Chief Deputy Starry appointed to sheriff’s post

Friends of Scandia Parks & Trails announce 2017 Lecture Series

The Washington County Board of Commissioners appointed Chief Deputy Dan Starry to the post of Washington County Sheriff, after Sheriff Bill Hutton announced his intent to retire from the office effective April 30.

Sheriff Hutton's term of office runs through Jan. 7, 2019, as will Starry’s term.

It is expected that Starry Starry will be sworn in in early May. Under Minnesota law, the county board makes an appointment to a vacancy in the Office of Sheriff for the balance of the exiting sheriff’s term.

Starry has worked in law enforcement in Washington County since 1993 in numerous capacities in the Sheriff's Office. He became chief deputy under Sheriff Hutton in October 2010. Other positions he has held include patrol deputy, crime prevention officer, field training officer, DARE (Drug Abuse Resistance Education) officer, Explorer advisor, narcotics officer, youth unit investigator, K9 officer with companion Smokey, sergeant, commander, and chief deputy. His work has allowed him to develop experience in financial administration, program development, strategic planning, leadership, crisis management, overseeing training of staff, and relationship building.

As chief deputy, Starry serves in the capacity of the sheriff in his absence. Starry also is the coordinator between the divisions in the Sheriff’s Office, and manages the office’s budget and community contracts. As a Sheriff’s Office commander, Starry was responsible for the office’s special services division.

Starry has a Bachelor of Science degree from St. Mary’s University. He has attended the FBI National Academy and the FBI Law Enforcement Executive Development Association program.

Construction season in Marine

Adams wins May Township election

Longtime town board member John Adams won the March 14 election in May Township, with 92 votes to Mitchell Otterson’s 80, according to a post-election report from Town Chair Bill Voedisch.

The proposed 2018 budget passed at the township’s annual meeting, which follows the election. The proposed levy called for a 4 percent increase, approximately $29,000, from 2017’s levy. The town approved $4,000 in funding for the Youth Service Bureau. The donation will be split between the Lakes Area and Stillwater offices; the township is served by the Forest Lake and Stillwater school districts. A $1.50 gopher bounty was also

approved.

The town voted to keep the Pioneer Press as its newspaper of record, but notices will also run in the Country Messenger as a courtesy.

Fran Miron, county commissioner for District 1, updated the town on county issues including the retirement of Sheriff Hutton.

WASHINGTON COUNTY

Construction on County Road 4 is set to begin this spring on Ostrum Trail, west of the railroad bridge.

Construction on County Road 4 is set to move forward this spring after the Marine City Council approved a cooperative agreement last month.

The work will take place on Ostrum Trail, just west of the railroad bridge, along Broadway and Maple streets, according to Frank Ticknor, a Washington County design engineer who updated the council on plans for the County Highway 4 Corridor Management and Safety Improvement Project.

The plans are 95 percent complete, Ticknor told the council. The

county hopes to begin construction work in May of this year and finish in autumn, with perhaps a few adjustments in the spring of 2018.

Ticknor also stated, “We’re aware of the Art Fair in September. We’re really hopeful, as long everything works out, the weather is good, that we’ll be done by September for that Art Fair […] in order to allow people access.”

The total cost of the project is projected to be about $2,801,358, according Ticknor’s presentation.

These are being paid for by Carnelian-Marine, Marine on St. Croix, and Washington County, each paying $108,121, $115,993, and

$2,577,244, respectively.

If trees are removed for construction, Ticknor said the county would pay for replacement trees on private property such as Christ Lutheran Church’s land, but would not plant the new trees.

The cooperative agreement with the county divides maintenance for the sections of road, of which the city will be responsible for striping and signs, pavement and any existing street lights.

There will be a construction open house held in May and weekly updates will be posted to the county’s website as the work is being done.

I-35 construction set to start this summer

Commuters and casual travelers to the Twin Cities can expect congestion and delays on Interstate 35 beginning this summer, when the Minnesota Department of Transportation overhauls a six-mile stretch of highway from Forest Lake to Lino Lakes.

Beginning in July, MnDOT plans to resurface the pavement from a half-mile north of MNDOT Highway 8 at the Chisago/Washing- Beginning in July, MnDOT plans ton county line to to resurface pavement and just south of the I-35 replace bridges from a half-mile split. In addition, north of Highway 8 to just south crews will replace of the I-35 split. Construction is bridges over I-35 expected to continue into 2019. on Highway 8 and Highway 97, and the I-35W bridge over I-35E. They’ll also update crosswalks at Highway 97 to meet accessibility standards.

MnDOT says the $50-million project will improve ride quality, safety and traffic flow.

