A strong winter storm brought huge king tides and 60-70 mph winds to Crescent City last week, wreaking havoc from Battery Point to the Harbor.
Lots of trees and signs, including the iconic Welcome to Crescent City signage at the S Curve and Point of Honor fell victim to the storm.
Sheriff deputies and search and rescue volunteers vigilantly prevented access to the Jetty.
The Chart Room parking lot and Anchor Way were closed during the height of high tide. Also assisting in public safety were the California Highway Patrol, Cal Trans, county roads staff and the Harbor Commission.
The Chartroom opened for business Thursday afternoon.
In a marathon meeting, the Board of Supervisors narrowly approved a resolution to seek competitive bidding to provide ambulance service throughout Del Norte County.
The vote was 3-2 with supervisors Darrin Short, Valerie Starkey and Joey Borges supporting competitive bidding. Supervisors Chris Howard and Dean Wilson voted no.
Del Norte Ambulance has provided ambulance service without an exclusive operating area for almost four decades and requested
the EOA.
For the past several months, spanning two separate boards, the Special Ad Hoc Committee, consisting of Supervisors Short and Starkey, researched the DNAMB request for exclusivity, conducted multi-level interviews with Del Norte fire chiefs and the Northcoast Emergency Medical Services and recommended the full board adopt the resolution for outreach competitive bidding. The cost for this request for proposal is estimated between $50,000 and $150,000. It is unclear at this time whether the RFP costs will be born by Del Norte County.
Fire Chief Kevin Carey though openly expressing his support for Del Norte Ambulance, stated he saw no value in granting the EOA to Del Norte Ambulance.
On his first official meeting, Borges initially expressed his concern in embracing the grandfathering of the EOA.
Along with Howard, he felt this decision could be deferred for a period of one year while the board looked at specific concerns from the fire chiefs.
Howard also expressed deep concern in “…throwing the baby out with the bathwater.”
Supervisor Wilson shared his 35-year law enforcement experience in supporting Del Norte Ambulance request for the EOA. Supervisor Starkey reiterated her support for
competitive bidding which was conducted with ofttimes limited factual data but an abundance of anecdotal information. Supervisor Short, a volunteer battalion fire chief, concurred with the fire chiefs in going the RFP route.
Del Norte Ambulance principal Ron Sandler expressed his disappointment with the Board vote.
“For 37 years, we’ve provided excellent service to this community and we will continue to do so. It’s regrettable the full Board did not fully understand our role in serving Del Norte County. We’re not perfect but every issue brought to our attention has been addressed and satisfied,” Sandler said. ”I’m sorry the fire chiefs did not come forward to us earlier with their issues, rather than waiting for the last moment to address the Board. That’s regrettable.“
Northcoast EMS director Larry Karsteadt, on behalf of his agency, recommended Del Norte Ambulance’s request for the EOA be grandfathered in. Karsteadt reiterated the grandfather cause would not prevent additional scrutiny should cause be shown to withdraw the EOA. With the vote, the grandfather clause has been withdrawn. DNAMB currently operates on a contract with the County through 2027.
The 3-2 vote is advisory only.
In April, the full NCEMS Board will decide direction.

The Point-in-Time Count (PIT) is a national event that takes place each year in January as prescribed by Housing & Urban Development (H.U.D.) for Continuum of Care (CoC) entities. The Del Norte County Department of Health and Human Services (DHHS) acts as our local CoC for CA-516. We conduct PIT surveys of the county’s homeless population to identify and understand the needs related to homelessness. The PIT also helps us explore possible options for expanded housing services.
DHHS coordinates the PIT along with volunteers and other community stakeholders. At this event, we offer a “Share Table” for persons who attend. Items for the share table are usually things that help homeless persons during the inclement weather months.
If you would like to help with items, the following gently used items are appreciated: knit caps, coats, gloves, clothing, tents, tarps, yoga mats, blankets/sleeping bags, pillows, backpacks/sturdy shopping bags, dry pet food, pet collars/leashes (monetary or perishable donations cannot be accepted).

