Homeowners upset with mail delivery policy
BY ROGER GITLIN Country Media, Inc.
The master postal box on Loren Avenue outside the Redwood West subdivision has been broken into several times, according to local homeowners. Homeowners who the Triplicate have spoken with said they are very upset with the U.S. Post Office policy regarding the postal box issues. They said they are required to pick up mail at the main Post Office until the necessary postal key at the Loren Avenue box can be switched out and normal mail delivery can be resumed, following the string of thefts.
“The inconvenience posed on the homeowner is outrageous,” Redwood resident Gary Manning said. “The long line snaking out the Post Office front door is intolerable. I feel badly for the clerks who must continually be up and down retrieving the mail stored in the back. It’s got to be fatiguing by the end of the day.”
Homeowner Tom Nelson said he simply wants to be communicated with.
“The Post Office needs to talk with me,” Nelson said. “It’s hard to get a straight answer from them.
Crescent City accepts parks and rec grant
BY ROGER GITLIN Country Media
Crescent City accepted a $3 million grant award from the State Department of Parks and Recreation for the Prop 68 Rural Recreation and Tourism Grant Program.
In January of 2022, councilors approved an application for Prop 68 funds to build the amphitheater and Waterfront Plaza park, highlighted from the Beachfront Park Master Plan. There are no city funds match required in this grant. The funding joins $5 million in additional Statewide Park Program funding, $178,000 in Prop 68 Per Capita funding, $200,000 in Coastal funding and $65,000 in California Endowment funding.
The grand total of the allocation of Prop 68 funding for Crescent City is $8.444 million.
The council unanimously accepted the Prop 68 funding.
In other City Council news, Economic Development Director Ashley Taylor asked the Council to greenlight Lighthouse Cove RV Park policy changes:
• Change the 30 consecutive day limit to 28 days to accommodate possible weekend departures. State law changed allowing visitors’ status to change to standard tenancy which would change ability to evict a tenant through the court process on the 31st day. Reducing the stay to 28 days gives adequate warning to staff management that guests will not overstay their reservation.
• Taylor also asked for the park policy to change its refund policy, allowing refunds upon five day notice, less a $15 cancellation fee. Policy changes effectuate April 3.
Councilors approved the RV park policies on a unanimous vote.
The council received encouraging revenue news. Director of
I’ve been told only one individual from Eureka is able to come up and change the master lock on the big box. Where’s the master key?”
Homeowner Jay Chernak said he agreed with Nelson, adding that Redwood West is one of several community boxes that has been broken into. Chernak said he believes as many as 1,000 people are now retrieving their mail at the Post Office.
“The mail deposit box outside situates Redwood West in an exposed, open area, with no homeowner view on Loren Avenue,” homeowner Vinnie Mendolia said.
“The Post Office should re-situate a new pad within the subdivision.”
While homeowner Andy Pozzi doesn’t blame the Post Office for the thefts but did express his frustration as well.
“We homeowners live in a bureaucratic sea of red tape,” Pozzi said. “It’s been two months I’ve had to make a 24-mile round trip to the Crescent City Post Office, wait in a long line and sometimes, there’s no mail delivery.”
The Triplicate reached out to Crescent City Postmaster Susan Vargas for an update. Vargas had not responded to our inquiries by press time.
Filling in the cracks at the airport
BY ROGER GITLIN Country Media, Inc.
Ryan Cooley, director of the Border Coast Regional Airport Authority (BCRAA) addressed the Board of Supervisors last week and updated supervisors on the proposed Phase 2 rehabilitation of runway 18-36. Phase 1 for $333,000 for pre-design has already been authorized. Because of COVID, the authority‘s five percent matching fund allocation was waived.
Cooley seeks Federal Aviation Approval (FAA) approval of a 95 percent grant of an $8 million award to repair numerous cracks along the runway. The grant could rise to as high as $9.2 million if repairs are deemed more extensive.
