the network of hackers that have coordinated cyber attacks on groups and businesses as diverse as Sony, Westboro Baptist Church and the Church of Scientology, as well as the federal government have decided to attack the Islamic State.

The loosely affiliated international network claims to have eliminated thousands of Islamic State Twitter accounts – roughly 6,000 – since terrorist attacks killed 129 and wounded hundreds more in Paris on November 13.

The group is also providing a step by step “how to” guide for potential hackers to find and disable Twitter accounts associated with the Islamic State.

Members of Anonymous explained on their official Twitter account that they are targeting the terrorist organization on social media because it is their primary method of recruitment. IS uses these platforms to amplify their propaganda.

Anonymous also works to destroy specialized IS sites where the terrorists archive information and carry on private discussions. They do this through traditional “hacking stuff.”

Anonymous also monitors and infiltrates IS operations virtually, sometimes releasing information about terrorist collaborators they have identified overseas.

An Anonymous spokesman, wearing a Guy Fawkes mask, told the Islamic State that they “will hunt you down.”

“We are Anonymous. We are legion. We don’t forgive and we don’t forget. Expect us,” the masked person said.

Politicians want to sell public land

I

n a day when more and more people are looking for public hunting land to enjoy or for outdoor leisure, you may wonder why Wisconsin’s Legislature is planning to sell public land right out from under our feet. I find this hard to believe especially in a time in our history when close to 155,000 hunters will be hunting on public land this year because they have no private land to hunt and wildlife struggles to have enough land to survive!

Every year I hear more and more people giving up hunting because they have no land to hunt and that hunting on limited public land is just not fun. I browsed the list of lands the legislature is forcing the DNR to sell, (I found them by doing a Google search for WI-DNR land for sale), and saw that they are planning to sell around 10,000 acres

by June 30, 2017. The verbiage makes it sound as though these lands are not important. They say these lands have limited or no public access, which is not entirely true, that these lands outside project boundaries have limited public value, with which I totally disagree. They also said the land is not part of a master plan or other department action. Endangered wildlife doesn’t care about that but some politician who wants to sell it does.

Who gets to buy the land? A) The government or Tribal Nation, B) Private sale for trespass or boundary settlement, C) Public sale to the general public.

What reasons does the DNR cite that would benefit

the selling of public lands? They say that its realigns land ownership for more efficient management or it doesn’t fit into management plans. That it would retain deed restrictions, meet property or conservation goals and to meet the department's mission. It’s not the first time the government has sold land. Since 1876 the department has sold around 80,000 acres of public land.

None of those reasons make sense to a person like myself who sees value in all land held for public use or wildlife. It’s not like you can go out and make more land and create more land for wildlife. If the land is adjacent to anyone’s land its public use land if only those living next to it can use it. It’s already saw that some of the land that was for sale was actually a series of fresh water springs. Once that was brought to the attention of Trout Unlimited, the organization got involved to preserve and save those springs which are an important resource!

As citizens we are the watchdogs who need to keep an eye on these dealings. As my good friend Dave Carlson said when he and I discussed this issue, “As sportsmen and members of the general public, it’s our job to look at issues like this. To preserve and protect our public lands. It’s our duty to be aware of the issues that come up with our land and water for everyone’s good and the good of wildlife.”

I couldn’t agree more. As hunters, anglers, hikers, campers, birdwatchers, environmentalists and conservations or anyone who just loves the outdoors, it’s our job to be watchdogs in today’s world. Wildlife needs every acre out there even if the public can’t get to it. We need to leave a land ethic legacy and land for future generations of people and wildlife alike.

Why we crave comfort foods?

Another study, by Brian Wansink, found that when people watched a sad movie they eat 38% more warm buttered popcorn than those who watched a happy movie. Why is that? Stress can create a rise in ghrelin, which scientists call the hunger hormone. Ghrelin is released into the blood stream when people experience difficult or emotionally draining situations. When we are hungry we tend to crave calorie laden foods, like macaroni and cheese or lasagna, not carrot sticks.

Good tasting foods makes us feel good. When I sink my teeth into a thick rich bar of Swiss chocolate filled with hazelnuts, I am happy. Eating rich, good tasting foods have been found to release serotonin, the feel good hormone, into our system.

Serotonin is known to have calming and mood boosting effects. When there isn’t enough serotonin in the body, people can feel depressed or sad. Basically, people are self medicating themselves when they eat the foods they like. Bring on the Swiss chocolate not the carrot sticks!

Thanksgiving is the meal that brings the idea of

comfort to a higher level. We gather with friends and family connecting with those we love. The table is full of comfort foods that will calm us after a stress full day of food prep — making all the fuss worth it! The foods we eat on Thanksgiving are calorie rich and will make us feel good — and sleepy! As I write this my mouth is watering. My heart is happy just thinking about turkey, my dad’s stuffing, mashed potatoes dripping with rich gravy and they family that will be seated at the table with me. Dessert, well that is in a category by its self. There is usually more than one dessert to choose from. Usually, I can’t decide on one and end up eating a little of each—this is a huge problem when there is more than four.

