School board trustees accept $2.5 million from the state

The check has arrived, and it’s substantial.

The Del Norte Unified District Board of Trustees was advised the $2.5 million state funds draft for the proposed performing arts center has been delivered.

The funds were secured by State Senator Mike McGuire.

DNUSD Fiscal Director Greg Bowen addressed trustees and requested the funds be deposited in a special reserve fund for capital improvements. On a motion by Trustee Michael Greer and seconded by Trustee Frank Mangarino, the motion was passed by a unanimous 5-0 vote. The funds join the $1 million grant from the Nick and Lisa Rail Foundation.

The state donation is designed exclusively for creating and completing architectural, engineering and environmental impact, safety and accessibility plans in compliance with state and local (city and county) building codes.

The estimated $42 million project will have a capacity for 1,000 seats and provide a venue for students and the community to showcase its talents and serve as a place where Del Norte’s Tribal, Hmong and Hispanic communities can share their culture and art.

Performing Arts Concept creators Nick and Lisa Rail will begin the design process, expediently.

The Performing Arts Center is scheduled to be completed and open in January 2028.

Board trustees also discussed amending general non-agendized public comments, currently scheduled near the end of each meeting. Trustees agreed to meet in a special public workshop to discuss expanding or amending the public comments period for perhaps

two scheduled time frames: one in the beginning, the other near the end of the meeting to accommodate the varying schedules of those attending the twice-monthly meetings.

Assistant Superintendent of Education Tom Kissinger asked the board to adopt board policy which aligns Del Norte High School graduation requirements within

California State requirements. Kissinger advised trustees that foreign language now becomes world languages and geometry now becomes integrated math over a three-year period. Trustees agreed and voted to delete administrative regulation 6146.1.

The Board reconvenes Thursday, Feb. 23 at 4 p.m. in the board conference room.

Crescent City’s Rudi Stolt and Jules Danford of Grants Pass, Ore., both experienced kite surfers, took their talents to vacuous Point St. George Beach, assembled their kites and surfboards and the wind did the rest.

The joy of just watching this skysurfing was only surpassed by those lucky and skilled enough to master kite surfing.

Crescent City dentist expands practice

Harbor to lead mega CERF grant

Crescent City is the latest governance to join the Community Economic Resilience Fund grant application for what can only be described as one of the

largest grant applications ever for Del Norte County. The vote to join the Harbor District was unanimous. The state has divided post COVID economic recovery into 13 districts. Del Norte County is part of the Redwood Coast

District, which also includes Humboldt and Mendocino counties, vying for $50 million in state funding. Del Norte partners in the grant hope to divide up as much as $10 million in grant dispersals.

The dentist opened his practice on 9th Street in 1987 under Dr. Aubell. Within three years, Standring stood alone. In the year 2000, Standring moved to his current Northcrest Drive location.

As the dental profession has evolved, so has Standring.

State Superintendent Tony Thurmond Announces Effort to Recruit Teachers from Pool of 10,000 California Corps Members

State Superintendent of Public Instruction Tony Thurmond announced a new partnership at a press event between the California Department of Education (CDE) and California Volunteers, Office of the Governor, to promote new pathways for California Volunteers service corps members—a group that includes 10,000 per year across all corps, including the California Climate Action Corps, AmeriCorps, #CaliforniansForAll Youth Jobs, and #CaliforniansForAll College Corps—to become teachers in California classrooms.

While the CDE has not traditionally engaged in recruitment, Thurmond has elevated the educator crisis as a key challenge and made the support of local educational agencies a priority of his administration.

“Our teachers do incredible work in and out of the classroom every day, but this remains a difficult time,” Thurmond said. “Teacher shortages are a long-term national issue exacerbated by COVID-19, and

California is no exception—they are retiring or leaving the profession for other options. We are stepping in to support districts and schools on the issue of teacher recruitment by partnering with California Volunteers to hold a series of career fairs and reach out to 10,000 talented corps members, who already understand why it is important to give back to our society and youth.”

Thurmond was joined at today’s virtual press event by Chief Service Officer Josh Fryday, California Volunteers, Office of the Governor; Marlene Garcia, Executive Director, California Student Aid Commission; David DeGuire, Director of Professional Services Division, California Commission on Teacher Credentialing; Dr. Susan Heredia, Commission Member, California Commission on Teacher Credentialing, Past President of the California School Boards Association, and Professor of Education, Emerita at CSU Sacramento; Leslie Littman, SecretaryTreasurer, California Teachers Association;

and Tia Rowe, Sacramento State College Corps Fellow. “Governor Newsom’s investment in thousands of service members is unprecedented,” said Chief Service Officer, Josh Fryday. “We are excited for California Volunteers’ service corps becoming the pipeline for tomorrow’s teachers.”