The BCRAA share of the grant is approximately $400,000.
The Border Coast member partners are the City of Crescent City, Del Norte County, City of Brookings, Curry County, the Elk Valley Rancheria and the Tolowa Dee-ni’ Tribe. Divided equally each partner is asked to contribute approximately $77,000 for the project.
Cooley indicated, “It’s my hope
all the partners will embrace this safety project. Jack McNamara Field is the multi-partner airport serving Del Norte and Curry counties.” The board approved the grant application and requests for equal support for the Rehabilitation project on a 4-1 vote, Supervisor Dean Wilson dissenting. Wilson expressed his concern with language in the motion including a caveat open to increasing the funding if the other partner(s) did not contribute their equal share. There was no discussion on the airport’s other runway, 12-30, also in need of rehabilitation, according to Cooley.
In other airport news, the extension of the Alternate Emergency Air Service FAA support continues through September 30, 2024. The support for Contour Air is just under $3.6 million annually, according to BCRAA fiscal director Patty Stanley.
Cooley reports a second Contour flight will commence during the summer schedule. A supplemental flight will be added on Fridays and Sundays, effective in late Spring.

Fri-
Opinion & Letters
Why it Matters to You
It’s raining hard. You need to get to an important appointment. You’re halfway to your destination when you hit a roadblock. The intersection is flooded, wind gusts have downed electrical wires and there’s no end in sight. You have no choice but to return home, where there’s no electricity.
Scenarios like this—and much worse—are playing out in communities around the country. Climate change is causing more destructive conditions nationwide, turning every street into a potential flood zone. From earthquakes to severe storms and flooding, Americans are increasingly seeing startling images of cars disappearing into sinkholes, widespread power outages and destroyed homes and neighborhoods. Everyday stressors and extreme weather are pushing local infrastructure to the brink.
Where Do the Raindrops Go?
Do you ever wonder where a raindrop goes? Normally, rainfall is absorbed into the ground or it flows into rivers, lakes and oceans to replenish the water cycle. Once land is developed, a stormwater management plan needs to be implemented. This ensures that water that lands on an impermeable surface—pavement, concrete or a roof—is captured, conveyed to where it can be stored and then treated before it is returned to the environment. Without a comprehensive stormwater management system, excess water increases the potential for flooding, which can damage crops and property.
According to Brian King, EVP of Marketing and Sustainability at Advanced Drainage Systems, the lifecycle of a raindrop begins from the moment rain falls from the sky. From that point, it is critical to start planning for how this precious resource is managed, to maximize its positive impacts and minimize its destructive power.
• Capture—Stormwater enters basins and filters work to remove sediment and debris.
• Convey—Pipes direct water away from parking lots, freeways and fields so areas stay dry and neighborhoods stay safe.
• Store—Chambers ensure water flow is managed appropriately, guarding against flooding.
• Treat—Water quality products clean water before returning it to lakes and streams.
An optimal stormwater system manages surface water from rainwater events to prevent or reduce flooding and safeguard communities. Yet, many U.S. municipalities aren’t equipped to manage ever-increasing stormwater. It has become critical to find solutions that reduce impacts associated with ongoing climate change. Extreme storms and everyday stressors are here to stay and they have extensive consequences for the health and the well-being of our communities.
Extreme Weather is Wreaking Havoc
As temperatures rise, heavy storms produce excessive rainfall because warmer air holds more water vapor. When precipitation rates exceed the infiltration capacity of soils and the drainage capacity of the stormwater infrastructure, flooding can cause catastrophic damage.
Warm weather states, such as Florida, California and Texas, have experienced coastal flooding, storm surges, hurricanes and even mudslides. Municipalities often don’t have time to recover from one storm before another strikes. Back-to-back atmospheric rivers, which are columns of airborne moisture, make recovery difficult.
