Voters will decide soon on Forest Lake school district levy, bond

On November 7, residents in the Forest Lake school district will decide whether to give the district a $4.9-million boost in annual funding and whether to back a $9-million bond.

The two questions will be listed separately on the ballot. One is for a $750-per-pupil increase to the operating levy for eight years, adding up to $4.9 million per year according to the district’s business manager, Larry Martini. The other is for a $9-million bond to improve arts and athletics facilities.

The Levy The district says it would use the levy funding to reduce class sizes, attract and retain high-quality staff, and sustain course offerings at risk of being cut, among other improvements.

the eight-year period, by Martini’s calculations.

Based on that estimate, the levy would add about $284 per year (for eight years) to property taxes on a $250,000 house.

While discussing the request for more operating dollars, board members noted that the district has been forced to make multi-million-dollar cuts nearly every year for the past decade. They also said the district has been unable to retain teachers, many of whom go on to teach in neighboring school districts that pay teachers more.

School board president Rob Rapheal has said that the district’s operating levy “is lower than nearly every other neighboring district.”

The Bond The facilities bond would pay for improvements to the high school track, athletic field, tennis courts, and 45-year-old auditorium.

If approved, the bond would increase taxes by $0.92 per $250,000 of home value per month over the 20-year payoff period. That adds up to about $11 per year.

The bond request is similar to a proposal voters rejected in November 2015 by a slim margin, less than 5 percent. But that request was for $18 million, twice as much as the district is asking for now.

Voters approved a $143 million facilities bond in 2015 for improvements to school buildings. Property owners are now feeling the impact of that vote. Taxes on a $200,000 home have increased by $177 annually, and will stay around that level for the next 26 years.

Earlier this year, the state legislature approved an increase of $483 million in funding for public schools, an average of $245 per pupil. Although education spending has been increasing since a funding cut in 2010, board president Rapheal has argued that increases are not keeping up with costs.

I lettered in dragon killing

I

t seems that anything and everything can be a competitive sport.

Sure, we’ve all heard of baseball, football, basketball and hockey — the major collegiate and professional sports, but what lesser known sports?

There’s professional archery, professional poker, professional eating and even professional video gaming.

This spring, all 12 schools of the Big Ten Conference sent teams to the Big Ten Network League of Legends tournament thanks to scholarships provided by the that makes the game.

Publisher company Now e-athletes, as they call themselves, are seeking an equal Tom Stangl standing with other college athletes. They want colleges to take the sport seriously to the point of offering scholarships.

League of Legends, or LoL as it is known in the gaming community, is a multi-player game that takes place in a fantasy realm. According to its Wikipedia page, players in LoL assume the role of an unseen "summoner" that controls a "champion" with unique abilities and battle against a team of other players or computer-controlled champions.

The goal is usually to destroy the opposing team's "nexus,” a structure which lies at the heart of a base protected by defensive structures, although other distinct game modes exist as well.

Each League of Legends match is discrete, with all champions starting off fairly weak but increasing in strength by accumulating items and experience over the course of the game.

Before you go pooh poohing the entire thing as nonsense, I’d like to offer some other facts that may or may not change your view of this game.

Again, according to Wikipedia, League of Legends has been played online since 2009. As of January 2014, over 67 million people played League of Legends per month, 27 million per day, and over 7.5 million concurrently during peak hours. By 2016, the monthly total had grown to 100 million.

League of Legends has an active and widespread competitive scene. In North America and Europe, Riot Games organizes the League Championship Series (LCS), located in Los Angeles and Berlin respectively, which consists of 10 professional teams in each continent. Similar regional competitions exist in China, South Korea, Taiwan, Southeast Asia, and various other regions. These regional competitions culminate with the annual World Championship. The 2016 World Championship had 43 million unique viewers and a total prize pool of over $6 million.

Computer games have become a big business as faster internet speeds and more affordable computers become more common. The market has grown to $91 billion worldwide and it is an entire segment of the entertainment field.

