Commissioners host lively discussion on potential uses of Alderbrook Golf Course

The Oregon Coast Amusement Park was released live on YouTube August 12 and generated over 340,000 views in the first several days. “The Oregon coast was once home to an amusement park that promised to be the Pacific Northwest’s answer to Disneyland,” Documentarian Peter Dibble writes in his introduction of the video. “Despite the talent and heart that went into its development, the park shut down within just a few years. This documentary tells the full story of the defunct Pixieland park, from its earliest inspiration to its long-lasting impact on the local community.”

The Headlight Herald talked with Dibble about the documentary. Herald: Why did you decide to the Pixieland Documentary?

Dibble: It’s just a fascinating and fun story that many people don’t real ize happened in Lincoln City. Even for those who don’t live in town, or even in Oregon, I think it has a wide appeal simply because of the heart and soul that went into the park. So many aspects of that time period really elicit a lot of nostalgia, too.

Peter Dibble: I’m really interested in theme park history and have been wanting to tackle something in that realm for a long time. I was originally looking into the amusement parks that operated around Portland in the early 20th century. But through some of that early research I came across informa tion about Pixieland and ended up getting far more invested in that story instead. Herald: What did you take away from doing this documentary and what surprised and/or amazed you? Dibble: The most surprising thing to me has just been the sheer number of people who still fondly remember the Pixie Kitchen and Pixieland. Part nering with some folks in Lincoln City really helped me understand the extent of that. If I had stuck solely to online research, I don’t think I would’ve fully understood the park’s lasting impor tance to the community. Herald: What is your hope that we take away from this documentary?

Herald: Any other documentaries in the works about local events, local folks or local locations? Dibble: I’ve got plenty more ideas for other pieces of Pacific Northwest history that I would love to cover in the future, though I haven’t fully commit ted to which one will be next. For the moment I’m just taking a break and enjoying the response to the Pixieland video.Dibble attended film school several years ago, but he ended up taking a different career path. Over the past few years, he began making documentaries as a“Tohobby.explore different pieces of ob scure history that haven’t been covered in this format before,” he said. Dibble said he started the Pixieland documentary production in April and finished in August. Dibble: Plenty of people have been sharing things they remember about the park. I think my favorite comments are the people who have said they only had vague childhood memories of an amusement park in Oregon but had gone most of their life without know ing what it was called or where it was located—and now they’ve been able to connect the dots. Herald: Will this documentary be aired on OPB or any of the Oregon television stations? Dibble: There are no plans for that, no.

Alderbrook Golf Course closed “Indefinitely” Oct. 31, 2021, with as little as a day’s notice and since has the Tillamook County golf community scratching their heads as to what will become of Tillamook’s public course since 1924. Since Alderbrook closed abruptly last fall, the local golfing community has to drive to Gearhart, Lincoln City, Manzanita and even as far as Salem to find a game. The Tillamook County Com missioners, put together an ideas session, to see what the community members would like to see or be come of the property. This meeting came due to many inquiries as to why the local governmental agencies or the county itself could not step in to purchase and make Alderbrook a public course and save the nearly 100 year-old recreational outlet in TillamookFacilitatorCounty.ErinSkaar, started the meeting stating that the commis sioners would all speak after hearing what those in attendance and via Zoom believe should happen. “I can tell you we do not have $4.9 million to buy the golf course, but we can help facilitate a discus sion,” she said. “We’re going to do this a little different, we’re going to ask what you see as the future of Alderbrook.”Skaarintroduced Lisa Phipps, who works in the state land office, to join the meeting via Zoom to explain the zoning rules for the property Alderbrook sits. The property is currently listed as a development property with Pre mier Property Group at $4.9 million and boasts 27-homesites. Current zoning would have to be altered for how the property is currently listed. Alderbrook sits on a recreational zone and part of the property is zoned rural residential. “The Rural Residential 2-Acre and Recreation Management zon ing districts allow for residential development,” County Planner Sarah Absher said when the Head light reached out for clarification. “Residential development is allowed outright in the Rural Residential Zone and allowed conditionally in the Recreation Management Zone. Pixieland documentary refreshes memories

Herald: Are you surprised by the reaction after it was released on Facebook? Dibble: When I was getting ready to release the documentary on YouTube, I was expecting a handful of people to say they remembered Pix ieland. But there has been an absolute outpouring of people who have been sharing their own memories of specific rides, etc. Even though it was a small park that lasted less than a decade, I’ve been pleasantly shocked at just how many people still have cherished memories of that place—and have been able to find the video in such a short time. Herald: What are the comments you are getting about the documentary?

