Marine citizens, business owners get wise on waste

In Marine on St. Croix, a little trash talk between residents and business owners is changing the way waste is managed, sending recyclables and organics away from the landfill and toward recycling or composting centers.

The volunteer led, grant funded effort has helped Marine get ahead of new statewide recycling mandates, a move that will save businesses money in the long run.

At the helm of the city’s Waste Wise project are Dorothy Deetz and Tod Drescher, a Marine couple with a long history of working to better the town.

“There are two things small businesses don’t have enough of,” said Deetz, who helped secure the grant from the Minnesota Waste Wise Foundation. “Time or money."

“We can do it for free now or pay to do it later,” said Drescher of the program, which pays for indoor and outdoor supplies that help businesses recycle successfully.

And, Drescher noted, because a four-yard garbage dumpster is taxed at 52 percent versus a recycling container at zero, businesses see cost savings almost immediately.

followed that thread, working with another Stillwater business owner, Kristen Klemestrud, to educate Marine businesses about the program, which awards up to $10,000 per business to launch recycling efforts.

And Meredith Moore, a sustainability specialist at the Minnesota Chamber of Commerce, helped each business develop a waste reduction plan and acquire funding.

“Meredith wrote the grants,” said Deetz. “I just brought the businesses to the table and did the coordinating — and a little bit of arm twisting.

The Forest Lake school district will ask voters for more funding on November 7.

On August 3, the Forest Lake Area School Board approved referendum questions for a $750-per-pupil increase to the operating levy and $9-million bond for improvements to arts and athletics facilities.

The bond question is similar to one voters rejected by a slim margin, less than 5 percent, in November 2015. That request was for $18 million — twice as much as what the district is asking for now.

Voters did approve a $143 million facilities bond in 2015. Property owners are now feeling the impact of that vote. Taxes on a $200,000 home would have increased by $177 annually, and will stay at that level for the next 26 years.

While discussing the request for more operating dollars, board members noted that the district has been forced to make multi-million-dollar cuts nearly every year for the past decade, according to a press release from the school district. They also said the district has been unable to retain teachers, many of whom go on to teach in neighboring school districts that pay teachers more.

“Compared to other nearby districts, our students are at a competitive disadvantage academically given our limited operating resources,” said school board president Rob Rapheal. “Our

It all started, in fact, with Drescher’s work to implement Marine’s master plan. Specifically, his mission to find an off-street home for four dumpsters on Third Street — an effort that seemed to meet with endless roadblocks and delays.

“He would come home from meetings and I got tired of asking whether they’d figured it out,” Deetz explained kiddingly. “Finally I just said, ‘I’ll do it! It can’t be that hard.’”

I

have to admit it, as an industry, newspapers are terrible at promoting their own brand.

We spend so much time carefully crafting the news and working with local merchants to make sure their messages are seen that we often do self-promotion as an afterthought.

It’s one of those mistakes that you have a really good explanation for why it happened. I’ll try.

For well over a century, newspapers of all types and sizes have shouldered the load to make sure our communities keep informed, and by extension, keep running.

Our reporters are often the only member of the general public who attend many governmental meetings. Part of what our readers buy their subscription is our eyes, Publisher with ears and expertise in distilling the sometime confusing operations of Tom Stangl our democracy.

I also think that our readers want as much local news as possible, and if we spend time promoting ourselves we can be seen as self-indulgent or preaching to the choir. The folks who are reading the paper are the ones who get it, right?

I’m not so sure.

Since the last recession (the downturn that had its beginning nearly 10 years ago) the granddaddy of the original fake news stories has been continuing. You know the one, “all newspapers will be gone in 10 years.”

The death of a few prominent metro dailies that had been purchased for far too much, with very little cash down — a lot like real estate was back then — fell on hard times, like everyone else and didn’t have the reserves to weather the storm. They couldn’t cut enough staff to keep making the payments and put out a paper, so they cut their losses and closed the doors.

Well, if the big boys couldn’t make it, how would the little guys like us survive?

