BY TAYSHA ROBINSON The Triplicate Walking to the south end of the fairgrounds, past all the rides, the vendors and the fried delectables sits a quaint red caboose and in it, pictures, stories and a model 12-year-oldtrain.Ben narrates technical information with such passion and precision, he captures the attention of all who wander into the tucked back train cart caboose that upon first glance, would have one thinking Del Norte County Fairgrounds has joined the tiny house revolution. He tells stories rich in local logging and transportation history, pointing out fun details in pictures on the wall as well as the model train and railyard in front of him, all built from scratch.

From exposing miniature details and how they differ from others in the world of model trains to fine tuning his inherent talent in electrical wizardry, his train comes to life. He excitedly shared train-related treasures he had found with his metal detector out in the Bertsch Track as well as adventurous outings to find a rumored long-lost engine behind the fairgrounds, of all places. How refreshing it was to hear a youngster growing up in a tech-obsessed era speak of outdoor adventures and handson crafting of tiny electrical machinery.Whenasked what his favorite thing about being in the Del Norte Short Lines Club, he responded “The members. Everybody is just so nice.”

BY TAYSHA ROBINSON The Triplicate There’s nothing quite like the excitement of driving the 101 through our small two-lane town and seeing brightly colored chunks of machinery lined up in an otherwise empty parking lot the days leading up to the Del Norte County Fair. Each day, more and more transformer-esque trucks and trailers fold outwards and upwards into the neon lights that make up one of the most entertaining community events of the year. It’s truly a whimsical time filled with carnival rides alongside our besties, overpriced games played for oversized stuffies, and sweet deep fried

BY RICK BURKE Navy Office of Community Outreach GREAT LAKES, Ill. - Sailors are some of the most highly-trained people on the planet, according to Navy officials, and this training requires highly-dedicated instructors. At Naval Education and Training Command (NETC), instructors at advanced technical schools teach sailors to be highly skilled, operational, and combat ready warfighters, while providing the tools and opportunities for continuous learning and development. Seaman Victoria Love Montecillo, a native of Crescent City, California, is a student at NETC, learning the necessary skills needed to be a boatswain’s mate. As a boatswain’s mate, Montecillo is responsible for fueling operations, line handling, replenishment of supplies, communications, and the upkeep and preservation of Navy ships. “I joined the Navy for more opportunities, experiences, and for a chance to have a better life for myself in the future,” said Montecillo.According to Montecillo, the values required to succeed in the Navy are similar to those found in Crescent “WorkingCity.with many Crescent City native trains to be a U.S. Navy sailor

His smile then started to fade a bit, recalling how few members they have these days vs just a few years ago. Of course, a club started in the ’70s is bound to have a good set of old-timers but unfortunately for this club, many of them have perished over the last few years. Because of this, Ben explained, they no longer had the ability to maintain the larger train set-up they once had proudly displayed in one of the bigger fairground buildings.Whenasked what years these railways that used to lay down through sections of what would now be Kings Valley Road, Lower Lake Drive, Pebble Beach, Bertsch Track and Mill Creek were operational, Ben answers “the 1800’s.”

John A. Fehling was born August 13, 1936, to John and Katherine Fehling in French Camp, California, and raised in the Stockton and Lodi area. He was the eldest of four chil dren. Married to the light of his life, Irene (Gardea) Fehling for over 63 years, they started their family of three children in Stockton, California.Johnwas a California State Park Ranger and derived much pride and satisfaction from his 30year career. He moved his family to some of the most beautiful parks in all of California, from as far south as Ventura and far north as Del Norte Coun ty. John was admired and respected for the work he did as he promoted through the ranks of the department, from Ranger to Superinten dent. His son Michael fol lowed in his footsteps. John provided mentorship to new rangers which made it common to have an extra guest at the dinner table. John was an avid hunter and fisherman and passed his passion on to his two sons. Some of his fondest memories were made in the great outdoors with his boys. He was also known as a storyteller who could easily capture the attention of his audience and fully engage them in the tale he was telling. Often, they were tall tales that ended with a punchline that left everyone laughing, even his family who heard the sto ries multiple times! There was still joy in watching it unfold and the reaction of his audience. He had a profound impact on many people during his lifetime as he played various roles such as coach, mentor, friend, husband, father and Papa. He provided a safe and secure foundation that allowed his family to grow and flourish with the confidence that they could achieve anything they desired.Johnis predeceased by