Construction is expected to continue into 2019.

Traffic impacts

During construction, I-35 will be reduced to two lanes in each direction. Access to I-35 at Highway 8, Broadway Avenue Forest Lake rest stop and Highway 97/County Road 23 will be impacted as crews work on those areas.

Temporary lane closures and detours will likely slow traffic and increase crowding on the highway.

A rotating schedule of bird hikes throughout Washington County Parks is on the schedule in 2017, with the next one 9 a.m. to 10 a.m. March 25 at Big Marine Park Reserve, meeting at the playground, with parking at the Playground Lot. Learn to identify the birds that call the St. Croix Valley home and contribute to citizen science data collection by completing bird count surveys with the guide.

The surveys collected will assist the county’s Natural Resources team and related work in conjunction with the Lessard-Sams Outdoor Heritage Fund grant.

A true classic

R

egular readers of this column know that I enjoy movies of all kinds. About 25 years ago, when my family lived in a town of 222 people, I bartered with an advertiser to get a satellite TV system. There was no way that my small town would ever get cable television.

The vote on the franchise was announced after my system got installed.

I had one of those eight foot black mesh dishes that picked up programming on the “C” band, used by broadcasters to send signals to cable TV systems. To find the programming, you had to move the dish to a different position in the south sky to find the correct satellite.

In those days, you could witness Publisher news reporters fidgeting before remotes, see news anchors have Tom Stangl fits of anger during commercial breaks and even find some good programming to watch.

It was during these days that my wife and I discovered movies from Hollywood’s golden age. We watched American Movie Classics (AMC) with host Bob Dorian, who would introduce movies like “Bringing Up Baby” with some background and trivia about the film or the production. AMC championed film preservation and restoration.

I found a wealth of movies that my parents had enjoyed in their youth. Truly great movies.

A few years later, Ted Turner, who had purchased the Metro-Goldwyn-Mayer (MGM) film library launched Turner Classic Movies, a competitor to AMC. Turner, who started the Cable News Network (CNN) among several other channels, was known as a flamboyant entrepreneur also owned the Atlanta Braves and sailed yachts in the America’s Cup races in the late 1970s.

Turner had the idea that if the black and white classics were “colorized,” audiences of today would be more likely to watch. This idea ignited a firestorm of free publicity for Turner, a shrewd businessman.

TCM launched on April 14, 1994, with a dapper and knowledgeable host, Robert Osborne.

A former actor and journalist, Osborne had reported on entertainment for nearly 20 years before coming to TCM. Like Dorian at AMC, Osborne would introduce the prime time films, sharing some of his vast knowledge of Hollywood history.

As TCM grew in popularity, Osborne branched out, interviewing stars from the movies that were being aired. Every Saturday night, Osborne and a co-host would introduce “The Essentials,” one of 52 movies that had a distinctive quality or pop culture impact. These introductions would delve a bit deeper into the film and its impact.

TCM added movie festivals, cruises and even bus tours of New York and Los Angeles.

Osborne died of natural causes earlier this month at the age of 84. He had curtailed his work at TCM nearly a year earlier.

The visual mediums of film and television lend themselves to a personal connection for the viewer.

I truly enjoyed Osborne’s wit and insights and feel like an uncle in my family has passed away.

One of the great things about film is that we can still see and hear the talents of those who are no longer with us. Some DVDs of classic movies contain an introduction by Robert Osborne, so he will be with us forever as well.

A true classic, Osborne will be missed. The channel has added additional hosts, but I will always think of Bob Osborne when I watch TCM. As always, I welcome your comments. islators should be working to figure out how to help family farmers get through these tough times. Instead, I see bills designed to help the biggest corporate-backed operations get bigger and take away the rights of neighbors.

In Minnesota, factory farms over 1,000 animal

units have to do environmental review before they are built. Senate File 1016 by Sen. Weber and House File 1456 by Rep. Swedzinski proposes to DOUBLE this to 2,000 animal units! One thousand animal units is the very largest sized feedlots in Minnesota and is equal to 3,333 hogs,

714 dairy cows, 1,000 steer or 200,000 chickens.

One thousand units is so large that last year only 9 proposed factory farms had to do environmental review before being built.

John Muir in Wisconsin

W

isconsin has a long history of conservation and management, a strong environmental presence, and a love of shooting sports and outdoor recreation. There are many proud moments brought about by people from Wisconsin like John Muir whose ideas have led our nation down a path where we are blessed with the natural wonders we enjoy today.

Wisconsin-raised Muir is credited with creating the first wildlife sanctuary back in 1865. Muir bought the family farm in Marquette County from his brother for a wildflower sanctuary. That date stands in Wisconsin history as the year of mercy Wild River for all things natural, wild and free.

