Court disperses drug asset forfeiture funds

The Del Norte Superior Court officially released a $375,500 asset forfeiture Friday, May 26. Judge Darren McElfresh ruled reasonable inference the cash
was sourced from illegal drugs from a traffic stop conducted by sheriff deputies in February.
County Counsel Joel Campbell-Blair represented the state, the district attorney and the sheriff in making claim to the cash. The driver of the rented
vehicle, Quirate Jimenez, was stopped for suspected drunk driving. Suspect Jimenez gave permission to search the vehicle and a small amount of a white powder later determined to be cocaine was discovered. Deputy Dustin McQuillan summoned
additional support including K9 Zuko, who headed directly to the vehicle’s trunk where the neatly-wrapped cash was observed.
Jimenez was arrested on a felony charge of carrying more than $100,000 in cash. Deputies secured the booty. Auditor
Telling stories keep memories alive

Relating stories keeps the memories alive for those who died in combat.
That was the theme in recognizing Memorial Day 2023 in Del Norte County. Post 1381 Commander Dave Cooper led the somber services at the Crescent City cemetery, this Memorial Day.
“We are gathered to recall persons who have made the supreme sacrifice...and to honor their families,” Cooper said. “Thus, our deeds speak better than words. While they are physically gone, we remember them. Telling their story continues to honor those who’ve passed.”
In reality, they are very close to us, said Commander Cooper.
The theme of remembering and relating stories of these heroes continued throughout the morning services. An invocation and prayer was delivered by Chaplin Glenn Turner. Scott Rogers touched the audience with his narration of “In Flanders Field where poppies grow,” and the Honorable Judge Robert F. Cochran sang “In Flanders

Coastal Health Hospice opens, Sutter Coast to follow

Crescent City has its first hospice care open and ready to serve. Jamie Daughtery, chief executive officer of Coastal Home Health and Hospice, announced the office is now open at 786 H St. At present, Coastal Hospice serves the Medicare-only community with a full list of qualified professionals serving the needs of individuals who have six months or less to live.
Mark Silver, MD, is medical director who will work alongside a team of registered nurses, social workers, clergy and other dedicated volunteers who provide the highest level of dignity for those who are in the last stages of life. Pet Peace of Mind provides canine support. Coastal Hospice is fully equipped and will administer compassionate care to those in need.
Sutter Coast Hospital is in the final stages of full accreditation and certification. Director of Hospital Operations Ellie Popadic awaits a visit from the Department of Public Health within the next 60 days to review the Sutter Coast hospice application. Popadic expressed her excitement in offering this much-needed service.
The genesis for the discussion on hospice care resulted from the passing of Del Norte County environmental engineer John “Brian” McNally in 2019. At the time of his passing at 76, there was no hospice care offered in Del Norte County. Brian’s last wish before his passing was for this community to introduce hospice care. Brian said “everyone has the right to die well.”
Howard Earl Cramblet is one of 44 Del Norte County residents who gave the ultimate sacrifice for their country. Cramblet was killed in duty in 1969 while serving in Vietnam.

CDFW announces $20.4 million in grant funding to protect salmon habitat
The California Department of Fish and Wildlife (CDFW) is pleased to announce $20.4 million in awards to 15 projects to improve salmon habitat and support climate resiliency, wildlife corridors and wetlands restoration. The court awarded the dispersal under Health and Safety Code Section 11489. Here is the breakdown:
• 65 percent ($243,750) will be dispersed to the Del Norte Sheriff. 15 percent of those funds ($36,562.50) will be placed in a special fund maintained by the county. The sole purpose of the special fund will be to combat drug abuse and diverted gang activity.
• 10 percent ($37,500) will be directed to the district attorney.
• 24 percent ($90,120) will be deposited to the state‘s general fund.
• One percent ($3,750) will be sent to the state environmental enforcement and training account.
When advised of the court’s decision, Sheriff Garrett Scott was elated. Has the sheriff determined how the newly-acquired funds will be allocated? Yes! Scott replied, “the success of the K9 program has been monumental. Now, we have the funds to seek
challenges to California’s biodiversity continue to grow and shift, our own strategies for new projects must adapt,” said CDFW Director Charlton H. Bonham. “Saving salmon and rebuilding their populations for Californians is the goal and we are meeting these challenges head on.”
CDFW has developed a single set of General Grant Program Guidelines to get restoration completed faster. CDFW continues to accept applications for new projects and make awards on an ongoing basis.

