Public Seeks Answers for Future City Fire Department

What started out as a simple Consent Agenda item involving City recognition of a new bargaining unit involving the three captains of the Crescent City Fire and Rescue, morphed into a quasi-discussion during Public Comments, of what will thene-future Fire Department look like.

With the rubber stamp approval of the City resolution of the Crescent City Firefighters Association as representative

Golden State Population Inches Upward

Governor. Newsom announced California’s population grew by 108,000 in calendar year 2024. The increase was calculated at .0027 percent.

The California Dept of Finance reported the State’s population was 39,529,000 as of January 1. According to the latest official count by the Dept. of Finance, Del Norte County showed a negative 2.01 percent decline to 25,503 population as of January 1, 2025. Del Norte had a population of 28,568 as of 2010. The population was:

• 27,082 (2022)

• 26,589 (2023)

• 25,503 (2024) Del Norte includes inmates at Pelican Bay State Prison in its population count.

The slight increase follows a growth of 48,764 in 2023.

Census figures show 277,648 immigrants were added to the rolls from 2021-2024.

Texas experienced a two million population growth (23 percent) to 31.3 million Florida experienced a similar growth to 23.3 million.

The Golden State lost one Congressional seat, from 53 seats to 52 Representatives as a result of the 2020 Census. The official census is conducted every ten years.

employee group, during Public Comments, the public asked the following questions to Fire Chief Kevin Carey, Mayor Ray Altman and City Manager Eric Wier:

• With just the three captains as members of Firefighters Association, does the City (and its Fire department) anticipate more employees joining this group? If yes, what are the costs associated with growing this department in transitioning volunteers firefighters into mainstream employees.

• What is the funding source for transition?

• Structure fires have virtually disappeared from the 2000

Awareness Walk Sheds Light

More than 50 sign-toting Tribal and non-tribal citizens walked silently through downtown Crescent City at noon, last Monday, bringing attention to the fact that thousands of Indigenous individuals have gone missing or fall victim to foul play, murder and human traffi cking.

This event sponsored by the Tolowa Dee-ni Nation was the 3rd annual Missing and Murdered Indigenous People

Awareness Walk (MMIP), traversed both sides of the 101.

The MMIP event shines a spotlight on Indigenous victims throughout the United States and within the Tolowa Deeni service area, spanning Del Norte and Curry County.

The Family Wellness Victim Services Division helped make signs and assisted participants paint their faces with a red handprint which symbolizes the MMIP message. Displays included names and photos of missing and Murdered Indigenous People. “When we are

dealing with a lot of heavy issues, we recognize what we have to work through it ,” Tribal citizen Suntayea Steinruck told attendees. She continued, “It can be heavy on your heart, heavy on your soul but it’s also healing.”

The Tolowa Dee-ni Nation also released this statement after the event: “Since time immemorial, the Tolowa people have lived in harmony with their environment and have been stewards of this area prior to the arrival of the fi rst

Governor Gavin Newsom and the Dept. of Housing and Community Development have announced the awards of $118.9 million in federal funding for 29 California rural and tribal communities to create more affordable housing and supportive services.

The good news for Del Norte is it’s one of the rural counties to receive the, as yet, unannounced amount awards. Besides Del Norte the other rural county awards will go to El Dorado, Kings, Lake, Madera, Mendocino, Merced, Monterey and Placer counties. The ten HOMEARP RH awards announced last Monday include a total of 487 affordable rental homes, including 184 HOME-ARP funded units for low-income households and other qualifying populations. Guest Commentary - Opinion by Samuel Strait

Have the Loyal Opposition Scribblers Abandoned Page Two?

When I first agreed to write a column in the Triplicate eight months ago, I assumed Page Two, the Triplicate’s Opinion Page, would take on the form of polite discourse over various issues occurring at the local level, and maybe a few even further afield. Well, eight months have elapsed, and other opinions appear to have fled Page Two entirely.

While it has been gratifying to learn from various members of the public, my words have struck a chord, it remains a mystery what has happened to the challengers with differing opinions. Have they no answers? No alternatives? Nothing to write?

When I first chanced to read the Triplicate fifty years ago, it was a print paper published six times a week, a robust “Opinion Page” with regular “letters to the editor” which quite often crowded over to Page Three. There was the expected opinion column which contained a back and forth about the issues of the day. It was a pleasure to read, informative to read and served the community well.