The combination of slower economic growth, high inflation, and rising interest rates has historically been problematic. That said, despite the crosscurrents in the economic data so far this year, the U.S. economy is unlikely to have entered into a recession. Employment and industrial production continue to grow. Personal income and consumer spending are rising quickly but struggling to outpace the fastest inflation the U.S. has experienced since the early 1980s.While this may be reassuring today, the risks to the outlook are real. Inflation remains the key issue. Even as headline inflation slows in the months ahead, the underlying inflation trend is likely to remain above the Federal Reserve’s target. As such, the Fed is raising interest rates further to cool the economy.

Big for taxpayers, caution about recession

slow. Recent gains in reported taxable income have been driven by taxpayer behavior as well as underlying economic growth. Investment and business income are not always realized for tax purposes as the same time they are earned in the market.Late2021 was a great time to cash in assets, with equity prices and business valuations high, and potential federal tax increases on the horizon. Income reported on tax returns last year grew at more than double the rate of economic measures of in income. After so much income was pulled into tax years 2020 and 2021, less will be realized in the near term. And with recessionary risks rising, profits and gains could turn into losses, and a smaller share of filers could be subject to the top rate. The bottom line is that the unexpected revenue growth seen this year has left us with unprecedented balances this biennium, followed by a record kicker in 2023-25. The projected personal kicker is $3.5 billion, which will be credited to taxpayers when they file their returns in Spring 2024. The projected corporate kicker is $1.1 billion, which will be retained for educational spending. If current balances are not spent, net General Fund revenues for the upcoming 2023-25 biennium will be reduced by $24 million relative to the June 2022 forecast.

Given the impact of rate increases is generally felt one to two years down the road, getting policy just right is extremely difficult. In our of fice’s recent forecast advisory meetings there was a strong consensus that the risk of reces sion was uncomfortably high. The outlook is essentially a coin flip between the soft landing and a recession. For now, our office is keeping the baseline, or most probable outlook as the soft landing and continued economic expansion. Employment, income, and spending continue to grow, but at a slower pace than assumed in previous forecasts. This slower growth is needed for inflation to subside. However, if inflation does not slow as expected, and the Federal Reserve raises rates even further, our office’s alternative scenario of a mild recession beginning in late 2023 is more likely.Heading into the budget development season, growth in Oregon’s primary revenue instruments continues to outstrip expectations. Both personal and corporate tax collections remain strong, in keeping with income gains seen in the underlying economy. The forecast for the current 2021-23 biennium has been revised upward. Although the near-term forecast calls for additional revenue, this is offset in future budget periods by a more pessimistic economic outlook. Growth in spending and wages will need to slow to tame inflation, which translates into less state revenue growth across a broad range of taxes. The potential recession would weigh heavily on revenues over the next several years. However, even if the economic expansion persists, General Fund revenues are due for a hangover in 2023-25.

The Oregon economic forecast is published to pro vide information to planners and policy makers in state agencies and private organiza tions for use in their decisionmaking processes. The Oregon revenue fore cast is published to open the revenue forecasting process to public review. It is the basis for much of the budgeting in state government. The report is issued four times a year; in March, June, September, and December.

Kittell said he was encour aged by what he was hearing in the room, things could be done to suspend the sale while getting people or a group together to purchase theKittellcourse.said they could look a some earnest money or lease-purchase, there are op tions my clients may consider. “But time is running out,” he added.

“Then we would be right back in the same position in a few years,” an audience member said. Commissioners, Mary Faith Bell and David Yama moto agreed that the county budget would not allow a purchase at this time. “We just don’t have that kind of financing in our budget,” Bell said. “Having said that, I don’t golf, but would like to see it remain a golf course.”