But is it a competitive sport deserving of college scholarships?

I guess that will be left to the individual universities to decide.

Anything that will help get someone to learn so they may become a contributing member of society is good.

But is it a good idea to pay people to play fantasy games to subsidize their education?

I can argue for increased physical activity to combat our growing obesity epidemic, but I can also argue that people who have great problem solving skills (like solving puzzles in a game) have a place at the table.

Be it a meme on Facebook or a news story. If the information elicits that totally natural response of “YEAH, I KNEW IT!” it is likely something that might have a little too much

A Different bird – ruffed grouse

I

grew up in pheasant country but deer hunting in the Northwoods introduced me to ruffed grouse.

I remember the first one I saw. I was about 14 and standing on a narrow woodsy road. I saw drivers coming my way when, all of a sudden, I heard a loud racket that sounded like a small plane taking off. A grouse was coming my way. I froze on the trail and watched the small grayish bird sail right at me until it passed just a couple feet over my head. I watched it hit the trail on the run scampering into a thicket and disappear. I thought then and not that long ago that all Wild River grouse were about the same, but over 50 years later I’m still learning about Trails “Old Ruff.”

I used to think there were four Jim Bennett color phases but I recently found out there are five. The most common grouse in my game bag had been grey phase birds that inhabit colder climates. The red phased birds

seem to be more common in milder climates. Brown birds can be a combination of reddish brown or grayish brown.

Most birds are categorized by their tail colors.

Solid grey, brown and red tails would be called grey, brown or red phased ruffed grouse. The split phase can have any combination of colors on their tails but generally not on their bodies. The final color phase I just found and the most rare ruffed grouse is called the intermediate phase. I had no idea they existed until my dog Chase found the first bird I recently took in Michigan’s Upper Peninsula.

Ruffed grouse get their name by the ruff around their neck, a group of feathers usually black or on occasion brown, that stand up in a ruff while mating or defending territory. But the intermediate grouse is different. It has a rust or bronze colored ruff and that same rust coloration on its body and dramatically on its tail band.

6 slices bacon, sliced into thin pieces 1 onion, diced 3 carrots, chopped 3 stalks celery, chopped 6 Yukon Gold potatoes 8 cups chicken broth 3 Tbsp flour 1 cup milk 1/2 cup heavy cream 1/2 tsp salt, more if needed 1/8 tsp black pepper 1/2 tsp seasoned salt Fresh parsley for garnish 1 cup grated aged gouda cheese, or sharp cheddar In a large stockpot, over medium heat, cook bacon until crisp and fat is rendered. Remove the bacon pot and set aside. Pour off most of the fat, but do not clean the pot.

Return to medium-high heat and add the onions, carrots, and celery. Stir and cook for 2 minutes or so, then add the diced potatoes. Cook for 5 minutes, seasoning with salt, pepper, and seasoned salt.

Add the broth and bring ingredients to a slow simmer. Cook for 10 minutes, or until the potatoes start to get tender. Whisk together the flour and milk, then pour into the pot, cooking ingredients for another 5 minutes. Remove from heat.

After allowing soup to cool enough to handle, place 1/3 of the soup in a blender or food processor until completely smooth. Please use caution when blending hot soup!!

Return to the soup pot and stir to combine. Heat the soup again and add more seasoning if needed.

Stir in cream. Remove from heat and serve in bowls garnished with parsley, grated cheese and crisp bacon pieces.

Juliet thought she would never get over the experience, but time is a funny thing. As William Shakespeare once wrote, “Better three hours too soon than a minute too late.”

Eventually, she marked what she later called “the Hawaii event” to experience, thankful that she found out before it was too late and she was married to a man who might secretly take other women on ocean voyages.

