This past Saturday, the beachfront was packed withUtilizingevents.the fancy new angled parking found on Front Street, the west end of Beachfront Park was flooded with all kinds of activity indicative of a family fun packed Labor Day weekend in this small town. The local high school band was blaring across the way from a vendor tent packed Seaquake parking lot. It was quite the scene (and sound) to kick off the Canine Olympics. Tucked up into the west side of the expansive Beachfront Park lies Crescent City’s relatively new dog park and in it, this year’s fierce and focused canine competitors and at the other end of their leashes, their handling humans. The event showcased mankind’s best friend from the teeniest to the tallest, the family dog to the pound pup. All walks and barks of canine life were represented and showcased in dopamine releasing glory. With a list of events that included best costume, musical buckets, best trick, add your balls, clean your plate, meatball race, doggie dash, treat toss, and the final event of agility course, there was something for everyone to enjoy. After all, who doesn’t love a cute pup in costume or seeing how disciplined and well other dogs listen to their humans? But the Canine Olympics weren’t solely operating on the backs of our four-legged friends. Some of the events required their humans to be just as athletic and disciplined like the meatball race for instance. It involved the dogs jogging their two-legged friends with a meatball on a spoon from one end of the park to the other without dropping it. The agility course, which is probably closer to what one conjures up at the thought “Canine Olympics” is a maze of various hoops, jumps, cones and teeter tottering boards that really showcase not only these dogs’ athleticism but their trusting love and BFF dedication to their

Art Aho, Jr was born in 1935 in Port Townsend, WA and died of congestive heart failure at 86 on September 5th in Crescent City. His family was torn apart by WW2, and he spent nearly half his childhood in foster care which inspired him later in life to run several foster homes and touched many children’s lives. Art graduated from a one room schoolhouse in Crescent City and attended Stanford University. Over whelmed by the expenses and the big city, he enlisted in the Air Force with the dream of becoming a pilot as he’d been flying since he was 14 years old on the beaches of Crescent City. He was able to earn a flight school slot and became an Air Force Officer. He had a spectacular career and flew Air Force One for Presidents Kennedy and Johnson, was involved in reconnaissance during the Cuban Missile Crisis and flew Special Air Missions during the Vietnam War in helicopters.Hislifelong passion for aviation continued and inspired many pilots as he continued flying for the regionals, charter compa nies, MedEvac and private corporations after retiring from 20 years of service in the Air Force as a Lt Colonel.Heispredeceased by his parents Arthur Aho, Sr and Aldene Nussbaumer, his wife Verna (Hawley) and his sisters Lillian and Arlene.Heis survived by his wife Debi Lewis, son Arthur Aho, III, daughters Karyn (Ally) and Annie (Greg), 4 granddaughters and 2 great granddaughters. Cheryle Ann Stephens Arellano passed away peacefully in her sleep August 31, 2022. She was born in Woodland, CA and attended Woodland schools. She moved to Crescent City, CA where she resided for almost 40 years. She loved the ocean and the redwoods. She never thought she would leave Crescent City. However, in early 2022 she moved to Arizona for health reasons. She lived with her son, Alex, and his family. Cheryle married Art Arel lano in Woodland and they had three sons Bruce, Jeff, andLater,Alex.after moving to Crescent City she met and married Ben Arellano. She was preceded in death by her parents Elzie and Agnes, and husband Ben. Cheryle is survived by her brother Henry, sister Linda, sons Bruce, Jeff and Alex and several grandchildren of which she was proud. She will be laid to rest with her husband, Ben, in the veteran’s cemetery in Crescent City.

As the Eurasian strain of Highly Pathogenic Avian Influenza (HPAI) H5N1 continues to impact wild and domestic birds across the state, California Department of Fish and Wildlife (CDFW) wild life disease specialists are reminding the public of steps they can take to help reduce the spread of infection. To date HPAI H5N1 has been detected in 34 wild birds from 13 counties including Butte, Colusa, Glenn, Mendocino, Placer, Plumas, Sacramen to, Santa Clara, Siskiyou, Solano, Sonoma, Stanislaus and Yolo. The California Department of Food and Agriculture (CDFA) has also reported detections of HPAI H5N1 in domestic birds in Butte, Contra Cos ta, Sacramento, Fresno and Tuolumne counties. Highly pathogenic avian influenza is contagious among birds, and domestic birds such as chickens are especially vulnerable. The strain of Eurasian HPAI H5N1 currently in circula tion in the U.S. and Canada has been causing illness and death in a higher di versity of wild bird species than during previous avian influenza outbreaks. In particular, waterfowl, other waterbirds, raptor predators and avian scavengers such as vultures and gulls have been affected. Unfortu nately, infection in these species is nearly always fatal, and no vaccines or treatments are available. Help reduce the spread of HPAI: • Report dead wild birds to CDFW using the mortality reporting form. While it is not possible to test every wild bird for HPAI, all mortality reports are important and help disease specialists monitor the outbreak.