Blair Schweikl passed away Saturday, July 30, 2022, in Meridian, Idaho at the home of her daughter. Born Mary Blair Buzzini on November 7, 1950, in Crescent City to Melvin and Ernestine (Nelson) Buzzini.Sheattended St Joseph’s Catholic School and Del Norte High School, gradu ating in 1969. At the age of 10 she saw 15-year-old Nolan “Pogie” Schweikl working at her dad’s Shell service station, on the corner of 9th Street and Highway 101, she said to her mother that she was going to marry that man someday. Her mother was not too pleased to hear these words from her young daughter, but 9 years later she did just that. Pogie and Blair were married on April 10, 1970, in Crescent City. To this union were born four children: Eric, Regina, Scott, and Amy. They lived in Crescent City until 1983. Pogie’s work took them out of the area, finally settling in Cloverdale where they raised their family. Blair was active in her children’s lives and was well known among the young people in Clover dale. She began working at Washington School as a cafeteria aide, but soon became the face you saw at all the schools. She worked in the office, the classroom, the cafe teria, the playground and anywhere else she was needed. She loved working with kids and has so many fond memories of them. However, her fondest mem ories were from the many friends of her children. One of those friends said it best when he wrote, “The door was always open, you could always find food for your belly, love for your heart, laughs for your soul, wisdom for your growth and a cocker spaniel or two for your lap.” Blair is preceded in death by her husband Nolan and her parents Melvin and Ernestine Buzzini. She is survived by her children, Eric Schweikl, of Clover dale; Regina Farris (Bob) of Meridian, Idaho; Scott Schweikl (Mishel), of Cloverdale; and Amy Dale (Tom) of Healdsburg; and her brother Richard Buzzini of McKinleyville. Grand children Cheyenne and Monet Palmer, Gradin and Astrea Schweikl, Clayton, Sage and Erica Farris, TJ, and Cole Dale. She also leaves behind many nieces and nephews that she loved like her own. Get it right This character you allow to spout every week, is allowed the freedom of speech he claims. Roger Gitlin is not allowed to lie about how the Supreme Court voted on the abortion issue. Chief Justice Roberts did not vote to completely overturn Roe vs. Wade. This means one justice decided to upset what has been the norm in this country for over fifty years.

2. There already exists a vaccine that protects against Mon keypox infection, Jynneos. This was developed and stockpiled prior to this outbreak of Monkeypox and is also used to protect against the related virus, Smallpox. The vaccine is available in limited quantities to counties nationwide to respond to outbreaks and exposure events, as well as for inoculation of people who are at risk of contracting Monkeypox. We have not yet been allocated the vaccine due to our small jurisdiction with no active Monkeypox cases, however we anticipate in the upcoming weeks having some doses available.

By DR. AARON STUTZ Public health officer Dear Community members, As many of you already know, last week Humboldt Coun ty detected its first confirmed case of Monkeypox after many cases having been detected nationwide. While we like to believe that we are somewhat protected against these infectious dis eases given our remote and rural surroundings, as we saw with COVID-19 the reality is that these illnesses will reach our area eventually. Fortunately, there are some characteristics of this latest viral threat that make it easier to manage than COVID-19: 1. Monkeypox is spread by skin-to-skin contact or through sharing items (clothing, bedding, towels) with an infected individual. It can also be spread through close interactions with infected individuals though this mainly happens when living or caring for someone with symptoms. Monkeypox also has a good prognosis and is rarely fatal.

