No Fireworks Ordinance for the Harbor

Enforceability is Major Challenge

Last month, the Board of Harbor Commissioners considered a draft ordinance which would regulate the possession, sale, use, storage and display of fireworks within the Crescent City Harbor District. This Ordinance, modeled after the State Fire Marshal’s recommendations, was intended to enhance public safety, prevent property damage and establish clear enforcement mechanisms. Continuing the discussion, Commissioners have decided to forgo the Ordinance and sent back to the Board of Supervisors a memorandum of understanding to request the Harbor work on the newly passed County Ordinance.
The key concern expressed by the commissioners was the ability to enforce such a regulation, effectively. Concern was raised regarding the Harbor’s available resources and training necessary for enforcement, particularly the citing individuals who may be intoxicated, could elevate the risk of physical altercations.
A ban on all fireworks, even State-approved Safe ‘N Sane was considered and rejected by the Commission.
The Harbor has met and plans to meet with with the Board of Supervisors and agreed to send a Memorandum of Understanding (MOU) to the County allowing the Del Norte Sheriff deputies, Probation and Code Enforcement officers to enforce any such ban with the authority and resources necessary to handle citations safely.
On a 3-2 vote, commissioners decided to assess a $5 parking assessment into the inner harbor July 4 and allow Safe’N Sane approved fireworks. The Commission also decided to surrender all collected parking fees to the County in support of the MOU. Commissioners Evans, Shepherd and Vice Chair Nehmer voted AYE. Commissioners Schmidt and Chair Weber opposed any fireworks within the inner harbor July 4. In other business, the Commission has forwarded the draft agreement to the Elks for operation and management of the now-closed and vacant Redwood RV Park. As part of the Agreement, all Elks RV’ers would be afforded a 20 percent discount on all Elk patrons at the Redwood RV.
The Elks trustees has approved the agreement, clearing the way for a full vote by the Elks Lodge membership, immediately. A full vote approval is expected.

Northern California Condor Dies in Wild
Pathology Report Identifies Lead Poisoning as Cause of Death
In January, Northern California Condor Restoration Program (NCCRP) condor B7, Pey-noh-pey-o-wok (I am friend or kind or good-natured) was found dead in the remote backcountry of Redwood National Park. His passing marks the first loss of a condor from the Northern California population under the NCCRP. At roughly 18 months of age, he was the youngest condor in the flock and had been in the wild for just over three months.
The NCCRP delayed a formal announcement until the official cause of death was determined. The results from.a pathology examination indicate the cause of death to be lead poisoning. Pey-nohpey-o-wok was found to have a lead air gun pellet in his ventricular, or gizzard, and high to very high concentrations of lead his his liver and bone. The source of the pellet is unknown.
“The loss of Pey- noh-pey-o-wok was a huge blow to us,” said Program Manager and Yurok Tribe Senior Biologist Chris West. “Thankfully, we have 17 other amazing birds in our flock carrying our hopes, dreams and prayers”
“A natural death would have been left painful for us, the humans watching as he started to flourish in the wild. Pey-nohpey-o-wok was known for his friendliness, preening and huddling together with other condors, sharing food easily. He’d only been flying free for a few months. That he was brought down by something human-caused and preventable is devastating,” said Yurok Tribe Wildlife Department Director Tiana Williams- Claussen.
Lead is the single biggest threat to condors in the wild and is responsible for nearly half of released condor mortalities where the cause of death is determined. The effort to bring awareness and urging manufacturers to switch to lead-free ammunition is well underway.
Pey-noh-pey-o-wok was one of 18 free-flying condors released by NCCRP since the program’s inception in 2022. The next condor release is scheduled later this year.