Consider the following examples:
• Florida: Florida is seeing an uptick in extreme rainfall events, with tropical storms and deadly hurricanes, resulting in storm surge. Extreme weather is taxing the state’s aging stormwater system, which compounds flooding. According to data from the National Oceanic and Atmospheric Administration (NOAA), extreme rainfall from Hurricane Ian, the second-deadliest storm to strike the continental U.S. this century, produced a 1-in-1,000-year rainfall event in some places.
• California: Extreme weather means that California swings from periods of drought to periods of excess water in a matter of days. The extended time between rain events and the increasing volume of water puts stress on aging infrastructure. Intense downpours are causing levees to fail and state reservoirs simply don’t have capacity. Excess water needed in periods of drought flows back to the oceans. Just one atmospheric river can down power lines, wash away highways and flood homes.
• Texas: Fueled by warming oceans, hurricanes have become more frequent and powerful in Texas, and rising sea levels make communities increasingly vulnerable to storm surges. Communities endured as much as 60 inches of rain during Hurricane Harvey, with over $125 billion in costs. In early spring 2022, Texas experienced extreme events, ranging from tornadoes to the loss of tens of thousands of acres from wildfires.
Major storms are considered 1-in-50 or 1-in-100-year storms.
¬However, over five-weeks in the summer of 2022, five 1-in1,000-year rain events occurred across the country. In many cities, stormwater infrastructure is not equipped to handle this much water. There is a critical need for more resilient systems that create greater capacity above and below the ground.
Everyday Stressors in the Buried Infrastructure
A resilient infrastructure requires large investments in assets that are designed to operate over the long term. The $1.2 trillion Bipartisan Infrastructure Law enacted in 2021 funds a significant public investment in U.S. transportation networks. While much of the focus for the funds is on visible structures, the performance of roads and highways depends on a healthy infrastructure beneath the ground. This “buried” infrastructure includes buried drainage systems, including culverts, storm drains and pipe.
The next time it rains or storms, you may think differently about what’s going on below the surface, allowing you to go about your everyday life. The lifecycle of a raindrop is significant to us all.
Advanced Drainage Systems is a leading manufacturer of innovative stormwater products and services that deliver solutions for the most persistent and challenging water management problems. To learn more, visit www.adspipe.com.

To Dredge or Not To Dredge? That is the question
There was an article in the Triplicate last week related to harbor dredging that provided a skewed perspective from a single source. I can provide a broader context for this story. I attended the Harbor District meeting (3/7/23) which had an informative discussion of harbor dredging. I was the only member of the public there.
This was a first for me. Usually, several other people and occasionally a Triplicate reporter attend.
At the meeting one of the Commissioners asked the Harbor Master for advice on how to explain what is going on with harbor dredging. The ensuing discussion helped me to understand more clearly what is and what is not being done to keep the harbor dredged.
The Harbor Master explained that there are essentially two dredging projects. The project that is taking an inordinate amount of Harbor District resources is dealing with all the issues related to dredging near Fashion Blacksmith. The larger priority is planning for the routine dredging of the rest of the harbor.
Coordinating with multiple state and federal agencies to secure dredging permits is an expensive and time-consuming process. Delayed dredging permits are an issue all down the California Coast.
Planning Ahead
The current board and staff have been taking steps to get ahead of the planning curve by taking a few prudent steps. They recently completed a bathymetric study of the harbor bottom. Using hightech imaging they produced a digital 3D model of the harbor showing the depth to bedrock (20-25 feet) and the amount of sediment on top of that.
This new data will serve several purposes. First, they can see with certainty that the siltation in most parts of the harbor is not above manageable expectations. It is not possible to dredge below bedrock, so there is a fixed limit on how deep they can go. For this reason, this will always be primarily a small boat harbor.
The second reason for completing a bathymetric study every year is that it will create a record to monitor how fast the siltation is occurring.
Armed with this information it is possible to plan into the future for when dredging will be needed. With this extra planning time, permits can be acquired before they are needed.