Ty Allen Ely of Crescent City, California and most recently Vineyard, Utah passed away at the age of 63 on December 18, 2022, after a valiant fight against pneumonia, influenza, and kidney failure. He was surrounded by family as he was reunited with his sweet mother and father.
Ty was born on July 17, 1959, in Castro Valley, California to Nathan Albert Ely and Rayola Geneva Husband Ely. Ty was the oldest of 4 children and lived with his family until special schooling needs became apparent. He then spent the school years with his beloved grandparents in Redding, California from the age of 8 to 18 where he learned to read and write, and he became an avid reader. Books brought joy to Ty. He would never pass up a Star Trek magazine or a Marvels Comic book. He loved reading the Children’s Book of Mormon and the Bible. He would sit on his bed with criss-cross legs and read for hours.
Ty Moved back home full time with his family at the age of 18 and became a permanent resident of Del Norte County. He graduated from Del Norte High School and worked at the recycling plant and at the Local Denny’s under a specialized program.
Ty loved exploring and would go hiking in the wilderness and blaze his own trails. His mother was extremely cautious and worried every time he would venture out, especially when he would look for his chance to “escape” from eyesight and be on his own.
Ty had a love for dinosaurs and could identify them by name. He loved the BYU Archaeology Museum and spent hours looking at fossils.
He had an affinity for Superheroes. He loved them all and he truly believed he was one (at times we believed it too). He often introduced himself as Captain James T Kirk and loved everything Star Trek. His love for science fiction would be a big part of his personality and enjoyment in life.
Ty brought joy and love to all those who met him. He was a bright light in this world and taught us so much about love, compassion, service, laughter, and the perfect plan of our Savior Jesus Christ. As Ty would say with a simple hand gesture… “Live Long and prosper!”

The Diesel Technology Forum issued the following statement from Executive Director Allen Schaeffer regarding commercial trucks in California.
This week marks an important milestone for trucking in California, where those operating most commercial diesel trucks must have the newest generation of advanced diesel technology under the hood.
The California Air Resources Board Truck and Bus Fleet Regulation now requires that, with few exceptions, only 2010 and newer generation diesel commercial vehicles are allowed to be registered in the state.
According to according to the Diesel Technology Forum’s analysis of data sourced from S&P Global Mobility TIPNet data of vehicles in operation for Class 3 through 8 as of December 2021, 48% of all commercial diesel vehicles in California were 2011 and newer vehicles.
Overall, California lagged behind other states as the national average is 53% of all commercial diesel trucks being of the newest generation.
In 2021, California was the sixth fastest growing state for registrations of these new technology trucks, adding nearly 30,000 new units since 2020, likely in anticipation of this new state rule taking effect.
The latest generation of advanced diesel technology is a success story and is a proven technology delivering significant benefits to truckers and the environment. The technology, standard in commercial trucks on the road since 2011 and farm and construction equipment since 2014, has achieved more than 98% reduction in nitrogen oxides (NOx) and particulate matter (PM).
It utilizes selective catalytic reduction (SCR) systems and advanced particulate filters to achieve 98% fewer emissions of fine particles and 98% fewer emissions of oxides of nitrogen, a smog precursor.
For trucks nationwide, this has translated into saving more than 20 billion gallons of fuel since 2011, along with associated emissions benefits. Those include preventing 202 million metric tons of GHG emissions and 27 million metric tons of NOx emissions.

I admit I receive some giggles and satisfaction watching the buffoonery and infighting coming from the new GOP members of the 118th Congress. The damage the lunatic fringe members of the GOP and their dear leader Trump have done to our country will take years to repair.
At best, their clownish and dangerous antics will only last the two years until 2024 when hopefully the majority of the country banishes them to obscurity where they belong.
So while our country tries to deal with the important issues we face during these next two years, the Keystone Kops of the 118th Congress and their leader, if they ever vote one in, will focus on Hunter Biden’s laptop, impeaching Biden for no reason other than childish revenge, keeping women from making their own reproductive health decisions, etc. etc.
Like Toto pulling back the curtain in The Wizard of Oz, these charlatans have been exposed.
Hopefully our country will have a positive outcome like Dorothy did.
Rick McNamer Smith RiverAs I write this, Coast Central Credit Union ballots for three board of director positions, out of nine total positions, are arriving at the homes of the 75,000 plus members in Humboldt, Del Norte and Trinity counties. I am a current member of the Coast Central board but write this strictly as an individual and from my personal experience as a long-term member of Coast Central. This is the first time in nine years that members have had a chance to weigh in through an election on the future of the credit union they literally own.
Three candidates are running for the board with the intention of greater member involvement in future Coast Central decisions and directions.
Rees Hughes, Maricela Aceves Wexler and James Kloor are running on a slate, the Member Voices Slate, with the sole purpose of increasing member/owner opportunity to participate.