• Report sick and dead poultry to the CDFA ho tline at (886) 922-2473. • Prevent contact between domestic birds and wild birds, especially waterfowl.•Exclude wild birds from accessing chicken or other domestic bird feed and water.

By RiChaRd younG I am writing to clarify some facts about the Crescent City Harbor District. When I became CEO/Harbormaster in 2004 the Harbor District was in a financial crisis. The Harbor’s core business, commercial and recreational fishing, had collapsed. Groundfish landings were down 90% from their peak in the early 80’s. There had not been a commercial Salmon season since 1990. Recreational Salmon fishing was severely restricted after 1994. Our salmon fishery, and the entire West Coast Groundfish fishery were declared federal disasters. The West Coast salmon fleet declined from over 11,000 vessels in 1980 to 1,400 in 2004. During the groundfish buyback in 2003, more vessels sold their permits in Crescent City than any other port on the west coast. Fishing really was a disaster. The fishery crisis affected more than just fishermen. One of the Harbor District’s two fish processors went bankrupt, the oth er permanently closed their doors. Other Harbor tenants, the RV parks, restaurants, fuel dock, and icehouse saw revenue declines as salmon and groundfish collapsed. The Harbor District’s cash reserves were rapidly declining because income from moorage and tenant leases did not cover operating expenses. Something had to change, or the Harbor District would go bankrupt. One of my first tasks was reviewing District finances. The Harbor District is an independent, enterprise special district. It is independent because it is governed by its’ own elected officials, and it is an enterprise district because it generates most of its’ revenue from business activities. Without sufficient lease and moorage revenue the Harbor District cannot survive. Since it was clear the Harbor could no longer depend solely on fishing, the Commission adopted a new vision: the Harbor would con tinue supporting the fishing industry, but it would also welcome tourists, visitors, and the businesses they generate.

View from the left The California legislative session ended on August 31. There are many newly approved laws and programs that will be re quired if these bills are signed and enabled by Governor Newsom. He has until September 30 to decide on which bills to sign and which bills will die. There is one piece of legisla tion that I briefly mentioned in a column I wrote in July. I am referring to Senate Bill 1338, the Community Assistance Recovery and Empowerment (CARE) Court. This legislation was proposed by Governor Newsom in March in response to the conditions on the streets of San Francisco. His con cern is for the safety of the public and for the welfare of homeless people living with untreated drug addiction and mental illness. CARE Court would create a mechanism by which these people can be compelled to receive treatment if they are a danger to themselves or others. Though the motivation for this law is well intended, the fiscal impact on our county was a cause for concern. A program that will work in San Francisco will not necessarily work in Del Norte County. Our Board of Supervisors ex pressed concern that our commu nity does not have the funding, mental health services, facilities and staffing to implement this plan.Through our county’s member ship with the California State As sociation of Counties (CSAC) and the Rural County Representatives of California (RCRC), our County Supervisors initiated a lobbying campaign to ask that the legis lature consider county concerns about the cost and challenges of thisInprogram.earlyJuly I had an oppor tunity to have a conversation with Assembly Speaker Anthony Rendon. I told him of our county’s concerns about the mandates that are being proposed through the pending CARE Court legislation. I explained that we do not have a lo cal mental health treatment facility and we would have difficulty hir ing enough qualified professionals that would be needed to implement thisByplan.this time CARE Court had already passed in the Senate and was winding its way through the Assembly Committees that would review and possibly amend the legislation, before moving to the full Assembly for final approval. On the way through this process, we should note that our concerns were heard, amendments to the original bill were made and CARE Court garnered bipartisan support. In the end, the Assembly voted 61 to 2 and the Senate voted unani mously to pass this legislation. The Governor will likely sign it soon. The amended bill includes new language stating that CARE Court, “shall become operative only upon…developing a CARE Act allocation to provide state financial assistance to counties to imple ment the CARE process.” Imple mentation is contingent on the State providing financial assistance to Acounties.related budget bill (AB 179/ SB 179) will provide $31 million in one-time implementation startup funding for all 58 counties to begin implementation planning activities for CARE Court. We can apply for a piece of this funding to help us to improve our local mental health services. I expect our State Senator Mike McGuire and Assemblymember Jim Wood will help us track down thisThefunding.original goal was to begin implementing this program in Jan uary 2023. In response to concerns that this was not enough time, the legislation was amended to implement in phases instead of all at once. Half of the State will CountyDelincludingother2023tionimplementabegininJulyandthehalfNortewillbegininJulyof2024.According