When a group of Marine on St. Croix residents set out to open a charter school, their chief concern was keeping an elementary school in their community.

However, after they selected a former language camp in the woods for their campus, the loca-

tion itself became a draw for families looking for alternatives to typical school settings.

Now, with the purchase of the Marine Elementary School property in the works and the option for a split campus off the table, parents are divided over whether to move River Grove: A Marine Area Community School to Marine.

Against the move For some, River Grove’s location in Wilder Forest is a major draw to enroll. The forested setting and non-traditional classrooms also serve as an asset in recruiting students throughout the area.

May Town Board proposes 2020 levy Discusses Panorama road project

The May Town Board Feb. 7 approved a proposed levy for 2020 and the final budget for 2019. Residents will see the proposed 2020 budget and levy in the township’s annual newsletter.

The total net levy for 2019 is $746,664. Proposed for 2020, a levy of $792,552, representing a 6.15 increase over 2019.

The May Town Board and representatives of the Carnelian-Marine-St. Croix Watershed District discussed a potential storm water management project on hard-to-maintain portions of Panorama Avenue.

A draft of cost projections suggested the work might cost May Township roughly $119,000, with residents living near the project assessed for an additional $119,000. The watershed district would pay about $111,000.

“There are three places in the road where water carries sediment to the lake after storms,” said Bill Voedisch, chair of the May Town Board. “It’s a problem that’s gotta be solved. … It’s a nontrivial project. I don’t think any of us were surprised by the price tag to solve a significant problem. It’s way more than our paving only with a little bit of storm water management was going to be, but it solves the storm water part our paving project wasn’t going to solve.”

The board moved to initiate a memorandum of understanding with the watershed district before moving on to next steps in the project.

County purchases land to add to Big Marine Park Reserve Washington County will add land to the Big Marine Park Reserve in the northern portion of the county, after the County Board approved the purchase of about 82 acres within the park Feb. 12.

The property is at 12096 170th St. in May Township. The purchase was initiated by the property owners who advised the county of their interest in selling their property. An appraisal was completed and reviewed by the County Board, which

determined that the property is appropriate for inclusion into Big Marine Park Reserve, and an offer based on the appraisal was made to the property owner.

The property owner and county negotiated a purchase price of $1.05 million, which will be funded by Land and Water Legacy Program proceeds. The Metropolitan Council will reimburse the Land and Water Legacy Program for 75 percent of the acquisition cost, or $787,500.

Construction of the memorial, which will honor retired Scandia firefighters who have died, has already begun in front of the fire hall along Highway 97.

This Week in History: Fascinating physician born JESSICA ANDERSON CONTRIBUTING WRITER

Minnesota is currently home to two Native American tribes, each with several band divisions.

Generally, in the northern half of the state are the Ojibwe/Chippewa and in the south the Dakota/ Sioux. On February 19, 1858, just months before Minnesota became a state, a child named Hakadah was born in what would be Redwood Falls. He would one day be known as Dr. Charles Eastman.

The area around the Minnesota River, including Redwood Falls, was an early reservation formed after Minnesota became a territory in 1849. But in 1862 war broke out between the Dakota people living there and the U.S. government. Due to the scarcity of resources on the reservation the government had guaranteed deliveries, but when a delivery due in April was still nowhere to be seen on August 28 war began.

This was called the U.S.-Dakota War and lasted for two years. In the aftermath the territory that had been a reservation became open to settlement for American citizens, which natives were not considered to be until 1924.

Eastman’s mother was the daughter of Stands Sacred, a Dakota woman who was herself the daughter of a chief, and an army officer named Seth Eastman.

She had died shortly after giving birth to him and at the age of 4, when the war broke out, Eastman was separated from his father, Tawakanhdeota, and older siblings. He was then raised by his grandmother in Canada, where many Dakota were exiled after the war. He learned traditional herbal medicine from Stands Sacred and hunting and fishing from an uncle. Eastman was also called Ohiyesa, meaning “always winning,” a more positive name than “pitiful last,” which Hakadah means in the Dakota Siouan language.

During the many years Eastman had been in exile he and his remaining family believed that his father and siblings had been killed. So in 1873 as a 15-year-old warrior, he planned to seek revenge for their deaths. However, before leaving on this mission his father and an older brother found him. They had taken on European customs and Christianity and

took Eastman back to a homestead in modern South Dakota where a community of Native Americans was living a European lifestyle. Here he began attending a missionary school which was a massive culture shock and he initially rebelled against the idea. But at his father’s insistence he assimilated into the new American/European culture.

