VINTERFEST: Events for 2016 City orders up turnover of committees

Scandia’s city advisory committees will be seeing some fresh faces in 2016.

Out of an apparent desire to inject new energy and perspectives into the committees, the Scandia City Council last week opted to replace one current member of the city’s Planning Commission and two current members of the Parks and Recreation Committee with newcomers. “It’s good to actively see new blood on these committees,� council member Bob Hegland said during the council’s Jan. 6 meeting. “It makes sense to bring in new people.�

After disqualifying current planning commission member Jan Hogle from consideration because she turned in her application after the Dec. 18, 2015 deadline, the council chose Thomas Noyes from among the nine other applicants for the position.

Noyes is a retired civil engineer and has lived in Scandia since 1979.

Both Mayor Randall Simonson and council member Jim Schneider recommended Noyes for the position.

For his part, Hegland briefly stumped to appoint his own son, Dustin Hegland, a former candidate for city council in 2014.

But council member Chris Ness quashed the idea, noting that the younger Hegland already serves on the city’s Capital Improvements Committee.

Ness also argued that there had been confusion as to whether Hogle needed to apply to be re-appointed to another five-year term. “I still would like to see [Hogle on the commission],� Ness said.

Ness and council member Dan Lee argued for interviewing the candidates, as had been the council’s past practice. The two were outvoted,

though, 3-2 on Noyes’ appointment.

Two long-tenured members of the city’s parks committee, Alex Bildeaux and Matt Rasmussen, were supplanted. Both men had served two five-year terms on the committee, having been appointed in 2006 and 2011.

The council chose Terry Gorham, a resident of Scandia since 1989, and Jodi Feldmann, a three-year resident, to serve on the committee.

Gorham and Feldmann applied for both the parks and the planning commission positions. “I’m all for shaking it up,� Lee said.

The city is still looking for an appointee to its Wastewater Advisory Committee, as no one applied for that post.

• The council reviewed a letter of agreement with the Friends of Scandia Parks & Trails on the proposed pollinator project in the Goose Lake Farm Estates development. The letter terminates an existing development and indemnifies the city from installation costs, liabilities and future maintenance of the 0.5 acre project. • The council reviewed a letter of agreement with the Carnelian-Marine-St. Croix Watershed District for the planned Log House Landing boat ramp project. The agreement acknowledges a $15,000 contribution from the National Park Service, donations of concrete-and-cable planks from the Minnesota Department of Natural Resources, and commits the city and the watershed district to a 50/50 cost sharing for the project. The new boat ramp is estimated to cost $33,587 before engineering fees. The city has budgeted $20,000 for the project.

The next Scandia City Council meeting (the city’s annual meeting) will be held Jan. 19 at 7 p.m.

The tradition began back in the 1930s when a few men in the congregation decided they wanted to prepare lutefisk for themselves. That first meal was led by Mr. Charlie Lindell who cooked the fish in a copper boiler over a four-burner kerosene stove. The menu at that time was lutefisk, boiled potatoes, rye bread, doughnuts and coffee. Several years passed before the church ladies got involved. The menu developed by the women continues today.

The Christ Lutheran Church sanctuary, completed the winter of 1873-’74, is the oldest, continuously used, church structure in the State of Minnesota. It’s worth a trip to Marine on St. Croix to see this wonderfully preserved building. While you are admiring this loved place of worship take time to mingle with the dedicated staff and hungry folks breaking bread over lutefisk and meatballs below the sanctuary.

Review turkey season changes, lottery deadline Jan. 22 Hunters are reminded to review changes to the spring turkey hunting season, and that firearms turkey hunters wanting to take part in one of the first two hunting time periods have until Friday, Jan. 22, to apply to the lottery. The first turkey hunting time period begins Wednesday, April 13; the last ends Tuesday, May 31.

Who doesn't love a treasure hunt?

A

s the weather gets closer to normal for January, many people will be spending more time indoors. Whether it is in a ice shack or your living room, we all will be seeking some shelter from the cold.