A year later she met Chris Rhodehouse. Blond and blue-eyed with a big smile, he looked the part of a future soulmate. They met, interestingly enough, at a personal growth conference in Nashville, Tennessee. Juliet was there to hear her favorite selfhelp guru speak on “Attracting the Positive and Deflecting the Negative.” Chris was working at a vendor’s booth, selling copies of the speaker’s latest book to excited buyers.

Fresh from a session titled “Finding Your Soulmate,” Juliet stood five deep in line, waiting for her turn to buy a copy of “Colossal Steps.” She felt sure she would return two hours later when, for ten dollars, she would meet the author as he signed her just-purchased copy.

Little did she know that less than a year later, she would be packing almost everything she owned and moving to a small town three states away to be with her real soulmate. After all those years, Chris was worth the wait,

or so she thought.

Juliet sat in her living room, shades partially pulled so the room was a bit dark, listening to her favorite singer from her teen years: There’s something in my eyes, you know it happens every time While Juliet thought about the past, Iris Long was busy finalizing the pages for the next day’s edition of Hometown News. After writing and rewriting the headline more than a dozen times, Iris finally settled on: Cooper Lays an Egg Following Price Fiasco On the Opinion page, Iris penned an 800-word editorial titled, “Is There Anyone Out There?” In paragraph three, she wrote, “Surely there is someone worthy of leading our valley into the future without lies, tricks and deceit.”

She added that Dick Bland was a “fine man,” but would have a hard time defeating Cooper.

She reminded the voters it wasn’t too late. The statute for mayoral elections allowed candidates to place their names on the ballot as late as 21 days before the election. That meant there were two days before the deadline.

“The qualifications are as follows: At least 28 years of age, no felony convictions, and a resident of Lennox Valley for 12 months.”

It’s been found that 52% of both sexes have the same band coloration.

The best way to quickly judge the sex is by tail length with the male’s

longest tail feather being around 5 7/8” and the hen’s less than 5 ½”.

The many color variations make ruffed grouse rare among birds. The features of all other birds are pretty consistent. Ruffed grouse are the most widely distributed game bird in North America.

Their range runs from Canada to Labrador, to Arkansas west into New Mexico and Arizona on up into the Rockies up to Alaska’s Yukon River Valley. Ruffed grouse

they have no respect for your shooting skills, patches and trophies.

They often explode from cover right at your feet and get your heart pounding so fast you struggle to make a good shot. Such is the way of ruffed grouse.

Hearty Potato Soup Adapted from The Pioneer Woman Serves 10

Loneliness lasts. It never completely goes away. It is the one emotion that seems to make its way into the hearts of almost every man and woman sometime during a lifetime. Sure, it can be masked. Other people and interests partially fill the void, but now and then loneliness seems to find its way back when least expected.

Juliet Stoughton knew all about loneliness, and for some reason, it had just dawned on her an anniversary was approaching, an anniversary she would just as soon forget. August 4, 1998, would mark one year to the day since Juliet moved to Lennox Valley to be with her soulmate, Chris Rhodehouse. And as soulmates often do, Chris soon left her to be with his soulmate, a younger woman he met while attending a national leadership conference for book dealers in Des Moines, Iowa.

Juliet was no stranger to loneliness. Married at 21, she found herself 32 and single with no children 11 years later. In the 12 years since the divorce, Juliet had tried dating a few times. This was before computer dating became the rage, and it was a little harder to find potential suitors.

At one point, she thought she had found the one. That all changed when she learned the one she was so sure about had secretly planned a romantic cruise for two to Hawaii, and she wasn’t invited. To make matters worse, she found about the trip on her own, four days before the happy couple set sail on Hawaiian

When it’s cold, potatoes and soup come to mind. Both warm people up on a cold day.

I love holding a warm bowl or cup of soup, which warms me from the inside and the outside.

My mom used to tell me her mother would send her to school with a baked potato to keep her hands warm on her walk to school. She would eat the potato for lunch. My mom’s family loved potatoes.