The style of education Eastman was exposed to in this new culture appealed to him greatly.

He excelled in his early schooling and went on to study at several colleges, including Dartmouth and Boston University. At the latter he achieved a degree in medicine in 1890. Using his exten-

sive knowledge of both traditional native, herbal medicine and European medical practices he then worked as a physician on the Pine Ridge and later the Crow Creek reservations in South Dakota.

On the Pine Ridge reservation he met Elaine Goodale, a teacher from Massachusetts who taught children on the reservation. They were married in 1891. Sadly, after trying to prove the suspected corruption of an Indian Affairs agent on the Crow Creek reservation they were forced to leave.

With this upheaval of their lives the young couple decided to move to St. Paul, Minn. Here Eastman opened his own medical practice and began writing professionally.

The rest of Eastman’s career was varied not only in its locations and employers, but also in its disciplines. He continued practicing medicine, sometimes as a government physician for the Dakota people. He also worked on behalf of the Dakota in legal and political situations and served with various organizations working for the welfare of Native Americans. Eastman also travelled much of North America setting up YMCAs in Native communities.

He and Goodale were not interested in erasing Native culture and replacing it with a European American one. They even hosted a summer camp for girls to learn Native traditions and Eastman wrote extensively about the culture and traditions he grew up with. He also taught Europeans about Native cultures through touring lectures, trying to help them understand rather than dismiss. Unfortunately, after the death of one of their children, the couple separated in 1921.

Eastman wrote eleven books, many of which are available on the Akta Lakota Museum and Cultural Center website. His books were extremely popular during his lifetime, not only in North America, but around the world. The first one he wrote was Indian Boyhood which gave details of his own childhood, including pastimes, tribal legends, danger from rival tribes, and running from colonial armies.

Next, he wrote Old Indian Days, a collection of traditional Native stories. This was followed by Wigwam Evenings, a collaboration done with Goodale, another collection of folk tales. Many of his books are also available for free online through Project Gutenberg.

At the age of 70 Eastman purchased a plot of land along Lake Huron in Ontario and spent much of the rest of his life enjoying being surrounded by nature. He was quoted saying of his childhood “there were no temples or shrines among us save those of nature,” a sentiment he clearly carried through into his old age.

His son, Charles Junior, lived in Detroit, Michigan and Eastman would spend the harsh winters there with his family. That is where he passed away at the age of 80.

The Minnesota Corn Growers Association (MCGA) is proud to announce its first-ever statewide scholarship for college students aspiring to become future agricultural leaders.

MCGA will be offering two $5,000 scholarships to college students who are currently enrolled or will be enrolled as a full-time undergraduate student during the fall 2019 semester.

Student have until March 8 to apply.

The statewide scholarship will supplement scholarships long offered through local county corn organizations. It will

also give students who many not have access to a local county scholarship the opportunity to apply.

“Our county organizations are excellent at helping students in their backyard achieve their dream of attending college so they can make an impact in our state’s ag sector,” MCGA President Brian Thalmann said.

“This is another opportunity for students to receive a scholarship that will help them grow as future leaders.”

A steep descent

C

an I tell you something? I’m a fairly obtuse person.

When I was young and growing up in a home that couldn’t have a dog (long story for another time), I heard friends going on about how smart and cool their dogs were. I thought “Yeah, right I get it, your dog is cool. Shut up already.”

When I got my first dog, I understood what they were going on and on about. I’ve had six dogs in life, I’m a fan.

When I was married, I heard friends and co-workers going on and on about their babies, I thought “Yeah right, I get it, you baby is cute. So what? Shut up already.”

At the birth of my first child, I felt as if a thunderbolt from heaven struck me as I realized why I put on the planet. I get it. Our Publisher was two daughters are the joy of my life.

Tom Stangl When friends were having grandchildren and going on an on about them, I understood that babies were cool, but come on. What could possibly make a grandchild better?

When our first granddaughter was born, I thought “Tom, when are you going to learn?

People don’t go on and on about things unless they truly believe they are special.”

I had a minister who was really into genealogy. He had tirelessly traced his lineage back to Norway, back in the days before the Internet when it was really hard work to do genealogy.

He used to go on and on about his ancestors and when he found out he was related to royalty, there was truly no living with the man. Honestly, who cares about people who have been dead 600 years?