3. An antiviral drug, Tpoxx (tecovirimat), was also stock piled by the federal government in the event of an outbreak of orthopox viruses. This drug has activity against Monkeypox and is available in limited quantities for patients diagnosed with Monkeypox.4.Accurate testing for Monkeypox is already available. It’s worth noting that we are again confronted with an in fectious disease that has been prevalent enough to garner news attention nationwide, and that the scientific community has already prepared a response in the form of a highly-effective vaccine and antiviral medication. Infectious diseases are a fact of life and even if they may rarely cause mortality in our otherwise healthy community, it is still wise to protect ourselves against preventable disease. Importantly, diseases have no political affiliation and the most effective way to avoid contracting them and passing them to other community members is to get vacci nated if you are at risk and to avoid behavior that will put you or others at risk. If you believe you may have been exposed to or contracted Monkeypox, please seek a medical evaluation by a physician or local emergency department. Post-exposure prophylaxis with the vaccine can be provided in the case of a confirmed exposure, and therefore seeking medical attention early is of utmost impor tance. As best I can tell, the answer to that question is no; however, the argument can be maintained that bringing back Selective Service for 18 year olds incentivizes American patriotism and commitment to public service. I agree with that contention. Depending on the ability for the military to climb out of this chasm and bolster our national defense, I’m of the opinion amending the all-volunteer model should be considered. In the meantime, those considering a military career would be well advised to seriously ponder this option. Be all you be. View from the left Last weekend, I spent four days at the county fair in the Demo cratic Party booth. Although I was very tired at the end, it was well worth the effort. I truly enjoyed talking to all the people that passed through. I missed being at the fair last year. Due to the high number of COVID cases, we pulled the plug at the last minute and did not staff our booth. We did not want to be a part of a local super-spreader event. Though there is no way to prove that the fair was the cause, there was a dramatic increase in COVID cases and a few deaths in the weeks following the fair last year. I am not sure that the risk was less this year, but I think my tolerance for risk is higher. As an added precaution, I decided to get my second COVID booster. This gave me more confidence that I would have added protection if I was exposed. Only time will tell whether this worked. In our booth we had a banner that said “Protect the Right to Reproductive Freedom. Vote Yes on Prop 1” Proposition 1 is a ballot measure which will enshrine reproduc tive rights and freedoms into the California Constitution. This topic sparked a good deal of discussion. Most people had not yet heard of Prop 1, but once we explained what it would do, there were no lack of opinions. I had a couple of interactions that were especially noteworthy. At one point I was talking to a well-known Republican activist who was decidedly pro-choice. Based on her personal experi ence, she had a strong belief that each person must have the liberty to make their own reproductive health care decisions While we were talking, a member of the Republican Central Committee stopped by and ex pressed her opposition to abortion and politely stated the reasons for her opinion. It was very interest ing for me to listen and observe this discussion between these two Republican women. This conversation exemplified the reality that this issue does not split along partisan lines. It is far more complicated than simple political considerations. What was most notable is that this discourse was very civil and respectful. This was the case with most of my encounters.Myposition is that each person should be able to make their own choice regarding reproductive health decisions in consultation with their doctor and if desired with spiritual guidance. Freedom to choose and bodily autonomy are the primary issues. Imposing one’s religious belief on another is contrary to the spirit of our Constitution.Ihaveafriend who is Catholic and personally opposes abortion, but he made an excellent point regarding the right to choose. He said that he was taught that God gave people free will. Therefore, he believes that it is not appro priate for government to deny people’s free will. The most challenging conver sation I had was with a young woman who had very passion ate feelings against abortion. I assumed that she was Catholic because she was wearing a t-shirt with the Virgin Mary on it. I knew that I would not change her mind and she would not change mine. I unsuccessfully tried to diffuse this conflict by acknowledging that we would not continuedevenagreeifwe However, talking. she andverbaltinuedconherassaulttoldme that I was going to hell. I usually can maintain a calm demeanor, but that’s when I lost my patience. I responded, “You don’t know me, and you are not qualified to judge me. Only God can judge me!” Only later did I remember the Bible verse to back me up, “Judge not, lest you be judged.” There is absolutely no way around it, abortion is a very emo tional issue. But every person must be guaranteed the privacy, rights and freedom to make health care decisions that are appropriate for them without government interfer ence. Existing California law declares that every individual possesses a fundamental right to privacy with respect to personal reproductive decisions and prohibits the state from denying or interfering with a person’s right to choose. Proposi tion 1 will amend the Constitution to strengthen these rights. Every voter will have a chance to weigh in on this issue in No vember. There will be disagree ments, but I hope that discussions will remain civil and respectful. Everyone has a right to their opinion and will have a right to ex press their opinion by voting this proposition up or down. Military recruitment in the all-volunteer armed forces con tinues to fall dangerously behind minimum national requirements. Experts claim the problem is criti cal to national defense. The Selective Service draft terminated 50 years ago in favor of the all-volunteer model utilized today. The recruitment efforts for enlisting are at an all-time low. All five branches, Army, Navy, Marines, Air Force and Coast Guard all recruit from a volunteer pool of qualified candidates. A sixth branch of the military, The Space Force, can now be added to what appears to be this dwindling resource of qualified candidates. To their credit, minimum require ments are being reached for the Marines, Air Force and Space Force. The reasons for the chronic deficiency of attracting qualified recruits are varied and sundry. The military attributes the latest obsta cle to the long-term effects associ ated with the COVID virus. Other reasons include the infinitesimally low 3.6 percent unemployment rate, the inability of recruiters to meet with applicants on campus, the increase in less than satisfacto ry reading and math scores, and a significant and growing percentage of applicants disqualified with fel ony convictions. The national level of qualified military applicants in the 17-34 year age group has dropped to 23 percent. The Army recently waived the high school diploma requirement. I’m happy to report Del Norte County has bucked this negative trend and is providing more than its fair share of military recruits. The Army ‘s projection filling minimum entry level standards will reach about 455,000; that number is daunting considering the dangerous world in which we live. Much of the problem is cultural. When the Military went all-volunteer in 1973, the percep tion of serving was polar opposite a half-century later. Most recruits had a grandfather, father or uncle who served. That’s not the case today. The Army offers a $50,000 bonus for recruits who enlist for at least six years. The initial response to this financial incentive has been tepid. The question begs to be asked: Why has Del Norte County been able to buck this disturbing trend? The military offers some 150 career options with incredible life skills training. Recruits can earn college degrees in both bachelor and mas ter’s degree programs. The mil itary will actually send qualified recruits to law school all expenses paid by the government, if you’re prepared to commit a least six years to military service. For a young recruit coming out of Del Norte High or other similar rural communities, the sky’s the limit. The positive public perception of