On that farm he learned to love naTrails ture, recognized the force of glaciers, and decided the landscape needed to Jim Bennett be protected, an utterly foreign con-

cept at that time. Today, that land near Portage is named John Muir Memorial County Park.

Muir always loved the outdoors and wild things. So wild was his spirit that as a young man, arriving in Wisconsin at age 11 when his parents moved to the United States in 1849 from Scotland, he would often climb trees in huge storms to get a better view of nature at its wildest. In 1867 he walked from Indianapolis to the Gulf of Mexico.

Later in life Muir moved to California and studied the natural world for the next 12 years. In 1879 he discovered Glacier Bay in Alaska. In 1890 he led a campaign to establish Yosemite and Sequoia National Parks and was a strong voice in Teddy Roosevelt’s ear in creating the first National Park in Yellowstone. He also convinced Roosevelt to set aside the first forest preserves in opposition to commercial lumbering in a time when it was a huge business. Muir also founded SEE BENNETT, PAGE 8

never thought when I wrote about fiber and constipation last September, it would be my most talked about column. I’m not sure if the column resonated with people because it was funny or if it was a topic that people really suffer from; I will assume the latter.

According to the Mayo Clinic website, adding more fiber to your diet is the number one defense to constipation. What we eat is a large part of what can cause constipation, but exercising and drinking enough water are important, too.

Getting enough of all three is best.

Wild Chow It’s difficult to eat a bowl of fiber cereal everyday when there are so Lisa Erickson many other fun things to eat for breakfast. Many people ask me for recipes that are high in fiber and that taste good— not an easy task!

A trip to the grocery store resulted in focusing on using Fiber One cereal, which has over 50 percent of the recommended daily amount of fiber in a half a cup—about 14 grams! The cereal tastes good and is very crunchy. How about a version of “puppy chow?”

In 1999, Reverend Billy Joe Prather was universally recognized as the fieriest preacher in Lennox Valley, with good reason.

Not a Sunday, or Wednesday night for that matter, passed at First Baptist Church without an altar call and at least two re-dedications by souls who had wondered astray, ultimately finding their way home during a latter verse of “I Surrender All.” Bob Dylan unknowingly prophesied the future of Lennox Valley when he sang, “The Times They

Are a’Changin,’” and change they did. One such change ocurred when Lennox Valley Lutheran Church called Jacob Gehrig, direct descendant of Lou Gehrig, to serve as its assistant pastor.

Assistant pastors were a rarity in Lennox Valley. First Baptist Church had an assistant on staff for as long as anyone could remember, but the other churches in town were too small for such gaudy, frivolous, behavior. That all changed with the hiring of “Brother Jacob,” as he liked to be called, in 1997.

While associate pastors at First Baptist Church were allowed to preach a sermon now and then, usually during a Sunday night or Wednesday night service, Lutherans generally relegated their asso-

ciates to working with the youth and visiting the sick. That changed in 1998 after Brother Jacob attended a church growth seminar in Kansas City, Missouri, held at a famous Methodist “megachurch.”

To hear Brother Jacob tell the story, his heart was strangely warmed at the conference and he felt led to return to Lennox Valley and begin a “contemporary service” at his church. Contemporary services, usually with drums and electric guitars, were all the rage, as he explained, at Methodist megachurches and he saw no reason they couldn’t do wonders for the good folks at Lennox Valley Lutheran Church.

1 1/4 cups Fiber One cereal 1/2 cup slivered almonds, toasted 2/3 cup dark chocolate like Ghirardelli

Lay one large piece of parchment paper on a large baking pan. Set aside.

In a large microwave safe bowl, carefully melt chocolate in 10 second intervals in the microwave, stirring between each. When the chocolate is melted, add the cereal and almonds. Stir to coat the cereal and almonds with the chocolate. With a tablespoon, scoop up a spoonful of the mixture and place on baking pan. Repeat until gone. Refrigerate until firm, about 30 minutes. Makes about 15 treats.

If you are going to store millions of gallons of raw liquid manure in one place you should be required to do it right. That means doing an environmental review. If this bills passes, the factory farms that are 900 animal units now can double in size without doing environmental review.

Arts, community and the federal budget Last April, about 100 people gathered in the Marine Town Hall and sang some old songs together, with leadership from the nonprofit group Minnesota Community Sings. It was a special experience, in which we were all simply neighbors raising our voices in unison. Everyone from toddlers to senior citizens joined in.