Thurmond announced career fair events to help connect future teacher candidates with schools experiencing shortages and provide prospective applicants with information on how to access scholarships and grants such as the Golden State Teacher Grant , which provides up to $20,000 grants to support teachers and counselors to serve at a priority school in California for four years within eight years of completing a preparation program. The first career fair event will be virtual and is scheduled on February 21.

The CDE will continue to support teacher recruitment efforts statewide by raising awareness, reducing barriers, and helping streamline fiscal resources so more

individuals can access the information and means to make the transition to support students in the classroom. Advocacy by Superintendent Thurmond to address the teacher shortage issue has helped secure a record $3.6 billion in investments over the last four years that are designed to improve educator recruitment, retention, and training here in California. In addition, Thurmond has helped expand education career pathways, made tax credits available for teacher housing, and improved and bolstered educator recruitment efforts by sponsoring legislation that has spurred key budget investments by the state. While the February 21 career fair effort is focused on those within the California Volunteer network, other recruitment fairs will be scheduled at later dates for people of any background who want to become a teacher. Should Gitlin Be Neutered?

Recently Roger Gitlin’s incoherent ramblings have careened from uninformed opinion to destructive disinformation. Of course, my headline “Should Gitlin Be Neutered?” is not to be taken literally, I do suggest that Gitlin needs to have his wings clipped.

Clearly the owners of the Del Norte Triplicate have a different opinion on this. I learned on Tuesday (2/14/23) that Roger Gitlin has been elevated to Associate Editor of the Del Norte Triplicate. This information came after my column was finished so I submitted my column as is, with a footnote.

Today I will focus on one of Gitlin’s recent stories titled, “Spay Neuter Clinic Faces Serious Questions.”

I was concerned this might be old news by the time I had a chance to respond, but Gitlin doubled down last week in his column and editorializes on his made-up controversy from the prior week.

The headline for this story should have been, “$385,200 Grant Awarded to Underfunded Local Spay and Neuter Program.” Instead of celebrating the grant, Gitlin demeans the Humane Society of Del Norte (HSDN), obsesses over a question about a veterinarian’s credentials, and quibbles over tribal sovereignty.

Gitlin incorrectly made the accusation that Dr. Peavy, the founder of the non-profit agency Public Vet, performed local surgeries without proper licensing. The truth is that a different vet who is licensed provided these services.

Gitlin claims that “several Pub Vet clients have posted concerns on social media, and a few contacted The Triplicate to investigate the allegations.” When Gitlin says “The Triplicate” he is referring to himself. He doesn’t cite any official enforcement agency that is alleging violations. This is all Gitlin as plaintiff, judge and jury.

Thank goodness for the Wild Rivers Outpost and Jessica Cejnar Andrews who wrote an excellent, factual, and professional news story about this topic with the headline, “After Receiving Complaints, Mobile Vet Pulls the Plug on Spay Neuter Clinic, Potentially Putting a DN Humane Society Grant in

Jeopardy.” (2/10/23 wildrivers.lostcostoutpost.com)

The following are a few details that will correct Gitlin’s falsehoods and underscore the damage done by his disinformation.

According to the Wild Rivers Outpost, “Peavy’s daughter, Dr. Aria Armendariz, has a California license and is the veterinarian the Humane Society has contracted with to perform the surgeries at its spay-neuter clinics this year… Armendariz said in a Jan. 22 Facebook post that the February clinics in Del Norte County were canceled because she felt uncomfortable working in a community where so much hate and hostility has been raised…The need in Del Norte is great, but I am not going to be able to assist at this time.”

In response to Gitlin’s animosity and intimidation, the Humane Society has cancelled their February spay/neuter clinic. Is this the outcome he wanted?

It is unfair that Gitlin can spew his vitriol on the front page while those who are unfairly criticized are hamstrung to tell their side of the story. Gitlin’s personal attacks on Humane Society staff are indefensible. I can help provide another perspective on this.

I will amplify a few comments from Facebook posts by Eileen Bennet, Vice President of the Board of Directors of the Humane Society of Del Norte. Eileen is also the shelter manager, adoption coordinator, webmaster, and grant writer. Danielle Larson-Wheeler is the Board President, shelter volunteer, spay/neuter coordinator, and event coordinator. This is an all-volunteer non-profit organization that doesn’t deserve Gitlin’s attacks.