When he would go on about being descended from royalty, his wife would deflate his ego quickly by saying “and look how far you’ve descended.”

She had a great Norwegian deadpan delivery, which made it more funny.

I’d like to officially apologize to Walter “Bud” Enstrom for rolling my eyes when he went on and on about being related to royalty from Europe in the Middle Ages.

I get it now that I have learned that I, Thomas of House Stangl, First of his Name, am descended from European royalty.

True story, and I’m ok if you stop reading or roll your eyes. Been there, get it.

After getting my DNA results from Ancestry. com, I bought the six month trial. Thanks to the earlier efforts of extended family, I have been able to trace family lines back as far as 23 generations.

The Ancestry platform makes it pretty easy, giving you hints and access to other family trees.

So, genealogy is an ever expanding web. You had two parents, each of your parents had two parents and so on. I think it must be pretty easy to be descended from someone famous, if you go back far enough.

I have learned that my 21st great grandfather is Robert Bruce, King of Scotland. Bruce gained independence for Scotland that was soon lost after his death. Stranger yet is that my wife, who is also doing genealogy, is related to the second wife of Robert Bruce.

Cool. After doing more research, I discovered that my 23rd great-grandfather in another line is Edward I “Longshanks,” King of England.

Edward took the Scottish crown for his own and fought Robert Bruce.

If you have some time, I would recommend genealogy. Online tools make it fun and easy.

LETTERS TO THE EDITOR Thank you “Honest John” and the crew We have lived in Marine for many years and have appreciated the businesses here and the small town atmosphere.

We want to acknowledge one business in particular since we have been customers of theirs for

a long time: Ostlund’s Marine Garage.

First and foremost, we appreciate their honesty in any work they suggest to be done for our vehicles, whether it be routine maintenance, replacing starters, tires or other parts. They go the “extra mile” in their service. Because of their integrity, only work that is necessary for a good

running vehicle will be done. We refer to John as “Honest John” because of that fact! Neither John nor his employees will ever take advantage of us in any work they do.

Secondly, can you find a friendlier group of employees than Duane, Rob, Lynn, John (of course) and the Peterson boys?

It is fun just going in their station because you

know you will hear a few good stories and have a few laughs as well.

Thank you, John and all of the rest of the crew for an important role you play not only in our lives but for other residents of Marine.

Terrible Twos not entirely terrible Am I due for a report from the land of parenthood?

We are four months into the so-called Terrible Twos and, much to my surprise, I am loving them.

It’s certainly nothing special about our two year old, who is doing his utmost to live up to the hype. He’s testing boundaries and limits. He’s throwing tantrums almost daily.

But when he’s not doing those things, we have more than enough fun to make up for the hard moments. He’s full of play. He rides his trike “downtown” or “home” (from one room to the other, really, but Editor with alerts as to where he’s going Suzanne Lindgren and when he’s arrived). He loves to chase and be chased, to tickle and be tickled. He jokes around with us!

His ability to express himself is growing every day and I love that he’s letting us in on his thoughts and his world.

“Mom, should we howl at the moon?” he asked me the other evening as we drove home from work and day care.

I’m not sure where the idea came from. We hadn’t been talking about wolves. I looked for the moon to see if that had prompted the suggestion, but didn’t see it. Perhaps he’d remembered the idea from a book, or his friends at “school.” No matter, I was delighted by the insight into his thoughts.

And I definitely prefer at little moon howling to screaming, which there is plenty of these days. I’m not talking about angry screaming. I believe this is “get a reaction out of my parents” screaming. And it SEE LINDGREN, PAGE 9

Take a baking lesson and make artisan bread like a pro

aking is therapeutic. Whether you’re frustrated or over the moon happy about something, baking is a great stress reliever.

Baking consumes your mind because it’s rhythmic and systematic.

Learning to make bread is one of those crafts that gives twice. You experience the joy of making something, then you get to eat it! Plus, baking is relatively inexpensive and requires only a small investment.

Learning to bake bread is an art. I tried for years to learn it on my own, and I ended up taking lessons from an older more expeWild Chow rienced baker who taught me the basics. I learned so much. Once I Lisa Erickson learned the science, basics, and the “feel” of bread making, I felt confident I could make any kind of bread, even gourmet products.