Some will exercise, others will do puzzles. I try to read a good book and maybe watch the squirrels play outside.

It is also a perfect time to enjoy one of my vices — watching television.

One of the shows I have been watching for a couple of years is a reality show on the History Channel, “The Curse of Oak Island.”

The program chronicles a search for buried treasure on Oak Island, a small island off the coast Publisher of Nova Scotia in Canada. People have been searching for the treaTom Stangl sure for over 200 years. The show's opening sequences talk about a curse on the treasure which says that seven people must die before the treasure is revealed. Six have died in the two centuries that the search has been underway.

There isn't a single person my age that hasn't dreamed of digging up a pirate treasure. Two of my favorite authors, Douglas Preston and Lincoln Child, wrote a novel, “Riptide,” that is loosely based on Oak Island. It's a good read.

The legends surrounding the treasure have everything from pirate gold to the Holy Grail and the Ark of the Covenant to Templar treasures and even the works of William Shakespeare hidden underground on the tiny island.

In 1803, the Onslow Company came to the island and began digging at a site which is now referred to as “the Money Pit.” As they dug looking for buried treasure, they would find platforms of logs every 10 feet and layers of charcoal, putty and coconut fiber.

At 90 feet, a large stone inscribed with symbols was discovered. After digging below 90 feet, the hole flooded and bailing did not reduce the water level. It is theorized that tunnels brought ocean water into the shaft and until they can be found and capped, draining the tunnel is impossible.

The theory on the show is that the site was booby trapped and flooding was to deter the wrong people from finding the treasure.

Brother Rick and Marty Lagina, who read a Reader's Digest article on the treasure search when they were children, are currently leading the search for treasure on the island. They are working with the two families that have searched for years for the treasure and are exploring many theories about the treasure.

In the 24 episodes that have aired so far, the team has found coconut fiber and a coin from the 1650s.

They have heard many theories from Templar involvement to Christopher Columbus delivering the Holy Grail to the island.

It's entertaining stuff, and the Laginas, Dan Blankenship and the other people involved in the search seem like the type of people you would enjoy spending time with socially.

I love the crazy theories, especially the way the narrator restates the obvious after a discovery or comment is made.

The show is on Tuesday night on the History Channel, and I'll keep watching, even if they never find the treasure.

The holidays bring neighbors together. One common theme at this year’s local gatherings was the disappointment

of the General Store.

Disappointed indeed.

It seems that our once quant historical General Store is loosing it's country charm. The past owners had spoiled us all with the country charm they created. Walking into their store was a pleasant walk through

the past.

It seems the new owners have a different "Walmart" quest. From storing cases of beverages all over the floor to cluttering the store with paper machines, ATM machines and end caps.

Secret Backwater Panfish

M

y ice fishing rod doubled over as the fish fought hard below the 6 inches of ice I was standing on. It’s early January and the lakes are making ice and fish are biting somewhere!

Plus, how much fresher can a fish dinner get than when you drop them on ice to freeze and then thaw out in your sink a couple hours later before frying them up in butter and cornmeal?

I started out on my home lake and although everyone I talked to said the fish just weren’t biting I did my homework and brought back a 10-fish limit of nice perch. The homework was taking my 7-year-old out and telling to go up to every ice angler on Wild River him the lake and say, “Hello! I’m the game warden and I want to see your liTrails cense!” It brought a lot of laughs and Jim Bennett also broke the ice (pun intended) so I

could talk to anglers to find out how they were doing.

One person opened up, showed me his bucket full of jumbo perch and showed me his secret bait.

We went back for three days and caught fish before I decided to check out a new place closer to home on a shallow backwater. I love backwater fishing. My first such adventure was to a place called Long Walk, below Bay City where you had to walk across the Mississippi River. I felt like I was heading for Mecca with a plethora of pilgrims, struggling with ice fishing gear. Once there I was amazed at how shallow it was, about 3 feet with a deep hole being 6 or 8 feet deep.

