The Lincoln City Council met on Monday for a special meeting to discuss the current Vacation Rental Dwelling ordinance and potential changes to be made to the final copy of the ordinance. The goal of the meeting, City

Manager Ron Chandler explained, was for staff to receive direction from the council on what the final ordinance might look like, while going through each section and addressing concerns raised by the public over the last three weeks, specifically the first provision of the ordinance, sections 1-4, and sections 5 and 7, which both ad-

dress quiet hours in the city and response or correction to complaints concerning VRDs. Section 1 dealt with the transferring of a VRD license upon the owner’s death—as the ordinance currently stands it would go to the deceased’s spouse or heir for a year. After the year concluded, the license would need to be renewed. Mayor Don Williams expressed concern in the scenario of a familyoperated VRD possibly being lost, depending on if the occupancy cap

of the VRD was reached. Councilor Dick Anderson said loosening up the section would be beneficial and staff determined to fine-tune the section. Section 2 of the current ordinance addressed the maximum overnight occupancy of VRDs in Lincoln City. The draft ordinance restricts total overnight occupancy to two people per bedroom plus one additional person per house with children under three not being

counted. Chandler explained that as of June 29, Lincoln County submitted a new draft concerning occupancy for VRDs, limiting occupancy to three persons per bedroom plus an additional two per house, with a cap at 16. Under this model, possibly five VRD homes in Lincoln City would see a decrease in occupancy. See VRD, Page A5

Missing Person Pamela Sears located, deceased THE NEWS GUARD

On Friday, July 15, at approximately 11:50 pm, the Lincoln County Sheriff’s Office located the 2009 Hyundai Elantra reportedly driven by the person reported missing on July 5th, Pamela Sears, age 62, from the Tierra Del Mar/Pacific City area. The vehicle was located at approximately mile 2.7 on S. Drift Creek Road. They determined that Mrs. Sears was located inside the vehicle, deceased. The determination by the Sheriff’s office is that the death was “non-criminal in nature.� Sears worked at the Lincoln City Bi-Mart, and was last seen on July 5 at approximately 3:30 p.m., leaving from there. various areas, by Tillamook County Deputies, Lincoln County and Tillamook County Search and Rescue personnel, and the United States Forest Service (USFC) personnel, was conducted along her normal routes but they were unable to find the vehicle or any clues to her whereabouts. Additionally, the Tillamook County Sheriff’s Office had completed a thorough check of all cell phone, bank and credit card accounts that yielded no additional leads. At this time, the family is asking for time to process this information. They appreciate everyone’s prayers through this difficult time.