Beginner’s Quick Pastry Puff Ham and Cheese Pockets 1/2 pound ham, shaved 2 cups shredded cheddar or Swiss cheese 1/2 cup Parmesan cheese, shredded 1/4 cup mayonnaise 1 tsp Dijon mustard 1 egg beaten Salt to taste Quick Pastry Puff: 1 cup all-purpose flour, sifted 1/2 tsp salt 10 Tbsp cold butter, cut into cubes 1/3 cup ice cold water Directions: In a medium bowl, stir the flour and salt together. Add the butter and cut in with a pastry knife or fork. The dough should be loose with lumps of butter no bigger than peas.

Create a well in the middle of the dough, and add the water. Stir to combine. Turn dough out onto a clean work surface lightly sprinkled with flour.

Shape the dough into a rectangle. There will be chunks of butter, and the dough will be very loose.

With a rolling pin, roll the dough out, alternating from top to bottom and, left and right—until the rectangle is about 10 x 6 inches. Fold the left to the center and the right over the left side. Rotate the dough one turn, and roll out again as before and repeat 6 more times until the dough has many layers. After the last fold, do not roll the dough.

Cover with plastic wrap and refrigerate at least two hours or overnight.

Ham and Cheese Pockets Directions: Preheat the oven to 425 degrees. Line a baking sheet with parchment paper and set aside.

In a small bowl, combined mayonnaise and Dijon mustard; set aside.

On a clean lightly floured surface, roll out the cold dough to a 10-inch square. Carefully transfer the dough to the prepared baking sheet. Brush mayonnaise mixture over the dough, leaving an edge of 1/2-inch around the border. Layer the ham, overlapping each slice over the bottom half of the dough. Sprinkle the cheeses over the meat.

Fold the top half of the dough over the ham and cheese, and press the edges closed gently. Use the tines of a fork to crimp the edges. Brush the top of the pastry with the beaten egg. Lightly salt the top and bake 20-25 minutes, until the pastry is slightly puffy and golden brown. Cool for a few minutes; slice into four pieces and serve.

Breakfast with A.J. Circumstances overshadow annual event

I

f you were to ask just about anyone in my hometown in early 1998 to describe the annual Men’s Breakfast and Turkey Shoot at First Baptist Church, you would have heard words such as “exciting,” “fun,” or “loud.” Undoubtedly, a description of “hotcakes, sausages and biscuits filling plates to their brims” Columnist would follow, along with praises for the dozens Kevin Slimp of Valley wives d if ll preparing a feast in the dutifully church kitchen.

Two events conspired to ruin any hope of the usual festive atmosphere surrounding the annual affair. If it wasn’t enough that Juliet Stoughton and her “crew of troublemakers” were sponsoring a competing breakfast for Valley women just across the corner at the Methodist church, Bascomb Finch had unwittingly created an atmosphere of chaos by running down Main Street on Friday night, shouting that he had seen A.J. Fryerson walking through the playground at the Methodist Church.

Raymond Cooper noticed immediately something was amiss after arriving early to set up a remote broadcast from the Men’s Breakfast. Instead of the usual 30 or so women crowded around the kitchen and working to decorate the tables, Cooper counted no more than six women hurriedly making preparations.

Any other year, the Fellowship Hall would have been packed with hungry men at 7 a.m., ready for Brother Billy Joe Prather to ask God’s blessings on the food they were about to receive and the targets they would soon be filling with bullets. But here it was 6:55, and there were no more than a couple of dozen men scattered throughout the room, looking hungry and a bit bewildered.

Marvin Walsh joined Raymond

as they took their seats to begin the broadcast, scheduled to start at the top of the hour. At 7 a.m. sharp, the group of hungry men had swelled to approximately 120, less than half the usual size of the annual breakfast.

“I told you we had trouble,” Marvin leaned in to tell Raymond in a hushed tone. “This A.J. thing has everybody riled up.”

Conspicuously absent at the breakfast was Earl Goodman. A close friend of Raymond Cooper and perhaps the most vocal Valley resident in opposition of Juliet Stoughton during the mayoral election, it seemed odd that Goodman wasn’t present for his favorite event of the year.

As Brother Billy Joe approached the microphone to ask God to bless the food, everyone in the room stood. Hats were removed, and chattering stopped.

The annual breakfast was no small-time activity. The ladies served breakfast as the men remained seated at their festively decorated tables.

Raymond Cooper, happy to talk about anything other than A.J. Fryerson, described the goings-on, with a bit of embellishment, to the listening audience.

“We have an outstanding group of men on hand for this year’s breakfast,” Cooper began, obviously less than truthful. “What do you think about today’s festivities, Marvin?”