Huffman announces over $1.45 million to Second District
Last week, Representative Jared Huffman (D-San Rafael) shared the announcement that over $4.4 million from President Biden’s Investing in America Agenda has been awarded to expedite the assessment and cleanup of brownfield sites in Northern California while advancing environmental justice.
More than $1.45 million of this funding is headed specifically to three projects in California’s Second Congressional District: Hoopa Valley
Tribe, Cleanup Grant; Humboldt Bay Harbor, Recreation, and Conservation District, Assessment Grant; and Tolowa Dee-ni’ Nation, Cleanup Grant.
EPA selected eight entities in Northern California to receive grants totaling more than $4.4 million in competitive EPA Brownfields funding through the Multipurpose, Assessment, Revolving Loan Fund, and Cleanup (MARC) Grant programs. Thanks to the historic boost from the

A precarious moment in Congress

With House Republicans threatening to force the first-ever default on our nation’s debt unless President Biden agrees to draconian budget cuts and extreme policy demands, we are at a precarious moment in Congress. I want to make it clear: I am determined to prevent a catastrophic default from happening.
That’s why I was among the first to sign a discharge petition to force a vote on a “clean” debt ceiling increase. We now have 213 signatures on that petition.
If only five Republicans join us in the days ahead, we can end this manufactured political crisis without throwing millions of people into chaos.
No political party has ever held the nation and the global economy hostage by threatening to force a default on our debt until now. It is deeply extreme and irresponsible to threaten something that would be so devastating to so many people. 7,300 jobs would be lost in my congressional district alone, and nationwide over 7 million people would lose their jobs if we default. The draconian cuts Republicans are demanding in return for avoiding default would also be devastating. Child care, health care, student debt, veterans benefits, public education, and more are all on the chopping block to pay for the trillions of dollars of tax breaks for billionaires and corporations passed under the last administration. This fiscal irresponsibility, hypocrisy, and political hostage-taking must end – either by five reasonable House Republicans joining us on the discharge petition, or by President Biden using his authority to bypass Congress and pay our nation’s bills.