Only a woman’s choice In his most recent column spouting his pro forced birth beliefs, Mr. Gitlin asked those of us who “spew” our support for a woman’s right to choose, “Other than your own, is human life sacred”? If Mr. Gitlin is referring to all human life, I bluntly answer no. For example, those heinous murderers Mr. Gitlin so desper ately tries to say we on the pro choice side have compassion for, a ridiculous claim, no their lives are not sacred and they should be eliminated. While I do believe life begins at conception, I do not believe that life in the developing stage should be given the same rights as the woman carrying the fetus. Especially if the pregnancy is unwanted and/or unplanned. Two cases that Mr. Gitlin calls “frivolous,” espousing a misogynistic view favored by the forced birth crowd. My very personal abortion story differs greatly from Mr. Gitlin’s. A situation in the mid 1970s that solidified my pro choice stand and the lady who I escorted to the clinic amid shouts of “baby killers” and threats of our being condemned to their imag inaryBehindHell.all those facts and figures Mr. Gitlin accurately provided are many varied and difficult situations for the women involved. Most I believe, not “frivolous.” Decisions that the women made for their own mental and physical health. There is certainly room for debate on when the developing child should be saved at all costs other than the mother’s life. But forcing a woman to birth a fetus and/or zygote that she doesn’t want, should be her choice only.

