Harbor Pans for GOLD and Plans to Strike It Rich!

With two recusals on selecting the new hoists space operator lease, commissioners chose Ocean Gold to assume control of the vital hoists, following the exit of Pacific Seafood, last December. Fathom Seafoods was the alternate bidder. Commissioners Dan Schmidt and John Evans joined Chairman Gerhard Weber in voting AYE in supporting applicant Ocean Gold, after barely meeting minimum quorum requirements.

Ocean Gold unexpectedly offered ice house operations during its presentation, and to do so within six months of lease signing.

The importance of selecting a hoist operator is vital, according to Harbormaster Mike Rademaker. “The hoist is a heavy duty lifting system that moves Seafood catches from the boats to the docks. The hoist function not only enables critical offloading infrastructure but strengthens the Harbor District’s financial position.

The new market lease rate is $3,000 per hoist, per month, and doubles the previous rate.

The two Harbor hoists will generate $72,000 annually. The Harbor will also receive an estimated $20,000 per

Commissioner Evans echoed his support for Ocean Gold. “Ocean Gold has a strong track record of growth, a robust trucking division and extensive experience in cold storage. The ability to move enormous amounts of product volume will greatly benefit our fishing fleet; and their knowledge of the ice plant will hopefully prove to be invaluable to the CCHD. As we move forward, we will keep an eye on the terms of this agreement and adjust in the future as needed.

Citing a trend following a recent Ninth District Court of Appeals decision involving qualified immunity on mental health calls, Del Norte Sheriff Garrett Scott will no longer dispatch his deputies to non-criminal mental health calls.

The Appeals Court ruled on a 2019 Las Vegas incident where a detained individual called 9-1-1 for help. Responding officers used force on the individual leading to rendering the individual unconscious and who later died in custody.

The Court ruled the force was unreasonable and questioned whether officers should have been involved at all, as no crime had been committed.

Qualified immunity is at stake.

Sheriff Garrett Scott responded, “ There must a crime in progress before our deputies will be dispatched. Law enforcement has been pushed back so far by the Courts, the message is clear: law enforcement has no place in dealing with mental health issues.”

“The responsibility of assisting those with mental health

needs belongs with the trained staff from the mobile crisis units from Dept.of Health and Human Services,” continued the Sheriff.

Under the new policy, dispatchers will ask callers if a criminal element or danger to others is present. Scott underscored his hope the U.S Supreme Court will take up Ninth District Court. Training for all staff begins immediately.

Comprehensive Review of Ambulance Service in Del Norte Begins

The process of considering supplanting Ambulance service in Del Norte has begun. The North Coast Emergency Medical Service (NCEMS) has acquired the services of consultant EndPoint, last month and disbursed $97,000 to the consultant. The funds for this study originated from a 3-2 vote in favoring the consideration of 9-1-1 ambulance service by the Board of Supervisors.

Many in the community have expressed doubt on the Board authorizing this exploratory project calling the hunt wasteful and frivolous. Over near four decades of service there has been no formal complaints or major incidents of dereliction of service against Del Norte Ambulance.

The question lingers: Why is the Board wishing to withdraw the Exclusive Operating Authorizing (EOA) for ambulance service? No clear answers have surfaced.

Supervisors Joey Borges, Darrin Short and Valerie Starkey have yet to explain their displeasure with Del Norte Ambulance.

Meanwhile the initial $97,000 comes from an emergency account from the Department of Health and Human Services. DHHS failed to acknowledge the “emergency” associated with the disbursement.

It is very possible that Del Norte Ambulance will retain the exclusivity on providing 9-1-1 Ambulance service, but the continuing action may add as much as another $60,000 in fees to consultant EndPoint and the

in-perpetuity of the EOA will be terminated. When Humboldt County was faced with a similar circumstance, Humboldt elected to “grandfather” in its existing service to the existing provider at zero cost to the County.

The three phase process will terminate by March 2027 when a Request for Proposal has been formulated.

NCEMS / EndPoint kick off meeting is scheduled for Tuesday, February 25, 2025 at the Board Chambers at 2PM. The public is invited.

Einstein, Microgrids, and the Lemus Effect

Seems like there is always one on every governing board who thinks his giant intellect will make for instant success when all we are really talking about is a giant ego, no intellect to be found. Too often politicians, such as our local Einstein, Stupervisor Chris Howard, become easy targets for the unscrupulous selling fantasies, geese laying golden eggs and a solution for every nonexistent problem government need not solve.