The third value gained from this harbor study is the ability to identify whether the removal of the Klamath Dams will result in excess siltation in the harbor. The dam removal project has allocated mitigation funds that could compensate the harbor, but it will be important to be able to quantify the impact.
All in all, the Harbor Commissioners and staff are making good progress. Nevertheless, they must still deal with festering problems from the past.
Pending Litigation
Fashion Blacksmith has filed a lawsuit against the Harbor District alleging that the District has failed to maintain dredging near the lift that pulls boats out of the water.
It is difficult to get any information on this from the Harbor District because of the pending litigation. All discussions have been held in closed session.
Fashion Blacksmith holds a lease with the Harbor District to operate a boat repair business. While this type
of service is essential for a working harbor, this current lease is a money loser for the Harbor District.
It costs the Harbor District more to maintain the lease than they collect in lease fees. A case can be made that the Harbor District should subsidize this business for the benefit of the local fishing fleet, but then who will pay the subsidy?
I have been able to glean a few salient points related to this impasse. I understand that the silt in the harbor near Fashion Blacksmith potentially has a higher level of contaminants when compared to the rest of the harbor.
Overall, our harbor is relatively clean. However, due to the ongoing business activities of this shipyard, there is an increased possibility for toxic run off. The harbor has completed testing of the silt near Fashion Blacksmith and if these tests show elevated levels of toxic metals or other chemicals, then this will make dredging in this area even more difficult and expensive.
Where Will It Go?
The complicated part about dredging is not just sucking it up. The more challenging part of dredging is where to put it down. The harbor has dredge settling ponds which are used to dewater newly dredged material. Unfortunately, these dredge ponds are full from the last dredging operation.
There are approximately 90,000 cubic yards of old dredge material that needs to be moved before new dredging can commence.
But first this material must be tested for any unacceptable levels of chemical contamination that would limit its use.
The Harbor staff reported that the stored dredge mate-
Guest Column
rial tests relatively clean and would be safe to use for landscaping and other beneficial uses.
The Harbor is also conducting compaction testing on the dredge spoils. If these tests demonstrate a high level of compaction, then this material can be used for construction and significantly adds value to the product. These are the steps that must be completed prior to emptying the dredge ponds. Once testing is completed, the US Army Corps of Engineers is committed to pay to haul 52,000 cubic yards. There are also local businesses interested in hauling this product for local projects. In the end, the harbor may be able to have these dredge materials hauled away for little or no cost.
Making Progress Consider this information the next time somebody criticizes the Harbor District for doing nothing.
The Harbor District is making great strides toward maintaining and dredging the harbor.
They have secured nearly 8 million dollars in grant funding to pay for reconstruction of the harbor infrastructure, including improved hoists for the fishermen to unload their catch. That’s not nothing.

Let’s tell the truth about those big, bad wolves
By STORY WARREN
The return of wolves to the West has always been contentious, and the deaths last fall of more than 40 cattle really in western Colorado alarmed ranchers. But here’s the true story: Wolves did not kill those cattle found dead near Meeker.
After months of investigation, the state agency, Colorado Parks and Wildlife, found no evidence of wolves in the area at all.
Yet when the news of the cattle deaths went public last October, the agency issued a press release stating it was “investigating a report of dead domestic cow calves on White River National Forest lands near Meeker that show damage consistent with wolf depredation.”
A month later, the agency’s Northwest regional manager testified before the Colorado Parks and Wildlife Commission that though some of the cattle had injuries that appeared to come from wolves, he added: “It’s perplexing; it’s confusing; it’s frustrating, trying to figure out exactly what occurred in this incident.” The story of wolves as
the culprits, however, made national headlines.
Wolves are coming back to the state naturally and because in 2020, the public passed Prop 114, mandating restoration of wolves by the end of this year. Through a Colorado Open Records Act request, the Humane Society of the United States obtained documents and photos about the livestock deaths, and shared them with Carter Niemeyer, an expert on wolf-livestock conflict. He is also a member of the state’s Technical Working Group on wolf restoration.
