Officer Involved Shooting in Del Norte County

RELEASE FROM NORTHERN DIVISION, CALIFORNIA HIGHWAY PATROL
On June 27 at approximately 10:55 A.M.
CHP assigned to the CHP Crescent City Area responded 9-1-1 report of a male subject covered in blood, on Anchor Way west of US-101. Emergency Medical personnel also responded to the scene. The male subject, now identified as Patrick George Selvage, 44, was carrying a knife and aggressively approached medical personnel. Medical staff backed away from Selvage.
One Del Norte Sheriff’s Office (DNSO) deputy and two CHP officers arrived on the scene and ordered Selvage to drop the knife. Selvage was non-responsive to verbal commands and aggressively approached the deputy and officers. The officer used his electronic control device (taser gun) which proved to be ineffective. The subject continued to aggressively charge at the officers with a knife, and out of fear for his safety and the safety of others, the CHP officer involved- shooting occurred. Selvage was arrested at the scene

and emergency medical aid was rendered. Selvage was transferred to Sutter Coast Hospital and succumbed to his injuries. No injuries were sustained by CHP Officer and allied agencies.
Del Norte Sheriff / Coroner Garrett Scott, without identifying the decedent, indicated the victim was not a local.
Sheriff Scott deployed Deputy Lucas Brittain and K9 Zuko seeking out any possible metal device which might be part of the crime scene.
Harbor Commissioner Sues Herself
BY ROGER GITLIN Country Media, Inc.
In a move that has left many scratching their heads, Crescent City Harbor Commissioner Annie Nehmer filed a lawsuit against her own agency, including herself, as a sitting commissioner, in a failed attempt to reverse the commission’s 4-1 vote approving an employment contract for CEO/ Harbormaster Mike Rademaker. Her request was expediently denied by the Del Norte County Superior Court due to a fundamental procedural error: Nehmer did not wait the required 30 days after sending a “cure and correct” notice BEFORE filing the lawsuit, rendering her position invalid.

Harbor Commissioner Introduces Nepotism, and It Fails
BY ROGER GITLIN Country Media, Inc.
The practice among those with power or influence of favoring relatives, friends, or associates, especially by giving them jobs is the very definition of nepotism. That dynamic was presented by Commissioner Dan Schmidt while asking harbormaster Mike Rademaker, away from the Open Session meeting, to hire his brother to help operate the Crescent City Harbor as a sort of assistant harbormaster. Rademaker declined the request. The Quid Pro Quo offer included the commissioner ‘s positions intent to resign from his position, seven months ago after his election, should his brother become
a harbor management employee. One must ask the difficult question of Schmidt’s dedication to the harbor position, just a few months ago.
Schmidt devised a plan where his brother could work as assistant harbormaster during this past May and June, at no cost to the harbor, an unclear and disputed claim on the details of any financial compensation package which may follow in July.
The noted-above outreach was never brought to commissioners attention. The Harbormaster rejected the request and Schmidt changed his twice-AYE vote to NAY on third vote to offer Michael Rademaker a five year contract to be the harbormaster. This vote was now 3-2. Nehmer
and Schmidt dissenting, following the declining to hire Schmidt ‘s brother. Schmidt claims Rademaker was hired as Interim for a period of three months expiring March 31st , an incorrect statement. The correct period was for six months, expiring April 30, 2025.
The following assertions are made by Schmidt:
• The harbormaster has yet to commence any recruitment effort. The Board did not direct him to do so after he assumed the Harbormaster position
• Schmidt says the harbormsster “ ran out the clock.”
• The harbormaster is unfamiliar with concepts of team building, employee motivation

and delegation and seemed unwilling to allow “my brother into his inner sanctum where the precarious nature of his dereliction of duty would objectively be on display.”
The misunderstandings from Commissioner Schmidt are palpable.
Leadership comes from the five member board of which three must vote AYE on any issue. The role of the harbormaster is to follow the board’s majority. No individual has the authority to effectuate any act or policy unless two additional members of the governance concur. Nepotism is the appearance of impropriety a Quid Pro Quo.

• Crescent Ace Harware
• Shawna Hyatt, Del Norte Tax
• Mimi Stephens, Bayside Realty
• Hiouchi Café
• Trees of Mystery

Many thanks to Del Norte Office Supply. CC Diner, The Mail Room, Ocean World, Gold Beach Lumber, Les Schwab Tire, Embrace Salon, Tsunami Lanes and Trees of Mystery for providing depots to collect contributions.
Sheriff Garret Scott thanked the community and plans to address the Trustees at the Del Norte Unified School District (DNUSD) to extend the positives to DNUSD students who excell in attendance and academic improvement and excellent academics to earn a ride in the ‘54 Ford, perhaps to CC Diner for an ice cream cone.
One small disappointment: a mechanical issue discovered on the vehicle prevented participation on the July 4th Parade.
The vehicle will make its debut at the Andy Larson Memorial Classic Car Show, August 1st at the Del Norte County Fair. See you atThe Fair.