“You’re right about that,” Walsh responded. “This is the favorite day of the year for a lot of men in The Valley.”

Describing the food heaped on his plate, Raymond said, “I don’t think there’s much chance I can finish all this.”

The truth is the turnout was so much lower than expected, the women in the kitchen had cooked probably twice as much food as necessary. Double servings were the norm for the day.

Cooper was the fi rst to notice Iris Long slip in the door of the Fellowship Hall with her note pad

and camera. As Long wrote something on her pad, Cooper was quick to let the studio audience know about Iris’s appearance.

“You know,” Raymond said to his listeners, as if speaking only to Marvin, “knowing Ms. Long, she will probably distort the truth and write something to demean the gala taking place here today.”

Marvin was quick to jump in, “I wouldn’t doubt that one bit. That’s just the type of thing she would do.”

“Annnddd,” Raymond continued, “it seems like she’s taking pictures at angles to make the crowd seem smaller than it is.”

“I noticed the same thing,” Marvin snapped back. “Next thing you know, she’ll be taking a picture of the wall behind her.”

It was about that time Earl Goodman finally made his way into the Fellowship Hall. Walking directly toward Raymond’s table, he motioned for Raymond to come toward him, obviously wanting to talk in private, without the entire radio audience listening in.

“Where have you been, Earl?”

Raymond asked in a less than friendly tone.

“I went by the Methodist church to see what those women are up to,” Goodman answered.

“How many folks showed up to eat?” Cooper inquired.

“Probably a couple of hundred.

And it’s not just the folks that showed up to eat. It’s the folks in the kitchen! There are at least 20 men in there cooking for those women. And that’s not all. They’re all talking about Bascomb seeing A.J. last night.”

Walking over just in time to hear what Earl was saying, Marvin turned to Raymond and grunted, “I told you this was going to be trouble. I just knew it!”

Booking across the bay

A

s far as we could figure out it had been over 20 years since I had planks on the bottom of my feet. I used to XC (cross country) ski several times a week back in the 70s, 80s and 90s. I have medals from the Birkebeiner and the Vasaloppet and lots of memories. Now I was with son Josh with whom I had last skied when he was in high school /early college some 20 years ago.

We had a goal in mind. We were getting ready to “Book Across the Bay,” a XC ski event from Ashland to Washburn at night over a candlelit trail on land and frozen Lake Superior. A 10K, 6.2 mile course that I felt good about, doable, as I dug out the same old skis I used in 1982! My old Adidas ski shoes looked more like old running shoes with the 3 pin toe Wild River clips. I even found my 70s era violet baggy windbreaker pants. Oh yeah, I Trails looked pretty old too!

I felt right at home thinking about Jim Bennett the old trails I was familiar with at Willow River State Park. As I gingerly tied the laces of my ragged looking shoes I was hoping they wouldn’t break. Josh, 30 years younger than I, was ready to attack the hills but I wanted a more gradual approach on gently sloping long hills and flat trails to get my balance and technique back.

The rust was there but I actually made it down the first hills, albeit wobbly.

I wanted to cruise along the river trail to the waterfalls. As we approached the falls I had to slam on

the breaks as some novice snowshoers were on the lower multi use trail going down to the falls. When I did, I felt a pop. Looking down I could see my big toe sticking out of the side of my right shoe. Now after laughing at my old gear, baggy pants and now broken shoe Josh asked what he could do. I sent him off, saying I would just limp down the 1.5 miles back to the car.

He had just crested the hill when the rest of the sole broke off the shoe. I pulled out the shoe- lace and wrapped it around the ski, shoe, and broken sole and over the top of my foot hoping to make it back. Folly is the best word I can use here. Wobbling, stumbling, beating up my feet on ski edges, I made it to a trail crossroad and of course took the wrong trail for another quarter mile until I realized it and turned around. Suddenly another skier swooped in beside me with a yell sending my heart into my throat. Josh had caught up to me and we shared even heartier laughs.

I saw the road, took off the skis and walked out in waist deep powder to the car. My wool socks and felt innersole of the old broken shoe kept me warm in 17 degree weather. After 10 days of foot massages, foot soakings, new XC ski shoes and bindings I think I’m ready to Book Across the Bay tomorrow. Wish me luck. I never did get in any more practice but from what I remember there are no hills on Lake Superior!