The Consolation Prize Has a New Tale to Tell
It has been a year now since the Del Norte County Board of Supervisors decided 3-2, Supervisors Short, Starkey, and Borges in the affirmative, Del Norte Ambulance, serving Del Norte County for nearly four decades was not fit to receive an exclusive right to provide the county with ambulance service going forward. Seems Fire Chief Kevin Carey and local fire departments, Crescent Fire and Rescue and the Crescent Fire Protection District found Del Norte Ambulance to be an inadequate service provider.
This unfortunate action was taken following the report by an ad hoc committee consisting of Supervisors Short, the complainant, Supervisor Starkey and a representative from our oversight group, Northcoast EMS. With Short’s thumb on the scale. the results of the report of the ad hoc committee were hardly something to be confident objectivity had been served.
The curious part of the whole mismanaged affair was no one on the Board of Supervisors questioned the fact all other members of the emergency services community, the hospital, the sheriff, the city’s police chief, the school district, members of the community at large, and even our EMS watch dog North Coast EMS found Del Norte Ambulance’s service to be anything but MORE THAN ADEQUATE! So, what’s up with Crescent Fire and Rescue and the Crescent Fire Protection District?

In fact, Starkey called The Triplicate reporting, “Bad News” failing to identify whether the reporting was accurate or not.
The Triplicate respectfully disagrees. The reporting is spot-on accurate.
We’ve reported all matters factually to the Request that Emergency Medical Consultant EndPoint has been hired at initial cost of about $97,000 for the purpose of reviewing current ambulance service provided by Del Norte Ambulance (DNAMB) for over 40 years. As far as we can see, DNAMB has provided excellent 9-1-1 ambulance service with no serious allegations and few complaints over its over-four decade track record.
The Triplicate has asked Starkey and her colleagues for the rationale on why the Board found it necessary to release the RFP at an expense which may cost the County in excess of $150,000. The Department of Health and Human Services has stepped up to cover all costs of the RFP from its emergency fund, but failing to disclose the so-called emergency.
The Triplicate AGAIN asks what’s the Emergency? Crickets!

speculate as to why this very expensive decision, could be as much as $300,000 to the taxpayer wallet, was made, there isn’t much doubt Supervisor “I didn’t get the memo” Short was operating on the behalf of the appalling lack of professional leadership in the form of Fire Chief Kevin Carey, the City and CFPD’s quarter of a million-dollar man.
As fire departments across the country are finding structure fires fewer and fewer due to less dependence on open flame sources, it’s no longer the 1850’s after all, new fire resistance building materials, and fire safety codes being enacted, fire departments are finding an increasing lack of being the primary source at emergencies. Local volunteer departments, Crescent Fire and Rescue and Crescent Fire Protection District, found reporting response to over 2,000 incidents per year only yielded fire being about 10% of the 2,000 calls(about 200 calls), most of that 10% not even being structure fires.
So, what’s a testosterone-fueled bunch of frustrated heroes supposed to do to remain relevant in the community? Enter the new phase of joining the health emergency portion of emergency services. Precisely what the local fire departments have done. Yet, even once the fire departments had begun to insert themselves into the health rescue scene, other than basic first aid, the fire team is quickly shuttled aside when the ambulance service shows
to ask these vexing questions. Supervisors Dean Wilson and Chris Howard voted NO to seek the costly RFP, hoping to “grandfather” DNAMB continuing to serve Del Norte County. Supervisors Starkey, Darrin Short and current chairman Joey Borges voted YES, the latter two may have serious appearances of impropriety surrounding their votes.
In an attempt to provide objective reporting, The Triplicate has and continues to offer a Guest Opinion commentary from an esteemed supervisor on the justification for the RFP versus a grandfather process, the latter is without cost to the taxpayer. Exclusive Right to provide 9-1-1 Emergency City will continue to be offered to the County. The offer to retort was specifically offered Supervisor Starkey, TWICE. The response? NO RESPONSE!
Instead, Starkey in her broad stroke attack on The Triplicate at the March 11 Supervisors meeting comments made a vague reference to metrics (measurements) when she turned to Supervisor Chris Howard who she’d believed would support the metrics argument, and the impending report from the EndPoint team on Ambulance services in Lassen County. Howard actually voted to avoid the entire RFP process.