Working On:
• Protecting our Public Lands: I recently reintroduced my bill, the Northwest California Wilderness, Recreation, and Working Forests Act, to provide lasting protections for key public lands across the North Coast. Our district is home to some of the world’s most spectacular wild spaces, and my bill will support healthy and resilient ecosystems for generations to come.
Senator Alex Padilla has taken the torch from Vice President Kamala Harris to shepherd this bill in the Senate, and I will keep working with him on this vital piece of legislation to restore our forests, protect our watersheds, increase fire resilience, and expand recreation opportunities across the state.
• Standing up to Fossil Fuel Corruption: I recently co-led a letter with Senator Sheldon Whitehouse (DRI) calling out the corrupt influence of the fossil fuel industry at the upcoming UN Climate Change Conference (COP28). For decades, the fossil fuel industry has been well aware of the dangers of climate change, yet they have continually promoted climate denial, downplayed their role in emitting greenhouse gas pollution, and have created countless roadblocks on our path toward a clean energy future. At last year’s COP27, there were hundreds of fossil fuel lobbyists, and this year the leader of the summit is the chief executive of one of the planet’s largest oil and gas companies. We must prevent private sector polluters from participating in our global climate negotiations- it’s as simple as that.
• Celebrating Transportation Week: Last week, we celebrated the historic investments we secured through the landmark Bipartisan Infrastructure Law. We’ve already seen $20 million in funding go to California.
I drove home last week from Los Angeles after attending the California Democratic Party Convention. It took over 12 hours to drive more than 800 miles up Highway 5. California is a very big state and most of it is rural.
My mission when I go to a convention is to speak to as many elected officials as I can about the special needs of rural California. My goal is to find allies that will help us advance the interests of Del Norte County and other rural communities.
A New Senator
It is always easier to speak with politicians when they are running for office. My laser focused target for this convention was to meet the three candidates that have announced that they are running for U.S. Senate.
Dianne Feinstein has said that she will not be seeking reelection in 2024. Three current members of the House of Representatives have declared their candidacy. They are Congressman Adam Schiff, Congresswoman Katie Porter, and Congresswoman Barbara Lee.
It is likely that one of these three will be our next U.S. Senator from California so now is the time to let them know that we exist. I stalked them like paparazzi and found an opportunity to speak with each of them.
Invitations
By introducing myself as the Chair of the Del Norte County Democrats I was able to get them to think at least for a moment about where Del Norte is. I invited them each to come up to visit with the hope that they will be aware of us after they get elected.
When I invited Barbara Lee to come to Crescent City, she had to ask where that was. She did not know about Del Norte County. Now she does. Adam Schiff knows where Crescent City is and was very polite but non-committal
about a visit.
Katie Porter told me that she has scheduled a van tour to northern California this summer. In retrospect, I am not sure if she meant San Francisco when she said northern California. She lives in Orange County and almost everything is north of there.
Next Governor?
I know that this is a long shot to ask, but I am always impressed with any candidate that visits our county. Eleni Kounalakis made a point to visit all 58 counties when she was running for Lieutenant Governor. Taking the time to travel and speak to constituents across the state demonstrates a commitment to represent everyone.
I also spoke with Lieutenant Governor Kounalakis at her campaign booth. She greeted me with a hug and called me her OG, because I was an early supporter. She has now announced that she intends to run for Governor in 2026. There will be other candidates running but she will certainly be a front runner. If elected, Eleni Kounalakis will be the first female California Governor and she knows where Del Norte is.
Raucous Caucus
Have you ever been exasperated by an argument with a Democrat?
Imagine being in a large room with more than 2000 Democratic activists. The Democrats are a raucous caucus and never pass on an opportunity for a good policy debate.
Governor Newsom gave a speech at the general session and was greeted by several dozen protesters chanting and holding up signs that read, “Medicare for All.” Without missing a beat, Governor Newsom kindly affirmed their right to free speech and continued with his own speech.
Democrats agree that everyone should have
access to affordable health care and there are only disagreements over how to pay for it. However, it is clear to me that no financing mechanism will overcome the drastic shortage of health care practitioners in rural California. It doesn’t matter what kind of insurance you have if there is no doctor to go to.
Our Assemblymember
Jim Wood told me that there is a growing healthcare crisis caused by the closure of rural hospitals. We are fortunate to have the healthcare services that we do, but other rural communities are at great risk of losing vital lifesaving services.
Best News
The featured guest at the Rural Caucus meeting was the next Assembly Speaker Robert Rivas. After the meeting Assemblymember Wood introduced me to Speaker designate Rivas and we talked about rural policy.
I was pleased to learn that he represents an Assembly District that is predominantly a rural agricultural area, including Gilroy, Salinas, and the Highway 101 corridor south. They have the same issues we do, including a lack of affordable housing, reliable broadband, and accessible healthcare. Speaker Rivas will start on June 30.
As the leader of the Assembly, the Speaker has the power to steer legislation through the process. Having a Speaker from a rural area makes it more likely that bills will pass that address rural issues. This will also make it eas-
ier for our Assemblymember Jim Wood to find votes for his own initiatives. This will be good for our county if we work with our state representatives and stay focused on proposing solutions.
Rural Advocacy
The first principle stated in the Rural Plank says, “California Democrats will encourage elected officials to consider the effect on rural California when proposing new policies or programs by evaluating whether the outcome is fair and feasible in rural communities.”
I have been reappointed to the Platform Committee and will continue as the Rural Plank Committee Chair. Over the coming months the Platform Committee will hold a series of workshops taking comments on all the issues that are represented in the Platform. (cadem.org/ our-platform/)

A teenager who was killed should still be with us

If you think that race is only an issue in the country’s biggest cities, consider a murder trial that recently concluded in the small town where I live, in the Rogue Valley of southern Oregon.
The defendant in this criminal case was Robert Paul Keegan, a 50-year-old white man.
In November 2020, Keegan was staying at a motel in Ashland, a few miles from my home, because his house had burned down two months earlier in a wildfire.
Keegan, who had complained before about noise at the motel, testified that one night at around 4 a.m. he heard loud music and believed it was coming from the motel parking lot where a Black teenager, Aidan Ellison, was sitting in a parked car.
Ellison, 19, was staying at the motel because he’d also lost his home in the fire. A roommate told police that Ellison had trouble sleeping and had gone outside to sit in her car to avoid keeping her awake.
Keegan admitted that he used profane language in shouting at Ellison, and claimed that Ellison responded in kind.
The motel clerk testified that after Keegan complained, he checked the parking lot, heard no music, and found Ellison to be “very chill” in his car.
Then, while Ellison and the clerk were talking, Keegan entered the parking lot with a gun and confronted Ellison. The clerk, the only eyewitness to these events, testified that he tried to break up their heated argument.
The argument only lasted a few minutes because

