The North Coast Emergency Medical Services governing board split its three member votes in support of initiating a competitive bid process for
ambulance service in Del Norte County. Del Norte and Humboldt counties voted in favor in initiating a competitive bid process. Lake County voted against the process. Lake and Humboldt will make no changes in its ambu-
lance services. Members considered three options:
• Option one, make no changes to the agreement which runs through June 30, 2027.
• Option two, proceed with plans to conduct the requested
and planned non-competitive exclusive operating area process with Del Norte Ambulance, also referred as a grandfather clause.
• Option three, initiate a competitive bid process.
At the May 18 meeting, by a 2-1 vote, members selected

Crescent City has amended its budget for this year by adopting a resolution on how to allocate over $20,000 to be utilized specifically for maintenance of the Point of Honor, at the S curve.
The Del Norte County Veterans Memorial Monument Committee developed the concept, raised funds, built the monument and donated Point of Honor in February of 2022.
Last week’s decision included a line item to set those funds aside as maintenance exclusively for monument upkeep. The council voted unanimously to allocate the $20 052.84 residual funds left by the monument committee.
Two issues arose from the discussion:
• The city would continue to sell memorial bricks to the public, through city clerk Robin Altman.
• The city will replace the vandalized Hmong monument,
damaged last year.
The cost of the original Hmong monument was approximately $7,000. An enhanced new Hmong monument may cost approximately $12,000. The city holds an insurance policy with a $1,000 deductible.
The cost to the city could be as high as $6,000. City Manager Eric Wier plans to meet with Hmong leaders for their input.
Councilors were overwhelmingly in support of using the maintenance fund to replace the vandalized monument as well as more modest maintenance improvements.
Volunteers conducted a litter cleanup this past week at Point of Honor.

Habitat for Humanity to build sixth home

“It’s like we had to start over.”
Those were the words of Karen Brohmer, president of Habitat for Humanity, after a several years hiatus on building homes for those in need.
“Many of our volunteers moved on and our base of members has changed,” Brohmer stated.
The long COVID era has passed, and Habitat for Humanity celebrated the groundbreaking of its sixth home, Sunday, May 21.

After receiving a questionable evaluation by the state office of the public defender for indigent defense services, the board selected a managed assigned counsel (MAC) option at its May 23 meeting. Two positions will be offered: office of the public defender and a legal secretary I/ II classification. The appointed public defender will serve at the pleasure of the board.
Supervisor Dean Wilson, who was not present for this unanimous vote, expressed his opposition on money needed to operate the office.
“We’re heading into tough times. This is not the time to make this move,“ Wilson said.
Instead, Wilson recommended the hiring of a fifth public defender.
There are few who remember Del Norte used to have an office for the public defender. Wendy Kim served in the position in 1981.
One who is qualified to render an opinion on defense of the indigent is attorney Dohn Henion. Henion served as a contracted public defender for nine years back in the ’80s with Kim, was Crescent City attorney for 15 years and Del Norte County counsel for four years.
“It would need to be proven to me the office of public defender would be cost-effective,” he said. “The addition of the office will not solve the problem of overworked and underpaid legal staff.
The appointment by the board won’t fix the problem. Ultimately, the Superior Court will make those decisions. I also observe many cases with multi clients charged and the need for an alternate public defender is required, as provided in larger counties.”
Henion agreed remuneration to contracted attorneys is artificially low but said the public defenders do an excellent job in providing legal services to indigent clients.
Qualifications for the newly-created public defender include • Bachelor’s degree from an accredited four-year college or university • Possession of a law license from California

The library welcomes you back, with a little help

Pulling weeds, planting bulbs, installing a new alarm system, power washing the building and freshly painting the Del Norte County Library. The Friends of the Library volunteers spent last Saturday sprucing up the exterior and grounds post COVID. It’s been a challenging time for the library during the COVID era. Now, restrictions are alas, disappearing.
The masks are off and the welcome signs are up and thanks to a $2,500 grant from Pacific Power Foundation, the Del Norte County Library welcomes back patrons.
The 4,400-square-foot building and grounds has been and is a community hub. Library director Phyllis Goodeill, fresh off earning her bachelor of science degree from Cal Poly
Humboldt, oversees a staff of a dozen part-time employees who she modestly says are, “the very best.”
Goodeill thanked Pacific Power Foundation and the community for its support and is excited to welcome back patrons with a menu of programs for kids and adults. Some of those programs include rock painting for kids every Saturday, a monthly Lego
activity and an adult family literacy project.
Trustee Board chairman Andrew Napier was on site welcoming volunteers. “Please join us as we bring attention to our library.”