T

his week, Mandy and Tom, my former sisterin-law and brother-in-law, came to visit.

Except I don’t call them that because, when I divorced, Mandy announced: “Since you can’t be my sister-in-law anymore, you’ll have to be my sister!� That’s the kind of person Mandy is.

Mandy hasn’t changed much in the thirty-plus years I’ve known her. But four years ago, Tom had a major stroke. It was touch-andgo for a while and, when he did survive, the prognosis wasn’t good. The doctors didn’t know if he would ever walk or talk again.

This was especially hard to believe Columnist because Tom was always talking.

Tom is what everyone would call Carrie Classon a character—and almost everyone would say that with a smile. Tom lived in Alaska most of his life. He was a fisherman and a hunter and he worked for the oil company up there. Tom attracted new friends the way a dog attracts fleas—except they were invariably nice fleas and he was rarely bitten. “Mandy! Did you know Tom is sitting on the beach in a hot tub with three women?� a nosy neighbor informed Mandy one day.

Tom had sawed a giant oil drum half, perched it up on some rocks, filled it with water, and built a fire underneath. He was soaking in this clothing-optional contraption when Mandy got the call. “Yup, I know.�

Tom would often go missing in the evenings.

When he reappeared, he had made new friends and invited them home for supper. “Mandy! These folks are from Australia!�

I don’t know how many meals Mandy prepared on a moment’s notice for people who been strangers an hour earlier. But Mandy and Tom had friends from all over the world and, when they traveled, it was to visit their widespread network of friends. Vacationing with Tom was always an adventure. “Where did Tom go?�

City of Marine nears purchase of school property

Years in the making, the City of Marine’s purchase of the Marine Elementary School property could be official as soon as March 1.

The council took steps last week toward purchasing the property from the Stillwater school district, approving a bond.

Then, acting as the EDA, officials approved a lease agreement to the City of Marine.

Attorney Andy Pratt reviewed funding mechanisms with city officials.

“On March 1, the closing of the property, the school district will transfer the title,” he explained.

“At that point the city will take the title and give it to the EDA.

It’s kind of left hand to the right hand but the EDA is a separate governmental entity under state statues with different liabilities and insurance requirements.

It can raise its own tax levy, for example, with the city council’s blessing.

“At that point with a ground lease the city will lease that land to the EDA. The EDA will turn around and lease it to the city through the lease-purchase agreement. It’s a 30-year term on that which is concurrent with the financing the bank has offered.”

The city’s attorney, Dave Snyder, said he had notified the title company that the deal would close March 1.

“They are all systems go,” Snyder said.

Councilman Bill Miller noted

the city’s options for use of the property are not limited by the chosen funding mechanism.

“This gives us a lot of different options going forward,” he said.

“If the school doesn’t go up there, and that’s always been a risk, we do have other things we can think of and put our minds to.

That’s a good thing to give us a wide scale of options and financial options for this as we move forward.”

Other business • Ed Sanderson and Jennifer Malmberg Henry were appointed to the planning commission.

• The council approved the founding of a communication infrastructure committee to investigate options for bringing improved internet to Marine.

The Center for Rural Policy and Development has published its annual report, “The State of Rural 2019.”

“Many of the trends we’ve been monitoring over the years are continuing—decreasing population in sparsely populated areas, concentration in regional centers, and the decline in the value of agricultural land since 2014,” said Marnie Werner, Vice President of Research and Operations for the Center.

“The trend we did find that may be surprising to some is a continuing in-migration of 30- to 49-year-olds across Greater Minnesota. Many rural development organizations are recognizing this trend and are developing initiatives to recruit and retain this highly sought-after age group.”

Each year the Center provides an update on current economic and demographic data in rural Minnesota along with historical data points, demonstrating changes in the state and potential trends.

“Each year our research gives elected officials and policy makers a snapshot of where our state has