We did like we always have done — focused on our communities, schools and local businesses.

The recession was hard on everyone, but look who’s still here.

Little old us, thanks to you. Your continued support as a subscriber or advertiser has kept us in business, just like it did in year one.

So, let’s talk about the front page, which was intentionally left (nearly) blank. The Minnesota Newspaper Association is marking its 150th year, and this “white out” campaign is a subtle marketing ploy to raise awareness of the job we continue to do, week in and week out.

We are so dependable, many think of us as a utility, something that will always be here when we are needed, just like the electric company.

But what if we weren’t here?

Where would you find out about the latest happenings? Where would you get the latest scores?

Where would you find out about the triumphs and tragedies of your friends and neighbors?

Social media? Perhaps. But your uncle is a bit prone to exaggeration… A website or two or three?

Maybe.

Sounds like a lot of screen time to me.

You are holding the ultimate mobile news device in your hands, and it never needs to be recharged.

Well, you do need to renew it once a year or it stops coming to your door.

The bottom line is you are crucial to the continued success of this newspaper. It’s OK to take us for granted, but rest assured that we will never take YOU for granted.

id August usually brings a feeling of fall to the air but this year that feeling came early. I’ve seen birds building up in numbers on high wires along roads. I’m catching myself thinking of hunting and dogs. August is also when the gaudy goldfinch nests. Most other yard birds and summer visitors have completed nesting. Many of the migrants have already headed south except the goldfinch. With an abundance of seeds in fields, fence lines and ditches, adult goldfinches will feed their family seeds, hulled and partially digested along with a few insects and Wild River small worms and bugs that are common this time of year.

open waiting mouths. Returning with a crop full of food every nestling will get some food each time the adults arrive at the nest. I let all the big thistles grow along my fence lines and grassy edges as well as let some weeds survive despite allergies that hit this household every autumn.

It’s the female that chooses the nest site, usually along stretches where thick and open cover meet. The nest will be made of thistle down and milkweed fibers in a tree or shrub either just above ground or to the height of an NFL crossbar. Sometimes the nests will be made among thick thistle patches, a perfect finch designed home. Look at any famous Owen Gromme paintings if you don’t know what I mean.

Relishing Wisconsin Fish Frys

I

f Minnesota is known as the land of 10,000 lakes, then Wisconsin is known as the land of 10,000 Friday Fish Frys.

Last Friday, when we were camping in northern Wisconsin, we were hungry for a fish fry. We figured we would find one close to our campsite. We drove past four restaurants advertising fish frys on a 10-mile stretch of road and randomly picked the tiny Pla-Mor Bar and Restaurant in Cable, WIs. We lucked out. It wasn’t that the fish was better than some of the other fish frys we’ve been to, it was also the simple relish tray that accompanied it and the restaurant’s vibe.

As we walked into the restaurant, we noticed big beautiful relish trays at almost every table. People were laughing and the wait staff made us feel like part of the family. When I asked the waitress about the relish trays, she asked if we were going to order the fish. We said yes, and a relish tray appeared at our table a couple seconds later.

The tray was loaded! It could have been our meal.

There were two different delicious pasta salads, a cold pickled bean salad, cold pack cheddar cheese spread, carrots, radishes and scallions. Plus, it came with a huge basket of bread sticks and crackers.

The meal was memorable and I can’t wait to try another fish fry—anywhere in Wisconsin!

If you can’t find a Wisconsin fish fry near you or if you’re like me you want fish on Wednesday or a Tuesday, you can whip up this simple recipe for fried fish—don’t forget to serve it with a loaded relish tray!

Wisconsin Beer Battered Fish Serves 4 Adapted from Food.com 1 cup flour ¾ tsp. seasoned salt (I like Lawry’s) ½ tsp. garlic powder ½ tsp. onion powder 1 cup Wisconsin beer (I like Spotted Cow) ¼ cup water ¼ cup cornstarch 1-2 lbs. fish, (any fish will do, but white fish will hold together better, like cod or haddock) washed and dried with a paper towel.