Member/owners should have a say in the future of their credit union. Although Coast Central is tax exempt because it is democratically controlled and owned by the members, that is not the only reason for greatly enhanced membership involvement.
The board has enormous responsibility for the operations of your credit union. When was the last time we talked to you? When was the last time choices were presented for you to weigh in on, as an owner? Certainly not at your annual meeting. How can we represent you, the members, as the board is expected to do, in your entire absence?
You do get to grade us through the consumer surveys, and you give us great grades, but that is not the same as informed contributions.
I want to be clear that this election is about the role of the board itself. Coast Central is a fabulous organization staffed with amazing employees at all levels. This election is not a critique of Coast Central operations. The core question of this election is how in fact the board can best represent the member/owners and support the staff as Coast Central continues to develop as the premier financial services organization and one of the leading social benefit institutions of our region.
I believe that all parties, those on the board who support the board as it now operates, those who like me want increased opportunity for member/owner involvement and those running for board seats fiercely loyal to Coast Central.
The answer to the future and all questions raised here is to be found through this election. I support Rees Hughes, Maricela Aceves Wexler and James Kloor for the three seats open. If elected they will work with those of us continuing on the board to open the doors that desperately need to be opened to member/owner engagement.

It’s a hard rain’s a-gonna fall.
I don’t pretend to understand the meaning of Bob Dylan’s poetry, but I’m pretty sure that this song is not about the weather. Nevertheless, I needed a hook for my story because I want to talk about our recent experience with foul weather.
“Everybody talks about the weather, but nobody does anything about it.” This is a quote often attributed to Mark Twain. It sounds funny because everyone knows that we are at the mercy of the weather and we are powerless to change it.
We can prepare for it and dress for it. We can curse it and clean up after it. But we can’t control it. Sometimes we can predict weather, but I was told after I moved here that the only people who try to predict the weather in Del Norte are newcomers and fools.
I am always impressed with the sheer power of nature. Bomb cyclones and atmospheric rivers are the extreme weather phenomena that we are experiencing. Bomb cyclones are extreme low-pressure systems that generate high winds and atmospheric rivers transport massive amounts of water to us from the tropics.
Old timers say that Del Norte County used to get more rain, and this is a return to normal. For years I resisted the sentiment that some people expressed when they stated, “We need the rain.” I
was more likely to appreciate any day that the sun shines over a rainy day.
My attitude has softened on this a little bit considering the drought. Now I see the rain coming down and I remind myself that I am on a private well. For me this is drinking water falling from the sky.
Unfortunately, too much water can be hazardous. Recent rainstorms have flooded properties across California. This has weakened the roots of trees and high winds have blown many down. Sometimes falling trees cause power outages. All we can do is hunker down and ride it out until the power is restored.
As a result of the gale force winds that accompanied the storm, huge waves and a storm surge hit our coast on January 5th. Waves washed over Highway 101 and Harbor property. Anchor Way and 101 had to be closed. I spoke with one person who lives in Bayside RV Park who looked out his front door that morning and found the ocean in his front yard. He wondered if he had missed a tsunami warning.
Later that day, people gathered in the parking lot near Battery Point Lighthouse to witness the tempestuous ocean crashing over the top of the breakwater. It was an impressive display of nature’s power. There was an emergency vehicle parked to prevent anyone from walking out on the breakwater, though it seemed obvious that this was a truly bad idea.