Heretofore, the appointed commissioner was required to reside within the district of the supervisor making the appointment.
With the amending of the ordinance, the district supervisor may now appoint the commissioner from Del Norte County at-large. All appointments for Planning Commission must be
approved by a majority of the board.
The board also amended its already-passed tobacco retail license ordinance to allow the transfer of an existing tobacco license to a new owner.
The number of retailers selling tobacco products has been established outside city limits, per ordinance passed in 2022.
The board’s action allows for those retailers selling tobacco in July of last year to transfer existing, active licenses to new ownership. The board meets next on Tuesday, June 13, at 10 a.m. at the Flynn Center.

Ira Stirling Norris (Iron Horse Norris)
It is with a heavy heart that we announce the passing of Ira Stirling Norris (Iron Horse Norris) who passed away on May 15, 2023, due to a fishing accident on the Klamath river. Ira was born in Arcata Ca. on November 17, 1978, and raised in Smith River California. Ira enjoyed all things outdoors fishing, hunting, logging, gold panning, wood carving, collecting antiques, rock hounding, gardening, swimming, hiking, making fish tackle, and so much more. Ira was a Yurok tribal member, but also was a descent of the Hupa, Tolowa, and Klamath tribes. He also loved all things traditional such as eeling, setting nets, and making traditional regalia. Ira went to school in Smith River, Del North, and College of the Redwoods.
Ira truly enjoyed all types of fishing and collecting Seafoods and Ira always enjoyed learning new things and did a lot of selfteaching such as snorkeling, surfing, abalone diving,
bull riding and running different machinery, at the age of eight Ira taught himself how to swim. Ira was currently a certified and licensed truck driver for Safe Coast Seafood, which he truly enjoyed all the road trips and adventures he had along the way. Along with many other accomplishments
Ira was a diesel mechanic, welding, and electrician work, previous cook at the Golden Bear Casino, business owner of Scorpion Lawn Care and he also had his heavy equipment operating machinery certification, had his American career training diploma, entry-level driver training certification, certified in many areas for his sea captain license and was a deckhand and captain for over 35 years and even fish from Alaska, the bearing seas, and the coast of Mexico.
Ira also was Certified in logging choke setter, Certified Drill pump and water analysis technician, and California conservation Corp as a CCC member he

“Whaler” longtime resident of Curry County passed away February 24, 2023, at his home in Brookings, Oregon surrounded by his loved ones after a short battle of stage 4 brain cancer.
Dale was born on May 18, 1952, in Sacramento, CA to Vern and Marie (Barclay) Baines. At the age of 13 his mother and stepfather Leland Holmes moved the family to Gold Beach, their Dale attended and graduated from Gold Beach High School in 1971. Soon after graduation he was drafted into the Army.
Dale loved to fish from a young age, you could find him on a creek or river, or working on charter boat during the summer. So, it was not surprising he became a commercial
fisherman and in 1976 he bought his first F/V the TAKU a small salmon trawler which he fell overboard while fishing by himself off Eureka CA. Thankfully the Lord was not ready for him and saved him so that he could marry Mindy Payne on September 26, 1987. Dale spent many years working on others boats, until 2003 when he and his wife purchased the F/V Innisfree. Dale enjoyed riding his Harley Davidson with friends and traveled to Sturgis a few times. He loved to cook and have friends and family over for dinner. Dale leaves behind wife Mindy and their children Brad, Kylie, and Rhyan Baines, four grandchildren Maximus, Pania, and Hattie Baines, and Rhyan Philpott. Dale
worked a long the Klamath river, but out of all these amazing accomplishments Ira would tell you that his greatest achievement would have been being a father, he loved all his sons deeply and he was truly proud of them all. Ira was a hard-working family man who didn’t hesitate to help anybody, he would literally give you the last dollar in his pocket if he felt like you needed it, and it didn’t matter if you were a stranger or not Ira had a giving heart. Ira wholeheartedly cared about every single person in his family. He was a beloved son, brother, father, uncle, cousin, and friend. Ira believed in his Traditional cultural beliefs, but he also loved his church family as well. He loved to share stories and meet new people and he always respected his elders because he truly enjoyed learning from them. Some of Ira’s fondest memories are him and his grandpa Leroy Norris going fishing and cutting firewood. He also considered his grandmother
Irma Norris to be a second mom to him. Ira first learned how to drive a truck at the age of three years old on his grandpa’s lap in a green Ford truck. Ira also enjoyed talking about all the knowledge he received from his grandparents, such as gathering, traditional foods, canning smoked fish, berry picking, wood carving, and drum making, singing traditional songs, but he mostly enjoyed carving in detail Yurok canoe like his grandfather did. Ira was taught at a very young age to always respect the land and to never take without saying a prayer and offering something in return. We know in our hearts that Ira is continuing to say his prayers and make his offerings as he takes his last boat ride home. Ira is continuing his journey home to reunite with his loved ones he will take his place beside his Great grandparents Bill, and Ella Norris, Great grandparents, Harry and Kate Wilson, grandparents, Leroy Norris, and Irma

