The Tri-Agency Economic Development Joint Powers Authority (JPA) held a meeting May 2, for a discussion and possible action to recommend to member agencies to terminate the Authority pursuant to the JPA. The three agencies which comprise Tri-Agency are the City of Crescent City, County of Del Norte and the Crescent City-Del Norte County Harbor District. The bone of contention apparently is the prioritization of wind power development. Or is it?

Tri-Agency has experienced a tumultuous past.

Accumulated debt incurred

to the Dept. of Agriculture totaling almost $290,000 eventually was settled via installment payments to the Federal government. Joint Powers economic efforts have been virtually nonexistent.

In a related Closed Session item, community watchdog Linda Sutter alleges malfeasance in a lawsuit filed in Superior Court. Sutter states, “Everyday Tri-Agency remains open, it is in violation of the California Brown Act. The JPA has no budget, no office, no staff. Tri-Agency is a waste of public funds.”

Sutter alleges nearly $40,000 has been spent on legal costs / attorney fees between 2018-2020.

The current Tri-Agency

Authority is comprised by

City Councilor Ray Altman and Mayor Blake Inscore, Supervisor Chris Howard and Board of Supervisors Chair Dean Wilson, and Harbor Commissioner Wes White who is the current chairman of the Tri-Agency JPA. These five elected make up the Tri-Agency Economic Development Authority.

Last Summer, under considerable scrutiny and discussion, all three member agencies voted to continue Tri-Agency. Each Governance agreed to fund the JPA, accordingly:

• Del Norte County $70,000.

• Crescent City $30,000.

• Harbor District

Last week, Del Norte K9 Deputy Lucas Brittain and

Zuko were patrolling the area off Seashore Drive after receiving reports of suspicious drug-related activity. Deputy Britrain noted an individual walking in the area identified as 37 year old Christopher James Swain. The individual is wanted in connection with multiple felony crimes in Del Norte County. Before Deputy Brittain could make contact and arrest Swain, the suspect fled on foot and Deputy Brittain was unable to give chase immediately. Assisting law enforcement arrived in the

Palestine Protests Displayed along 101 in Crescent City

Free Speech and peaceful demonstrations were prominently displayed this past Sunday on U.S. Highway 101 at the Fairgrounds in Crescent City. Both sides of the highly emotional October 7th terrorist-identified Hamas-Israel war expressed their 1st Amendment right to peacefully assemble.

Separated by just a few yards at the northwest corner off the Fairgrounds, both the Palestinian and Israel support groups respected the presence of each other with no physical contact,

Within short order, Zuko tracked the suspect to a home on Shorecliff Drive. A perimeter was established to contain the suspect, search warrant was obtained from the Superior Court and Swain was arrested on evading arrest.

The suspect has been detained in the Del Norte Jail, on parole hold felonies. Del Norte Probation is reviewing violations with

no bail available. Assisting the DNSD were the CHP, District Attorney’s Office, National Parks Law Enforcement and the Pelican Bay CERT Team. Center to this happy ending story, the arrest with the expert skills of Zuko, protected deputies and the community. Recently, Wal-Mart Crescent City donated $4000 to benefit the Del Norte K9 Program.

Last Saturday and Sunday the North Coast Chorale held our spring performances, and I was happy to be a part of it. This is the least political activity that I am involved with. When I am at practice or performing, I don’t think about whether the person next to me is a democrat or a republican. It doesn’t matter.

Together the entire group collaborates to produce sweet harmonies. We have agreed on participating and we have the common goal of performing the best that we can. This spring we sang songs from only American composers including a medley from Oklahoma and other beautiful tunes that you may not have heard of. We finished with a choral version of America the Beautiful and all the singers waved the American flag. It was all very patriotic and served as a reminder to the chorus and the audience that we are all in this together. This commitment to a common purpose can serve as a model of how our political leaders should act.

Divided Congress

I have never commented on national politics in my column because I couldn’t see that my opinion would have any positive impact on the disfunction in Washington. I never make blanket statements about all republicans or all democrats for that matter. Everyone is different and should not all be lumped into a single category.

However, there is a raucous caucus of extreme republicans in Congress that seem intent on burning it all down. The republicans have a majority by a thin margin which gives these people outsized power to disrupt. Not long ago they ousted Kevin McCarthy as their speaker and are attempting to expel the current Speaker.

By all objective measures, this has been the least productive Congress ever. They have passed only a handful of bills. Everything is a fight. There was a fight over the basic funding our government. There was a fight over providing aid to Ukraine. There is a current fight to fire Republican Speaker Mike Johnson.