But there are always new lessons to learn. I saw a picture on Facebook of the street leading to the B Street Pier. The high surf had washed over the access road and in the far background you could see multiple vehicles that had driven out to the pier. They were stranded. I would not have anticipated this exact problem, but it
is a questionable choice to drive out into the harbor when there are stormy seas.
Beside the cost of cleaning up the mess there is also an economic impact from extreme storms. Commercial crab season opened on January 1 but most have not been able to go out and set their pots yet. The ocean is too dangerous even for these brave men and women. So, the crab pots remain parked in the harbor and they must wait for calmer seas before they can earn a living.
On a day-to-day basis this is all described as weather. When these weather events are measured and studied over a longer period this is described as climate.
It is not immediately clear whether the increased intensity of storms in our area is caused by global warming, but some meteorologists have observed that bomb cyclones are occurring more frequently. These recent storms serve as a vivid reminder of the impacts that coastal areas may suffer more regularly in the future if we do not address the causes of climate change.
We cannot do anything about the weather, but we may be able to do something about a changing climate that will make our weather worse. If we do not clean up our act soon, I predict “a hard rain’s a-gonna fall.”
Pedestrian safety just took a turn for the worse, January 1, thanks to Assemblymember Jim Wood and State Senator Mike McGuire.
Governor Newsom signed another silly bill AB2147 into law, last year. Entitled the misleading Freedom to Walk Act, the Bill authored by Assemblymember Philip Ting (D-San Francisco) permits J Walking in the Golden State as long as conditions are safe.
Both Assemblymember Wood and State Senator McGuire voted YES on the Freedom to Walk Act. As long as conditions are safe one can J Walk. Do legislators Ting, Wood and McGuire have any recognition or appreciation for those who may have too much to drink, high on drugs or just plain have little or no understanding of what are safe conditions to cross a busy highway, sans traffic light or illuminated crosswalk? Ting and the rest of the Democrat Left who passed this Bill apparently have little understanding or care for public safety.
Ting pulled the race card citing law enforcement unfairly targets citizens of color on J walking with up to $250 citations. The Law’s intent is to stop law enforce-
ment harassment on people of color. I was not aware our law enforcement was targeting individuals of color in Del Norte County. This new law actually places Black and Latino citizens and all J walking pedestrians at greater risk of serious injury or death as a result of unintended contact and an unfortunate meeting with a two ton plus vehicle.
Assemblymember Ting and his supporters fail to understand laws are crafted to protect people, not to punish them. Laws are intended to be obeyed, not ignored.
To his credit, the Governor cited public safety in vetoing the first version of AB2147. Ting scurried back to his racial blackboard (no pun intended) and added, “as long as it (conditions) is safe.”
The new law will significantly compromise public safety. During our Winter solstice months, when darkness prevails about 5 p.m., pedestrians are at greater risk of vehicle contact. Many folks wear dark clothing with no reflective object to assist the vehicle operator spot a J walker.
Predictably, our moribund Board of Supervisors took no position or recommendation to State legislators on this flawed Bill, just another rubber stamp day
on the Del Norte County Board of Supervisors.
1. My advice to all drivers, commercial and private who enter and depart Crescent City, during no sunlight hours and inclement weather is to slow down, focus and carefully watch the road for individual(s) crossing Highway 101, in a non-crossing designated area. Many wear dark, non-reflective clothing. It matters not whether you have the right-of-way, pedestrian or driver. Who’s right or wrong does not matter. A collision between a pedestrian and vehicle has dire predictable results.
Be safe, be very vigilant. The Freedom to Walk law is yet another ill-conceived, irresponsible law which demonizes law enforcement and compromises public safety.

