Governor Signs Use-of-Force Bill

Gov. Gavin Newsom has signed into law the strongest use-of-force measure since1874.

AB 392 modernizes standards for use of deadly force by law enforcement. Specifically, the bill updates existing deadly force standards to provide that deadly force may only be used when necessary.

The new law comes on the heals on the 9th District Court of Appeals decision to essentially keep deputies and officers from responding to mental health calls where there is no criminality involved.

Law enforcement up and down the State will no longer work under the umbrella of qualified immunity, as a result of the 2019 Las Vegas case decided by the Appeals Court where a mentally ill man engaged in a physical confrontation that rendered the subject unconscious and who passed away while detained by law enforcement.

California’s newest law requires offi-

cers to use other techniques to address threats instead of using deadly force when safe to do so, encouraging law enforcement to train on and use de-escalation techniques like verbal persuasion and other crisis intervention methods.

The bill’s author (Assemblymember Shirley Weber D-San Diego) stated, “With the Governor’s signature, we are closer to a culture of policing in California that values and preserves human life.”

The Governor said, “Force should be used judiciously, with respect for human life and dignity. The bottom line is that deadly force should only be used when absolutely necessary.”

The enactment of the law follows the February 17 incident at the Surf Apartments when a Crescent City man with a gun precipitated a call to the CCPD, assisted by the DNSD and the California Highway Patrol (CHP). Shots were fired. Tenant John Spencer, 67 was slain. The CHP Is conducting the shooting investigation. Results of the investigation will not be made available for 90-120 days.

Jadence Clifton is one tough and very talented basketball player. The Wildcat senior was named California College Athletic Association (CCAA) Women’s Basketball Player of the Week, for the week of February 17-23.

Danny Barnts, Director of Communication for the CCAA made the announcement, last week. Both Jadence and Danny are alumni of Del Norte High.

Jadence’s Dad, Justin, who also played for the Warrior boys on the early 2000’s beamed with joy in expressing his pride in Jadence. “She’s a Warrior in so many ways.

Jadence favorite player was Kobe. She quickly identified with Kobe’s “Mamba mentality. Jaden always worked harder than anyone on the court. She was flexible to play any position.”

Clifton averaged 18.5 points. 6.5 rebounds and 3.5 assists per game while coming up clutch in the final minutes in Wildcat road games over Cal State LA and Cal State Dominguez Hills. She scored seven of her 21 points in the fourth quarter including 4-for-4 from the free throw line in the final 10 seconds of a one possession game. She played a major role in the game against Dominguez Hills, turning a two point deficit into a one point lead.

She hit a three pointer in the last minute to ensure the Wildcat victory.

Jadence averages 10 points. 4.8 rebounds is leads the conference in three pointers with 41.9 percent success rate.

Chico State has secured its spot in the CCAA Tournament at Cal State San Marcos, March 6-8.

Jadence is considering the option to play overseas. After graduation.

Climate Change: It’s

In a recent article by desperate environmental hysterics to remain relevant in the ongoing campaign to keep “Climate Change” before the Public, an article appeared blaming methane gas created by cow farts (emiting gassesous metabolic waste) as being one of the most serious causes of global warming and, of course, Climate Change. It would appear, American fondness for beef is “right up there” with fossil fuel consumption as a cause for the warming of the planet.

Initially, reading the article, I couldn’t help but chuckle assuming attacking cows as a reason to prop up the flagging effort by Climate Change scolds was meant to be a joke. Not so, as there appears to be renewed effort by the religious priests

Our local paper recently featured in a letter to the editor, in what is now becoming almost the expected litany of “hotter wild fires, bigger storms, soaring world temperatures leading to heat waves and drought.” Naturally, the writer, Ron Sadler, couldn’t pass up the opportunity to focus on “worldwide deaths” and “polluting the planet” by human use of fossil fuels.

The problem with Mr. Sadler’s hysteria and scold is history and recent science is unfortunately at odds with all of Sadler’s neurosis regarding the catastrophic level of what is ordinary climate variability. Storms haven’t gotten worse

for decades. History and science have both recorded fewer Category 4 and 5 storms in the United States dating back to the 1950’s. The world itself has seen a similar pattern of fewer large storms.

Wild fires before Europeans reached the West Coast of America were massive fires of millions of acres. It was only when proper forest management occurred during a period of timber harvesting where massive fires were reigned in. Since then, decades of environmental activism have halted forest management and water storage leading to what Mr. Sadler has called a climate induced “fire storm ravaging our second largest city.”

