Lincoln County School District is in the process of hiring 63 teaching positions for the 2014-2015 school year. The promoters and local law enforcement officials are discounting fears from some Otis residents that outlaw motorcycle gangs will be part of the Run 21 Resurrection scheduled for this weekend, July 25 through July 27. Owner is charged after Drive-by shooting now called conspiracy dog shot to death THE NEWS GUARD

A Lincoln City man faces charges after police say he allegedly shot and killed his own dog. On the evening of Sunday, July 20, Lincoln City Police Dispatch received a call of shots fired in the 1800 block of N.E. 10th Street in Lincoln City. The caller also reported hearing a dog yelping after the shots were heard. Officers responded to the area but were unable to locate the source of the shots or the animal. At about 6:47 a.m. Monday, July 21, Lincoln City Police received a call from Daryl Hugulet’s neighbor in the 1800 block of N.E. 10th Street saying that there was a deceased black Labrador dog in the neighbor’s backyard. Officers responded to the caller’s residence and the investigation led to Hugulet’s arrest. It is alleged

Daryl Hugulet that Hugulet’s dog got out of his house and Hugulet, who was allegedly intoxicated at the time, shot the dog. Hugulet, 67, was lodged in the Lincoln County Jail on charges of animal abuse in the first degree, unlawful use of a weapon and reckless endangerment.

Lincoln City Police now say a drive-by shooting on May 24 in the 2200 block of West Devils Lake Road was actually a conspiracy between the victim and the shooter. The shooting sent Jeramie Philpot, 27, of Lincoln City, to Samaritan North Lincoln Hospital for treatment of a gunshot wound to the leg. On May 29, detectives from Lincoln City Police and Oregon State Police arrested Felix Daniel Garcia Mendoza, 21, at a residence in the N.W. 3400 block of Oar Avenue for assault in connection with the shooting. He was taken into custody without incident and lodged in the Lincoln County Jail. Mendoza has since been released from jail after pleading guilty to assault 4 and unlawful use of a weapon. “At this point we consider

Jeramie Philpot that this is not a drive-by shooting,” said Lincoln City Police Lieutenant Jerry Palmer. “This was a conspiracy by Philpot and Mendoza.” After about a 10 day investigation, Lincoln City Police detectives determined that the report was false and that Philpot had paid Garcia to shoot him with the intent of injuring him. But Palmer could not

release details of what led to the conspiracy. He said Philpot was arrested July 14 and charged with conspiracy to commit unlawful use of a weapon, conspiracy to commit pointing a firearm at another and conspiracy to commit filing a false police report. Police investigators said the original information they received indicated that Philpot and a male companion were walking along West Devils Lake Road picking berries May 24 when a white older-model four-door sedan approached the two and someone from the vehicle shot Philpot. As the shooting investigation unfolded officers from Lincoln City Police, Lincoln County Sheriff’s office and Oregon State Police arrived at the scene.