GUEST COMMENTARY
- Opinion by Samuel Strait
Will the Children Please Leave the Room!
When I left California a few weeks back, I thought, mistakenly, at least most of the attendees at the last Crescent City Harbor Board meeting understood the time for recriminations and foot dragging was over. Time to buckle up, put away dissenting opinions, and get to the task at hand. Any further dissention in the room must take a back seat to the harbor’s economic redevelopment needs, infrastructure, and the woeful state of its finances. Clearly, the revelations produced at the June 25th meeting of the Crescent City Harbor Commission did not match with the distasteful revelation the Commission remained at odds, legal fees were mounting, the harbormaster’s employment was a festering wound, and very little had been accomplished towards righting the ship. Something on the order of an out of control, squabbling bunch of six-year-olds each looking for the others to see it their way. Not a pretty sight. Where is the leadership on the commission to be found? When will the children who didn’t get their way wake up and
realize now is not the time for personal feuds. The clock is ticking, remorsefully towards a scenario no one seems to want to face. Lawsuits only consume very limited resources and do not solve the problems of moving the harbor forward. It also reveals a distinct lack of leadership from those who choose to ignore the elephant in the room, massive debt, then throw childish tantrums as if it will solve the problem.
If the members of the Commission cannot put away their plastic swords, there is no way forward for the harbor. Those who can’t, should resign immediately. Those who can grow up to be the commissioners the public expected them to be need to roll up their collective sleeves and get to work.
The harbormaster is not there to develop policy, and development, he works at the pleasure of the commission. He simply must carry out the wishes of the commission. It is on the shoulders of those elected to get off the couch and start directing. The harbor master could be
Donald Duck and fail or succeed depending on the direction he receives. He is not there to carry water but be directed. Yes, really!
The biggest problem going forward is the members of this commission are failing to move the needle of failure in a positive direction, something, which has plagued previous commissions for decades. Commissioners, it is what you were elected to do! Change course! If the harbor goes down in flames in the near future, this commission is solely responsible for the failure, not the harbormaster, a perception of secrecy, excluding the public, or “Brown Act” violations. The Commission is simply wallowing in selfpity because it approaches the harbor’s problems like a ship without a rudder. The commissioners look everywhere else, but where their sights should be focused. Themselves! Take charge! Grow a backbone!
I am not sure where this kind of ethos which has percolated throughout all the ranks of County leadership has come
CORRECTION~~~
from. Why is the Harbor’s staff expected to come up with solutions for the dire straits the harbor finds itself in when there are five, hopefully mature and intelligent adults, elected to office for the precise reason of directing the show and more importantly finding solutions for staff to execute? What is wrong with this commission and those for years preceding? How is it the harbormaster has become the person everyone expects to carry the load and make decisions? When did this phenomenon come about? More importantly, why do we even need a Harbor Commission if the staff is expected to run things? Time to leave the playpen, Commissioners or leave the room. Pull up your pants and get to work! Enough with the side shows and feuds. It does not matter who the Harbormaster is or isn’t, get to work. Enough of the petty lawfare and grow up! Learn how to run a Commission meeting and give direction. Act like you are adults and at least pretend you want the harbor to be successful!
In last week’s Triplicate, a mistake was printed incorrectly identifying District Attorney Katie Micks. Following a quashed Manslaughter agreement by Superior Court Judge Karen Olson, the mistake was DA Micks agreed to plead guilty to a Felony Hit and Run charge, involving a death. DA Micks was not the object of plea.
Alexandra Diehl of Crescent City was the suspect who agreed to plead Guilty of Felony Hit and Run resulting in the death of 80 year old Peter Jun Ming Nip, last December. The Triplicate apologizes for the error and any inconvenience caused.

The order became effective June 30 and will remain in effect until Cal Fire formally terminates this Proclamation.
Here are some tips to
help prepare homes and property:
• Clear all headband dying vegetation 100 feet from around all structures.
• Landscape with fire resistant plants and non flammable ground cover
• Find alternative ways to dispose of landscape
debris like chipping or hauling vegetation to a biomass energy or Green waste facility.

since the Brown Act has not been funded in many years. Public comment opportunities have been provided and the final terms of the contract had been disclosed prior to the vote, completely dispelling Nehmer’s claims.
Among the more puzzling moments, Commissioner Dan Schmidt, publicly speculated at the June 25th commissioner’s meeting that the Harbor’s legal counsel was colluding with Harbormaster Rademaker, despite the fact the contract underwent legal review by four different attorneys, over several months. This alleged collusion accusation by commissioner Schmidt was never substantiated.
Ultimately, the employment contract was re-viewed(third time) and revised by current counsel Ryan Plotz to provide even greater clarity and transparency. It was then brought back for another vote, displaying the
Commission’s willingness to accommodate even frivolous concerns such as the location of the harbormaster’s residence. Commissioners persevered despite the procedural chaos caused by Nehmer’s lawsuit.
Nehmer and Schmidt were both offered retort to the events of the June 25th meeting. Schmidt submitted a 1500 word response and when The Triplicate’s requested shortening his responses to curtail the length of his responses, he said, “It’s complicated.” Nonetheless, Schmidt has been offered a 750 word opinion piece on P.2 of next week’s paper Nehmer has been afforded several opportunities to submit, in writing, her reasons for filing multiple lawsuits, in open session, but has not taken advantage of the Triplicate offer whose goal is to objectively present balanced reporting.