Summary: In November 2020, Ballot Measure 109 was passed by the electors of Oregon. The Measure created a statewide program to allow licensed providers to administer psilocybin- producing mushroom and fungi products to individuals 21 years of age and older. Measure 109 (codified as ORS 475A.718) allows the governing body of Curry County to adopt an ordinance to be referred to the electors to determine whether the statewide program will be allowed to operate within the unincorporated areas of Curry County. A “yes” vote will prohibit the establishment and operation of Psilocybin Product Manufacturing and Psilocybin Service Centers within the unincorporated areas (outside of city limits) of Curry County. A “no” vote will allow establishment and operation of Psilocybin Product Manufacturing and Psilocybin Service Centers within the unincorporated areas (outside of city limits) of Curry County. An elector may file a petition for review of this ballot title in the Curry County Circuit Court not later than 5:00 p.m. August 27, 2022, per ORS 250.195. An elector filing a petition under this section shall notify the county clerk in writing that the petition has been filed. The notice shall be given not later than 5:00 p.m. on the next business day following the day the petition is filed. Reneé Kolen, Curry County

be filled with water from the Aquaelicium and be driven to Klamath County or elsewhere to be unloaded where needed; (b) a new water bottling company could be established to sell and distribute water to retail and commercial outlets in SW Oregon; (c) studies could be conducted evaluating the feasibility of the Aquaelicium becoming the source for municipal water purification, because the Aquaelicium purifies water without the use of dangerous chemicals; (d) part of the water from the Aquaelicium could be used to refill depleted aquifers.

12. A road to and within the infrastructure site. 13. Electricity, sewer, and water to and within the site to power the Aquaelicium and provide utilities for the guards. 14. The flowchart of the methods of operation will be as follows: (a) salt water will be pumped from the ocean into the salt water reservoir; (b) the salt water reservoir is slightly higher than the reaction chamber, and the salt water will flow from the salt water reservoir to the reaction chamber when the aperture is opened; (c) the lasers in the reaction chamber vaporize the salt water and separate the salts from the water vapor; (d) the vapors are released from the open top of the reaction chamber as clouds, or the vapors are collected in the condensation chamber and converted back to liquid fresh water; (e) the condensation chamber empties the condensed water into the fresh water reservoir; and (f) the fresh water in the fresh water reservoir flows into the municipal water system, and/or is pumped into tanker trucks to be transported to Klamath County or wherever needed.

Two 50-million-gallon reservoirs, one for the salt water raw material, with one aperture access into the Aquaelicium vapor production chamber, and the other reservoir for collecting the fresh water produced by the 7.Aquaelicium.Pipingfrom the ocean to the saltwater reservoir, from the saltwater reservoir to the Aquaelicium, and from the Aquaelicium to the fresh water 8.reservoir.Oneexterior shell building around the Aquaelicium, anchored to a concrete foundation, to protect and steady the vapor production assembly from the extreme conditions within.

3. The maximum operational time is 20 hours per day, based on the following repeating cycle: 4 one-hour batches, then 1 hour to conduct maintenance inspections on all components and make any needed repairs. 4. One other variable factor which affects the timing of operations is weather conditions. Cloud production will only be done when the prevailing wind direction is from the west, so that the clouds produced will be blown inland. Cloud production will not be done during storms or during natural precipitation events, in order to protect the public from storm damage. Satellite monitoring of the weather will provide the data to make prudent operation timing decisions. Direct to pipe water production can be done nearly constantly, under most weather THEconditions.AREA(S) AFFECTED BY THE OPERATION OF THE 1.AQUAELICIUMCurryCounty will experience an increase in precipitation, both along the coast and in the foothills and Coast Range. 2. Josephine County and then Jackson County will gradually experience more precipitation as well. 3. If the west to east aquifer filling project is taken on, then Curry, Josephine, Jackson, and Klamath Counties will see an increase in available ground THEwater.