to an article in the San Francisco Chronicle (9/1/22), “The phased in approach and additional funding earned praise from the California State Associa tion of Counties which had raised concerns that the measure would be too burdensome for counties to implement. They described the amended measure as a step toward the goal of effectively addressing homelessness.”TheRuralCounty Representa tives of California (RCRC) agrees that the amendments to the CARE Court legislation address many of their priority issues. This time our effort to raise awareness of rural issues paid off. This reinforces my belief that if we are persistent in stating our concerns and can propose alternative solutions, that this will increase understanding and improve representation of our rural concerns. If we can do this in a way that is diplomatic rather than insulting, we will get further. Government works best when our elected officials listen to feedback from the governed. If we raise our voice to express our concerns, sometimes they listen. I want to thank Assembly Speaker Anthony Rendon, the Assembly, the Senate and Governor Newsom for hearing our concerns and mak ing changes to address them. An interested citizen sent me an appreciative email, recently. She suggested and requested I broad en my scope of subject matter to include national and international issues. I thought about it and wondered if Biden, Pelosi (Nancy and Paul), Taiwan, the border, inflation and the beltway should be included or even belong in The Triplicate. I think not. There’s certainly no shortage of excellent, highly-respected voices who articulately speak on nation al issues. What more words of cogent wisdom could I offer? The Triplicate is the local voice. One is challenged to recognize credible competition to report what’s going on in Del Norte County and across the North State better than Country Media and The Triplicate. Onerous legislation passed in Sacramento, autographed by Gavin Newsom is painfully brought to our mailboxes every Friday. Of course, there are plenty of national stories which impact Crescent City. The disas trous open, lawless southern bor der the president has green-lighted in welcoming an estimated two million illegal aliens (and future voters) to the United States these past 12 months, is just one of the tragic realities citizens read about. Rumors abound clandestine busses are depositing these illegal aliens into rural communities across America, like Crescent City. This kind of subject matter, though distressing, is the exception not theThere’srule. no shortage of lo cal, regional and state news on which to share our views. Though passionate and opinionated on what’s going on in Washington and the world, I am committed to bringing attention and more local involvement and comment to The Triplicate.Thelevel of political intolerance by some is deep-rooted, regrettable and shameful. One wouldn’t know by its crimson color, but Del Norte County is a conservative bas tion nestled in the far north-west corner of the Golden State. Donald Trump easily won the county in both presidential campaigns. Del Norte County stands alone as the only red Coastal county (of 15 which face the Pacific) in Califor nia. Yet Del Norte’s dependency on Sacramento is destructively extreme.Eyeon Del Norte’s mission is to shine a bright spotlight on this intolerance and its divisive goal in targeting the middle class. Show ing the state’s radical agenda and misdeeds is my mission and I take it seriously.Howisit possible that political ly red Del Norte could be so hope lessly controlled by Sacramento? Simple answer: Money. In previ ous commentaries, I’ve pointed out that almost 43 percent of every dollar allocated in the 21-22, $172 million budget is splayed across 11 Departments in Health and Human Services. People in perpetual need is big business and growing in tiny DelTheNorte.Public Hearing for the ‘2223 budget will take place this up coming week and will far eclipse our current wanton spending. The Department of Health and Human Services will corral an even higher percentage of our impoverished county’s economy. More govern ment, less prosperity. At the August 23 Board of Supervisors meeting, an astound ing 22 consent agenda items were rubber-stamped-passed with nary a discussion or comment from any of the five supervisors. All passed unanimously, no debate, no dis sent. 17 of those YES votes will spend your money with no open publicClandestinedisclosure.and dishonest! There’s only so much ink in the Triplicate well. Do you feel the newspaper should cover even a simple syllable on the president OR devote more coverage to what’s going on with our mori bund Board of Supervisors? Do Triplicate readers want jus tification for raising the local sales tax 13.4 percent (one percent from 7.25 to 8.25 percent is a 13 percent plus increase) via Measures T (City) and U (County)? OR would you prefer opinion brokers like me writing about the January 6th nonsense and the almost-Supreme Court Justice, sour grapes Attor ney-General Merrick Garland’s Department of Justice raid on the Trump Mar-a-lago home? Del Norte County continues to attract countless individuals who’ve migrated from parts unknown with seemingly nothing in their pockets but problems and have free reign to beg on prom inent street corners, abuse drugs and alcohol and suffer mental ill ness while the ineffective govern ment agency tasked with helping these tragic souls, grows expo nentially. Eye on Del Norte Should Eye on Del Norte weigh in on national politics?