suddenly, Keegan fired, killing Ellison with a single gunshot to the chest.
Keegan at first claimed that Ellison hit him in the face, causing him to fear for his life and to fire in self-defense.
But photos taken that night by police showed no evidence of Keegan’s face having been hit, and a medical examiner testified that an autopsy showed no evidence that Ellison had struck anyone.
Killing Ellison was “not a reasonable use of force in this situation,” the prosecutor told the jury.
Faced with overwhelming evidence that a white man had killed a young and unarmed Black man, Keegan’s lawyers crafted their case to appeal to the jury, which was composed only of white people.
Keegan claimed he was frightened by this tall Black person, and his
lawyers told the jury that Keegan was being unfairly charged by authorities who felt pressure to be “hyper-vigilant” in a “postGeorge Floyd world.”
The reference was to nationwide protests that followed the police killing of a Black man in Minneapolis in 2020.
After hearing the arguments, the jury found Keegan not guilty of murder — a crime that would have resulted in a mandatory minimum sentence of 25 years.
Instead, the jury found him guilty of manslaughter — a killing that is “committed recklessly under circumstances manifesting extreme indifference to the value of human life.” That crime carries a minimum sentence of 10 years.
The judge in the case applied the minimum sentence plus one additional year each for convictions
of unlawful possession of a firearm and reckless endangerment of the motel clerk.
At a community meeting in Ashland last year, Black speakers put the killing of Aidan Ellison in a context they know well. They said that unlike most white people, many people of color live with the constant fear of harassment, discrimination, or even death.
“This is a story we’ve heard again and again, in community after community,” said Nkenge Harmon Johnson, head of the Urban League of Portland.
“Something that should have been nothing at all turns into a deadly situation, and often it’s for a Black or brown person. They are killed at the hand of someone who thinks they have the right to do it, perhaps very much because of the color of the skin of their victim.”
After Keegan was acquitted of murder, speakers at a protest said that regardless of the trial’s outcome, justice had never been possible for Aidan Ellison, a Black young man who many local residents believe would still be alive today if he’d been white.
“Aidan’s mom will never see her son again,” said Ashland City Councilor Gina DuQuenne. “Aidan will never be a dad. Aidan will never be able to be a grandfather.
“Aidan will never be able to experience life because he is gone, and he’s never coming back.”

filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Soldier Camp Pumped Storage Project (or project). The project would be located on Lobster Creek in Curry County, OR, approximately 4 miles north of the Rogue River. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.
Neptune Pumped Storage 2, LLC has proposed to construct:
(1) an upper reservoir with a surface area of 50 acres and a storage volume of approximately 3,000 acre-feet created by a 5,600-foot-long, 70-foot-high rockfill embankment ring dike;
(2) a lower reservoir with a surface area of 50 acres and a storage volume of approximately 3,000 acre-feet created by a 5,700-foot-long, 70-foot-high rockfill embankment ring dike;
(3) a 1,825 foot-long steel and concrete penstock with a diameter of 22feet; (4) a 550-foot-long, 120-foot-wide concrete powerhouse/pump station located on the lower reservoir shoreline containing 6 generating/ pumping units for a total generating capacity of 550 MW; (5) an approximate 13-mile, 230-kilovolt (kV) transmission line from a proposed substation near the powerhouse to an existing substation on Nesika Beach Dump Rd that would interconnect to the regional transmission grid; (6) an approximately 1.7-mile-long underground

At the regularly scheduled meeting of the Del Norte County Board of Supervisors on Tuesday, May 23, 2023, the Board of Supervisors voted to adopt an amendment to the tobacco retail license ordinance. The prior ordinance limited licenses to those businesses retailing tobacco on July 1, 2022, prohibited the transfer of licenses between locations, and prohibited the transfer of a license to a subsequent owner when a business changes ownership. This amendment retains the limit on licenses to those operating on July 1, 2022, and maintains the prohibition on transfer of licenses between locations. But this amendment allows a license to be transferred to a subsequent owner upon a change of ownership of a retailer. Record number of classics displayed at benefit car show