Bi-partisan Success

This is where it gets interesting. Some major legislation has been passed this year through bi-partisan collaboration. Reasonable republicans and democrats have

overcome petty squabbles to find common ground in recognition of their obligation to take responsible actions that serve the American people.

I read an interesting article in the Times Standard (5/3/24) which led off with this statement, “Without wielding the gavel or holding a formal job laid out in the constitution, Representative Hakim Jeffries might very well be the most powerful person in congress right now.”

This story highlighted how democrats and the republicans are working together to take care of business. When Speaker Johnson was unable to muster enough republican votes to adopt a budget this year, “minority leader of the House Democrats Hakim Jeffries provided the votes needed to keep the government running.”

Strange Bedfellows

“It was Jeffries who made sure Democrats delivered the tally to send $95 billion foreign aid to Ukraine and other allies.” This required votes from moderate republicans and democrats to bring this across the finish line. This unexpected cooperation gives me hope that our government will continue to meet our obligations.

This week, “Jeffries with the full force of House Democratic leadership behind him decided his party would help Speaker Mike Johnson stay on the job rather than be ousted by far-right Republicans led by Marjory Taylor Green.” It is highly unusual for one party to protect the leader of another party.

“The decision by Jeffries to lend votes to stop Johnson’s ouster provides a powerful inflection point in what has been a long political season of dysfunction, stalemate and chaos in Congress.” Jeffries is attempting to show that there can be an alternative approach to governing. “We need more common sense and less chaos.”

Local Chaos

I have always held out more hope for cooperation locally between our elected representatives and the agencies they represent. The conflict in Washinton DC looks insurmountable on most days. Occasionally our local conflicts seem unresolvable. The most recent example is the disagreement over the Tri-Agency.

its Tri-Agency partners, Crescent City and the Harbor District has come to a head. For sixty years Del Norte County, Crescent City and the Harbor District have collaborated through the Tri-Agency Economic Development Authority for the common benefit of the member agencies.

The Tri-Agency Board met on May 2 to discuss the future of Tri-Agency. They agreed to convene a joint meeting of the full governing boards of the City, County and Harbor to discuss the possible dissolution of the joint powers agreement that forms the Tri-Agency. I am disillusioned by their inability to resolve this conflict.

My Mistake

It was pointed out to me that I made an error in my column about the Chamber sponsored Economic Summit that I recently attended. I said that the Elk Valley Rancheria purchased the Martin Ranch. This is what I thought I heard. This should have been the “DeMartin Ranch.” Thank you Jerry for correcting me.

I recognize that in writing 1000 words each week I will inevitably make a mistake. Please feel free to contact me if you think I made a factual error. It is important to me that I provide credible and accurate information. If you disagree with my opinions, you can write a letter to the Triplicate, and they will likely publish it.

Collaboration does not require that we agree on all things. I believe that there is at least one thing we can find common ground on with every person. Respectful debate on disagreements of opinion can be helpful in the process of finding our common purpose. Let’s keep the conversation going.

Quarter-Million Health Equity Grant to Kee Cha-E-Nar Corporation

The Kee Cha-E-Nar Corporation announced it received a $250,000 grant from Direct Relief’s Fund for Health Equity to provide scholarships to Tribal citizens pursuing degrees in behavioral health.

The Wah-sekw Won Scholarship assists Yurok tribal members, their families and other local Tribal members with college-related costs. The scholarship has funds to offer financial assistance to approximately 20 participants. The funds can be used to cover tuition, books, transportation and other fees. Upon graduation scholarship recipients must work in a local tribal community health program for the same amount of time they received support from the Kee Cha-E-Nar corporation.

The latest round of more than $7 million in grants, made possible by support from MacKenzie Scott, the AbbVie Foundation and Eli Lilly and Company, all “… committed to eliminating Health disparities and improving Healthcare quality in their communities,” said Dr. Byron Scott, Direct Relief Chief Operating Officer.

Kee Cha-E- Nar Board spokesperson Jessica Carter expressed her appreciation for the grant. “ These funds will help us establish a workforce to confront the mental health crisis in our rural region.”

Hanks leads Warriors to team championship at H-DNL track championships

Del Norte sophomore Deken Hanks continued to dominate at this year’s H-DNL track and field championships, which were held at McKinleyville High School on Saturday (May 4).

The Warriors sprinter won all four of his events and helped lead his team to a championship in the boys competition.

Hanks, who recently became the fastest athlete in the history of the H-DNL after setting a new league record in the 100 meters, successfully defended his league titles in both sprints, and also played a key role in a pair of relay wins.

“He was four for four, and that was the game plan, that was the goal,” Del Norte head coach Taylor Duncan said.