Findings WHEREAS, the May Town Code currently allows the following relative to attached garages: 1. An accessory building whose foundation is within six (6) feet of the foundation of the house or its attached garage, is considered an attached garage; 2. Although there are limits on the size and number of detached accessory buildings, there is no limit on the size and number of attached garages; 3. Small sheds not requiring a building permit are currently limited to 120 sq feet in size, yet the state

building code allows these sheds to be up to 200 sq feet in size, and WHEREAS, the Town has observed and has allowed per the Town Code, accessory buildings being built six feet from the house and thus be treated as attached garages, yet the look, size and use may be of an accessory pole building in nature; and WHEREAS, allowing buildings to be as close as six feet apart can create roof storm water issues as this runoff can become combined and concentrated between the buildings and is counter to IRC Section R403.1.7.3 dealing with foundation drainage; and WHEREAS, accessory uses such as the storage of fuels, paints, lubricants and the like in a building six feet away from the house, adds risk to the house from potential intense fire; and WHEREAS, for true attached garages there is no limit to their size relative to the size of the house, and no limit to their number, and thus the Town has examples of attached garages having a greater square footage than the main floor of the house, as well as there being multiple attached garages; and WHEREAS, in such cases the attached garage spaces can appear to be the primary use of the property as opposed to the house, which is supposed to appear, and be, the primary use; and WHEREAS, the Town now wishes to be in-line with the state building code and allow back yard sheds not requiring a building permit to be up to 200 sq feet in size, but such buildings must still meet all aspects of the Zoning and Building codes, such as meeting setbacks.

WHEREAS, the May Town Board, on advice from its Planner and Building Official, wishes to remedy what it deems to be shortcomings in its Town Code by amending section 705.05 of its Code, as follows: 1. No longer allow buildings whose foundation is within six (6) feet of the foundation of the house or its attached garage to be considered attached.

2. Place reasonable limits on the number and size of attached garages, specifically that the maximum number of attached garages is two (2) and the maximum square footage of all attached garages be no more than the (main) Floor Area of the residential building as that term is defined in the Town Code, and other limits as may be reasonable.

3. That for houses of less than 1,000 sq feet they may have an attached garage up to 1,000 sq feet in size.

4. That for a two-story attached garage the square footage is only that of the main level of the garage, not both levels.

5. That the maximum size of backyard shed exempt from needing a building permit be increased from 120 sq feet to 200 sq feet, and that it be stated that such sheds must meet all other aspects of the Zoning and Building codes, including setbacks.

Section 2. Code Amendment NOW THEREFORE THE MAY TOWN BOARD does hereby adopt new Section 705.05 of the May Town Code as shown in Exhibit A. attached hereto.

Further, that the definition of Floor Area in Chapter 7 be amended to make it clear that porches and decks are also not counted in the main floor size calculation, as follows:

(83) Floor Area. The gross area of the main floor of a residential building measured in square feet, exclusive of porches, decks, attached garages, breezeways and similar attachments.

Section 3. Effective Date This ordinance shall be in full force and effect after its passage and publication according to law.

Section 4. Severability If any part of this ordinance is held invalid by a court of competent jurisdiction, this shall not invalidate any other section, provision or part thereof.

Historic society seeks site manager CONTRIBUTED WASHINGTON COUNTY HISTORICAL SOCIETY

The Washington County Historical Society has part-time opening for historic site manager for the Hay Lake School Complex in Scandia.

The Hay Lake School Museum Complex is made up of the 1896 brick Hay Lake School and the Johannes Erickson Log House. The school was once the rural school district #2 and closed as an active school in 1963. The Washington County Historical Society started operating it as a rural school museum in 1974 and then purchased the school from the Forest Lake School district in 1978. The Erickson Log House was constructed in 1868 and is featured as a Swedish immigrant home. Both properties are listed on the National Register of Historic Places.

These parents point to research demonstrating the physical and psychological benefits of being in nature, which in turn benefit learning. The spacious setting also allows teachers to separate students who are working on different activities.

Additionally, the wooded location encourages unstructured play in nature during recess, and gives children the opportunity to observe the wilderness from classroom windows.

Tom surprised everyone, after his stroke. He did learn to walk again, slowly, with a cane. Then Mandy got him an electric scooter so he could get to the pub on his own. But Tom lost his ability to speak.

Physically, he could still talk, but he lost the part of his brain where the words were kept.

This is a terribly hard way to live, it seems to me.

A new establishment in Scandia, The Brookside Pub, has joined the longstanding Brookside Bar & Grill in Marine on St. Croix. The Brookside’s owners take pride not just in their food, but in the restaurant’s cooperative ownership.

“We’re very proud to be employee owned and managed,” said managing partner Matt Miller.

Four other staff members — Carlos Travis Cuellar MacGregor, Matt McHenry, Mandi Burmeister and Grayson Taylor — are partners in the business, operating both locations.

At the Marine location, “We’ve made numerous improvements since we purchased it in 2010,” Miller said. “ There’s almost nothing we haven’t touched.”