Potato soup has been a staple for many countries for a very long Wild Chow time. If you ever get the chance to look into the history of the humble Lisa Erickson potato, you will be entertained.

Almost every culture in recent history has monopolized on the potato.

According to Jeff Chapman in History Magazine, Charles Darwin was amazed by the potato’s adaptability. He was surprised it could grow anywhere, in tropical or dry conditions. Historians say many European countries over time, especially during wartime, encouraged people to eat potatoes.

But it was the French who starting adding potatoes to soup—figures. I’m glad they did! I’ll be warm and full!

Congratulations, Master Watershed Stewards

I

t’s been almost two years since an email arrived in my inbox about a pilot project for training St. Croix Master Watershed Stewards.

The aim: to instruct a few dozen people in Minnesota and Wisconsin in best practices for tending not just the St. Croix River but its larger watershed, the area of land on which water flows toward the Croix. This area begins north of the river’s source and stretches for miles east and west.

It narrows as the river runs south and finally stops where the St. Croix flows into the Mississippi.

As with Master Gardener and Master Naturalist programs, once the students become masters they’re Editor expected to educate and advise the Suzanne Lindgren broader public. To that end, the watershed steward training combined environmental education with community organizing, tying everything together at the end with a “capstone” service-based learning project.

The masters graduated last Thursday, gathering to celebrate their accomplishments and display their capstone projects.

The endeavors ranged from John Goodfellow’s urban forest assessment in Marine on St. Croix to an adventure story penned by Phil Peterson of St. Croix Falls, “Children of Mystery River.” From Kit Prendergast’s plants reinvented as instruments at Warner Nature Center, dubbed “Wild Water Music,” to Margaret Smith’s efforts to encourage anglers to switch to non-lead fishing tackle in Crex Meadows.

You may have encountered one of these projects yourself, or seen them in the news. Peterson’s book was adapted for the stage and performed to full houses at the Festival Theatre in September. Goodfellow’s project made headlines in Twin Cities news outlets when his volunteer crew found what is believed to be Minnesota’s largest willow tree.

Although it didn’t quite come together for this edition, The Messenger is planning further coverage of the graduation, the stewards and their projects. This week, I wanted to offer initial congratulations to the group.

And although the stewards’ task is to continue to educate and advise, they are far from alone in their goal of tending and protecting the river.

In a world where the concept of “place” often seems increasingly obsolete — with the same fast food restaurants and big box stores lining every suburban thoroughfare — the St. Croix is an increasingly rare and special one. A place where the continent almost split, but didn’t. Where glaciers carved a river. Where a person might swim out a little ways at night and float, staring at the stars and understanding that we are a tiny part of a billion-year history. But here we are with the future in our hands.

Master steward or not, many of us feel invested in the river. The master stewards are here to lead the way in extending that care to the entire watershed.

To show us that even miles and miles away, we are all its keepers.

en messages, chock full of the addictive bias confirming, that keep readers coming back.

And, now to the point…the thing that prompted today’s impromptu letter was The White House’s “1600 Daily” email about what is happening in Washington. First, the message frames the joint budget resolution passed last week (yesterday as of the writing of this letter) as “relief for the American people in the form of tax cuts, job creation, and simplification of the burdensome tax code.”

But what this action really means are tax cuts for the wealthiest of the wealthy Americans. In my last investigation of the proposed budget, millions were cut from revenue, services many of us depend on (Medicare, education, SNAP, and so much more). In short, it is a dream for the 1% and a further burden on the rest of us. That the White House uses rhetoric so value-laden and free of any actual information when communicating about what their policies mean is frustrating enough, but that many of us read that information and find the buzz words of “job creation,” “tax cuts,” and “simplification of burdensome tax code” and stop right there is the worst part.

Second, the message celebrates, “decisive action on the opioid crisis!” Well thank goodness, as we know in our communities, addiction is a huge issue and the problem is complex and deserves “decisive action” – but what the heck does that actually mean?! Where are the plans, how will rural America be served by this declaration of a “public health emergency” and what will it mean for our daily lives? For the lives of those we know and love dealing with addiction?

