Scandia reps discuss broadband at capitol Scandia’s Mayor and members of the Economic Development Authority visited the state capitol Jan. 16 to discuss broadband grants. The group talked to legislators about changes to the state’s broadband grant policies that might enable rural areas such as Scandia to fairly compete for internet

infrastructure grants. They also asked for the creation of a funding mechanism to help small cities like Scandia afford to deliver broadband to their communities. “It was a really good start,” Scandia Councilman Steve Kronmiller said of the meeting. “We were well received by Representative Dettmer

[District 39A] and Senator Koran [District 32].” The group also plans to reach out to District 39 Senator Karin Housely. A survey of Scandia residents last summer showed that many are dissatisfied with internet speed, SEE CAPITOL, PAGE 2

Scanley Cup now Minnesotan Cup BY SUZANNE LINDGREN EDITOR@COUNTRYMESSENGER.COM

Vinterfest’s companion hockey tournament, The Scanley Cup, is now The Minnesotan Cup. Why the name change? There are a few reasons, according to Corey Roberts, the tournament’s organizer since 2014. One is that Roberts sold his interest in the Roberts Family Funeral Home and established The Minnesotan, an apparel brand with a storefront that opened last August in White Bear Lake. Items ranging from t-shirts to pennants celebrate the region’s culture,

The Marine City Council approved a temporary ban on short-term rentals Jan. 10. New listings for rooms in homes in which the owner is a full-time resident will still be allowed under the moratorium. “We’re trying to prevent people from buying property just to run it as a short-term rental,” explained planning commission chair Gerry Mrosla. Through research and conversation, the planning commission and council hope to evaluate the impact of shortterm rentals and determine whether they should be permitted, regulated or unregulated. During the moratorium, city representatives hope to gather public opinion and review potential effects of shortterm rentals before determining whether they’re compatible with Marine’s residential uses. Although the moratorium is temporary, a larger discussion of short-term rentals ensued at the Jan. 10 meeting. One resident said such rentals aren’t explicitly allowed under any of the city’s land uses, therefore are forbidden without a conditional use permit. Another asserted that before purchasing a Marine property he was told by city staff that Marine does not regulate rental of any kind. “Are short-term rentals really a problem in Marine?” a third resident asked. The council cited concerns from being able to access the home in an emergency, to increasing property values and taxes driven up by a lack of volunteerism in a community of absentee landlords. “In a nutshell, it’s the character of the village we’re worried about,” said Tom Warth, a longtime Marine resident. The moratorium is set for a year, un-
