The City of Scandia’s first foray into allowing solar farms yielded some unexpected—and, to some, unsightly—results. Yet after recent discussions with representatives of U.S. Solar, the Scandia City Council is reconsidering its policy of not permitting the photovoltaic farms. During their Dec. 18 meeting, the council tasked the city’s Planning Commission to begin considering and developing a new community solar garden ordinance. The commission will likely take up the issue in January, with a draft ordinance and public hearing on the subject possibly in February. Scandia first began allowing the development of solar farms in 2015. The city’s first commercial solar farm, a $12.5 million, 5-megawatt farm northwest of the Highway 97/Manning Trail intersection, was hailed as a step in the right direction toward sustainability and brought the city glowing media coverage from the Twin Cities. By mid 2016, though, with only one solar farm operating and four more approved but yet to be installed, the number of concerns had grown. Numerous power poles, commercial-style fencing, and a lack of effective screening had left neighbors of each solar farm proposal quite upset. The city revamped its screening standards for the farms in 2016, before ultimately repealing the solar ordinance in September 2017. “We tried to be ahead of the game, and instead we were behind,” Mayor Christine Maefsky said
