Lincoln City Police issued nearly two dozen citations to 12 drivers during a crosswalk-enforcement operation from 9 a.m. to noon Monday, July 28, at 3rd Street and Highway 101. “We issued 12 citations for failing to yield to a pedestrian,” said Lincoln City Police Sgt. Jeffrey Winn. “Seven citations were issued for passing a vehicle stopped for a pedestrian.” Winn said officers also issued one citation for driving uninsured, one for failure to renew vehicle registration and one for failure to obey a traffic-control device.

The Oregon Parks and Recreation Department is now taking public comments and will review proposed rules to restrict smoking of tobacco products on the ocean shore recreation area during a series of public meetings in August. Comments will be taken through Aug. 29 and during four public hearings in Newport, Seaside, Coos Bay and Salem. In February, the Oregon State Parks and Recreation Commission approved rules that restrict smoking on Oregon state park properties. The Oregon Parks Department is taking public comments about a proposed rule that would ban smoking along the state’s ocean shoreline.
As thenewsguard.com first reported July 21, Lincoln City’s City Manager David Hawker officially announced that he would retire Dec. 31. “It is sooner than I had planned, David Hawker but it is done in a way that financially makes me whole and assists the city,” he said. Hawker has been the Lincoln City manager for 15 years. His current annual base salary is $101,129.64. Hawker has agreed to stay on for between six months and a year to assist in the transition as the city hires a new city manager. Under the agreement reached with the City Council on Monday, July 28, during its regular public meeting, the city will pay Hawker $50,564.80 for either six months as interim city manager, to assist the new city manager as an advisor for one year. Hawker also urged the council to hire a recruiting firm to find the best candidates for the job. “There is a decreasing number of people willing to do this kind of work,” he said. “You can’t depend on people out of work looking for a job. You have to recruit. That is something that the city really can’t do.” Hawker told the council that a recruiter would know who is available and has the qualifications. “The recruiter can separate the most qualified with the people who are just out of work or disgruntled with the current job and are looking,” he said. Hawker estimated the cost for a recruiter could be about $30,000. The Council appointed Mayor Dick Anderson and Councilors Roger Sprague, Chester Noreikis and Wes Ryan to a committee to find a recruiter. “This is a wellthought-out process and I am comfortable with it,” Sprague said.