In his February 14 report, Niemeyer found that “the evidence at Meeker is inconsistent with wolf attacks.” Niemeyer and veterinarians concluded that the cattle more likely died from “brisket disease,” which commonly afflicts cattle living at high altitudes.
Misunderstandings like this one, which lasted weeks, aren’t helpful. Do wolves ever come into conflict with livestock? Yes, but it is relatively rare. In the Northern Rockies where wolves are established, they account for less than 1% of cattle losses.
Disease, birthing problems, weather and theft take nine times as many cattle than all predators combined, according to the U.S. Department of Agriculture.
In Washington state, which is home to at least 33 wolf packs after nearly 15 years of wolf recovery, more than 80% of the packs have no conflict with livestock in an average year.
Overall, the threat of wolves to the livestock industry is negligible. For the few livestock producers who are impacted by wolves, it is, of course, economically painful and time consuming.
But options exist for ranchers to safeguard their livestock. Old-fashioned riding the range to drive off wolf packs, cleaning up carcasses so they don’t attract wolves, penning up livestock at night, installing scare devices, and using guard dogs are all deterrents that can work.
Unfortunately, data from the United States Department of Agriculture suggest that few livestock owners use these effective, non-lethal mitigation measures.
But many livestock pro-
story Warren
ducers across the west — in southern Alberta, the Big Wood River Drainage of Idaho, the Tom Miner Basin and Blackfoot Valley of Montana and elsewhere — do use a variety of these deterrents, which make it possible for their herds to live alongside both wolves and grizzly bears.
To its credit, Colorado Parks and Wildlife has produced a resource guide for livestock producers. To do an even better job as wolves integrate into western Colorado, the state must improve the way it investigates livestock deaths. These investigations must be timely and transparent —

NOTICE OF TRUSTEE’S SALE
NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on this property.
NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (866)-960-8299 or visit this Internet Web site https://www.altisource.com/loginpage.aspx using the file number assigned to this case 2022-01626-CA. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.
NOTICE OF TRUSTEE’S SALE
NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction, if conducted after January 1, 2021, pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale,

Work begins to replace 80year-old Smith River bridge
By MYLES COCHRANE California State Department of Transportation
Caltrans has begun replacing the Dr. Fine Bridge over the Smith River along U.S. 101 north of Crescent City. Built in 1940, the existing bridge is near the end of its useful life. A new bridge will better accommodate vehicles, pedestrians and cyclists.
Traffic impacts will be minimal while we replace the bridge.
The speed limit is currently reduced to 45 mph.
In fall 2023, traffic is expected to be diverted onto a temporary bridge east of the existing structure with a reduction to 25 mph. The
temporary bridge will be used as the old bridge is demolished and the new bridge is built.
The speed limit will be reduced for the duration of the project.
During the summer seasons from June through October, there will be no boat access beneath the bridge. Additionally, boat launching via an informal access point under the bridge at South Bank Road will be restricted. Barring unforeseen circumstances, construction is scheduled to be complete by the end of 2025.

Leadership Redwood Coast launches in Humboldt, Del Norte counties
On Thursday, March 2, 25 cross-sector leaders from across the region came together over dinner at Café Marina as the inaugural class of Leadership Redwood Coast.
They spent the next two days diving into topics designed to build their personal leadership skills and prepare them to explore the region’s biggest challenges, opportunities and assets.
A program of AEDC in partnership with Illuminated Marketing and the Greater Eureka Chamber of Commerce, Leadership Redwood Coast (LRC) is a five-month program centered
on empowering diverse individuals throughout Humboldt, Del Norte, and adjacent Tribal Lands with the tools, connections, and insights they need to effect equitable and innovative change in their communities and across the region.

development, over the coming five months we will prepare emerging and established leaders to go deeper with their commitment to our region’s –and their own – success.”