“Community Sings” go back to World War I, and

continued through the 1920s, 1930s, and 1940s, when crowds of 10,000 or more people gathered in Minneapolis parks and made music. The Marine on St. Croix event was part of The Big Read in the St. Croix Valley, in which the month of April is dedicated to reading a classic book and building community through literature. More than 6,500 people have participated in the first two years.

The Big Read is funded by a grant from the National Endowment for the Arts, which President Donald Trump’s recently-released budget proposes to eliminate altogether. Cutting funding for the arts in America would not only hurt the economy – the arts generate $22.3 billion in federal, state, and local tax revenues annually — but would sever the kinds of

community connections that we need more than ever during these divisive times.

Planners are busily preparing this April’s events, when we’ll read and experience some amazing programs focused on “The Maltese Falcon” this April. There will be an art display of works by convicts from Oak Parks Height prison, the author’s granddaughter will give a talk about McCarthyism, falcon sculptures will travel around the St. Croix Valley, and much more.

Invasive silver carp found in St. Croix River Bighead carp also found during proactive monitoring The Minnesota Department of Natural Resources has confirmed the first capture of a silver carp on the St. Croix River. The invasive carp was caught by a commercial angler near Prescott, Wis., during proactive monitoring in partnership with the DNR. “This news is disappointing but not unexpected,” said DNR invasive fish coordinator Nick Frohnauer. “The silver carp was captured within viewing distance of the St. Croix’s confluence with the Mississippi River. In 2014, two silver carp were found in the Mississippi only a short distance upstream from where the St. Croix and Mississippi meet.”

The silver carp caught on the St. Croix was 33 inches long and weighed 13 pounds.

One bighead carp was also caught by the commercial angler, who was working in conjunction with a DNR fisheries biologist. Bighead carp have previously been caught at this same location and further upstream on the St. Croix.

Frohnauer noted that while the DNR is concerned about the potential impacts of invasive carp in the St. Croix River, the individual fish that have been captured do not indicate reproduction or an established population of either bighead or silver carp in the St. Croix.

“The location where the carp were captured is a well-known over-wintering area for several species of fish,” Frohnauer said. “At this time, it is hard to predict if these individuals would have moved further upstream the St. Croix River, or back into the Mississippi River when water temperatures warm up in the spring.”

The silver carp caught on the St. Croix was 33 inches long and weighed 13 pounds. Nick Frohnauer of the DNR called news of the invasive species in the St. Croix River “disappointing but not unexpected.”

Immediate follow-up sampling was not possible on the St. Croix, as colder weather led to the river icing up. Once the ice clears, DNR staff will work with commercial anglers to survey for additional invasive carp near Prescott.

Additionally, the DNR will sample at the King Power Plant near Bayport, Minn., where bighead carp have been caught in the past. A commercial angler netting under the ice near the Bayport marina early in 2017 did not catch any invasive carp.

The DNR Invasive Species Program has built partnerships with state and

federal agencies, conservation groups, university researchers and commercial businesses collaborating to prevent the spread of invasive carp: • The DNR is an active partner in the Upper Mississippi River invasive carp workgroup, which is working to limit the impact of invasive carp. The group includes representatives from Minnesota, Wisconsin, Iowa, Illinois, Missouri, and several federal agencies.

• In partnership with the DNR, the Minnesota Aquatic Invasive Species Research Center at the University of Minnesota is testing carp deterrents

in Mississippi River locks and dams.

They have installed acoustic speakers at Lock 8 and modeled flows through the gates at dams 2 and 8.

• DNR fisheries leads a comprehensive sampling program to monitor population expansion, population changes, and impacts of management actions.

As part of this partnership with the commercial fishing community, a DNR field biologist was on site when the commercial angler captured the silver carp and bighead carp on the St. Croix.

The deterrent testing and sampling programs have been funded by the Environment and Natural Resources Trust Fund with proceeds from the state lottery.

Invasive carp have been progressing upstream since escaping into the Mississippi River in the 1970s. These large fish compete with native species and pose a threat to rivers and lakes. While no breeding populations have been detected in Minnesota waters, individual fish have been caught in the Mississippi near the Twin Cities, the St. Croix River and the Minnesota River.

Know My Story to feature artwork by inmates Gallery exhibition is part of NEA Big Read in the St. Croix Valley When Minnesota was on the verge of becoming a state, Stillwater became home to the territory’s first prison. Today, more than 1,500 men are housed in the Minnesota Correctional Facility - Stillwater. Know My Story, an exhibition at ArtReach St. Croix, invites the community to see work created by inmates through the art and creative writing classes.

“Taking part in educational programming, such as art, helps the men find positive ways to express their experiences, move forward and better prepare to reintegrate into our communities,” says Patricia Pawlak, Education Director at MCF-Stillwater.