“Roger Gitlin reached out to us hoping to get an interview for the Triplicate. He made it seem as if he wanted to tour our shelter, learn about what we do, and he congratulated us on the grant we received for our spay & neuter program. Below is the friendly email.

Good morning, Danielle: I’d like to arrange a tour of the Humane Society facility and learn about your Mission.

It’s my understanding you’ve just been awarded a grant to conduct a spay and neuter program. Congratulations. Please let me know when we can meet. Thank you.

Danielle set the meeting with Mr. Gitlin and was expecting something totally different than what she experienced. I could be wrong, but I think of a journalist or a reporter as someone who is responsible for researching and writing informational news articles and stories about real events using a fair and unbiased perspective.

Their duties include interviewing experts, gathering first-hand accounts of events, and organizing an outline into a cohesive, interesting story. Mr. Gitlin came into the meeting with preconceived notions and like a head-hunter looking to start a lynch mob!

We knew the article that would be published would most likely not be a fair one, as Mr. Gitlin didn’t even let Danielle finish a full sentence. Some of his questions should have been directed to the vet that was the subject of his article.

I received notice in November 2022 that my California for All Animals grant proposal had been selected for funding and we were being awarded three years of funding. The full grant equals $385,200.

This is the largest grant I’ve ever applied for and to receive it was mind-blowing! This new grant will allow us to say “Yes, we can help!” This is great news for our community!

To say that we don’t care about the animals is absurd! What we do requires endless hours of work, that we do as volunteers! Who would give up nights and weekends and every other available moment to do this work if they didn’t care?

Danielle is one of the most kind-hearted, determined, hard-working, selfless women I know! I’ve never known anyone who gives of themselves like she does. It’s inspiring and admirable to say the least.

We will continue to try to do our very best for this community’s pets and for the unwanted, abandoned, and mistreated animals of our community. We will continue to help with setting spay/neuter appointments

QUESTION: Are we paying an unlicensed vet with grant funds? ANSWER: NO! The vet who is the topic of Mr. Gitlin’s tirade was not the vet doing our surgeries.

Any questions about controlled substances cannot be answered by me or by HSDN. These are questions that need to be asked of the vet/vets.

Any licensing questions need to be directed to the vet who was scheduled to perform our surgeries. Dr. Peavy is not that vet.

Mr. Gitlin’s last sentence, “Full Disclosure equates to honesty and credibility.”

Words to live by Mr. Gitlin! We can stand behind that sentence, can you? You sir are neither honest nor credible!”

Just a few days past the Measure S recommendation to the Council to spend at least $600,000 per year on street repairs, Mayor Pro Tem Blake Inscore candidly admitted that huge amount would barely scratch the surface in fixing our city streets. Yet Inscore made the motion to allocate an additional $2,000 to the already $8,000 for this Polyanin economic development project. Sobering.

Candidly, I just don’t get it. Is this really art? Just a few folks calling something art does not make it art.

I shared my opinion with local fine art talent and former city employee Jonathan Gaekte. Artist Gaetke helped move and unpack the crates containing the Polyanin expressions. He also examined each piece. Without rendering an opinion on the collection, Gaetke stated, “Art brings esteem to the community. Art has a clear vision, art should be uplifting and relatable. If one has to explain art, it’s not art.”

I agree with Gaetke’s opinion.

What is the thinking behind this 914-piece eclectic display? Is the collection somehow going to be an economic driver for Crescent City? Ukranian-born Polyanin abandoned his 20 year plus collection from the Hambros property, last year. Hambros donated the bizarre paintings and sculptures to the city on a 5-0 vote. Why on Earth would the city willingly

accept Polyanin’s abandoned property on 101 South? How on Earth could the council see the value or return on investment this collection could possibly bring or be an economic driver for Crescent City? For two decades, locals and visitors alike had plenty of opportunity to see Polyanin’s bizarre imagination. Did this 20-year run bring an economic boon to Crescent City? If it did. I must have missed it.

Perhaps this Avant Garde collection might be better situated in the Melrose District of West Hollywood.

It’s important to recognize what Crescent City represents and what attracts valuable visitors to our community: the magnificent ocean, the breathtaking Redwoods, Trees of Mystery. Absolutely! Puzzling, incomprehensible bizarre expressions on the backdrop of arguably one of the most beautiful geographies on the North American continent? Hmm…

Does anyone in the room believe moving this collection to the Bank of America building is going to have a positive impact on the city’s economy? If you raised your hand, please contact me re: the sale of the London Bridge on Lake Havasu?

The city has its public money on these next six months. What is the city’s return on its investment? Perhaps city fiscal folks should research the salvage value of the raw material used to generate this collection.