2-3 cups frying oil Heat oil in a large heavy pot to a depth of at least 2 inches.

In a large bowl, mix flour, salt, garlic, and onion powder. Add the beer and water slowly and whisk until smooth; set aside.

When oil reaches a temperature of 350 degrees, dust each fish filet with cornstarch and dip into the batter. Allow some of the excess batter to drip off.

Fry in batches. Do not overload or the temperature will get too low and the batter will come off the fish and the fish will be soaked with oil. Turn fish occasionally; cook for about 5-6 minutes. Filets will be golden brown. Repeat until all fish are fried.

Serve with tarter sauce.

The Country Messenger and other papers in the region are taking part in a “whiteout” campaign designed to underscore the importance of newspapers in our communities.

Last week, Attorney General Jeff Sessions announced renewed efforts to investigate leaks coming from the White House, which may come to punishing the press.

“One of the things we are doing is reviewing policies affecting media subpoenas,” he said. “We

If they refuse to expose their source, they can go to jail.

And they’re worse off if they do. Gold called journalists who don’t protect anonymous sources, “dead in the water as far as having integrity.”

I think most people would agree that exposing the possibility of high-level wrongdoing without putting anyone at risk is different than leaking information that might put others in danger. So far, the leaks that lead to investigations of Russia meddling in the U.S. presidential election seem to have been the former.

Threatening to prosecute journalists in an effort to stop whistleblowers, said Gold, “will have a chilling effect — not just on the journalist but on the sources willing to talk to journalists.”

It could be a different kind of “whiteout” campaign.

Later, Deputy AG Rod Rosenstein qualified that a bit, saying, “We don’t prosecute journalists for doing their jobs. Our goal is to prevent the leaks, so that’s what we’re after here. We haven’t revised the policy with regard to reporters.”

That said, the president has taken a less subtle stance in the past, calling for throwing journalists in jail. And, in fact, he probably wouldn’t need to revise any policies to do so.

“It’s a common misperception that there is a legal protection (for journalists protecting an anonymous source),” said Dana Gold, director of education and strategic partnerships at the Government Accountability Project in an interview with Bob Garfield of the radio show On the Media.

“It’s actually more norm than law.”

Being a neophyte apple grower, I just planted apple s I liked 5 years ago figuring apples would just magically appear on their own. But after rabbits girdled 3 trees that died right when they would have delivered fruit, things continued to go downhill. I learned about scab, rot, blotch, blight, mold, spot and insects. I then found my county UW-Extension horticulture agent and got educated about the timeliness of spraying apples. After a few pies and crisps I think I am beginning to learn a few things at age 66.

I’ve noticed the hummingbird population has doubled. My sugar water feeders, late blooming lilies and hanging baskets are drawing a lot of attention. If you watch hummers enough you will notice that they have “little man syndrome” like many small dogs and a few short guys I went to high school with. They will duel over sugar water feeders with other hummers, people, or annoying bees that get in their way at lunchtime.

Stay Calm on the Investment “Roller Coaster” Unless you live near an amusement park that does a lot of advertising, you probably didn’t know that Aug. 16 is National Roller Coaster Day. Actual roller coasters provide people with thrills. But as an investor, how can you stay calm on the “roller coaster” of the ¿nancial markets?

Here are some suggestions: • Know what’s in front of you. If you’ve ever ridden a roller coaster in the dark, you may ¿nd it scarier than if you boarded it in daylight – after all, it can be unsettling not to know where you’re going. The same can be said about investing: If you have no idea what’s in front of you, you might ¿nd the journey unnerving – and if that happens, you could make panicky decisions, which are usually bad ones. So prepare for the inevitable market volatility – it’s a normal part of the investment landscape.

• Buckle up. When you’re on a roller coaster, you need to buckle your seat belt or use a restraint. You want to have the excitement of the ride, but you certainly don’t want to take unnecessary risks.