Loren Collins, an LRC participant from Cal Poly Humboldt shared, “I don’t know that I’ve been involved in a training in a long time that is this intensive and I enjoy so much. The structure and the content of the program is really solid.”

Youth in Service help clean up Beachfront Park
By AmAndA Fry
For The Triplicate
Some 50 youths and their parents from the Church of Jesus Christ of Latter Day Saints gave a Day of service, Saturday, March 11.
The kids aged 11 to 18 picked up litter and cut back ice plants along Howe Drive, the BBQ pits, Battery Point Lighthouse and throughout Beachfront Park in Crescent City. Many of the kids came up from Humboldt County and joined youths from Del Norte County and parents to provide the

service to the community.
Parents and children spoke of why they participated in this volunteer community project. As the practice of the Church of Jesus Christ of Latter Day Saints is not to seek personal recognition for these deeds, the volunteers have been taught by their elders to give back to the community in which they live. Several anonymous children chorused in, “We want to help clean up where we live.” Parents nodded in agreement.
The city of Crescent City exuded its deep apprecia-
tion. City Maintenance staff employee Dustin Lovedahl shared the benefits offered by the volunteers as cost-saving to the city budget. He added “It’s an honor and pleasure to work with these volunteer projects.”
Thanks and appreciation to Cal Trans for providing litter pickers and gloves. An estimated one ton of bagged litter and green cuttings from the walkways was removed by the city. Also lending a hand were Church service missionaries who have volunteered on several city projects over the years.

Curry County deputies help with several rescues
On March 8, the Del Norte County Sheriff`s Office contacted the Curry County Sheriff’s Office to request assistance. Del Norte was requesting the use of the SnoCat to locate and assist a 70-yearold female that had been stranded inside of her remote home due to heavy snow since February 21.
The stranded female advised that she had run out of food, and her wood stove was not functioning properly, and was only heating her residence to approximately 40 degrees. She advised that she did have a Jeep, but that the snow was entirely too deep for her to even move the Jeep.
At about 1 p.m., Curry County Sheriff`s Deputies, Sergeant Jared Gray and Marine Deputy Jordan Rhodes, arrived in the area of Rowdy Creek with the SnoCat, and began the 6-to-8-mile trek to locate the female. After traveling several hours in approximately 4-6 feet of powder type snow, Curry County deputies, and two Del Norte County Search and Rescue members were able to reach Jeannie Morrison and her dog, Willow, at her remote wilderness cabin.
It was extremely tight quarters on the narrow wilderness road, with a steep cliff on one side and sheer rock on the other.
Due to the location, there was no way to turn the SnoCat around so it had to be backed out of the location for approximately one mile.
At approximately 4:30 p.m., Morrison and her dog Willow were brought out safely to Del Norte
County deputies and given a ride into town to get a motel room. Morrison advised that she was out of food for herself and for her dog and advised that she was not prepared for this type of weather and deep snow.
At this time, the Del Norte County sheriff advised Curry County deputies that there were several other residents off in another direction of Rowdy Creek that needed to be rescued.
At or about 4:45 p.m., the SnoCat again was used to access and locate 31-year-old Chris Zelkovich, and 62-yearold Anthony Williams, and their four dogs. Zelkovich and Williams were also running low on supplies, and needed to be extracted before the next weather event struck the area. The four dogs and two subjects were loaded up into the SnoCat and taken out to safety.
While extracting Zelkovich and Williams, the SnoCat was also able to assist two other residents, Patti and Tom Beesler, in the same area, by dropping off needed medications. The Beeslers advised that they had plenty of supplies for the remote home but did not have a way to access their medications.
The Curry County Sheriff Office has the only in service SnoCat on the southern Oregon and northern California coast. The SnoCat is a very valuable resource, and its use will save lives. Curry County Sheriff`s Office was glad to lend a hand and help out our neighbors in Del Norte County.
