Following two years of cutbacks in the Stillwater school district that reduced funding and staff at Marine Elementary School, and with more efficiency-based cuts in the forecast, parents of students at the school have begun to explore alternative models of education. “We’re recognizing that, financially, Marine hasn't been a great fit in the district,” said Kristina Smitten, parent of three students in the district, two at Marine Elementary, “and we want to find a solution that provides long-term stability.” After initial research into possible ways to break from the district – research that included conversations with the school district superintendent Denise Pontrelli – Smitten and another parent, Lisa White, invited others to join the discussion in an email to parents last week. This month, the Minnesota Department of Commerce announced incentive amounts for Made in Minnesota solar panels for the third year (2016) of the 10-year Made in Minnesota Solar Incentive Program. This program is available to customers of Xcel Energy who install solar electric systems (also known as solar photovoltaic [PV]) using solar modules certified as manufactured in Minnesota. Modules from four Minnesota companies — tenKsolar, Silicon Energy, Heliene and Itek Energy — have been certified for the program to date. Many property owners throughout Minnesota have already taken advantage of the program since it was launched in 2014. All Energy Solar, a full-service solar provider based in the Twin Cities, has completed over 100 installations for Minnesota property owners who qualified for the Made in Minnesota Solar Incentive Program, including in Scandia and surrounding areas.

“There has never been a better time to go solar in Minnesota,” said Ryan Buege, All Energy Solar's sales director. “The Made in Minnesota incentive is one of the strongest incentives for homes and businesses to go solar in the entire county, and the underlying cost to install has come down over 80 percent in the last 10 years. If you get sun on your property, this is a program you should be considering.” This is expected to be an especially big year for the Made in Minnesota Incentive Program because it is the last year to secure both a Made in Minnesota Incentive and a Federal Tax Credit to offset the cost of a solar installation. Currently Federal Tax Credits for solar are set to expire on December 31. SEE ENERGY, PAGE 2