Such a declaration, in essence, means nothing.

There is no funding,

there is no plan, that I can find. It just feels good to make it.

When we consume information about what is happening at our local, state, and national governments we must ask these questions. When we hear information that makes us feel good, we must reject that urge to slip into complacently and question, question, question and then act.

That is what a representative democracy is. We must all stay informed and understand how policy impacts us. From the state failing to protect our water sources from overuse being framed as “pro-business,” to the White House bragging about a budget proposal that will have lasting impacts on millions of lives as “reform” – we must understand the power of these buzz words to hide the truth from us.

The storied lives of public buildings Thank you for your attention to issues concerning Washington County residents, and your assistance in informing them about information that concerns their lives. My attention was recently caught by your column in the Oct. 18 edition of the Country Messenger titled “How long should a public building last?”

This is, of course, a question that we as public officials, and especially county commissioners, ask ourselves daily as we work to be good stewards of all of Washington County’s infrastructure and public buildings.

I agree that the decision to repair or replace a building should not be taken lightly, and we take our responsibility for caring for county buildings very seriously. We are continuously making timely decisions

on how buildings and infrastructure should be managed in the county. With that in mind, we know that each building has a life span, and needs and uses of that building change over time. How could we have known even 15 years ago that we would need to accommodate fiber optic cables in our buildings? Just as your home needed to be updated with electricity, indoor plumbing, and heat, so do public buildings need updates. For example, snow plows have grown in size to the point where older public works buildings would no longer be able to accommodate their size, and the mechanical shops that service them can no longer manage the plows’ sophisticated operating systems. In addition, safety rules and workplace expectations change. Keep in mind that Washington County is a growing county, meaning that we continuously add to all the services required by our residents that are housed in county buildings. When county buildings cannot meet all those needs and requirements, it is time to either expand a building or move on and replace the building.

The county examines each building’s use and the community’s requests for that use, and manages its buildings accordingly. The most striking example of building preservation and reuse is, of course, the Historic Courthouse. While Washington County has grown far beyond needing one courtroom, which is what is available in the Historic Courthouse, the building has been restored and repurposed as a community gathering space, and a repository of county history. Some portions of it are even leased to businesses to help offset the costs of maintaining an historic building.

Another example is the county’s North Shop maintenance building.

With a failing septic

system, crunched office spaces, and no place to wash or house critical road maintenance equipment, the County Board made the decision to expand the building.

A portion of the building was renovated, and an expansion was built that serves as a garage and a maintenance shop for road maintenance equipment. The North Shop is a case of renovation and expansion to serve the future needs of the county.

Now, we are reviewing the needs of county residents in light of their library use. A recent strategic plan completed by the library found that residents remain very involved in their libraries, but ask for expanded services. Libraries are no longer buildings that house books so that residents can browse through them and take one or two home.

Libraries have become meeting and learning spaces in the community. Residents are asking for additional community meeting spaces, high-tech creative and collaborative tools, innovative programs, and access to community computers and wireless internet. We as a County Board have a responsibility to review the space and services that we provide for community libraries, and determine whether the libraries in Washington County meet the needs and expectations of our residents. For that reason, we have contracted with an architectural firm to determine those needs, and determine how we can meet them in Washington County libraries, specifically Wildwood and Park Grove at this time.

Higher deer harvest predicted; hunter expectations up State wildlife chief addresses upcoming season and future challenges

When Minnesota’s deer season ends Sunday, Dec. 31, it is quite likely the harvest will be in the 200,000 range.

This Minnesota Department of Natural Resources projection is above last year’s harvest of 173,213, below the 2003 record harvest of 290,525 and similar to the most recent 20-year average of 205,959. Prior to 2000, deer harvests in excess of 200,000 occurred only four times.