The average health insurance premium for a U.S. family has increased 20% since 2017 and 43% since 2012.
In Del Norte County, residents covered under the CalPERS Gold PPO plan will see their premiums increase 17.8% next year.
What is the source of healthcare inflation?
Locally, our healthcare is dominated by Sutter Health. Sutter controls prices at the county’s only hospital, ER, MRI, CT scanner, and home health agency.
Sutter owns a walk-in clinic, primary care and specialty clinics, and employs the majority of the county’s doctors. Is Sutter responsible for our healthcare inflation? Yes, according to the California Attorney General, who sued Sutter
Health in 2018 for illegal business practices—specifically, price fixing and conspiracy to create and maintain a monopoly. From the lawsuit, “Much of the increased cost of healthcare in Northern California is attributable to Sutter and its anticompetitive contractual practices which it has imposed as a result of its market power.
Specifically, Sutter embarked on an intentional, and successful, strategy of securing market power in certain local markets in Northern California.”
What happened with the lawsuit?
One day before the trial was to begin, Sutter agreed to settle the lawsuit, including payment of $575 million to compensate injured parties and cover legal fees.
Sutter also agreed to cooperate with a court-appointed monitor to verify compliance with the settlement.
Where do Sutter’s profits go?
Since Sutter has refused to release its internal records, such as hospital Board meeting minutes, we must rely on public documents to follow the money. Because Sutter Health and Sutter Coast Hospital are considered non-profit, charitable organizations, they are required to release an annual tax filing called a “990.”
The latest 990 tax form for Sutter Coast Hospital which we could find was 2019. It lists the names of the hospital board members, and the compensation of highly paid individuals.
In 2019 (pre-pandemic), hospital CEO Mitch Hanna received total compensation of $865,200. Dr. Courtney Ridley’s total pay was $529,766. Chief Nurse Rose Corcoran, $391,666.
Sutter Coast Chief Financial Officer Gary Hubschman was paid $504,496.
Who pays those salaries?
You do. Even if you never go to the hospital, Sutter’s fees and salaries are baked into your health insurance premiums. If your employer pays for your health insurance, you pay the price in the form of lower wages.
One of our constituents recently asked, what is the Del Norte Healthcare District doing to help? We led the fight—successfully—to prevent Sutter from closing half its beds and tripling its charges on Medicare patients.
We led the effort to force Sutter to end its contract with EmCare corporation, which was charging local patients high “out of network” doctor fees in the ER.
We worked with the community to stop Sutter from transferring ownership of Sutter Coast Hospital to the Bay Area.

The Board of Supervisors approved two Probation Department recommendations, Tuesday afternoon.
Item 23 on the Agenda approved the Agreement for Placement of Juvenile Court Wards at the Humboldt County Juvenile Hall.
Item 24, the Board approved the sending of a letter to the Board of State and Community Corrections on the currently modified
Juvenile Hall operations to a Special Purpose Juvenile Hall.
The Hall currently operates on a 90-hour week (there are 168 hours in a seven day week).
Supervisor Valerie Starkey requested the letter include the word “temporary” in hopes Probation can bolster its staff of six Juvenile Correctional officers to a minimum of 11 staff.
Senior Probation Officer Lonnie Reyman stated he did not see a full staff scenario
for at least five years and predicated conditions will continue to deteriorate unless the Hall is closed.
Supervisor Dean Wilson reminded his colleagues the Board has a fiduciary responsibility not to squander precious funding.
The Board also approved the posting of new Ordinance establishing the Chief Probation Officer as a Board of Supervisors appointed position.
All items passed unanimously.
The Warriors appear to be the team to beat in H-DNL boys wrestling this winter, while the Del Norte girls are also expected to make some serious noise in league and beyond in the coming weeks.
The Warriors officially got the league schedule under way last Friday with a 69-9 dual meet victory over McKinleyville in boys action, as they continue to build momentum heading toward the business end of the season.
The dual meet win followed the team’s impressive showing at the two-day Lou Bronson tournament at Liberty High School the previous weekend.
The boys placed third overall out of 68 teams at the two-day post-Christmas tournament, while the Del Norte girls placed 17th out of 64 teams at the Brittney David tournament, also held at Liberty High.
“We had a good solid tournament,” head coach Clinton Schaad said. “We placed third out of 68 teams. It’s hard to be upset with that.”
More importantly, the Warriors are getting healthy at the right time and improving week-to-week as they head into league action.
Nine of the 11 boys who
traveled for the recent tournament reached at least the quarterfinals in their respective brackets, with eight of them placing.
And that, according to Schaad, was the Warriors’ best-ever showing at this tournament, which they have traveled to compete in for several years.
But despite the success, the coaches know there will be bigger challenges ahead and the Warriors are not getting carried away.
“The kids are wrestling real well right now and they’re working hard,” Schaad said. “We’re happy, not satisfied.”
Curtis Bartley has been one of the team’s most impressive performers through the first half of the season and that continued at the Lou Bronson where he placed second overall in the 132-pound division, suffering just his first loss of the season in the championship showdown.
“It was good,” Schaad said of the performance. “We got to see him make some mistakes and we’ll work on it and that won’t happen again.”
Freshman Chuls Bates continued his impressive debut campaign at the high school level and placed third at 106, with his only loss of the tournament coming
against a section placer from last year.
Sophomore Braydan Johnson, meanwhile, enjoyed a breakout tournament while filling in at 184 for Rey Martinez, who was unable to make the trip, and placed an impressive fourth.
“Braydan had a fantastic tournament,” the head coach said. “We were really happy to see that.”