In the late seventies things began to change with print media. The computer media became more prevalent as a source of news, and the print media began to lose its grip as the source of news. The Triplicate, once reasonably objective, seemed to become less centered and focused. Its importance as a purveyor of news declined along with content in Page Two. With a little help from the voiceless and written wordless perhaps it can return as a necessary part of Del Norte County life. So where are you?

While I am aware my opinions in some quarters are not well received, it remains a mystery why someone has not taken up the mantle of scribbler in opposition. Is there no one in Del Norte County who thinks we do not have enough people utilizing the services offered by the Department of Health and Human Services? No one who thinks the citizens of Del Norte County do not already pay enough taxes? Thinks we have a Sherrif’s Department perfectly suited to the needs of the County? Roads pothole- free? A harbor

which continues to chase the “golden egg” without regard to lack of funding to accomplish such fantasies? Volunteer fire departments needing to be paid?

A School district continues to educate acceptably?

Where have all the leftist/progressive/ liberal scribblers gone? Scuttled away like mice when their favorite criminal illegal alien was found to be less acceptable to most of the public? Men pretending to be women competing in women’s sports? Offshore wind, EV mandates, net zero unreliable energy, climate change is the only way to go? Not enough homeless to house? Not enough crime? Inflation?

I would welcome a bit of well thought out opposition on Page Two. So where are you? Do the opposition scribblers fear the public’s response to it’s fantasies? Have you nothing to offer which would solve a few of the issues to be found in the County? Make life better for all of its citizens instead of pandering to the growing population of govern-

Guest Commentary

ment dependents? Perhaps, reducing the size and scope of local government not appealing?

So many topics to consider. So many differing opinions. Is there someone in the realm of opposition scribblers in Del Norte County willing to pen a few lines of differing opinion? Or has the opposition painted itself in such tight quarters, they, the Kevin Hendrick clones, are unwilling to be exposed? What is it? A printed invitation necessary? Not enough “time”? Too busy, but not too busy to complain? What is the excuse de jour for not opining in Page Two?

As I will continue to write my weekly column in the Triplicate, I am willing to share Page Two with any who wish to challenge my opinions. Strike up a lively debate for anyone thoughtful enough to take up the offer and breathe life into page Two again. “Letters to the editor” for those of few words are a way to get started. Will the loyal opposition scribblers take up pen or remain on the sidelines? Only time will tell.

Del Norte Ambulance Enhances Emergency Medical Dispatching Services in Del Norte County

As Emergency Medical Services Week approaches, Del Norte Ambulance is proud to highlight major improvements in Emergency Medical Dispatching (EMD) services that are helping to save lives and improve emergency response times throughout Del Norte County.

In partnership with the Del Norte County Sheriff’s Office and Bay City’s Ambulance Dispatch Center, Del Norte Ambulance has implemented advanced dispatch technology and ensured that EMD-certified dispatchers are available 24/7. These investments are part of an ongoing effort to strengthen coordination, reduce response times, and enhance the quality of emergency care available to local residents.

“We remain committed to providing the

highest standard of emergency services to our community,” said Ron Sandler, Paramedic and President of Del Norte Ambulance. “These improvements reflect our ongoing dedication to the safety and well-being of Del Norte County residents.”

What Is Emergency Medical Dispatching?

Emergency Medical Dispatching (EMD) is the process of managing 911 calls related to medical emergencies. Using nationally approved protocols, trained dispatchers:

• Rapidly assess the situation by asking targeted questions,

• Dispatch the appropriate level of emergency response,

• Provide life-saving instructions—such as CPR, bleeding control, or childbirth guidance—over the phone until first responders arrive.

This process serves as the critical first link in the Emergency Medical Services (EMS) chain and often plays a vital role in patient survival.

How an EMD Call Works

When a 911 medical call is transferred from the Sheriff’s Dispatch Center, the EMD process typically includes:

Initial Assessment

The dispatcher asks:

• “What is the address of the emergency?”

• “What is the phone number you’re calling from?”

• “Tell me exactly what happened.”

Protocol Selection

Based on the caller’s responses, the dispatcher selects the appropriate medical protocol.

Determinant Assignment

The severity of the situation is determined, and the correct emergency response is dispatched.

Pre-Arrival Instructions

Vital instructions are given to the caller to assist the patient until emergency personnel arrive on the scene.