Deer harvest totals typically relate to the size of the deer population and to a lesser degree to weather conditions immediately before and during the hunting season.

On the 2017 season This should be a good deer season barring any unforeseen unusual weather. Deer numbers are up following three years of conservative harvest regulations designed to rebuild the population, coupled with three relatively mild winters. As a result, more antlerless permits are available this year, and hunters in many parts of the state will have additional opportunities to harvest more deer because of other more liberal season framework changes. Unfavorable weather, like heavy snowfall immediately before or during the hunting season, is the main factor that would prevent a harvest increase.

On putting 2017 in context The highest deer harvests occurred during the early to mid-1990s and from 2000-2008.

During this latter period, the harvest topped 200,000 each year. The high harvests in the early 2000s occurred at a time when the over-riding harvest strategy was to reduce the deer population so it wouldn’t grow out of control, as had happened in certain eastern states, and to

address certain environmental, economic and social concerns. Deer harvests in excess of 225,000 occurred only once in the 1990s. Going further back, the harvests in the 1970s never topped 100,000. The harvests in the 1980s were under 150,000. Today, there’s growing discussion in the hunting community as to what’s a reasonable harvest target, and that’s a good conversation to have.

Population goals range from as low as a handful of deer per square mile in intensively farmed areas to 20 to 25 deer per square mile in prime forested areas.

A few permit areas are too small or have too low of a harvest to model the local population.

Deer numbers are at or have exceeded population goals over most of the state. Some northeast and southwest permit areas are slightly below goal. Parts of central Minnesota and southeastern Minnesota are above goal. From an overall, statewide perspective, we’re not far from where we believe Minnesota should be.

On DNR transparency Many hunters are curious as to how we make our decisions on antlerless permit numbers and season structure, and that’s something we are trying to more effectively communicate. The process starts immediately after the deer season closes. That’s when area wildlife supervisors and staff monitor deer harvest results in their local areas and collect informal feedback from hunters, conservation officers, foresters and others.

In spring, after winter severity has been monitored and deer mortality losses have been estimated, research staff run population models for each permit area based on the last year’s har-

designations (lottery, managed, intensive harvest, etc.) and the number of antlerless permits that should be made available to hunters in each lottery permit area in order to achieve population goals.

Research staff recommendations are sent to all area wildlife supervisors, who then have the option of agreeing with them or modifying them based on their own local observations and informal input. Often, these recommendations agree with each other, but not always. When this happens, differences get resolved at the regional or St. Paul office level.

Ultimately, the agreed upon season structures and number of permits to be issued for each area are communicated to hunters through the multi-colored deer map that is part of the hunting regulations booklet and a new, more informative interactive deer map on the DNR website at mndnr.gov/deermap.

It’s not well-known but among 13 Midwestern states, only Missouri manages deer populations at a finer spatial scale than Minnesota.

When I began my career it was common to interact with hunters at deer registration stations and local field offices. Today with the ease, convenience and popularity of phone and internet game registration, the DNR no longer has staff at deer registration stations. And people don’t visit DNR offices like they once did because so much information is available on the DNR website.

Our challenge is finding new and efficient ways to have two-way conversations with hunters. This past winter we received more than 1,400 comments during a three-month long deer management

There’s an irony in the fact that even though it is easier to be connected to one another these days because of smartphones and other technology, many people feel less connected than they once did. Figuring out how to maintain strong relations with hunters and other stakeholders is something on which we need to keep working.

Minnesota’s first-ever deer plan will outline key concepts and crucial, ongoing work needed to manage deer, one of the state’s most popular and economically vibrant natural resources.

An important aspect of the plan is how DNR will reach out and communicate deer management needs, necessary actions and reasons for those actions.

A draft plan will be available in early 2018.

I encourage everyone to read the draft plan, consider DNR’s suggested approach and give us your feedback and ideas through the public input opportunities we’ll make available.