Burg Named to SNHU President’s List
Julie Burg of Crescent City has been named to Southern New Hampshire University’s Winter 2023 President’s List. The winter terms run from January to May.
Full-time undergraduate students who have earned a minimum grade-point average of 3.700 and above for the reporting term are named to the President’s List.
Full-time status is achieved by earning 12 credits over each 16-week term or paired 8-week terms grouped in fall, winter/spring, and summer.
Southern New Hampshire University is a private, nonprofit institution
with a 90-year history of educating traditional-aged students and working
adults and now serves more than 170,000 learners worldwide.
The project has been conditionally approved by city planning. Patel hopes
to break ground in late August.

Page was born in Oakland, California to Theral and Harry Hammond.
A family fishing trip to Klamath, California when she was four years old inspired her parents to move there.
She grew up in the Klamath Glen in its heyday when movie stars came to fish during the Summer months. As a child she loved selling co ee to all of them while they fished along the riverbanks. At 16, she was crowned Miss Del Norte in 1959. She graduated from Del Norte High in 1961.
She married the love of her life, Tony Ramos, in 1964. That same year she narrowly survived the flood, a rescue crew had to throw a line to help her escape from the second floor as the flood waters were rising all while being four months pregnant!
They started a family, and had seven adventure filled years with a lot of love, laughter and dancing before he passed away in 1971. Widowed at 28 while pregnant with her fifth baby, she continued their dream to rebuild a shopping center at the new townsite location above flood levels. The flood had washed away their home and their business, the Klamath Market. Times were di erent then, and as a single woman she now had to fight to get the loan approved.
She wrote to Congressman Don Clausen and with his support she made it happen.
We still have the letter Congressman Clausen wrote to her after the grand opening thanking her for being so determined and successful in getting the town back on its feet.
From there she moved the family to Crescent City for two years before relocating to Roseville, California where she resided for the rest of her life.
She lived a full active life. She started and led the Pink Ladies at Seaside Hospital and worked with hospice, and was a member of the Church of Jesus Christ of Latter Day Saints. She loved dancing, bingo, cribbage, golfing, her bowling league, playing piano (following in the footsteps of her Mother), The Klamath River raft races, dressing up for Halloween, loading up all five kids into a motorhome for our summer road trips to ghost towns and historical sites, getting up early in the summers to catch the jet boat waves and spend the day at the river. She always had an open door and open heart to those in need, always willing to help anyone that needed it.
Above all, she always said, her greatest joy and accomplishments were her five kids and later included
grandchildren and a great grandchild. Family was always her priority, we always had her love, support, guidance, advice and the best Mom hugs in the world!
She always wished that when her time came, she would have her family by her side. We are so grateful that all of us were right at her bedside, singing her favorite songs, thanking her for being the best Mom and friend we could have ever asked for and telling her how much we loved her as she took her last breath.
Survived by her children, Mike, Tonya, Tara, Tracie and Ti any. Grandchildren, Tristin, Ashlie, Oriah and Everest, Great Grandchild Harrison and brother Kent Hammond.
We will be celebrating Mom today on what would have been her 80th Birthday.
The legacy of her many words of wisdom, inspirational and downright hilarious quotes will carry on for generations.