The Brookings Flying Club is offering financial scholarships of up to $1,500 each to Curry County, Oregon and Del Norte County high school graduates who are interested in pursuing a career in the field of aeronautics.
The purpose of the scholarship fund is to provide local students with financial support and an incentive to enter a field of study in aviation. The aviation field is in need of qualified employees in most branches of their industry, and offers many occupations to choose from.
Students can apply for a scholarship from the Brookings Flying Club through the online application found under scholarships at www. brookingsflyingclub.org.
The online applications must be submitted at least 90 days before the start of the term they are applying for. Students may also apply through their local schol-
arship foundation or high school scholarship/guidance counselors by following their specific guidelines and due dates. Applications will be reviewed, and a final decision on recipient(s) will be made by the board of directors of the Brookings Flying Club.

and placed fifth at 162, while Eric Stansbury placed sixth in a deep 128-pound bracket that featured several state contenders, and Jase Mintonye placed sixth at 195.
Rounding out an impressive showing for the team, Isaac Lopez was seventh at 140 and Alex Osborne was seventh at 115 despite battling sickness.
The team arguably got stronger for Friday’s dual meet, with senior RJ Loftin back in the lineup after missing much of the early season with an injury he picked up in football.
Loftin won at 172 with a pin just 50 seconds in, as the Warriors showcased their depth with a dominating
team victory that saw them win 12 of the 14 matches, including five with a pin in the opening minute.
Johnson remained hot and won with a pin at 184 just 36 seconds in, while Hunter Loftin (220), Soren Lewis (154) and Colton Schaad (162) each also won their matches with an early pin.
Osborne (115), Stansbury (128) and Bartley (132) each also won with a pin, while Willie Bommelyn won with an 8-6 decision at 147 and three other Del Norte wrestlers won by forfeit.
The Del Norte girls did not compete in the dual meet, but all five of their wrestlers
had a strong showing at the Liberty High tournament.
Adenne Schaad and Karlye Dodson both placed fourth in their brackets, while Channey Schaad won the consolation championship after battling back from an opening loss to win four straight matches.
Autumn Thompson also placed sixth, while Tescha Gensaw was eighth, making for a solid overall team performance despite the small roster.
“It’s a small squad,” the head coach said. “They may be small in numbers, but their effort is big.”
The H-DNL Championships will take place at Fortuna on Feb. 11.

Student Art Exhibit
Del Norte Association for Cultural Awareness (DNACA) is pleased to present their first annual Student Art Exhibit, now on display through March 2, 2023 at the Del Norte Courthouse. The exhibit features a variety of visual art mediums created by students from Sunset High School.

Month
Crescent Harbor Art Gallery Coast Redwoods Art Association, Crescent Harbor Art Gallery’s January featured artist is Aleisha Bradley. Aleisha is an oil painter, and won First Place (fine arts) at the People’s Choice exhibit at the Gallery last fall.
She has enjoyed Plein air painting after suffering an injury in 2015, which caused her mental map of spaces to become smaller, concentrating her focus on “liminal” spaces in landscapes – the margins between shadow and light, between day and light, or between old and new. The Gallery is located at 140 Marine Way in Crescent City.