Turning the vision of a multi-use harbor into a reality takes a lot of work. That work got more difficult in 2006 when a tsunami badly damaged the inner boat basin. It got even more difficult in 2011 when another tsunami destroyed the inner boat basin. Repairs for these disasters were partially funded by the California Office of Emergency Services and the Federal Emer gency Management Agency. Even with state and federal support, the Harbor’s share of repair costs amounted to several million dollars –which we did not have. Fortunately, the Del Norte County Board of Supervisors helped the Harbor District obtain a five-million-dollar Community Development Block Grant and the District was able to borrow the remainder of our share of repair cost. Without that grant and that loan, the harbor you see today would not exist. Rebuilding the harbor without changing the business model would have left us in the same position as before the tsunamis. Part of changing the business model involved developing a pro cedure for analyzing leases. The goal was achieving fair market rents, while also considering the public benefit a tenant would bring to the Harbor. When a lease was good for the Harbor and good for the tenant, we renewed the lease. When a lease was not good for the Harbor, we let it expire. If a tenant wanted to sell the remainder of their lease, we considered their proposal from the same point of view. Both parties to a lease always under stood that when a lease expired, control of the leased property reverted to the Harbor. It’s unfortunate that we could not come to agreement with ev ery tenant, but sometimes two parties are so far apart they cannot reach common ground. Acceding to a tenant’s request for a lease benefitting the tenant, but not the Harbor, would be irresponsible management of public assets and a failure of the fiduciary duty the management and elected Commissioners owe the taxpayers of Del Norte County. While Harbor leases are public documents, lease negotiations are confidential. I will not comment on any specific lease, but I can say with absolute certainty that at no time were there bad faith negotiations, unethical behavior, or illegal acts by myself or anyone under my supervision at the Crescent City Harbor Dis trict. Anyone alleging otherwise is, at best, willfully ignorant of the Harbor’s lease practices and of sound business management.

California’s 2022-2023 general tree squirrel season will be open from Saturday, Sept. 10, through Sunday, Jan. 29, 2023. Tree squirrels may be taken only in open zones during the open season and in observance of the shooting hours for resident small game, which is one half hour before sunrise to one half hour after sunset. A map of the state’s tree squirrel hunt zones (PDF) can be found on the California Department of Fish and Wildlife website, along with the full tree squirrel regulations.Fourtypes of tree squirrels are game species in California. The Western gray squirrel and the Douglas squirrel are both native to California while the Eastern fox squirrel and the Eastern gray squirrel have been introduced and not native to the state. These tree squirrels can be hunted under authority of a hunting license in California and no other validations are required. To learn more about how to hunt for these squirrels and their distributions, habitat and patterns, watch the ”Hunting California Tree Squirrels” recorded webinar on CDFW’s YouTube channel. A fifth species of tree squirrel, the Northern flying squirrel, is not a game species and may not be taken. Northern flying squirrels are small tree squirrels that are native to the boreal forests of North America and can be found as far south as the Sierra Nevada. They are seldom encountered due to their nocturnal nature and preference for mature forest habitats with complex canopy structure. Tree squirrel population levels fluctuate from year to year based on prevailing weather conditions and the annual production of nuts, acorns and seeds for forage.National forests provide some of the best opportunity to hunt tree squirrels in California.Bureauof Land Management lands and CDFW wildlife areas may also provide opportunity for squirrel hunting. The event included family and companion dogs from local homes and afar, dogs from our local pound, dogs who have previously been adopted from our local pound and even dogs from the Prison Paws Partnership which pairs dogs from our local pound with inmates out at Pelican Bay for training and socialization to help them get adopted. Dogs from all of these backgrounds took home medals that day and it really wasn’t any surprise when we are talking about man’s best friend compet ing alongside and for their human. So many good (fur) boys and girls participated and were awarded that day. Though they are all winners, it wouldn’t be an Olympic style event with out a podium placement of 1st, 2nd, & 3rd and those are as follows.