Back in April of 2024, I wrote a letter stating: that if Donald Trump won the election I was moving to Mars because even the Moon was too close to a planet where a majority of voters want a criminal to be our president and ruin our country. Guess what the trip is still on! I’ve been waiting since Jan 20th to get my ticket. Unfortunately, the ticket line is extremely long. There are hundreds of people ahead of me who either had more money than me or purchased tickets from Elons’ scalpers. So, I’ve
decided to go directly to Musk and tell him how much I despise him and Trump. Hoping to get a seat in first class and have a free ride.
Of course, I do want to wait until the SpaceX aircraft stop exploding before getting out of the Earth’s atmosphere and littering Florida and the ocean! On second thought I may just play it safe and wait until I die and just send my urn and ashes that way, I can get a free scatter!

Fast forward a year, and Supervisor Starkey’s recent comments at the March 11th meeting of the Del Norte County Board of Supervisors, has “bad press” and the failure of the fire department complaints to resonate with the public, so what’s a politician saddled with a tall tale supposed to do?
Enter Starkey’s “New” reason why last year’s decision to throw Del Norte Ambulance under the bus was the correct one. Gone are the fire department complaints; enter the slippery world of the politician and the next reason up for her last year’s decision to surface, an outdated contract. Now the consolation prize was secure in her decision a year ago, in spite of the fact an outdated contract wasn’t even mentioned as a concern by anyone.... An outdated contract! How convenient.
Faster than the sinking of the Titanic, Starkey is no longer talking about fire department complaints, validating her vote to seek a new ambulance provider a year previous. Suddenly it’s an “an outdated contract” and metrics. Waving paperwork from Lassen County in the recent March 11th County Board meeting, Starkey announces this will be Del Norte County’s ambulance provider contract going forward. No vote necessary. A Starkey decree apparently is all that is necessary. Further the “consolation prize” states, after hours of exhaustive work by the Board,
when this was supposed to have happened no one is quite sure and something not in evidence before the previous year’s vote, Starkey doubles down and insists she is now comfortable with her dubious vote. While ultimately the issue will likely be resolved in Del Norte Ambulance’s favor, the unnecessary expense to the taxpayer, the loss of trust by Del Norte Ambulance in county government, and likely no effort by the local fire departments to mend their respective ways, will remain as another clear instance of inferior government on display by three of Del Norte County’s board members, Supervisors Short and Starkey, followed by the silent one Chair Joey Borges. A truly stark example of “the old boy network” calling the shots, not our clueless local Board. The local citizens deserve better decisions from our county’s board of supervisors which is becoming hard to find. Impulsive decision making by our consolation prize, Valerie Starkey based on poor or fraudulent information is costing taxpayers thousands if not millions of dollars, just in the local jurisdiction. We must in the near future, elect leadership who can sift through the complexities of modern government and make decisions based on what is best for the community. We do not have that currently in the form of Supervisors Valerie Starkey, Darren Short, Chris Howard, Dean Wilson, and Chair of the Board Joey Borges.

One would hope Starkey, Borges and Short might come to their senses and stop pondering metrics in favor of some good old fashion common sense; one would hope that.
Is metrics the real reason the Board has moved forward on this expensive exercise in seeking a new 9-1-1 service? The Triplicate suspects not. Long-simmering ego personalities are definitely moving the “metrics” meter.
Starkey has vowed to follow the process and even admitted DNAMB may very well end up with the new contract in 2028. The comments made little sense and failed to justify the costs of undertaking the Request for Proposal.