A breath of fresh air
Kevin Hendrick’s column on broken news was good commentary on the mostly sad state of broadcast news sources. Unfortunately, he missed giving credit to one of the very few fact-based and straight forward news programs left imo. PBS NewsHour.
The professional and refreshing journalists who report the news on PBS, without the silliness and conspiratorial laced tirades of MSNBC, Fox, Newsmax, and others, is a model for how news programs should be. I’ll add Christiane Amanpour’s program on PBS. While she also works at CNN, her wonderful hour long show on PBS is a lesson for journalists on how the job should be done.
Plus, she’s one of the best interviewers around. Also watching PBS, you don’t have to suffer through mindless and irritating ads every 10 minutes. PBS, a breath of fresh air.

The Power of Positive Thinking
“I believe in the power of positive thinking,” explained the ubiquitous Nick Rail when he was talking about the advancement of the Del Norte Center for the Performing Arts. This also could have been the motto of the Economic Summit I attended on May 19th. I have been to many economic development meetings in our community where people talked about what could be done to create local jobs and business opportunities. But this gathering presented a level of progress that I had not seen before.
This Economic Summit was sponsored by the Crescent City - Del Norte Chamber of Commerce and was attended by about 200 community leaders. Featured speakers from businesses, non-profit organizations, and government agencies reported a remarkable number of successes.
Planned Projects
Nick Rail spoke about the momentum that is building toward the construction of a 1000 seat, $42 million performing arts center. Nick and Lisa Rail provided seed funding that led to Senator McGuire appropriating over $2 million in matching funding. More than $4 million of funding has been secured and the design of this project has begun.
Christa Stewart talked about plans for the Elk Valley Rancheria to construct a gas station and convenience store on the road to their casino. This will be open by March 2024. The Rancheria also plans to build a 92-guest room hotel adjacent to the existing casino. Both businesses will create more jobs and provide our youth entry level employment in the hospitality industry.
UC Davis Professor Keith Taylor provided an overview of the process for offshore wind development.
He encouraged us to learn from the experience
of other communities that have been through this process.
Michelle Carrillo of Wild Rivers Community Foundation urged local organizations to cooperate in negotiating Community Benefits Agreements. These are agreements through which wind energy developers will provide mitigation funding for community services such as workforce housing, job training, healthcare and childcare.
Funded Projects
Crescent City Manager Eric Weir highlighted projects that the City has completed or that are in process. He reported that Crescent City has secured $28 million in grants for downtown improvements including the redesign of Front Street and establishment of a regional transit center in partnership with Redwood Coast Transit.
Crescent City is collaborating with Redwood National and State Parks to develop a one-stop “Discovery Center,” where visitors can find information about cultural and recreational opportunities in our community. Crescent City is also implementing a master plan for improvements to Beachfront Park.
Crescent City Harbor Master Tim Petrik presented the Harbor projects that have been funded with over $10 million in grants awarded. Next month, the Harbor District will kick off a public process to seek input on the redevelopment of the fishing infrastructure at Citizens Dock and the adjacent areas of the harbor.
Job Training
There are always conversations about creating new jobs, but at this Summit there were presentations about training for already existing jobs. Several agencies referred to their efforts to train “homegrown” workers.
Crescent City has had difficulty recruiting police officers to move here to
fill vacancies on the police force, so they are recruiting local people who are interested in becoming police officers. Using Measure S tax funding, the City will pay the cost of training new police officers. After training is completed, the City will hire these workers and forgive 20% of the training cost for each year of service. Through this program, Crescent City has hired one new officer, two are currently in training and two more are set to start training in July. As a result, the City will have a fully staffed police department.
Redwood National and State Parks representative
Erin Gates announced that they are starting a Regional Training Center next year that will train heavy equipment operators. The parks will then hire these operators to assist with road removal and restoration projects within the parks.
Career Education
There is an ongoing synergy between the local school district and efforts to train local workers. Del Norte County Superintendent Jeff Harris updated us on efforts by the school district to provide career education to students. There are now 16 career pathways available for high school students through their Career Technical Education program.
One unique career training opportunity is a musical instrument repair class. This program was funded by Nick and Lisa Rail to train students for a career repairing instruments. Students have already found employment in this field.
Shauna Burdick gave a presentation describing the healthcare career pathway developed by the College of the Redwoods. There is a dire need for more healthcare professionals, and difficulty in recruiting workers to move here. This program trains homegrown healthcare workers.
Ms. Burdick described a sequence of healthcare
career education that allows advancement in the workforce. Short term classes train people for jobs in phlebotomy and medical billing. In one semester students can train to be an emergency medical technician or medical scribe. They have a one-year program to train to be a paramedic or psych technician. There is a twoyear associate degree in nursing and the possibility of transferring to Cal Poly Humboldt for a BS degree in Nursing.
These career pathways will bring workers into healthcare employment where over time they can continue to take classes to move up the career ladder. A nurse attending this Summit described how she had continued to take classes while raising a family, and is now a department head at Sutter Coast Hospital. Sutter will pay the tuition for their employees to encourage ongoing education.
Hopeful Future
Hearing these presentations at the Economic Summit gives me hope that our community will have a prosperous future. The collaboration that is occurring between educators and employers demonstrates an effective model for economic development and employment in our community. Positive thinking leads to positive results. Let’s keep it up!