7. The installations of Aquaeliciums will increase local job opportunities, because ORDC will hire local contractors and subcontractors to build the infrastructure at the installation METHODS,sites. EQUIPMENT, AND MATERIALS TO BE USED: 1. Approximately 20 Acres of land, on which to install the infrastructure. The site could be along the ocean shoreline or within a bay or a short distance upriver from a river’s flow into the ocean and within the tidewater zone.

7. The aquifer refill sub- project could include but not be limited to the following: (a) mapping the aquifers in the southern Oregon counties; (b) filling the aquifer closest to the coast first; (c) then filling the next aquifer to the east, and continuing eastward until the aquifers in Klamath County are reached.

8. Alternatively, a pipeline that spans between the Aqualicium on the Oregon coast all the way to Klamath County could be laid, so that the desalinated water could be pumped from the Oregon coast to Klamath County and further eastward on a regular basis.

Viewing these lasers with the naked eye results in immediate blindness; and touching the vapor escaping from the reaction chamber results in severe burns. Therefore, the site is security fenced and has on-site guards, the reaction chamber is housed inside an exterior shell building to prevent unauthorized access, and the Aquaulicium is run remotely.

4. A metal condensation chamber to convert the vapor back to liquid water.

9. The Klamath County portion of the project could include but not be limited to the following: (a) conducting water processing experiments in Upper Klamath Lake to evaluate whether the Aquaelicium can destroy the toxic algae and cyanide bacteria in the lake to make it safe for both the fish and for human water sports; (b) studies could be conducted evaluating the feasibility of the Aquaelicium becoming the source for municipal water purification in the cities of Klamath County, because the Aquaelicium purifies water without the use of dangerous chemicals.

5. Several high-volume water pumps, with a combined capacity of 50 million gallons per hour maximum.

9. Wifi/Bluetooth control with satellite communications and observation systems for direct command and control over all sites, in real time, without giving any direct control to individual 10.sites. THE NATURE, OBJECT, AND DESCRIPTION OF THE WEATHER MODIFICATION OannesOPERATION:Research and Development Corporation (ORDC) has invented, patented, tested, and insured the world’s first effective cloud making machine, which is called the Aquaelicium. It consists of a reaction chamber, lasers, piping, infrastructure, and a quantum physics formula. The Aquaelicium can add precipitation to a locality, desalinate salt water, purify contaminated water, and provide direct to pipe drinking water. It uses a new desalination technology to separate the salts out of sea water without any toxic brine waste. Its cloud making capabilities can prevent drought, famine, desertification, water scarcity, and climate change. The clouds it produces can bring rain on arid land and greatly increase yields and the amount of land which can be farmed and thereby increase a state’s and nation’s ability to feed and water its citizens. Direct to pipe water can be provided by adding a condensation chamber, which converts the vapor back to liquid water. The Aquaelicium and its infrastructure are far cheaper to build than a desalination plant, and it can produce up to 20 times the water volume of a desalination facility. The system can be run up to 20 hours per day or can customize the amount of clouds and water provided. ORDC will charge fees for fabrication, maintenance, and batch processing, but will donate the water and clouds produced for

LOCATIONS AND TIMES OF OPERATION: 1. The specific location has not been selected and approved yet. However, any coastal city or town in Curry County will be suitable, especially a town located in a bay or at a river delta. Under the guidance of a hydrologist and engineer the intake pipe from the ocean to the saltwater reservoir will be installed underground and underwater, so that it will not be a visible eyesore.

“Being part of the Navy is both an honor and privilege for me. Many people I know in my hometown serve. This makes for a great op portunity for me to serve my country as well.”