When the first sunfish hit in 3 feet of water I set the hook so hard I almost hit myself in the face with the flying fish!

When I arrived at my newfound backwater reservoir off a small river that I had fished for trout in the past I was skeptical. This little body of water was SEE BENNETT, PAGE 5

May puts freeze on solar farms, gardens If it’s not broken,

In an effort to prevent largescale solar farms and gardens from popping up in May Township, officials enacted Jan. 7 a oneyear moratorium on stand-alone, ground-mounted solar installations.

The moratorium does not apply to roof-mounted panels, which are and will continue to be allowed.

According to the resolution, the town has been receiving inquiries about installing stand-alone, ground-mounted solar energy systems that would be the sole use of a property. Washington County currently prohibits such structures, but the county plans to transfer all regulation of land use to towns, which would leave a gap in May’s existing codes.

Town board members – who have expressed concern over the impact of large-scale solar installations on May’s rural character, among other worries – believe the moratorium will give the township time to see which way the county is moving on regulations, contemplate how the township would like to handle solar energy systems and write a new ordi-

I found two retired gentlemen in the portable shack fishing in shirts, warmed by a heater with snacks and beverage between them.

I could see they were professionals!

That was not the report I wanted but we continued to talk and I left them with a little hope. Wandering 50 yards to the west I punched a hole with my old laser hand auger and dropped a line. It was 2 ½ feet deep. I couldn’t even get a reading on my fish finder it was so shallow. After about three minutes I was asking myself what I was doing here when my spring

bobber moved slightly and the pole bent deeply. This was a nice fish and after a short tussle I landed a big bluegill well over nine inches.

Dropping the bait back down the hole I was immediately greeted by another big one — an 11” perch. In the next five minutes I caught seven more big perch and another big sunfish and had my limit. Walking over to the shack I showed my fish to those two old boys and asked why they had lied to me about this being just a so-so place to fish. One of them winked as he battled a big sunfish and replied, “Tell anyone and we’ll hunt ya down and kill ya!” We all laughed and I went home to eat a nice meal of fish.

fter the rich meals of the holidays, it’s easy to tire of casseroles or hot dishes. But if you and your family are playing around outside and working up an appetite, don’t cut out those heavier meals just yet.

I did not grow up eating hot dishes. My parents either didn’t know how to make them or didn’t like them. However, my mother made was a tuna noodle dish during Lent. My first taste of tater tot hotdish was in 11th grade at a friend’s house. I loved it and begged my mom to make it. She refused. “Your food shouldn’t be all mushed together.” I think if she had tasted it, she Wild Chow would have liked it too. Ironically, she did make dishes with the same Lisa Erickson ingredients as the hot dish.

A restaurant in the Twin Cites, Haute Dish, has a version of tater tot hotdish on its menu with porcini mushroom puree, short ribs, topped with green beans, and of course, house made tots on the side. Tater tot hotdish reminds me of Shepard’s pie from Ireland that my mother makes.

It has all the same ingredients, except the tots are mashed potatoes. The French prepare roasted beef slow cooked in a mushroom soup base with potatoes and carrots. The Italians toss green beans and potatoes with pesto, served with beef steak topped with mushrooms. Minus the pesto, it’s the same ingredients. Many nationalities inspired tater tot hot dish!

Americans, obsessed with “fast” food, figured, why not use premade ingredients and reduce time spent in the kitchen, when you could be ice skating, sledding or down hill skiing. I see the advantages.

Some things are better left alone, tater tot hotdish is one of them!

A group of 25 will make the 20-mile trek across the east African island on Feb. 3 and 4. On Feb. 5, Warth’s birthday and a holiday on the Muslim island, the group will celebrate with a party on the beach.

“I’m sending all my friends an invitation,” he says mischievously, “but I’m saying if they can’t come they should send a donation of $80 for my eightieth birthday.”