It is not as if Del Norte County hasn’t had its share of snake oil salesmen come to town and sell the proverbial “pile of excrement” to a board, council, or commission. Locally referred to as the “Alex Lemus Effect”. It’s how snake oil salesmen make their living. Far be it for the politician, in this case Supervisor “Einstein” Howard, to make the effort of due diligence to see if the snake oil salesman, in this case, SitelogIC, has the cash, real investment money, or a guaranteed public source, AKA other people’s money, to accomplish the promised project. In this case clearly no money is evident, spinning fairy tales, yes, lots of planning, yes, just no money.

In case you are unfamiliar with the “Alex Lemus Effect”, Mr. Lemus slithered into town a few years back, promised the Crecent City Harbor Commission, the proverbial “Golden Egg”, then failed to deliver. When Mr. Lemus slithered back out of town a couple of years later, the Harbor’s RV parks were near emptied and needing hundreds of thousands of dollars of restoration. The Harbor’s solar project turned into near disaster and left the Harbor saddled with maintenance costs the harbor cannot afford. Finally, Mr. Lemus, not to belabor the point, exited owing the Harbor more than $300,000. What a prince! Back to SitelogIc, a consulting company nothing more, who targets rural communities in an effort to convince those communities into building or refurbishment projects for the most part the community neither needs, can maintain, nor can afford.

The project slated for Del Norte County is a solar based microgrid with battery and diesel generated backup. It is advertised to be a secondary source for power should a repeat of the events in August of 2023 where the entire county was without power for a bit over a week. Currently the plan to be developed is to provide power for the Sheriff’s Office/Jail, the Flynn Center, the Veteran’s Hall, and the Road’s Department on Cooper Street. Like I said at a recent 5-0 Eastern Island Statue’s meeting, “a few County buildings”. And the rest of the County pray tell?

Further along in this planning, yes, $35,000 to the vendor, SitelogIC, is the possibility the school district, the city offices, and the hospital, also known as the place which has a backup generator yet cannot perform surgeries, is to be added. So, where is it the remaining 99% of the County’s population gets at least some benefit out of an infrastructure project expected to cost north of $3 to $4 million? I suppose, the real question to asked of our Einstein, “What good would the buildings to be powered by the proposed microgrid be during 2023’s loss of power?” Not much! They certainly do not sell groceries, or gas. Have an ATM for cash? Maybe sell personal sized generators? And the new fantasy will change local citizens situations, HOW?

Emergency services provided the county’s residents with thirteen seconds of silence followed by a dial tone. Swell! Ah, we were expected, all 26,000 of us, to appear at the Veteran’s Hall for lunch and dinner, maybe charge our cell phones, sixty or so years from now when the next “emergency event” takes place. Clearly, the County’s “Walmart Shoppers”, were left adrift until Pacific Power restored electricity. And the County did what exactly? Oh, yes, this County microgrid will save us all sometime in the future.

Why is the County responsible at all for supplying the local resi-

dents, the school district, the city, Sutter Health, or even the airport with power redundancy? Just maybe, when the lights go out, it falls on those, Pacific Power, to “save” us not the County of Del Norte.

Keeping in mind, Brookings is a mere twenty miles to the North. In 2023, groceries, gas, health care, NO PROBLEM! And you were saying the microgrid is vital? To whom exactly?

Of course, why didn’t I think of it? The County just might be able to save a few bucks on the taxpayer’s power bill in a few County offices. And, it checks a few boxes in the County’s Strategic Plan, what more can the local population ask for? Is the County’s 5-0 Board of Supervisor’s that gullible? Snake oil is on sale this week! The genius speaks, the imbeciles listen. After all, it is only money. The heck with sheriff’s deputy’s salaries, and SEIU minimum wage workers!

What else can we expect from our Board? Perhaps a luxury cruise to Philly? Maybe the genius and the Consolation Prize can float this boat in Philly next summer at NACo?

One Month since LA Firestorms: What’s Happened?

It’s been over a month since the devastating firestorms destroyed thousands of homes stretching from Pacific Palisades to Altadena. Governor Gavin Newsom has directed a “whole of government” response to support communities and survivors. The Governor has issued 15 separate Executive Orders to assist victims.

One statement from the Governor raised considerable doubt. On a cell phone from the firestorm, Gov. Newsom requested from then-President Biden, additional assistance to cover 100 percent of California’s fire management and debris removal for 180 days, up from the traditional 75 percent. A passer-by victim spotted the Governor appearing to be on his cell phone speaking with President Biden. The individual approach the Governor, angry and frustrated by lack of expedient action. Newsom sheepishly admitted to the irate victim, he was attempting to reach the president but was not successful. The optics of the President on a cell phone speaking with the former President is simply not credible. Former President Obama set a precedent in 2009 and ceased using any device as requested by the Secret Service upon his taking Office. In the Governor’s own words,“Since the day these

firestorms ignited, my Administration has been on the ground working to get survivors the support they need. Our goal is simple: a full recovery for the people of Los Angeles as fast as possible. We’re working with communities and the Federal government to rebuild Los Angeles faster and stronger.”