Competing on a wet track after a morning of non-stop rain, Hanks won the 100m in a time of 11.07 seconds and followed that later in the day with a victory in the 200m in a time of 22.43 seconds.

He was named the track athlete of the meet, an award voted on by the league coaches.

Hanks’ senior teammate Caden Harrison also had a big day and was second in the 100m in a time of 11.73 seconds.

Harrison also won the 300m hurdles with a PR time of 41.83 seconds, as well as playing a part with Hanks in both the 4x100m and 4x400m relay wins.

“Deken and Caden are leaders on our team and they stepped up for us, which was awesome,” Duncan added.

As a team, the Del Norte boys won six of the 17 events and scored 137 points, which was well ahead of Arcata, Eureka and Fortuna, who all tied for second with 99 points apiece.

Several other Del Norte athletes impressed, including junior distance runner Dylan Ridriguez, who placed second in both the 1600m and 3200m and third in the 800m.

Junior Lyon Rigden also had a good day and scored some valu-

able team points with a victory in the pole vault, setting a new PR with a winning mark of 12’ 6”.

The Warriors took four of the top six spots in the pole vault, with Jason Murphy and Cody Burshem each setting a PR or 11’ 0” on their way to placing third and fourth respectively.

Their teammate Mathew Martinez was sixth in the event.

“Our pole vault group has been good all year,” Duncan said. “We had first, third, fourth and sixth, which was huge for us.”

In the girls competition, senior Lily Sherman won the triple jump with a jump of 33’ 6” and was second in the long jump with a jump of 15’ 4.5”.

The Warriors standout, who will compete for Shasta College next spring, was named co-field athlete of the meet along with Eureka’s Isabella Claussen.

“She had a good day,” Duncan said. “She’s been battling through a little ankle injury, pretty much all year, and she’s

kind of been under the radar.

“She’s just our steady rock on the women’s side and it was great to see her get some recognition.”

Sophomore Hollyn Wakefield also scored some valuable team points for the Del Norte girls, who placed fourth overall in the team competition, which was won by Eureka.

Wakefield was third in the discus with a PR throw of 99’ 1” and second in the shot put with a throw of 31’ 7.5”, with senior teammate Breann Winingham placing third in the shot put with a throw of 29’ 11.5”.

“Hollyn is only a sophomore and she has a huge future ahead of her in the throws,” Duncan said. “We’re real excited for her. And Breann’s a hard worker. She stepped up for us, which was awesome to see.”

Other Del Norte athletes to impress included sophomore Jeana Erler, who was fourth in the high jump, and freshman Avrey Ritter, who was fourth in the 100m hurdles and sixth in the

300m hurdles.

Alexis Aguirre also was fifth in the girls 200m, three spots ahead of Erler, while Erler was sixth in the 100m, one spot ahead of Aguirre.

Other Del Norte boys to impress included Kyle Dixon, who was sixth in the 200m and seventh in the 100m, while impressive freshman Landon Balent was eighth in the 400m, Roy Short was sixth in the 110m hurdles and Jakyde Johnson was fourth in the 300m hurdles. Johnson and Balent joined Hanks and Harrison on the 4x400m relay winning team, while Balent and Dixon joined them on the 4x100m relay winning team.

The Del Norte trio of Nathan Barker, Sebastian Espinoza and Zaid Titus were third through fifth in the shot put, while Aaron Burger was second in the discus and seventh in the shot put.

Brandt Pennington also was fourth in the high jump, while Rigden was eighth in the long jump.

Missing and Murdered Indigenous People event held at Fairgrounds

Homicide is the third leading cause of death of Indigenous people ages 10-24, and fourth leading cause of death among Indigenous people ages

25-34, according to the Tolowa Dee-ni Nation.

At the May 3 MMIP event, attendees wore red attire and red facial paint while crafting personalized

June 1 from 10am-1pm in the Arts&Crafts Building at the Crescent City Fair Grounds. The event will showcase business ventures created and launched by our local children ages 6-14 from Del Norte and Curry counties. These kidpreneurs create a product or service, develop a brand, build a marketing strategy and then open for customers for this one-dayonly marketplace.

This event gives young entrepreneurs experience in planning a design for the

Fair, setting up a staging a booth, providing good customer service, helping to overcome nervousness and fears about speaking to the public, setting prices and determining how successful their business ideas can be. In addition to gaining real world skills, the booths will be judged for the most original business concept, highest business potential and best presentation. Awards will be given

at the end of the Fair. Last year, the event showcased 14 booths with 19 young entrepreneurs selling products such as art work, candles, lip balms, creams, paranoid products, handmade jewelry and treats to tie-dye clothes and plants.