Though Books for Africa is an international organization, Warth says its core is the St. Croix Valley.

“It’s really the people in the valley who started it,” he says.

“We started with books donated from the Osceola schools and library, the Scandia Marine Lions Club have been supporters, and organizations in Stillwater.

“Now it’s worldwide,” he con-

tinues. “We’ve sent 34 million books to 45 countries. We have support from Kofi Annan and other politicians. Keith Ellison took Books for Africa when he went, and distributed them in various locations.”

Warth attributes the success of his former business, Motorbooks, to the same Midwestern ethos.

“I came to this country from England in 1960 with nothing,” he says. “Everything I owned was in the back of my car.

“I didn’t want to work for anyone and I was a car enthusiast, so I started selling books out of my house to car enthusiasts – in those days they called it a mail order business. It grew and I had to move it out of house into a place on Hennepin.

“In ’74 it was so big I needed another place. I’d already moved to Marine so I looked in Center City, Taylors Falls, St. Croix Falls, Somerset, Still-

“It’s a great success story and I always put it down to the work ethic of people in the upper Midwest.”

After selling the business, Warth visited his son in Australia and continued on to Africa, where he saw a library in Jinja, Uganda, with virtually no books.

“Motorbooks was publishing 100 books a year by the end, so I knew a lot of publishers and librarians. We got together and formed Books for Africa.”

Warth has completed several fundraising walks: across Wisconsin on the Ice Age Trail in the 1990s, from eastern Minnesota to its western edge and more recently from Taylors Falls to St. Paul. A few years ago, he walked across the Gambia in west Africa.

‘Murderer’ or not, documentary condemns justice system

New St. Croix River Crossing will open to traffic in late 2017 About the Bridge Project Delays Throughout the construction process, the St. Croix River Crossing project has faced a variety of challenges. More details are below.

Workforce Shortage The strengthening regional economy has made it challenging for the contractor to find enough skilled and experienced workers for the project.

Equipment Issues During the 2015 construction season, the segment shuttle crane at Grey Cloud casting yard broke down several times, delaying the movement of segments onto the barges. Each breakdown caused delays lasting from one day to one week. In July, the segment lifter broke down on Pier 9, so segments couldn’t be erected. This caused an additional weeklong delay. Much of this specialized equipment is unique to this project.

Project Complexity The 3,200 foot span crosses over the federally protected St. Croix River. The complexity and length of the bridge has slowed progress.

Material Shortages Acquiring the necessary concrete forms to make the segments for the bridge was delayed five months in 2014. Only two American companies make these forms, and the selected company’s owner died and the company subsequently lost its lead engineer.

The timing of these events caused the company to delay fabrication of the forms.

Weather Delays Minnesota typically has an eight-month construction season, at the longest. The St. Croix River experienced high water levels in spring 2014, which was a key time in the construction of the bridge piers.

The high water caused a two-week delay. Progress was further slowed in 2014 when winter arrived early. This year’s relatively mild winter has helped improve the schedule.

Though the St. Croix River Crossing bridge project has suffered several setbacks, related roadwork remains on track for timely completion.

The Minnesota and Wisconsin Departments of Transportation announced Jan. 6 that the St. Croix River Crossing project will be open to traffic by the fall of 2017.

In September, MnDOT and WisDOT and the contractor for the proj-

ect, Lunda/Ames Joint Venture, announced that the original completion date in 2016 was not attainable, and that a new completion date would be set by the end of 2015. The date was determined by analyzing work done to date and work that remains.

That’s the subtext of the documentary series “Making a Murderer,” released on Netflix in mid December, and other popular true-crime series like the “Serial” podcast and HBO’s “The Jinx.”

In “Making a Murderer,” a Wisconsin man is exonerated after spending 18 years in prison when DNA testing proves his innocence in a violent sexual assault. But two years later – after filing a $36 million suit against local law enforcement for the wrongful conviction – he’s charged with the brutal murder of a 25-year-old woman.