And you can enjoy some of the excitement of investing without incurring more risk than you are comfortable with, too. One way to lower your risk level is to diversify across a range of investments – stocks, bonds, government securities, and so on. That way, if a market downturn primarily affects just one type of investment, you’ll have some protection. However, although diversi¿cation can reduce the impact of volatility on your portfolio, it can’t protect against all losses or guarantee a pro¿t.

• Choose a strategy for the journey. Different people have different ways of handling a roller coaster ride. Some like to throw their hands up, enjoying the feeling of abandon, while others hold on tightly to the bar in front of them. When you invest, you also need a strategy that works for you, and the best one may be the simplest: Buy quality investments and hold them for the long term. How long is “long term”? It could be 10, 20, 30 years or more. Famed investor Warren Buffet says his favorite holding period is “forever.” If you’ve chosen a mix of quality investments appropriate for your risk tolerance, you may be able to hold them until either your goals change or the investments themselves undergo some transformation.

• Stay for the whole “ride.” When you hop on a roller coaster, you’ve got no choice – you’re staying until the ride is over. As an investor, though, you can exit the investment world whenever you like. But if you take a “time out” from investing every time the market drops, you risk still being out of the market when it rallies – and the early stages of a rally are often when the biggest gains occur. Furthermore, if you keep investing during a “down” market, you’ll be buying shares when their price has dropped, which means your dollars can go further – and you’ll be following one of the basic rules of investing: “Buy low.”

You can’t take out all the twists and turns of the investment road, but by following the above suggestions, you can help make the ride less stressful – and possibly more rewarding.

state legislature approved an increase of $483 million in funding for public schools, an average of $245 per pupil, but Rapheal argued that education funds are not keeping up with inflation.

“State funding of our day to day operations has been eroding for years and in our schools, most of that (affects) the classroom,” he said. “Increased class sizes, loss of programs, and the inability to retain and attract the best teachers are critical problems.

The bulk of the increase, $305,000, will be used for the CDA’s economic development “Open To Business” program and a “seed” fund used to assist businesses to locate and grow in Washington County.

The CDA will use its levy: • $575,762 for economic development; • $2.57 million to manage the CDA-owned properties; • $1.63 million for community development; and

• $282,000 for its general fund.

The CDA efforts help to increase the tax value in the county by generating commercial value, which lessens the property tax burden of property taxpayers; assists with job creation in the county; and serves seniors and children by providing stable housing.

As part of the annual county budget review, the Washington County Board of Commissioners reviewed the recommended 2018 budget for the Community Development Agency (CDA) Aug. 8.

The CDA manages residential properties for low-income and elderly residents, as well as supporting economic development efforts throughout the county.

The CDA’s 2018 levy request will be just more than $5 million, up $335,800 over 2017.

The result is that we are spending less time with each student and spending less providing students with the academic options important to their future.”

Board member Karen Morehead echoed Rapheal’s concerns about the district’s budget situation.

“As board members, we have tried very hard to keep class sizes at reasonable levels,” she said. “But unfortunately, class sizes in this district will continue to increase until our district is able to stabilize our budget.”

Larry Martini, the district’s director of business, estimated that the operating levy increase would add up to about $284 per year on a $250,000 house and the facilities bond would be $11 for 20 years for a home of the same value.

Minnesota Central Bus Co. will transport Grove students

Bussing future Grove Elementary students to and from school has been a complicated detail for the school’s board and volunteers to finalize. The Marine Area Community School Board is required to arrange transportation for all students living two or more miles from the school, provided those students live within District 834, the Stillwater school district.

Initially, MACS had looked into working with Stillwater schools for bussing, but Grove students’ school day would have started at 10 a.m. and ended at 5 p.m. or later. The MACS Board of Directors felt that those times were unworkable and decided to explore other options for transportation.

The board recently announced that it has chosen Minnesota Central Bus Company to transport Grove students. MACS board members anticipate a school day of about 9 a.m. to 4 p.m. Transportation will be provided for all students in District 834, and members are actively pursuing added coverage for surrounding areas at pickup points.