WHY AM I RECEIVING THIS NOTICE? On August 1, 2022, Pacific Power filed an application with the California Public Utilities Commission (CPUC) requesting an overall increase to electric rates. This application addressed the Energy Cost Adjustment Clause (ECAC), greenhouse gas (GHG) allowance costs, and the California Climate Credit. If this application is approved, this would result in a rate increase of $14.5 million or 13.6%, effective January 1, 2023. This will impact your monthly bill.

• The ECAC rate allows Pacific Power to recover costs related to producing electricity such as fuel expenses, power purchased from third parties, and energy transmission expenses. This application requests an ECAC rate increase of $3.8 million due to power costs being more than the amount of revenue collected in current rates to cover those costs.

7th annual Art from the Inside Exhibit Del Norte Association for Cultural Awareness (DNACA) presents their 7th annual “Art From the Inside” Exhibition, at the Del Norte Courthouse from June 16 - August 11, 2022. The exhibit fea tures artworks created in Visual Arts workshops at Pelican Bay State Prison. This program provides arts workshops at all 33 state prisons as a way to reduce recidivism rates and prevent violence within prisons. The courthouse is located at 450 H St. in Crescent City, and is open from 8 a.m. - 5 p.m. weekdays, except for state holidays. For more infor mation, contact DNACA at 707-464-1336 or office@ dnaca.net.

Advance ticketing is required. For tickets www.dirtandglitter.org.visit

HOW DOES THE REST OF THIS PROCESS WORK? This application will be assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt Pacific Power’s application, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting. Parties to the proceeding may review Pacific Power’s application, including the Public Advocates Office. The Public Advocates Office is an independent consumer advocate within the CPUC that represents customers to obtain the lowest possible rate for service consistent with reliable and safe service levels. For more information about the Public Advocates Office, please call 1-415-703-1584, email PublicAdvocatesOffice@cpuc.ca.gov, or visit PublicAdvocates.cpuc.ca.gov

• This application also requests approval for Pacific Power customers to receive the California Climate Credit on their bills, resulting from the sale of greenhouse gas allowances. If approved, residential and small business customers will receive a credit of $268.56 twice, in April and October 2023. This application will be reviewed by the CPUC to determine if the costs are reasonable and eligible for recovery from customers before any rate increase is potentially approved. HOW COULD THIS AFFECT MY MONTHLY ELECTRIC RATES? If Pacific Power’s rate request is approved by the CPUC, the average residential monthly bill using 850 kWh per month would increase by approximately $17.29 or 13.5% per month in 2023. A summary of the estimated rate impact is provided below. This table does not include the Climate Credit which will be provided to customers.

• Annually, Pacific Power compares actual and forecast costs of providing electricity to customers (ECAC rate) and the costs of purchasing GHG allowances to comply with the California Cap and Trade program, established as part of the state’s Global Warming Solutions Act (GHG rate).

• The GHG rate allows Pacific Power the opportunity to recover costs related to purchasing allowances to comply with the state’s Cap and Trade program. This application requests a GHG rate increase of $10.7 million due to actual allowance costs being higher than previously forecasted.

It features live music on two stages, vendors, food vendors, two beer gardens (with rum at one of them!), mermaids, a pirate village complete with reenactors, cannons, and of course lots of pirates. Created by Bruce Ellis (Capt. Curry), and Mike Moran (Capt. Squishee’) and brought to the community by the Insider of S. Oregon Entertainment Newspaper, the event was designed to bring something back to the area for the support Ellis received in getting the Insider of S.O started (now in its 13th year) from the local businesses, residents and tourists. The Pirate Fest not only brings revenue to Brookings Harbor, but also to Crescent City and Gold Beach, filling hotels and bringing customers to local businesses and establishments in all of these cities and surrounding areas as well. Last year, Crissy Cooper (Capt. Esmeralda) came onboard to help out and this trio along with the many behind the scenes people have managed to make this the highlight event of the year complete with an ocean view. The Pirates of the Pacific Festival brings in over 20,000 locals and tourists to the Port each year, and is pirate fun for the entire family. annual Pirates of the Pacific Festival set