Farmington, a town in need of a jolt

The good news these days about Farmington, New Mexico, is that the air looks clear. That’s a huge change.
For 60 years the air was dingy, polluted by two, enormous coalfired power stations in nine units that produced 3,723 megawatts of generation — enough to power two million homes. Now, just 1,540 megawatts remain in two units equipped with modern, air-pollution control systems.
Starting in the 1960s, the town’s giant smokestacks could be seen from miles away, and their dangerous emissions helped add the designation of “national sacrifice zone” to this Four Corners area. Pollutants included “beryllium compounds, chromium compounds, cobalt, and five other carcinogens,” reports ProPublica.
But these days you might describe Farmington, population 46,422, as an attractive river town where “you can see mountains 100 miles away,” says Mike Eisenfeld, energy and climate
program manager of the San Juan Citizens Alliance, a regional environmental powerhouse with 1,000 members.
Farmington is becoming known for its recreation, ranging from national parks and monuments to eight miles of river walks and mountain biking on 120 miles of trails.
“Jolt Your Journey!” is how the town promotes itself to visitors. A cultural battle, though, is being fought over what substitutes for coal as a power supply.
Given the town’s near-constant sunshine and underused grid tieins to Sunbelt cities, solar-powered electricity might seem the obvious replacement. However, the people with clout in town
— Mayor Nate Duckett, City Manager Rob Mayes, and the nonprofit Farmington Electrical Utility — yearn for the good old days of fossil fuels.

2018. “It was also homegrown,” he adds, “and there were good jobs,” To keep its coal plant open, Farmington, chased a carbon-capture scheme even though its history is one of failure. All eleven of President Obama’s carbon capture projects have either gone belly up or were never built. A Mississippi coal project alone cost $7.5 billion, leaving only mountains of scrap.
Farmington’s failed carbon-capture scheme cost millions of dollars in legal fees and precious time. Without power-purchase contracts, Farmington Electric had no steady electrical supplier when its coal-fired electricity was switched off. The utility burned through a good portion of $100 million in reserves buying gas and electricity on the open market.
To rebuild a financial cushion, the Farmington utility raised customer rates in April. This angered many residents though resentment had been simmering for years. Everyone knew that coal was nearing its end, yet no
plans had been made for developing a major replacement.
Aztec, a town of 6,163, was once a customer of the Farmington utility, but it rebelled, now buying carbon-reduced electricity from Guzman Energy. Neighboring Bloomfield, population 7,371, says it also wants to partner with Guzman. Meanwhile, solar development has been flourishing around Farmington, with 1,300 megawatts of utility-scale generation either planned or under construction.
Farmington could easily get into the action since it can self-permit. It also owns those valuable grid tie-ins through its substations. In fairness, it has vague plans for a solar array, but an inefficient, gas-powered plant is what’s in the process of getting built to augment a big gas plant they already own.
Thanks to the Inflation Reduction Act, which gave a boost to nonprofit utilities like Farmington Electric, there’s federal money available to help build solar arrays. The Act allows a utility to build and sell renewable
electricity while also raking in generous government incentives. Farmington’s need is pressing, as both New Mexico and the region aren’t producing enough homegrown energy.
All of the financial support right now for developing solar power adds to the frustration of area conservationists.
Mark Pearson, executive director of the San Juan Citizens Alliance, says, “Farmington… wants to export chemicals manufactured from natural gas in the region. But they have the means to export a finished product — electricity made from the sun — via high-voltage electric lines.” The Alliance’s Eisenfeld thinks a tipping point is fast approaching.
But for now, the good ole’ boys are still in charge.