Spotlight on Area Businesses Bill’s Auto Body in good hands When Bill and Rene Waddell wanted to retire, they refused to leave Bill’s Auto Body in the hands of just anyone. Through a referral, they learned of a team of siblings running Fairway Collision Center in Vadnais Heights and, as it turned out, the timing couldn’t have been better.

Pam Caruth, Kevin Lund and Carey Lund — the latter two are identical twins — had been waiting for a good opportunity to expand. The siblings had grown into the Vadnais Heights body shop, taking over for their parents at the turn of the millennium. The Lund brothers’ sons, 21-year-old Connor Lund and 22-year-old Kollin Lund, have recently joined the family business as estimators.

“It’s been a family-run business,” said Caruth. “Our parents started it in 1975 and we took over 15 years ago.

We’d thought about expanding to another location, but we wanted the right fit as well. Bill’s has a great reputation in Forest Lake. We run our businesses in a similar way.”

In preparation for the changeover, the Waddells and the siblings discussed and planned for months, checking along the way to make sure it was right for everyone. After the sale was official, the Waddells stayed on for a month, smoothing the final leg of the transition in early 2015.

Caruth said the shop would continue to be called Bill’s Auto Body for a while.

“We’ll keep the name for a year or so to let people know that nothing is changing here,” she said. “Bill and Rene had a good thing going and we want to keep it that way, the same customer service and same great repairs.”

After a year, the name will likely change to Fairway Collision Center North.

Of working with her siblings, Caruth said, “We’ve been really fortunate that all three of us have different strong points. We have our times just like any other partners would have, but we’ve worked together since high school and we’ve built communication with each other over the years. All in all it works very well.”

“And Tod did the trash talk,” she smiled.

The first signs of the project manifested on Third Street, where Drescher, an architect, designed a dumpster enclosure for the five businesses of the old “Springsteen Corners” — the Marine Mills rentals Edward Jones, Marine Cafe, Tom Maakestad Studio and St. Croix Chocolate Company.

Since then, the Marine General Store and Nita Mae’s Scoop have joined in, as have Christ Lutheran Church, Camp Kiwanis and the Brookside. Plans are in the works for the Marine Landing b.o.t.m. and Ostlund’s Garage. Even the Security State Bank of Marine, which cannot recycle confidential paperwork, added to the project by donating 300 reusable cloth grocery bags to the Marine General Store.

In part because of her work overhauling Marine’s trash systems, Deetz was named Marine Citizen of the Year in April. She considers the honor one that’s shared with Drescher. Although the project follows decades of volunteer work with demonstrable results (see sidebar), it certainly seems to have set a spotlight on the couple.

“It was trash that set us over the top,” Deetz smiles.

In April, the Marine City Council named Dorothy Deetz 2016 Citizen of the Year. She has spearheaded various volunteer efforts since moving to Marine in 1988, organizing community folk dances at the Marine Hall, Fourth of July festivities and cleanup, and events honoring Marine on St. Croix’s 175th anniversary in 2014. She has also served as a local emergency responder.

Her efforts in securing funding through the Waste Wise recycling grant is the latest in a long history of making Marine a better place.

Deetz considers the Citizen of the Year award an honor shared with her husband, Tod Drescher.

Born and raised in Mondovi, Deetz had been living in Minneapolis when she met Drescher at a business and life seminar. The group gathered monthly, giving them time to get to know each other.

Drescher invited Deetz to attend Marine’s Memorial Day service in 1988, after which her truck broke down. The pair resigned themselves to an ice cream cone at the Village Scoop and a visit to the local garage.

“I remember meeting Lester Rydeen there,” Deetz recalled. “I think he knew there was something between Tod and me even before we did.”

Drescher gave her a ride home, but eventually the couple settled in Marine and raised a son, Jay. “The Citizen of the Year award is really about Tod and me together, what we’ve done,” Deez explained.

“Both of us help each other so much with volunteering. He was essential behind the scenes, which is why we rode in the parade together.”

Added Drescher, “Our city is so small it truly needs volunteers to get everything accomplished.”