LA fires has significant problems. I must suppose he’s never heard the line “it never rains in Southern California”? The fact it is January in LA means very little in an area which is classified as a “Desert”, and receives less than 18 inches of rain in an average year. January 2025 came in at 2.6 inches. By comparison, Del Norte County can record 25 plus inches of rain in a single month. Drought in the United States hasn’t come close to what was experienced in the 1930’s. Very few of the years being recorded as the “hottest years on record” are in fact true primarily because the years on record only go back a few decades for comparison. History disputes “hottest year on record” in numerous instances, the most

obvious being when Greenland was actually “green” during the well documented Medieval Warm Period.

One would think the “Climate Change” from human causation by burning fossil fuels would abate after the past eight, nearly nine years of world temperature decline, or the increase of ice at both poles. Better yet, climate hysterics might check in with the fact climate change in all its forms have now been with us for three and a half decades, ten or more end of the world dates of demise, and still no catastrophe in sight.

So, for Mr. Sadler and his hysteric friends, if you’ll pardon the pun, CHILL, if you haven’t gotten in on the grift yet, you likely never will.

A [very] short conversation with...

Propaganda Central

As a long-time resident of Crescent City, a veteran of a long-ago war, and with an interest in what happens in the outside world, I’m a subscriber to the on-line edition of the New York Times.

Normally, reading the Times is a one-way street. But recently, a column by David Brooks in that paper got more than my usual interest and it’s occurred to me that my neighbors here might be interested in what happened. So here it is:

In their January 30th edition, the NYT published a column by David Brooks entitled, The Six Principles of Stupidity. This immediately caught my attention because it has occurred to me that propaganda can be thought of as the intentional propagation of ignorance. From this perspective, the propaganda outlets, such as the NYT, act as Typhoid Mary’s which infect entire populations, not with the once common disease known as Typhoid Fever, but rather with simple

ignorance.

So here was the NYT, the flagship of the US propaganda fleet, writing about what it itself does for a living.

Of course, I read Brooks’ column with considerable interest, but the paragraph in which he explicitly defines stupidity really got my attention and I decided to write to him about it.

THIS IS WHAT I WROTE:

Dear Mr. Brooks, I was attracted by the title of your column headlined, The Six Principles of Stupidity and read it carefully. This paragraph from your column, in which you define stupidity, seems worthy of further attention.

I define stupidity as behaving in a way that ignores the question: What would happen next? If somebody comes up to you and says, “I think I’m going to take a hike in a lightning storm with a copper antenna on my head.”

Stupidity replies, “That sounds like a really great idea!” Stupidity is the tendency to take actions that hurt you and the people around you.

My revision of his test would have defined the NYT’s support of NATO’s eastward expansion as stupid and would have raised similar issues about himself as an employee of that newspaper.

Unfortunately, he did not respond to my email. Did he realize that he’d stepped into his own trap?

Pedestrian Fatality on 101, South of Brookings Reported by Oregon State Police

A Brookings man was killed after being hit by a Ford 150 traveling south on the 101, near milepost 359, south of Broookings, Saturday evening, February 22. After the accident, pedestrian William Donald Zehdner age 63, was rushed to a local hospital where he was

pronounced dead. Then driver of the Ford was identified as Gerald Eugene Stewart, 37 of Crescent City was uninjured. No citations have been issued at this time. Brookings Police and Harbor Fire assisted. The southbound highway was impacted for over three hours during the on-scene investigation. The accident is presently under State police investigation.

Crescent City Police Chief Richard Griffin mirrored the Sheriff’s position and added, “The Crescent

City Police Department has implemented a policy of non-response for noncriminal issues with no threat to public safety.”

Former Del Norte Sheriff and current District 5 supervisor Dean Wilson also expressed his frustration with the courts. “I’m upset with the ignorance of the courts who fail to realize the reality of small communities (like Del Norte) with the limited mental health resources to address the needs of those in crisis and whom wish to

end their lives with weapons. I’m afraid too many times the response will be a phone call as no one is coming to help.”

Law enforcement up and down the State echos “hands off” mental health cases. Police fear “suicide by cop” cases. Plumas County Sheriff Greg Hagwood says, “In too many instances, we show up and further aggravate a crisis situation.”

Association said stepping back from suicide calls is “definitely a source of conversation in the law enforcement profession.” Lawrence is the Chief in Citrus Heights. Mono, Lake counties and Hemet are also selective in answering calls. Sacramento County has also implemented mental health calls screening.

The recent lethal incident, currently under investigation, may be a suicide by cop case.

CCPD Arrests Man for Guns and Drugs

The alert Crescent City Police Department (CCPD) and K9 Zuko stopped a Crescent City man for what appeared to be a routine traffic stop.

In the late evening, 44 year old Chas Rylee was pulled over for running a red light.

K9 Sergeant Murtaugh sensed something was aray and dispatched Zuko for a sniff-around. Voila! Zuko caught the odor of drugs.

Sgt. Murtaugh conducted a search of Rylee’s vehicle and found drug paraphernalia and methamphetamine and prescription pills devoid of Rylee’s name. Also discovered two loaded weapons, a hand gun and rifle.

