Approximately 40 people filled the regular City Council Chambers on Monday, waiting for the public commentary portions of the meeting and the public hearing, which would allow citizens to comment on the proposed Vacation Rental Dwelling Land Use Amendments under proposed Ordinance 2016-EE. The Lincoln City Planning Commission brought forth their recommendations concerning VRDs to the city—proposing three changes for council to deliberate on. The proposal would allow VRDs in the R15 zone to become permitted use instead of accessory use. Previously R15 zones have been accessory use. Permitted use would allow the VRD to rent 365 days per year, whereas accessory use would have a cap on the number of days to be rented. There would be a total cap of 10 percent on the number of permitted use VRDs within the R15 zone, Lincoln City City Manager Ron Chandler said. Staff recommended accessory use be defined as no more than 30 nights per calendar year for VRDs in R1 zone single family neighborhoods, the RM zone and the R-R zone. Year round permitted use VRDs would be allowed in the Nelscott Beachside Mixed Use and Business Zones, the Taft Village Core and the Oceanlake Plan District. Staff recommended that grandfathered VRDs would continue to operate without accessory use and would use limitations existing in their current license. Those seeking a license for a VRD would need to send a notification to surrounding properties prior to the approval of licensing. City Planner Richard Townsend said that there would be a window for surrounding properties to voice their concerns prior to approval of licensing, resulting in an increased waiting time for the applicant—in the ballpark of two weeks. Chandler recommended council listen to comments during the public hearing, digest it, and discuss it next Monday during their 3 p.m. special meeting.

Council Seats The City Council of Lincoln City has one seat in each of the three wards with terms that will expire on Dec. 31. An election for these positions will be held on Nov. 8, 2016.