Junior Giants is a Lot More than Baseball

The Crescent City Council approved the waiving of permit and lighting fees associated with the use of Peterson Park by Del Norte County for the Junior Giants Summer Program.

Recreation coordinator John Horner and Junior Giants official Aaron Martinez appeared before councilors and received the fee waiver to conduct the Summer Program on the Southwest Baseball diamond.

The Program is much more than baseball / softball. Junior Giants is a free, non-competive co-ed program made possible by the Giants Community Fund in coordination with the San Francisco Giants. The Program is divided into T-ball, Minor and Major categories. Other Junior Giants Programs are conducted throughout the Bay Area, Mt. Shasta and Medford.

The Program aims to utilize baseball as a forum to encourage youth and families to live healthy, productive lives and teaches children ages 5-13 the fundamentals of baseball and places an emphasis on building character over winning or losing. Components include:

• Round-the-Bases Reading Program.

• Strike-Out Bullying Program.

• Four Bases of Character Development (Confidence, Integrity, Leadership and Teamwork).

Horner expects registration to exceed 300 kids. Parents can register online at gojrgiants.org or at the Recreation Office on H Street, just north of the Flynn Center.

The City waived approximately $200 in utility fees and permit for the June-August event.

Both the City and Harbor agreed to add Wind Power development to its document. Del Norte County declined to add the Wind Power component to its partnership agreement. Then, the wheels came off the bus.

An impasse was created.

All three agencies must agree on all aspects of its Joint Powers Agreement or the JPA collapses.

All three Tribes, the Tolowa, Elk Valley Rancheria and the Yurok Nation in Del Norte have expressed opposition to Wind Power Development.

Del Norte County requested and has received its $70,000 contribution returned to its General Fund. Public Comments kicked off the discussion. Linda Sutter asked for a state fuel excise waiver to help stimulate the Del Norte economy.

Then, discussion heated up considerably. The discussion became emotional.

Commissioner Howard said it would be a mistake to dissolve Tri-Agency, citing its once past contributions to the Del Norte

Inscore lamented, “We have no place to go.” Altman called for the question and Inscore recoiled in a clearly hostile manner. “ We’re not done yet,” he emphatically stated. (discussing the impasse). Altman asserted his right to call the question and said the agency does not function and serves no purpose.

White praised the Wind Power component discussion, and declared, “ We must be at the table discussing windpower. It is wrong not to be at the table, wrong, wrong, wrong! ” Inscore buried his face

in his hands, then sat up and called the County’s decision to oppose Wind Power development as “foolish.” The impasse was now firmly secured. Heels were dug in.

Wilson defended the Supervisors decision to oppose the Wind Power development as “long term, decades down the road before any possible benefits would come to Del Norte.”

Howard made a motion to table the entire question of terminating Tri-Agency. There was no second. An alternate motion made by Chairman White and seconded by Wilson to adjourn the discussion to the full boards for a vote on termination was passed by consensus.

A second vote to return the City’s $30,000 and the Harbor’s $10,000 contributions was also approved by consensus.

The appearance of kicking the can down the road was palpable and the reality exists, without funding, the Tri-Agency Economic Authoity JPA is and remains on life support.

The question will soon be scheduled at an as yet, unannounced meeting JPA meeting.

Vickey Jan (Netherlain) Stamps, 83, went to her heavenly home with Christ on April 25, 2024. Vickey brought hope and joy to others. As a prolific author, she wrote and gave away hundreds of poems and short stories which encouraged many. As a life-long learner, she held four academic degrees. She lovingly cared for patients during her career as a nurse. Vickey used her creative skills to crochet, sew, knit, and draw. She was a

featured monthly artist at a venue in Crescent City, CA and made over 309 dolls to distribute to sick children. She was preceded in death by her husband, Wendell of 52 years, daughter, Syndia Kemp and brother, Larry Netherlain. A devoted wife to her best friend, they explored the Northern CA coast and magnificent redwoods. Vickey loved spending time with family and friends. Left to cherish her mem-

Sheriff Garrett Scott shared the news of the impending move with SAR volunteers. The building is privately-owned by Search and Rescue volunteer Mike Lovaas. Scott plans to store the two DNSD marine vessels and the newly-acquired Measpure R-funded ATV. Continued funding may come from Measure R or Asset forfeiture proceeds from the major drug bust on 101, last year. The boats, ATV and other emergency equipment will be secured inside and away from the oft-times harsh Del Norte weather.

The agreement calls for a long-term lease of $2000 per month, reports the Sheriff.