The exhibition will feature two- and three-dimensional artwork created through the fine art and career technical educational programs and six-word memoirs written by members of the creative writing class.

“Art benefits the offenders through the gift of discipline. Once you learn to make a finished piece of art, you can

learn ways to tell your own story. And in learning to tell your own story you inevitably see how it relates to the stories of others, like ripples in a pond,” says Charley Murphy, arts education volunteer at MCF-Stillwater. “There is a direct relationship to increased awareness of yourself in relation to others in the world.”

As part of NEA Big Read in the St. Croix Valley, Know My Story will explore themes that are often uncomfortable not unlike the themes of cynicism, fatalism and moral ambiguity found in Dashiell Hammett’s “The Maltese Falcon,” this year’s book selection.

The exhibition will be on view from March 30 through May 13 at the ArtReach St. Croix Galleries, 224 N. 4th Street, Stillwater. Gallery hours are Wednesdays-Fridays, 10 a.m.-4 p.m., and Saturdays, 12-4 p.m. Admission is free.

As a child growing up on the Wisconsin farm Muir hunted for bird nests, bluebirds and woodpeckers and learned about turtles, frogs and snakes just like any child growing up in the state. Board continues discussion to rename lake

Sixteen months earlier, Brother Jacob began leading a group of 15 to 20 parishioners who met in the fellowship hall of the church at 8:30 a.m. each Sunday. Unable to find any drummers or electric guitarists to help lead the service, these hearty early risers were thrilled to have a young junior college student who came home on weekends to play keyboard for the service.

At least two things were different about Brother Jacob’s preaching style. First, he never wore shoes when he preached. It was bare feet every Sunday, even in the winter. He said it had something to do with Moses and a burning bush. Whatever the reason, most Lutherans were slow to understand his habit.

Second, Brother Jacob always used a “paraphrased” version of the Bible when preparing his sermons. He picked up the habit in seminary, when he learned he could actually understand the Good News Bible better than The Lutheran Study Bible, the translation preferred by his professors.

He hid his less paraphrased version from his fellow seminarians and professors, but brought it to Lennox Valley, where he often used it during sermon preparations. There were times when this was problematic, as Lutherans preach from the “Lectionary,” meaning they used prescribed Bible passages each week in their services.

Perhaps the most memorable such problem occurred on a Sunday when Brother Jacob was preaching in the main worship service in the sanctuary, while the senior pastor was on vacation.

The Lectionary scripture that morning was Psalm 50, verse 9. In the Lutheran Study Bible, the passage had something to do with not removing oxen from a neighbor’s property. However, in Brother Jacob’s paraphrased Bible, the passage was translated, “I shall take no bull from you.”

“Pastor” Jacob was not allowed to use his “Good News” Bible after that Sunday.

The Washington County Board of Commissioners conducted a public hearing to rename a lake in Forest Lake to Sylvan March 14, then continued the discussion to May 9.

The hearing opened in January, and was originally continued to allow notice to be given to the City of Scandia, and to allow time to gather more background on the lake’s original name, Halfbreed. Once notified, the Scandia City Council approved a motion to rename the lake to Sylvan Lake.

A petition signed by registered voters in the City of Forest Lake was received by the city asking for the renaming of a lake. The petitioners request was to officially change the name to Sylvan Lake. By law, the petition must be signed by 15 registered voters, and the county verified that the petition meets the requirement. Seven residents spoke at the March 14 hearing, some urging the renaming of the lake, others urging commissioners to consider Native American history in the name of the lake.

At 6:32 a.m. a car vs. deer incident on 170th, ¾ mile west of Manning, was reported.

At 11:13 p.m. a car vs. deer incident on St. Croix Trail, just south of 124th Street, was reported.

At 11:36 p.m. icy road were reported on Square Lake Trail and Partridge.

ArtReach St. Croix announced in May 2016 that it was one of 77 organizations nationwide to receive a grant to host NEA Big Read, a program of the National Endowment for the Arts in partnership with Arts Midwest. This year, programming will focus on themes related to the noir classic The Maltese Falcon.

As a regional arts agency serving the lower St. Croix Valley, ArtReach is working in collaboration with arts organizations and libraries throughout the six county region to provide a range of activities associated with featured book. Theatre, music, visual arts, book discussion and other activities will take place in April 2017.

ArtReach St. Croix is a non-profit organization whose mission is to connect the St. Croix Valley community and the arts. ArtReach sponsors community arts events and supports the work of artists and other arts organizations, and provides arts leadership within the St. Croix Valley community.