Then, later I go back for more dessert, especially if chocolate is involved or some form banana cream pie. I will be comforted on Thanksgiving, as long as I wear pants with an elastic waist!

Ice Cream Banana Pie ½ gallon good quality vanilla ice cream, softened 1 -3oz. package instant banana pudding mix 30 vanilla wafers, broken into very small pieces 4 tablespoons butter, melted.

2-3 ripe bananas 2 cups whipped cream Maraschino cherries, for garnish In a large bowl, mix vanilla wafers with butter.

Press into a 9-inch pie plate. Freeze until crust is set.

In another big bowl, scoop softened ice cream and sprinkle with the box of instant banana pudding mix. Stir until all the pudding is mixed throughout ice cream. Scoop ice cream mix into the frozen crust, mound in the center if necessary. Freeze until ready to serve.

When ready to serve, slice bananas and place on top of ice cream. Cover bananas with whipped cream. Slice and top each piece with a cherry.

Serve immediately and keep any uneaten portions frozen.

County prepares for 2016 residents’ survey Washington County will conduct a residents’ survey in 2016.

The County Board approved an agreement Nov. 10 with Dakota, Olmsted and St. Louis counties to work together on the survey.

Washington County has periodically surveyed its residents to gather information about the services it provides.

It partnered with other Minnesota counties in 2006, 2008 and 2013 on a resident survey, and is proposing to do so again in 2016.

The survey will be mailed to a ran-

dom selection of homes in each commissioner district. The last survey was conducted in 2013.

The counties have agreed to work together and use National Research Center, Inc., to administer the 2016 survey.

The benefits of the collaboration are cost savings and the ability to compare the results with other Minnesota counties as well as like counties nationally.

The county will pay $32,500 to conduct the survey, paid for with money received from its participation in the state Standard Measures Program.

Dahlberg attributes the outsize accommodation given to muskie anglers to a muskie fishing advocacy group.

“The DNR wants to stock the lake, we believe, because of pressure from Muskies, Inc.,” he said. “But there are plenty of areas to fish for muskies and only [a minority] of license holders target muskies.”

Because anyone can make an online comment to the DNR about whether to stock, there is the potential for organized groups to skew the picture of what locals want.

T.J. DeBates, fisheries manager for the east metro area, says he hopes to hear from all sides.

“We’re just trying to gather as much public input from as many people as we can,” he said.

“It hasn’t been decided that Big Marine will be stocked with muskies, it’s a proposal. Anybody can comment – you don’t need to be at the public meeting to be heard. We want to get a feel from anglers and the folks out there recreating. I’ve heard from folks who are for it and folks who are against it.

“The comment period goes through Jan. 3, and once we get all of the in-

formation we’ll look at it and decide what to do next.”

Scandia’s signage rules loosened on behalf of businesses Pollinator project given the nod

Backlit and animated business signs may soon be popping up in certain parts of Scandia’s landscape.

The Scandia City Council last week approved changes to its sign ordinance and architectural guidelines that will loosen restrictions on animated or LED-lit signage, allow wall signs and murals, allow some banners, temporary and portable signs such as sandwich boards, and allow off-premises signs at the city’s five major highway intersections.

“I’m very happy this is happening.

This is a good thing,” Councilman Jim

Schneider said. “A sign, for a business, is everything. It’s the whole business.

It’s everything.”

The decision followed months of deliberation among the city’s advisory committees. Those deliberations played out in condensed form during the council’s Nov. 17 meeting, as Scandia Planning Commission Chair Christine Maefsky objected to the idea of broader restrictions while Economic Development Authority members favored loosening them.

Maefsky pointed to the “clutter and confusion” of signage people see in business districts such as in Forest Lake, Hugo and other areas. She also contended that lighting restrictions on signage play to a desire to have a dark skies overhead at night.

“It’s something we want to keep from happening in Scandia,” Maefsky said.

Development Authority members Bruce Swenson and Sally Swanson, a former council member, argued that businesses rely heavily on such signage to succeed, especially those along Highway 97.

“We do have different zones in this town,” Swanson said. “(Highway 97) is a different area from the historic downtown. … [The businesses off 97], you can’t really see them from the road.”

Swenson agreed.

“I’ve been in business here, so I know what it is to try and create traffic, trying to create some kind of way of saying ‘hey, we’re here,’” Swenson said.

Ultimately, the city council sided with the Development Authority and Mayor Randall Simonson offered up an amendment that struck parts of the planning commission’s proposal, including the prohibition on backlit

signs.

“I think we need to strongly consider [backlit signs] as part of this package for our businesses to succeed,” Simonson said.

The council’s amendment also loosened a limit to allow one portable sign per “business” instead of one per “lot,” recognizing that some businesses are located on a single lot, such as those in Scandia Plaza on Highway 97.

Pollinator project

Scandia’s butterfly lady is at it again.

Janie O’Conner, along with members of the Soaring Eagles 4-H Club and the city’s Parks and Recreation Committee, asked the council for approval of a pollinator project.

developed little natural resistance to the borer.