As a reporter for The Triplicate, I would hope you would adhere to honest business practice (business is not always a noun). You provided in your Eye on Del Norte input on a previous news story (proper) however, since you wrote the original story, it was inappropriate. Or perhaps you were replying to my letter, which had not yet been published (just bad form). Surely Honesty would have demanded that you reach out to our local vets’ offices. I did, and they continue to work with our local shelter to provide the Humane Society’s spay/neuter services. They also accept the certificates from the shelter for those services in the cases where adoption occurred before alteration. Credibility would likewise demand that you correct yourself for having “intent” before asking one or more questions in an interview. I believe that all reputable and credible reporters of news do not go into an interview asking questions with any intent, bad or good, as you admitted to doing. They are just looking for the truth.

Finally, as an avid cat lover I am astounded that any pet owner/animal lover would aggressively attack anyone who has a dispute with a veterinarian. We tend to support each other.

At the regularly scheduled meeting of the Del Norte County Board of Supervisors on Tuesday, February 28, 2023, at10:00 a.m., the Board of Supervisors will vote on an ordinance to prohibit smoking in multiunit housing. The ordinance would prohibit smoking in all units of a multiunit residence, including any associated exclusive-use enclosed areas or unenclosed areas, such as a private balcony, porch, deck, or patio, and require that every new lease entered into after July 1, 2023 to include a prohibition on smoking within units.

The ordinance would allow multiunit developments to establish sanctioned outdoor smoking areas that are at least 25 feet from children’s play areas, areas designated for physical activity or areas otherwise designated nonsmoking.

College of the Redwoods to host “Dragging Through Time” Drag Queen Show and Celebration

The College of the Redwoods Multicultural & Equity Center, in partnership with the CR Queer Student Union (QSU) and Lost Coast Pride, will host a drag queen show on April 29, 2023, in the CR Theater on the main Eureka campus. This family friendly event will feature a pre-celebration with music, food and craft vendors, face painting, and informational tabling. Proceeds from the theater portion of the event will support Lost Coast Pride.

After the unexpected cancellation of their “Roaring ‘20s Drag Event” in January, CR’s QSU, which has been advocating for an event like this for many years, saw it as a

perfect opportunity to partner with Lost Coast Pride to bring a similar event to campus. “The QSU came to us with the idea, and we thought it was a great fit,” says Irene GonzalezHerrera, Interim Assistant Director of Student Equity. “They had the performers, and we had a welcoming venue.

CR’s Administration is also fully onboard with the event and sees it as an opportunity to underscore CR’s commitment to supporting its LGBTQ+ students by providing a safe space for them to express themselves authentically and to connect with others in the CR community.

In the February 10, 2023 “Eye on Del Norte” publication in the Triplicate:

Roger Gitlin raised concerns about a spay and neuter clinic that was conducted in Del Norte County. Unfortunately, the Eye on Del Norte piece defames local federally recognized Indian tribes and attempts to paint a picture of lawless activity on local reservations. The piece asserts that “implied sovereignty” allowed the purported acts to occur. Nothing could be further from the truth.

The December 2022 clinic was not conducted by Elk Valley Rancheria. Rather, there was a clinic offered at the Elk Valley Rancheria’s community center as the Elk Valley Rancheria offers a location that is easily accessible and appropriate for any number of activities, including California Coastal Commission meetings, meetings of federal and state elected officials, medical and eye clinic visits, symphony and dance performances, and any other number of events as requested by members of the Del Norte community.

Unfortunately, Mr. Gitlin didn’t disclose any of those facts. Instead, he sought to malign the Elk Valley Rancheria and other tribes in Del Norte County and Humboldt County by expressly stating that the “standards of practice on Tribal lands did not meet the standards in the Golden State.” Nothing can be further from the truth. In the spirit of full disclosure, we’d recommend that Mr. Gitlin get his facts straight and that the Triplicate demand veracity in the so-called news it publishes.

The clinic was not problematic because it occurred on Tribal land. Mr. Gitlin’s conclusion is a non sequitur. The non-Tribal third party that provided the clinic including personnel performing spay or neuter procedures are not exempt from the law because they offered the clinic on Tribal land. Surely, Mr. Gitlin is aware of the basics of Federal Indian law from his time as an elected official.

Consistent with Mr. Gitlin’s call for honesty and credibility, the readers of the Triplicate and the federally recognized Indian tribes of Del Norte County are entitled to accurate, factual reporting and not sensationalized, illogical statements that pass as news today.