County Board accepts donations to county

The Washington County Board of Commissioners accepted gifts to the county that were received in the third quarter of 2017 Oct. 24.

The Sheriff’s Office received $250, to be used for community engagement, and the library received $355 in donations. The parks department received $1,431 during the quarter, much of which came from the ice cream social

County Board conducts public hearing on buffer ordinance The Washington County Board of Commissioners conducted a public hearing on the county’s buffer ordinance Oct. 24, and then adopted the ordinance.

No residents spoke at the hearing; some written comments were received, and shared at the hearing.

The Minnesota Buffer Law was signed into law in 2015, with revisions made in 2016 and 2017. The law requires primarily agricultural landowners to implement vegetative buffer strips along public waters and public drainage systems, to protect or improve water quality.

The County Board elected local jurisdiction for enforcement of the buffer law in June, and notified the Board of Water and Soil Resources (BWSR).

The buffer ordinance puts in place the required local controls to enforce the ordinance. The ordinance applies countywide to all waters, including public drainage systems, shown on a buffer protection map prepared by the Department of Natural Resources (DNR) and available on its website at www.dnr.state. mn.us/buffers/index.html. The proposed county ordinance closely mirrors the model ordinance provided by BWSR, and should be in place by Nov. 1.

The basic buffer requirements in the ordinance are a 50-foot average and 30-foot minimum buffer requirement for public waters on the DNR buffer map,

and a 16.5-foot minimum for public drainage systems on the DNR buffer map. The ordinance includes information on exemptions and alternative practices as allowed by state law.

Determining compliance will be done through a partnership between the Washington Conservation District (WCD) and the county. Enforcement options for noncompliant landowners include criminal and administrative penalties.

To date, the WCD has identified 120 parcels owned by approximately 85 landowners who may be required to install a buffer under the buffer law. These parcels, which are adjacent to an applicable waterway, have been identified via desktop analysis to potentially contain bare soil. All other parcels adjacent to applicable waterbodies have been found to be in compliance and have allowable perennial vegetation, or are exempt from the buffer law.

All directly affected landowners received communication from the WCD last fall or this fall. As of Oct. 12, 51 percent of those parcels were in compliance, have a plan to come into compliance, or were removed from the DNR list.

Of the remaining parcels, several landowners have contacted the WCD for site visits.

St. Croix River Crossing proponents thank Bachmann for efforts Members of the Washington County Board of Commissioners took part in a celebration thanking former U.S. Rep. Michele Bachmann for her efforts to fund the St. Croix River Crossing, and gain exemption from the Wild and Scenic River Act that allowed the bridge to be built.

Bachmann was unable to attend the official celebration of the bridge opening in early August because of prior commitments.

The Coalition for the St. Croix River Crossing were proponents of the bridge, and gathered to extend their appreciation to Bachmann at the Water Street Inn in Stillwater Monday, Oct. 23.

Washington County Commissioner and Board Chair Lisa Weik presented Bachmann with a framed copy of a resolution that the board passed a week previously, expressing their appreciation for her efforts. Commissioner Gary Kriesel, District 3, presented Bachmann with a shadowbox with mementos from the bridge.

County will receive grant for pole barn renovation in St. Croix Bluffs Regional Park A pole barn in St. Croix Bluffs Regional Park will receive a renovation, after the Washington County Board of Commissioners approved a $705,097 grant from the Metropolitan Council Oct. 24.

The grant is funded through the

Clean Water, Land and Legacy Amendment’s Parks and Trails Fund Grant Program.

The existing pole barn is more than 20 years old and is used to store park maintenance equipment. Because the structure is undersized for the equip-

ment, many pieces of equipment are being stored outside and exposed to weather, reducing the life of the equipment.

In addition to the design, engineering, and construction of a new pole shed, the grant will fund the instal-

lation of a backup generator for the park and an update to the campground electrical systems. Construction will begin in 2018.

The $705,097 grant is included in the proposed 2018 budget.