Among many of the victims, the Governor’s words appear to fall short of any realistic action. Equal blame and scorn is also directed to Los Angeles Mayor Karen Bass.

The Triplicate was able to contact and speak with several residents of the devastated area and business owner/ victims.

All adamantly wished to remain anonymous.

A family of four has no home and said,“Nothing has changed since the firestorms.”

Another individual who did not suffer a loss of his home in the Palisades but was told he must secure a permit to enter the fire zone. The permit would be issued from the City of Malibu. Pacific Coast Highway has been closed and the individual was detoured around PCH, a two hour delay. The permit was valid for just two days whereupon the victim would have to renew the pass. Entry to the individual’s home was denied due to permit expiration.

Two other individuals who did lose their homes to fire attempted to clear debris and begin the rebuilding

process, despite the Governor’s Executive Order to make it easier to streamline construction of accessory dwelling units, allow for more temporary trailers and suspend fees for mobile home parks. Another Executive Order directed fast action for debris removal and cleanup. The Governor’s memos do not seem to reaching local staff.

Authorities stopped the debris clearing from Los Angeles Mayor Bass’ environmental order to cease and desist.

Both frustrated homeowners fumed over the bureaucracy at both the State and City level.

Gov. Newsom did travel to Washington to meet with President Trump and members of Congress, in seeking critical disaster aid for survivors and ensuring impacted families who lost their homes and livelihoods have the support they need to rebuild and recover, while simultaneously signing legislation to make the Golden State “Trump-proof” against Federal efforts to enforce immigration law, including the President‘s plan to deport illegal alien felony criminals.

Again, Gov. Newsom’s orders are apparently not being needed by on the ground staff

Another fire victim from the devastated fire zone quipped, “Newsom and Bass are incompetent, inept or insensitive to our immediate needs, and probably all three.” The saga of this disaster continues.

DETAILED SUMMARY OF THE MATTER THAT PLAINTIFF SEEKS TO VALIDATE:

The California Department of Water Resources (Department) operates facilities which conserve, store, transport and deliver water to urban and agricultural water agencies throughout the State. Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the State Water Project). Currently, State Water Project water is conveyed

across the SacramentoSan Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years.

The Department has undertaken to develop a comprehensive plan for the effective delivery of State Water Project water across the Delta. The Department is currently undertaking planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to State Water Project export facilities at or below the southern edge of the Delta. These facilities would be a further modification of the Feather River Project authorized pursuant to the Central Valley Project Act, Water Code sections 11100 et seq.

The Department has established a proposed revenue bond financing to finance the cost of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta conveyance facilities.

On January 6, 2025, the Department adopted a bond resolution authorizing the issuance of revenue bonds for those purposes. Under the bond resolution, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving, constructing, and operating Delta conveyance facilities. On January 7, 2025, the Department filed a validation action to confirm the legal validity of the Department’s proposed bond financing. CDFW Introduces Web-Based Angler Survey to Improve Fishing Experience

The California Dept. of Fish and Wildlife announces the launch of a webbased platform called the California Inland Recreational Angler Survey (CIRAS) that will provide the public with helpful fishing information driven by data submitted by anglers. The platform can be found at CIRAS.wildlife.ca.gov.

CIRAS is powered by anglers for anglers. It

allows anglers to submit data regarding their fishing trips and provides immediate access to aggregated sport fishing data through interactive “Ready to Fish” dashboard. As a crowd-sourcing platform, CIRAS requires a high level of participation among the full spectrum of California inland anglers’ fishing interests to drive the quality of fishing informa-

tion it provides.

CIRAS exponentially expands the reach of the CDFW’s Angler Survey Boxes, a network of more than 200 metal angler boxes, statewide and the survey slips will incorporate all fish species.

The web platform debuts in the North Central region and expediently moves to all regions of California.

The Humboldt Area Foundation and the Wild Rivers Foundation (HAF+WRCF) announced Scholarship Finder applications are now open through March 3. Students in Del Norte, Curry, Humboldt and Trinity counties are encouraged to apply for nearly 200 scholarship opportunities. The grants are available for post-secondary education, including associate, bachelor’s, master’s, vocational or technical school programs. Scholarships range from $250 to $10,000 and must be postmarked by midnight, December. 3. The application website for Scholarship Finder is SchlorshipFinder.org. The scholarships are created by regional businesses, clubs, organizations, schools and individual Donors to honor loved ones, support access to higher education and improve the lives of students as they pursue their diverse ambitions. Last year, HAF+WRCF awarded over 500 scholarships totally $900,000.