I first heard Steven Avery’s name on Radiolab in March 2013. The episode, “Are You Sure?,” tells the story from the perspective of the woman Editor who’d accused him of rape in 1985, Suzanne Lindgren Penny Beerntsen. After finding out she’d wrongly named Avery as her assailant, Beerntsen was distraught. She apologized and Avery forgave her with grace, saying he didn’t blame her, he blamed the police.

So when Avery was charged for the second crime, Teresa Halbach’s murder, Beerntsen didn’t believe it at first. Then the car and remains were found at Avery’s salvage yard and his nephew came forward with a confession implicating himself and Avery.

“I can’t trust my senses, I can’t trust my eyes,” Beerntsen told Radiolab. “Now I can’t even judge character.”

Beerntsen wondered aloud whether Teresa Halbach would still be alive if she hadn’t misidentified Avery as her assailant.

“Prison is enormously damaging to guilty people,” she explained. “What happens to someone who’s innocent?”

Could prison have turned Steven Avery into the man who murdered Teresa Halbach?

Almost three years later, the Netflix docu-series has shed new light on the story, revealing that the prosecution’s case rests on a coerced confession.

in Avery’s house or garage, where his nephew sited the crimes. Moreover, other evidence incriminating Avery was found days after initial searches had been completed, and discovered by deputies who stood to loose a great deal if Avery won his upcoming $36 million lawsuit.

Avery’s prosecutor, who won the murder case, has critiqued the documentary, saying it left out significant

evidence against Avery that was included in the trial.

But the criminal justice system is poised to lose whether Avery committed the murder or not. If he did, people may blame prison for “making a murderer.” If he didn’t – and the documentary makes a very convincing case – the murder case is a ruthless attempt by the criminal justice system to protect itself, exposing a number of

flaws in the system.

“One of the things I learned from making this film is ... the humility to accept that I don’t know (whether Avery is innocent or guilty),” filmmaker Moira Demos, who co-created the film with Laura Ricciardi, told National Public Radio. “And what seems more important to me is to be able to trust the process.”

MnDOT and WisDOT are working with the Lunda/Ames Joint Venture to complete the St. Croix River Crossing project as efficiently as possible with regard to time and cost. The agencies are not considering legal action against the contractor at this time, and believe that working with the joint venture to resolve the schedule issue will save taxpayer money and reduce total project construction time.

The roadway portions of the project remain on track. Improvements to Highway 36 in Minnesota and Highway 64 in Wisconsin, which will connect to the bridge, are either complete or on-schedule.

To harvest firewood from a state forest for personal use to heat your home, you can get a fuelwood permit from your local DNR forestry office. Firewood harvesting is generally limited to cutting only dead wood that is already lying on the ground in designated areas of the forest. Fuelwood permits can be issued for up to 12 cords of wood each year per household for personal use only, and range in cost from $25 to $45.

Availability of fuelwood permits can vary depending on demand and location, so it’s a good idea to check with a forestry office ahead of time to see what opportunities there are.

County Board elects 2016 chair, vice chair The Washington County Board of Commissioners did a number of housekeeping tasks Jan. 5, to prepare for the coming year, including electing a chair and vice chair, and setting meeting times for the coming year.

The board elected Commissioner Ted Bearth, District 2, board chair and Commissioner Fran Miron, District 1, board vice chair. The board also set its regular meeting time at 9 a.m. the first four Tuesdays of each month. The chair may call an evening meeting or a later start time when necessary to conduct business. The board meets in the Board Room in the Government Center at 14949 62nd St. N., in Stillwater.

The board also designated where it will publish a record of the county’s business in the coming year.

Qualified newspapers that circulate in the county may bid on the publication of various county reports. A summary of proceedings for meetings, legal notices, delinquent real estate listings, and the first publication of the county’s financial statement will be published by Lillie Newspapers. The second publication of the financial statement will be published by the Stillwater Gazette.