The suspect was arrested and booked into the Del Norte County Jail for carrying a concealed weapon in a vehicle.

North Coast EMS was instructed to conduct a search for the EMS consultant.

North Coast EMS submitted an initial invoice for just over $97,000 to Del Norte County, which directed payment from the Dept of Health and Human Services Emergency fund and, upon receipt announced EndPoint EMS Consulting of Carpenteria, California would lead the search.

This past Tuesday, EndPoint appeared before a scant audience of 23 and an unannounced ZOOM audience to explain the process of how it will recommend the new contractor or re-recommend the existing DNAMB.

NO! The fear was palpable.

The unidentified moderator for the congressman incorrectly identified one caller from ARCADIA. Huffman expediently corrected the moderator with A-R-C-A-T-A, a 715 mile detour from the Southland. The moderator similarly identified two other callers from San-Raf-EE-el (San Rafael). The second District congressman did not proffer a correction to the pronunciation of his home town.

Huffman delivered the sobering news his party had little power to change the status uo dynamic of

the minority party. Questions ranged from, “Am I going to lose my social security (Amy) to losing my health care (Ellen from Eureka) to not paying my taxes as a protest to Trump is shredding The Constitution, to Carolyn claiming old folks will perish when Meals on Wheels is removed (no proof of this allegation.)

Rep. Huffman handled them all with aplomd, delicate compassion and a forewarning that the next major threshold is March 14 when a vote for a Continuing Resolution will be needed to raise the Debt ceiling, to exceed $37 trillion. Huffman did not mention the deficit digs an additional

1,000,000,000,000,000 ($1 trillion) every 100 days.)

Huffman alleged the President and underling DOGist Elon Musk are implementing huge cuts in preparation for $4.5 trillion in tax cuts for billionaires. There were no callers-in from Del Norte who reached the Congressman for this Town Hall. Huffman has never won the popular vote in Del Norte since he’s run for Congress in 2012.

The Triplicate listened in for the entire one hour Town Hall and did not note a single instance where Rep. Huffman offered to work across the aisle with the President, ignoring both his 2017 and 2025 Inaugurations.

Del Norte student-athlete organizing local Girls and Women in Sports Day

One Del Norte High School student-athlete wants to show young girls on the North Coast just how much of a positive influence competing in sports can be in their lives.

Junior three-sport standout Bliss Blackburn is organizing a North Coast National Girls and Women in Sports Day, which will be held at the College of the Redwoods Eureka campus on March 8.

The event is free of charge and open to girls in Del Norte and Humboldt counties in fifth through 12th grade.

“There are a lot of benefits (to competing in sports), like physical health, mental health, better body image and more involvement in the community,” Blackburn said.

The Warriors Junior is a member of the H-DN Student Athlete Advisory Council (SAAC), which is made up of two representatives from all 11 schools in the league and meets several times a year to discuss relevant topics that impact the lives of H-DNL student-athletes.

Blackburn got the idea to host the event while working towards her Girls Scout Gold Award and talking to Fortuna High Assistant Principal and Athletic Director Kristie Christiansen, who oversees SAAC.

“I started brainstorming with Mrs. Christiansen and that’s how the idea came about,” she said.

The event will run from 10:30 a.m. to 2:30 p.m. and will include guest speakers, current topics, games and prizes and a free lunch and free sweatshirt for all participants.

“We’re going to have a keynote speaker and hopefully she can inspire young girls and older girls,” Blackburn added. “(The event will feature) women coaches, women refs, assistant coaches and role models for girls to ask questions and some prizes and activities focusing on current topics in sports.”

“This is about how sports are about so much more than wins and losses. I think teaching young girls the importance of sports will really impact their lives. “

“What they’ll get from it is a day to see and learn how positive sports can be in a girl’s life, and have fun.” Blackburn should know.

During her time at Del Norte High School, the ambitious junior has competed in three seasons of volleyball and three seasons of basketball and she is getting ready for her third season of softball.

Next year, she hopes to graduate as a 12-letter high school athlete.

Multiple Del Norte businesses have been supporting the event financially, including the Duncan family and Red Sky Roofing, Seafront Bakery, Fog Bank Clothing and Soroptimist International of Del Norte, as well as “all the people who have bought Girl Scout Cookies from me for the last 12 years,” Blackburn added.

While she prepares for the upcoming high school softball season, the busy Blackburn has been publicizing the event by visiting middle schools in Del Norte and she has been getting help from the other members of SAAC, who are getting the word out in their own communities.

Christiansen says it is the first time a local girls and women in sports event like this has been held in the area in about 20 years.

“It’s a great opportunity for young student-athletes to join together and we would also encourage parents of the student-athletes to join as well,” Christiansen said.