“The EMS system is not broken. Del Norte Ambulance has performed well for almost four decades,” Sandler said. “Are we perfect? No, but any of the few miscues we’ve made over those almost 40 years of service have been acknowledged and corrected.
“The cost of conducting a Request for Proposal (RFP) is considerable. Estimates to conduct an RFP in lightly populated Del Norte County could range from $50,000 to $150,000. Wisdom from our Watersheds Art and Poetry Exhibit Del Norte Association for Cultural Awareness (DNACA) is pleased to present an art exhibit by poet artist Terri Glass, visual artist Alicia Wilson, and student artists from Sunset High School,
Karsteadt, concurs about costs and the preparation of the RFP, though Karsteadt will adhere to member direction.
Karsteadt shared, “This item is much larger than any typical RFP North Coast EMS has experienced. Del Norte County will need to reimburse North Coast for all costs and services. It’s all new work.”
Fifth District Supervisor Dean Wilson indicated his support for the grandfather option has not changed. Wilson called for additional scrutiny on Del Norte Ambulance oversight, noting response time, time of arrival, call, and rollout.
“It would be untruthful for anyone to underbid Del Norte Ambulance as it already possesses the existing infrastructure,” Wilson said
Road maintenance and restoration work to cause delays on Davison Road in Redwood Parks
Redwood National and State Parks staff will perform road grading and forest restoration projects along Davison Road in late May and June this year. The associated work will cause some delays and closures to the access points for Gold Bluff Beach, Gold Bluff Beach Campground, and Fern Canyon.
The access impacts are anticipated to be as follows:
• Closed for Day Use with one hour delays for campers May 30-31.
• Full closure from 6-11 a.m. June 1, 7, and 16.
• Up to one hour delays June 1, 2, 5, 8, 9, and 1215.
The work that will take place during the closures includes regrading the road with heavy equipment, clearing drainages, and felling large trees.
The clearing of sediment and debris from streams and tree work is part of the Redwoods Rising project. Redwoods Rising is a public/private partnership between Redwood National and State Parks and the
Save the Redwoods League to accelerate the recovery of previously logged areas within the park putting these forests on a trajectory toward becoming the old growth redwood forests of the future.
Regarding the work taking place, Redwood National and State Park Superintendent Steve Mietz stated, “The unprecedented storms this winter caused delays in our ability to grade many roads as we waited for them to dry out. As much as possible, we are combining these projects with Redwood Rising restoration work to minimize impacts to the public. Upon completion, these projects will improve safety for the public and continue to put the forests on a path to recovery.”
Any changes to the schedule of work will be updated on the park’s Current Conditions webpage. Those wanting to access Fern Canyon and willing to do a long hike may still do so via the 12 mile roundtrip hike on the James Irvine trail, starting at the Prairie Creek Visitor Center.

The new construction team consists of civil engineer and former Crescent City Manager Mike Young, contractor/designer Scott Huffman and contractor George Mayer, who will oversee the build.
Pastor Pat Henderson delivered the blessing for the proposed four-bedroom home. Construction may take up to 24 months, depending on volunteer involvement.
Construction on the Nickel home begins this summer.
