Concerned citizen Bill Sexton said it short and simple: “Listen to the people” he said. “Raise the water. Be happy.” Sexton was one of several people to fill the Lincoln City City Council Chambers Thursday night, June 12, to voice concerns at the Devils Lake Water Improvement District Board’s regular monthly meeting. The majority of those that spoke urged the board to maintain the water rights and to raise the lake level. The board voted in June 2012 to lower the level of the lake to encourage fish passage, reduce nutrients flushed out of the septic drain field, to improve wetlands and shoreline vegetation and improve recreation opportunities. But over the past several months those opposing the decision have come before the board to outline concerns such as declinSee LAKE, Page A9

Last school day for kids, last career day for teacher JEREMY C. RUARK jruark@countrymedia.net

Taft Elementary School has been home for teacher Todd Davidson for the last 30 years. “This is home,” he said. “My parents and my brother went to Taft, and I went to this school as a kid too.” Davidson said over his career he has taught the parents and even grandparents of many of his students today. “It’s a history of kids, generations, that I have had in my classroom,” he said. On June 13, the last day of the school year, Davidson celebrated his last career day as a teacher. He is retiring. Davidson said many of the children at Taft come from a variety of backgrounds and each one needs consistency in their

The kids go home and sometimes there isn’t anyone there and sometimes there isn’t anything to eat. So we feed them when they are at school. I hug them and give them a big smile. They need that.” Davidson decided when

he began his teaching career not to get married or to have children to keep his energy going. “So the children here at Taft have really become my children,” he said. “I take care of them during the day, but I get to go home and be quite at night to reenergize.” Davidson said he is encouraged that the children at Taft will be in good hands as he leaves. “I don’t feel sad today, because I know the next generation coming up to take care of these kids are really committed to them, so I can walk away, go off, and not worry about them,” he said. His advice to both students and children is simple. “Education is amazingly important, but it is not going to sink in unless See TEACHER, Page A9

sion of what appeared to be a large semi-automatic handgun. During the investigation, evidence was discovered implicating Bogart’s boyfriend, Jordan Stephens, 19, as being directly involved in the robbery. Police continued their investigation at the Spyglass Apartment complex at 950 S.E. 32nd Street. Bogart and Stephens were contacted and police learned that the

two conspired with two other friends to commit the robbery. The other two male robbery suspects were identified as also being inside an apartment at the complex. Officers surrounded the area and were able to talk the other two remaining suspects into exiting the apartment and surrendering. They were identified as Christopher Loring, 26, and Brett Betts, 26, both Lincoln City area residents.

An uninvolved female from inside the apartment was also detained for questioning but eventually released. Inside Loring’s apartment, police recovered the $435 in cash allegedly stolen from Imagine That, an Airsoft handgun allegedly used during the robbery. Officers also recovered a large amount of adult themed items, glass smoking pipes, and various clothing and miscellaneous items that

had been allegedly stolen during the pre-planned robbery. The recovered value of merchandise was more than $3,800. Bogart, Stephens, Loring, and Betts were all arrested and taken into custody for various crimes based on their involvement with the conspiracy to commit robbery, theft, and other associated crimes. Bogart has also been charged with initiating a false police report.

The Lincoln City City Council is scheduled to resume deliberations on regulations to better manage vacation rental dwellings (VRDs) at the Council’s regularly scheduled public meeting at 6 p.m. June 23. The two issues have been at the center of public debate for several months. Townsend said the Yes/No Zones were proposed by the Consensus Committee. “The committee was trying to provide maximum protection to neighborhoods that don’t have VRDs while loosening restrictions on existing VRDs,” he said. The City Council began deliberating a set of controversial regulations to deal with the VRDs March 10. At that meeting, the Council agreed to health and safety regulations recommended by the City staff and parking and landscaping regulations recommended by the City’s VRD Consensus Committee.

Inside job sends four to jail Police have arrested four people following what began as an armed robbery call to 9-1-1 from an employee at a Lincoln City adult store. On June 15, at approximately 10:10 p.m., the Lincoln City Police responded to the report of an armed robbery at the Imagine That adult store and arcade, at 2159 N.W. Highway 101. According to the 911 call, two armed suspects reportedly forced employee David Bogart, 38, into a bathroom after locking him in a pair of handcuffs. Bogart told the Lincoln City Police dispatcher that he was able to place a 911 call while still handcuffed after he believed the two suspects had left the building. Police surrounded the store and entered to find that the suspects had already fled the scene. Officers said at least one of the suspects was in posses-