A call to ex-Crescent Fire Protection District Board member Gregorio was expediently returned. Gregorio cited his resignation was due to spending more time with his family and play a more active part in his granddaughter’s athletic career.
The story of who controls what is a bit more complicated.
GMR is the parent company which is controlled by an investment group KKR, and oversees Cal-Ore which also owns and controls Emergency 9-1-1 Ambulance service in the following communities across the North State and adjacent Oregon: Reach; City Ambulance in Eureka, Arcata, Redding and Grants Pass AMR. Del Norte Ambulance is clearly in CalOre’s periscope.

Santa Barbara Supervisors Caught in Crossfire over Ambulance Contract
County Reportedly Contemplating Settlement That Would Give AMR Three-Year Contract Extension

Last week, the Santa Barbara County supervisors went behind closed doors to have a sober talk with themselves about their chances in the lawsuit brought against them by AMR, the private emergency response and ambulance company that’s held a monopoly in Santa Barbara for 41 years. Although nothing would be reported out that day — or since — the supervisors’ choices hovered between the grim and grimmer. If they fought it out in the courtroom, they’d been told, they’d get clobbered. Given
that the supervisors yanked a 10-year contract said to be worth $1 billion from AMR to give it to the county’s own fire department instead, the price of defeat would be punishingly prohibitive.
Accordingly, the supervisors are reportedly contemplating a settlement that would give AMR a three-year contract extension.
Outside the County Administrative Building, a group of about 20 firefighters and elected officials — convened by the firefighters union — exhorted the supervisors to stand firm and not cave in. Anything more than a one-year extension, union chief
Brian Hendez said, would be too much. The union and the fire chiefs had worked for more than five years, he argued, to secure a contract that all the supervisors — even the one who didn’t vote for it — agree promises to put more ambulances on the streets and provide quicker response times, better service, and lower costs.
Hendez played a cell phone recording of a dispatch tape from a distraught Santa Maria resident wondering why it’s taken AMR hours and hours to get his wife from her hospice and back home where she wanted to die. Three follow-up phone

Business Operations
Vice President Barbara Hunt announced an agreement with Alaska Air (AA) via OAK to make connection throughout the AA network for direct service to Las Vegas, Phoenix, Portland and Seattle.
Flights to OAK Are daily a service to Los Angeles Hawthorne are Thursday’s and Sunday.
Effective June 29, Additional flights will be added on Mondays and Saturday.

Advanced Air will continue to make improvements to its service, in year two and beyond.

Goleta City Councilmember James Kyriaco complained that AMR had met its contractually obligated response times only 82 percent of the time; the contract requires 90 percent compliance. Eighty-two percent, Kyriaco noted, qualified as only average, adding that Goleta residents deserve better than average.
The contract, one speaker argued, was a battle between corporate profits and public service. AMR, he noted, was headquartered in Colorado and was owned by a company in Texas that had recently been swallowed up by a
hedge fund in New York. Santa Barbara Mayor Randy Rowse spoke on behalf of the firefighters; when you need help, response time, he said, was the only thing that mattered.
The substantial political clout of the firefighters union is lost on no one working on the County Administration Building’s Fourth Floor, where there’s been grumbling about union pressure. By any reckoning, the supervisors moved heaven and earth to get the fire department the contract, even after the department’s bid came up 300 points short compared to AMR’s in the bidding process. AMR sued, charging that the supervisors—deter-
mined to eliminate AMR’s decades-long monopoly — had only created a new monopoly, thus violating two state laws designed to protect the public from such monopolies. Judge Donna Geck issued a blistering legal opinion siding with AMR. State Attorney General Rob Bonta filed a friendof-the-court brief on AMR’s behalf as well. The supervisors are not ducking from shadows when citing their legal challenges. Where discussions are at between the supervisors and AMR is anybody’s guess — likewise with what the supervisors will eventually do. If the matter is not resolved, however, it’s scheduled to go to trial in November.