To prepare for the arrival of the borer, no ash trees have been planted in the parks since 2006.

The county implemented a firewood policy in 2009, prohibiting unapproved firewood in the parks, which could spread the borer to parks trees.

Trees in the parks’ mowed areas have been inventoried, and the county has a plan for managing an infestation. The county’s goal is to prevent or delay the

arrival of the ash borer’s infestation within the county’s parks, mitigate any economic costs of the borer’s presence, and outline strategies for managing the ash borer.

In the manicured areas of the parks, dead or hazardous trees are removed, and ash trees are either removed and replaced, or are treated for the ash borer. In the wild areas of the parks, hazardous trees are removed along trails.

Giving thanks

G

race: another word for elegance, but also for favor, for mercy. It’s a blessing, an expression of thanks.

Though varied, all these meanings seem to stem from a single origin, the Latin “gratus,” which meant “pleasing,” but also “beloved” and “thankful.”

The word evolved into one of thanks in Spanish (gracias) and Italian (grazie). For English speakers, it’s turned into “grateful,” “gratitude” and “grace.”

But tracing it back further, the word’s origins lie in Indo-European, Sanskrit, Slavonic and Prussian words – all meaning “praise.”

This is an ancient word spanning Editor many cultures, and surely the conSuzanne Lindgren cept is even older and more widely dispersed. Still, over thousands of years, its purpose has hardly changed.

And so, as we go about our yearly ritual of thanksgiving, we are engaging in an ancient practice.

I can’t put my finger on why the age of the word feels so important to me, maybe because it implies that gratitude is an instinct: some part of us is programmed to feel it, to want to give praise. Maybe because it spans cultures and religions, speaking to some essence of what it means to be human, or even animal. As if the deepest parts of us understand that

to live we rely on deep sacrifices, the most quotidian – but also the most essential – being the lives of the plants and animals that feed us. It’s profound, when you take the time to think about it.

There’s a feast on the way and I’m looking forward to it. My family will gather – branches and twigs broken from a weathered but unfailingly loving family tree – in a home built by the family of my father’s grandfather.

If I have my way, I’ll give praise with words credited to the Bodhisattva Buddhists, and I’ll do my best to sink into the moment and really mean them:

County sends plan for assisting low-income families to state The Washington County Board of Commissioners approved a plan Nov. 17 to assist the county’s low-income families who are served by the Minnesota Family Investment Program.

The state’s Department of Human Services requires counties to prepare and submit a biennial plan for services and strategies that the county uses to meet state goals of increasing the economic stability of low-income families. The plan gives the state department an assessment of the county’s efforts; insight into what types of assistance are needed; and information on new strategies to better serve program participants.

Hunters register nearly 120,000 deer through second weekend Minnesota firearms hunters registered 118,599 deer through the second weekend of firearms deer season, up from 104,785 from the same period in 2014, according to the Minnesota Department of Natural Resources.

Final numbers from the first 10 days show that the number of deer registered rose 13 percent from 2014. Buck harvest during the first 10 days of the firearms season was up 18 percent from last year, indicat-

ing that the population has in fact grown from its low point two springs ago.

Zone 1 total firearms harvest was up 14 percent, Zone 2 was up 17.5 percent and Zone 3 was up 7 percent. Buck harvest was up significantly in all zones.

The DNR is projecting the 2015 total deer harvest to be between 140,000 to 155,000 deer.

The 2014 total harvest after last year’s conservative season was just over 139,000.

Spotlight on Area Businesses Bill’s Auto Body in good hands When Bill and Rene Waddell wanted to retire, they refused to leave Bill’s Auto Body in the hands of just anyone. Through a referral, they learned of a team of siblings running Fairway Collision Center in Vadnais Heights and, as it turned out, the timing couldn’t have been better.

Pam Caruth, Kevin Lund and Carey Lund — the latter two are identical twins — had been waiting for a good opportunity to expand. The siblings had grown into the Vadnais Heights body shop, taking over for their parents at the turn of the millennium. The Lund brothers’ sons, 21-year-old Connor Lund and 22-year-old Kollin Lund, have recently joined the family business as estimators.

“It’s been a family-run business,” said Caruth. “Our parents started it in 1975 and we took over 15 years ago. We’d thought about expanding to another location, but we wanted the right fit as well. Bill’s has a great reputation in Forest Lake. We run our businesses in a similar way.”

In preparation for the changeover, the Waddells and the siblings discussed and planned for months, checking along the way to make sure it was right for everyone. After the sale was official, the Waddells stayed on for a month, smoothing the final leg of the transition in early 2015.

Caruth said the shop would continue to be called Bill’s Auto Body for a while.

“We’ll keep the name for a year or so to let people know that nothing is changing here,” she said. “Bill and Rene had a good thing going and we want to keep it that way, the same customer service and same great repairs.”

After a year, the name will likely change to Fairway Collision Center North.

Of working with her siblings, Caruth said, “We’ve been really fortunate that all three of us have different strong points.

We have our times just like any other partners would have, but we’ve worked together since high school and we’ve built communication with each other over the years. All in all it works very well.”