A Commitment to Public Safety “It has taken years for us to get this service up and running and remain committed to continually improving the highest standard of emergency services to our community,” said Ron Sandler, Paramedic and President of Del Norte Ambulance. “These improvements reflect our ongoing dedication to the safety and well-being of Del Norte County residents.”

Performing Arts and Civic Center Project Receives Major Award

The goal of building a Performing Arts and Civic Center in Del Norte County is one step closer, thanks to a $268,250 grant from the Redwood Region RISE Collaborative’s Catalyst Awards Program. Partnership for the Performing Arts (PPA), the nonprofit behind the Center, will use the Award to support its Capital Campaign fund-raising efforts,

beginning with a feasibility study. As one of only nine projects selected from a field of sixty-six applicants from Del Norte, Humboldt, Lake, and Mendocino counties, the Center promises extensive cultural, economic, and civic impact for the region. While dedicated first and foremost to supporting the performing arts in public education, the endeavor

will have many additional benefits. Businesses will experience an economic boost from the increased attendance at performances, community gatherings, conferences, corporate retreats, and special events. It will provide extra incentive to prospective teachers, professionals, businesses and families to make the Wild Rivers Coast region their home. In an area where

most cannot afford to go to the world, community access to a wide variety of cultural enrichment opportunities will improve the quality of life for people of all ages. Last but not least, the Center will function as a much-needed a gathering space for communication and public service during natural disasters or other adverse events.

The Catalyst Awards

program is a mile-marker of Redwood Region RISE Collaborative’s ten-year “Regional Roadmap” for developing regional strategies for equitable economic growth in Tribal Lands, Del Norte, Humboldt, Lake, and Mendocino County. As part of the California Jobs First initiative, Redwood Region RISE’s mission is to catalyze sustainable development and create quality

jobs for communities across our region. Its Catalyst Awards program awarded a total of $8.1 million to the nine selected projects—a significant investment in economic resilience. Warrior Wrestlers Will Continue Their Careers

A fifth member of the powerhouse Del Norte High wrestling program has signed a college letter of intent to continue his grappling career.

Colton Schaad announced this week he will wrestle at the University of Jamestown, a NCAA Division II school located in North Dakota. This follows a standout career at Del Norte High, where he won a North Coast Section championship as a junior and finished third this past season.

Along with his wrestling prowess, Schaad has never had anything other than an “A” on his report card at Del Norte High, and was twice named an All American by the National Wrestling Coaches Associa-

tion for leadership, character and academics.

Other Warriors heading toward a collegiate career include:

Curtis Bartley, a twotime NCS champion, will be going to North Idaho College in Coeur d’Alene. NIC is one of the premier junior college wrestling programs in the nation. Del Norte High wrestling coach Clinton Schaad called

Bartley a “work horse” and one of the hardest working people in the entire state of California.

Braydan Johnson, who finished third at the Humboldt-Del Norte League championships and eighth at the NCS tournament, will be going to College of the Redwoods in Eureka. Corsairs Coach Brandon Benvenuti believes Johnson is just starting to tap into his

potential. Johnson earned the nickname “Fearless” from Coach Schaad. “No matter who he is competing against he always has a chance of success because he doesn’t care who you are or what your accomplishments are.”

Alex Osborne will be taking his talents to Lassen

Community College in Susanville. Osborne won the Humboldt-Del Norte League championship in his weight class, then finished second at the NCS event. “He refuses to quit no matter what the situation,”

Coach Schaad said. “He has won more matches by simply refusing to give up than anyone I have ever coached.”

James Gensaw Jr., will be in Arcata, wrestling for the recently revived Cal Poly Humboldt program.

Gensaw finished second at the Humboldt-Del Norte League event after a standout Warrior career. “He is one of those special wrestlers that will always learn from a loss,” Coach Schaad said. “James has the unique ability to be able to sit down and study a match

and truly analyze how things transpired and make in-season adjustments to better himself.”

As a team, Del Norte has won seven consecutive HDN titles, back-to-back North Coast Section dual-meet championships, and finished third at the NCS championships this season. Coach Schaad praised the group for their talents, dedication, and most of all, their leadership.

“As a 23-year-wrestling coach at DNHS, having this type of core leadership is a dream come true,” Schaad said. “They all bring their own unique abilities, but those abilities blend together seamlessly. What these five bring to the table as a solidified leadership unit is a once-in-a-coaching career experience.”