The energy was electric at the Tsunami All-Starz cheer team showcase on March 22nd, as the community rallied to support their local athletes. The event, held to demonstrate the team’s honed routines and raise funds for their upcoming national competition in Orlando, Florida, was a resounding success, highlighting both the team’s dedication and the community’s unwavering support.
The showcase, a culmination of countless hours of practice and dedication, displayed the cheerleaders’ impressive skills, athleticism, and teamwork. From gravity-defying stunts to synchronized routines, the athletes demonstrated why they earned their coveted bid to nationals.
“We are incredibly proud of the hard work and dedication our athletes have shown,” said Coco Soule, head coach of the Tsunami All-Stars. “This showcase was a testament to their commitment, and the community’s response was overwhelming.”
Beyond the dazzling performances, the event served as a crucial fundraiser for the team’s journey to Orlando. The community stepped up in a big way, contributing to the success of the event.

For the second straight year, Del Norte senior Lyon Rigden has been named to the Big 5 all-league team in boys basketball.
The three-sport standout was one of four Del Norte boys who received allleague recognition, along with teammates Michael Webster, Aidan Rice and Ryan O’Laughlin who each received an honorable mention.
All four seniors played key roles for the team this year, as the Warriors closed out 15-12 and made it to the quarterfinals of the North Coast Section Division-5 playoffs, before barely falling 71-69 in double-overtime to Sonoma Valley.
Rigden, who played soccer for Del Norte in the fall and is competing in track and field this spring, was a force once again for the Warriors on the basketball courts this winter.
“I thought he showed great leadership,” Del Norte head coach Cris Rice said. “He’s a very physical player, one of our best defensive players, and he was a real leader on the court.”
The senior, whom the coach described as “a great teammate,” averaged 13 points a game in league play.
“He could take the ball to the hoop,” Cris Rice added. “He was very good at attacking the basket and finding teammates. He was a very efficient player for us.”
He was also tasked with guarding the opposing
team’s best player every night in league play and he always rose to the challenge.
Webster, meanwhile, also had an outstanding season for the team and led the Warriors in scoring with 16 points a game in league play.
This is the second straight year he received an all-league honorable mention.
“He was very good for us on offense. He was our leading scorer,” Cris Race said of Webster, who is considering continuing his playing career on the college courts after graduation this year. “He was pretty exciting at times and we were very proud of him.”
When his teammates were struggling, it was often Webster who ignited them.

“He was a spark plug,”
the head coach said. “He would get us going at times.”
Aidan Rice, meanwhile, was the team’s starting point guard and helped set his teammates up for success.
“He’s an intelligent basketball player,” head coach and father Cris Rice said of the multi-sport senior, who also was named to the all-league team in football this past fall. “He distributed the ball well and he was a very good on-ball defender.”
The team captain, who also plays baseball, is likely to continue his sports career on the baseball fields in college.
“He was a team leader. He did his job,” the head coach added. “He definitely got his teammates in-
volved. He was a dynamic passer.”
O’Laughlin, meanwhile, was “very efficient offensively” for this year’s team, according to the coach.
“He could shoot,” Cris Rice said of Laughlin, who is also considering continuing his playing career at the JC level. “He was a very efficient scorer. He probably had the highest shooting percentage on our team.”
But that’s not all O’Laughlin brought to the table.
“He was often asked to guard the other team’s bigs,” the head coach said. “Players that were bigger and stronger than him, and he did his job. I was very proud of Ryan. Ryan had some big moments for us.”
O’Laughlin also led the
Warriors in rebounding.
“I think all four of them had big seasons,” Cris Rice added. “Those four were big leaders on our team this season and we’re going to miss them.”
After looking good during the December tournament schedule, the Warriors struggled in league play and finished a disappointing 2-6 in the Big 5.
But they rediscovered their groove in the postseason and defeated Justin-Siena 43-34 in their opening NCS game before barely falling to Sonoma Valley.
“It was a tale of three seasons for us,” Cris Rice said. “But we’re looking forward to next year and seeing some of the younger guys stepping up.”