On what can be described as a magnificent Spring day, a record 180 classics, antiques, hot rods and motorcycles showed out at the 29th Annual Azalea Benefit car show at the Brookings Harbor. The event was organized by the Curry County Cruisers and sponsored by
Zola’s. Co-presidents Timothy and Lori Connolly and the Cruisers put on quite a show, with all proceeds benefiting needy organizations.
Cars from Washington, Oregon and California covering a multitude of stock and modified categories were proudly represented. Also on site was the Azalea Pageant queen and
her court.
The Connelly’s and the Curry Cruisers will meet next week and donate all proceeds to needy organizations.
In the past, Safe and Sober Graduation, Fireworks, Oasis, the fire department, Humane Society and various city and county children’s programs have been assisted by this Cruiser event.

anin. Polyanin recently donated his collection of over 900 pieces of art to the City of Crescent City when he was no longer able to house the work himself. The collection
demonstrates a wide range of artistic ability and includes painting, sculpture, assemblage, and more, created from an array of materials in sizes ranging from 2 to 10 feet
tall. The work on view was created between 1988 and 2023, and much of it was displayed in Polyanin’s art gallery and exhibited along US Highway 101 until 2022. The temporary exhibit is located at 240 H Street, Crescent City, CA 95531. For more about the artist, visit VPArt.org.

Councilwoman Dorothy
Wait has been chosen to serve on the Administration for Children and Families’ (ACF) Tribal Advisory Committee.
The ACF TAC’s purpose is to strengthen the government-to-government relationships and provide advice on opportunities; ensuring that ACF programs benefit American Indians and Alaska Natives. Councilwoman Wait was selected to serve as the primary delegate for California. Her term of service began in April and ends in December 2025.
The ACF TAC holds six meetings per year that include three in-person or virtual meetings for approximately two days each and three virtual meetings for 1.5 hours each. ACF will support Councilwoman Wait’s per diem and travel expenses to attend in-person meetings in accordance with standard Government Travel Regulations.
The Administration for Children and Families (ACF) was created on April 15, 1991, following the merger of the Office of Human Development Services, the Family Support Administration, and the Maternal and Child Health Block Grant Program.
ACF is one of 12 operating divisions of the U.S. Department of Health and Human Services (HHS) and oversees programs to address the needs, strengths, and abilities of communities—including tribal communities.
ACF is comprised of 19 offices, including the Office of Regional Operations, which represents 10 regional offices around the country, that provide funding, grants support, and work with state, tribal, and local agencies and other non- profit organizations.
Tolowa Dee-ni’ Nation
Tribal Council Chairperson, Jeri Lynn Thompson wrote, “Dorothy’s contributions to Tolowa Dee-ni’ Nation and our Family Wellness Department, and by extension Indian families overall, are unmatched. Her contributions include securing more than seven million dollars of competitive grant funds as well as establishing and maintaining block grant programs such as Temporary Assistance to Needy Families (TANF), Child Care Development Fund (CCDF) and Family Violence Preventions Services Act (FVPSA) funds. Dorothy was also the leader and essential driver to Tolowa Dee-ni’ Nation becoming the first Tribe in California to receive approval for federally funded, direct Title IV-e child and family services.”
The ACF TAC approved the following priorities and is currently working on their strategic plan.

3. Collaborate with other HHS Tribal Advisory Committees to advocate for tribes within HHS

1. Increase ACF funding to Native American communities
2. Develop recommendations to address fiscal issues impacting tribal recipients

PRIORITY AREA 3: Economic Development
1. Assess for Administration initiatives related to economic development
2. Identify potential collaborations among federal programs that support economic development

Wisdom from our Watersheds Art and Poetry Exhibit Del Norte Association for Cultural Awareness (DNACA) is pleased to present an art exhibit by poet artist Terri Glass, visual artist Alicia Wilson, and student artists from Sunset High School, now on display through June 8 at the Del Norte Courthouse. Terri, a published poet and author, led workshops about the watersheds, inspiring students to create art and poetry on the topic. The exhibit is free to view.