The Yurok Tribe Construc tion Corporation and Yurok Agricultural Corporation will implement the major remodel of the golf course. During phase two, the tribal corporations will create an executive golf course in the footprint of the current course. The Yurok Agricultur al Corporation’s Weitchpec Nursery Manager Mike Searcy will oversee the redesign of the tee boxes, fairways and putting greens. Searcy has nearly two decades of golf course manage ment experience. Most notably, he served as the Superintendent of the prestigious Western Skies Golf Course in Arizona and the Assistant Superintendent of Agua Caliente Band of Cahuilla Indi ans-owned Indian Canyons Golf Resort, which he helped build. In these leadership positions, he was intimately involved in all aspects of golf course operations, which included a wide variety of duties, ranging from design ing and implementing irrigation systems to preparing golf courses for televised tournaments. In 2011, Searcy moved to Hum boldt County, where he worked for seven years as the Super intendent of the Willow Creek Golf Course, the former name of the Bigfoot Golf Course and Country Club, before accepting a position with the Tribe and later the“Inursery.amextremely excited about this project,” said Yurok Agri cultural Corporation President Toby Vanlandingham. “We have assembled an amazing team to transform this property into a tru ly special place for visitors and the local community. Like all of our companies, this business will embody the highest standards when it comes to the environ ment.”The Yurok Economic Devel opment Corporation will manage the mobile home and RV parks. YEDC operates several busi nesses as well as multiple mobile home and RV parks including the Riverside RV Park and Bluff Creek Resort. “I am particularly proud of the collaboration between our tribal corporations. We are working hard to build a brighter future for our Tribe,” said Raymond Bacon, the Yurok Economic Development Corporation’s Ex ecutive Director. “In addition to producing new jobs, this project will result in a revenue stream that will serve the Yurok people for many years to come.” Ranging from the Lindgren Mill to Redwood Yurok Canoe Tours, the Tribe currently owns more than a dozen businesses in a variety of industries and employs more than 600 per sonnel. The Tribe’s economic footprint includes Del Norte, Humboldt and Trinity Counties. On the coast, tribal corporations operate the Mad River Brewing Company, Shoreline Market and Redwood Hotel Casino as well as Klamath Jetboat Tours, Weitchpec Nursery and addi tional companies. To the east, the Yurok Tribe Construction Corporation puts tribal operators to work on large scale river res toration projects, while Condor Aviation occupies the skies of Northern California collecting survey data.
Owned by the Yurok Agricultural Corporation, the MRB Tap Room regularly hosts special events for the Blue Lake community. The tribal corporations will install a venue on the Willow Creek prop erty for music shows and other forms of entertainment.

Last week, the Yurok Tribe Construction Corporation pur chased the Bigfoot Golf Course and Country Club in Willow Creek. The tribally owned con struction corporation, in conjunc tion with the Yurok Economic Development Corporation and the Yurok Agricultural Cor poration, will collaborate on a multi-phased effort to modernize and rebrand the ideally located course and restaurant. “This acquisition is part of our long-term plan to develop a diverse economic development portfolio and provide jobs for our people, whether they live on or off of the reservation,” said Joseph L. James, the Chairman of the Yurok Tribe. “I am proud of the progress we have made in terms of providing employment opportunities and services to the Yurok families in the Willow Creek“Together,area.” the Yurok Tribe Construction Corporation, Yurok Economic Development Corporation and Yurok Agricul tural Corporation are unique ly equipped to transform the course into a world-class golfing destination, including a family friendly tap room and restaurant for Humboldt residents and vis itors alike,” said Frankie Myers, the President of the Yurok Tribe Construction Corporation. “With the acquisition and renovation of the bank and golf course properties, we are creating new jobs for the many Yurok families in the Hoopa/ Willow Creek area and reviving the economy in the region,” said Yurok Tribal Council Member Lori Hodge, who represents the East District, where nearly 800 Yurok citizens reside. The picturesque property is comprised of 90 acres near the Wild and Scenic Trinity River. The far-sighted golf course in vestment includes: a golf course, club house with a restaurant and banquet room, pro shop building, maintenance building, a large garage for golf carts, 18 mobile home spaces, a seven-unit RV park and two houses. For phase one of the renova tion, the three tribal agencies have a plan to turn the restaurant into a well-appointed tap room based on the successful Mad River Brewing Company Tap Room in Blue Lake. Mad River Brewing Company COO Linda Cooley will be leading the devel opment of the new tap room in Willow Creek. The contemporary Tap Room will offer delicious meals paired with the Mad River Brewing Company’s best-quality hand-crafted ales and seltzers.