Mr. Gitlin’s irrelevant reason and fallacy of a conclusion is intended to hurt Tribal reputation and demean local Tribes. Such outrageous allegations should not be allowed to be published just to sell papers or gain clicks.

Mr. Gitlin and the Triplicate should be ashamed of such baseless socalled journalism.

Donna Getz passed away on January 15, 2023, in Gold Beach, Oregon.

Born on March 17, 1943, in Eugene, Oregon, she spent the first 7 years of her life in Missouri with her father Willard Smith before joining her mother and siblings in Oregon. The family settled in Smith River where she attended Smith River Elementary School then graduated from Del Norte High School.

She was a loving and tenderhearted soul, always giving of herself and caring for others. She was creative, smart, funny, and kind.

Donna had many loves in life, photography, traveling, crafts, cooking for family and friends, family get-togethers, playing cards and the annual sister trips. But, most of all

Six people have died in avalanches in the United States since the snow started to fly this fall. Every year, an average of 27 people —skiers, snowboarders, snowmobilers, snowshoers — die this way.

For people who don’t venture into the backcountry in winter, the thought of potentially dying in an avalanche seems crazy. Why put your life on the line for a few minutes of fun? But most of us who ride fresh powder don’t look at it that way: We don’t consider backcountry skiing a deathdefying activity.

A couple of years ago, my friend Jenna Malone, who is an avalanche educator and physician assistant in Salt Lake City, told me, “I don’t know anyone who’s stood on the top of a slope and thought, ‘Well, this is going to kill me, but it’s going to be epic powder skiing.’

“We believe that with training, planning, good decision-making, and a solid ski partner who calls us on our blind spots, we can make it safer,” she added.

In 2009, Bruce Jamieson, a professor of civil engineering at the University of Calgary in Albert, Canada, took accident data collected in North America and

Switzerland to come up with a risk-comparison chart. The data was presented in “millimorts,” or one death per million. One millimort is the chance an average 20-year-old male has of dying from any cause on any day.

Himalayan climbing turned out to be the riskiest activity Jamieson considered, with a one in 40 chance of dying on an 8,000-meter peak, or 12,000 millimorts. Riding a motorcycle eight hours a day earned 605 millimorts, while backcountry skiing in Canada, using usual riskreduction practices, came in at four.

Of course, not all skiers try to minimize risk. Recently, I saw a group of five riders swooping down a steep gully, hooting and hollering as they flew by. The avalanche hazard that day was moderate. Still, five people skiing a slope like that at one time is outside normal risk-reduction practices and could have easily ended in tragedy.

Jamieson’s data is now more than a decade old, but the likelihood of being killed in an avalanche probably hasn’t changed much. It may have even lessened, considering the growing number of backcountry users in avalanche terrain that are sharing the risk.

When I started skiing in the backcountry decades ago, we would see only a handful of other people. Today, SnowSports Industries America estimates that there are more than six million backcountry riders in the United States, which puts the American avalanche death rate at less than 0.5 per 100,000. Your risk of dying in an automobile accident is one in 107.

These statistics may be why we don’t feel like we are gambling with our lives every time we head out to ski. And in general, backcountry users consider themselves responsible risk takers.

We take avalanche courses to learn how to identify dangerous snow conditions. Most of us carry safety equipment: avalanche transceivers, shovels, probes, and in some cases airbags to help improve our odds of survival in a slide. We consult the daily avalanche forecast for our area. We choose our partners carefully.

Still, people die. You can argue that statistically the odds are in our favor, but that doesn’t lessen the tragedy that occurs when a glorious day of powder skiing turns into a nightmare.

Two of this year’s fatalities involved fathers triggering slides that buried and killed their sons. It’s

hard to imagine anything more painful for a family.

Avalanches have been called “wicked-learning environments,” a label popularized by psychologist Robin Hogarth in 2015. A wicked-learning environment is one where the rules are unclear and feedback is often inaccurate or nonexistent. That means you can’t learn, or may learn the wrong thing from your experiences. Mistakes in a wickedlearning environment can be fatal.

Venturing into winter backcountry is a classic wicked-learning environment. You can arm yourself with all the appropriate safety gear, do lots of prep work on snow conditions and terrain, and keep your eyes open for clues. Ultimately, though, most of the information about snow stability is hidden.

Every time you ski a slope without it avalanching, you are likely to believe you made a smart decision, when in reality you may have just been lucky. Most of us have been lucky.

She gets quite goofy by rolling onto her back, then rolling side to side while making funny noises. It has been fun to watch her blossom and coming out of her shell. Once she nds a wonderful home, she will be truly missed.