The Center for Geography Education in Oregon selected a group of Oregon teachers to en gage in a graduate-level equiva lent, short course in geographic inquiry, using Iceland’s extraor dinary and unique landscapes as our classroom. Stephen Owens, Social Studies teacher at Til lamook Junior High School was one teacher selected course. “This seven-day institute provided us with first-hand, historical and geographical ex periences with the contemporary culture of Iceland,” Owens said. “We participated in briefings, site visits and walking tours to discover Iceland’s many hidden gems. Some of the highlights from the trip were visiting Iceland’s scenic locations, such as geysers, glacier lagoons, lava formations, waterfalls and black sand beaches. We also took many opportunities to learn about Iceland’s culture by visiting museums, joining local festivals, and talking with citizens of Iceland about their experiences.”Owenssaid he is going to bring back this experience to the students.“Ihope to use what I saw and learned during this trip to help teach about the geography and people of Iceland, and also to inspire our communities’ chil dren to travel,” he said. “I am currently developing new lesson plans that can be used by teach ers in this community, ranging in scope from economic systems, physical geography and history. The goal of these lessons, and of the trip in general, is to use my experience to engage students in the classroom and empower their learning.” The selection process was competitive and was open to any Oregon classroom teacher. It is funded by a generous grant from the Gray Family Founda tion, honoring John Gray’s intent to provide international travel experiences for K-12 teach ers. I remember walking that stretch after a storm one time and coming across seven dead baby sunfish before reaching the jetty. No recent storms, however, so this one is a mystery. Approximately 20 individuals were in attendance. Pete pre sented the scenario of attend ees traveling between Cape Meares and the valley, with a major earthquake hitting right when they were near the sum mit. With a magnitude 9.0+ earthquake, roads would cave in or slough off into the river, and travelers could not go east or west in their vehicles. Pete informed us we would have to travel on foot for perhaps three days to reach help. He itemized the equipment we would need to keep in the grab-n-go bags in our vehicles. He outlined various ways to make fire, how to purify water, the importance of keeping dry, and other essential informa tion. Four volunteers practiced a particularly striking (pun intended) use of Vaselinesoaked cotton balls as tinder.

Metals recycling is a logistics-heavy, energy-intensive process that is far beneficial to the process necessary to mine and process iron ore into new steel products. It is also a system that has a strong domestic base, enabling locally collected materials to be recycled domestically, and then returned to domestic manufacturers and/or users. Of the 14,000 tons of materials recycled in Tillamook County in 2020, one third of it was scrap metal -nearly 4,700 tons!

My older son Chory (who went by Zachory when he attended Nestucca High School with the class of 1999) visited from North Portland over a recent weekend. He and his signifi cant other cooked for me and we enjoyed evenings lounging in the back yard. We hiked one afternoon at Drift Creek Falls. The trail is located nine miles off State Route 18 out of Otis. The three-mile round trip was an easy hike through the shady forest on wide, well-groomed footpaths. It ends with a tow ering suspension bridge at the 150-foot waterfall. Dozens of other hikers greeted us coming and going, which increases one’s sense of safety in such a remote location. The Port of Tillamook Bay has come a long way in the last 25 years, and perhaps no one knows that better than Joshua Balmer. Balmer began working for the railroad on May 30, 1997a date he remembers well. “I had my first day on the job that morning, and then that night I graduated from Neah-Kah-Nie High School,” he Herecalled.started out as a track laborer, where his days were spent replacing the rails along the Port’s rail line. “It was challenging, but it was also a very rewarding job,” he said. A typical day might take him five miles down the track, or 50 miles into a deep canyon - offering stunning views of the coast line and seeing areas of the world that few people did. After a few years on the track crew Balmer became a certified locomotive engineer working alongside the con ductor to move trains up and down the tracks. “I would say the best part about that job was seeing all the people smiling and wav ing as you went by,” he said. “When you hear a train com ing, everyone stops and looks at it; you can’t help it. I will never forget that.” Especially going through Rockaway Beach, Balmer remembers that people would hear the train coming and go to their windows to wave. “We had houses where we knew people would be waiting for us and waving and it just made you feel good.” During his time on the railroad, Balmer worked his way up to chief dispatcher and railroad operations manager. Of course, that was before a massive storm in December of 2007 shut down the railroad. “At the time, I understood that the decision to not move forward with repairs was the best choice,” he said, “but it definitely made me wonder where my place was because for the last 10 years that had been my whole focus. But knowing I was part of the Port family, they took me in and found me another spot and I kept going all these years. It goes to show that being loyal to someone is worth it.” Balmer’s commitment to the Port has allowed him to adapt to new duties and responsibilities over the last 25 years. He has worked at the anaerobic digester, spent several years in the office, and even worked at the Air Base Cafe after the Port took over operations of the Tillamook Air Museum. Nowadays he’s working for the airport divi sion.

The measure to incor porate the Village of Oceanside seeks to turn a mostly part-time residential community into a fully func tioning city, despite having only slightly more than 300 full-time residents. In addi tion, should the measure be successful, the new city will be governed by an elector ate of a simple majority of those full-time residents. This paltry populace alone should give one pause in voting for the measure. However, larger fiscal issues are looming and these should compel any Oceanside taxpayer to vote “NO” on incorporation.

Such efforts show our civicmindedness and eagerness to support solutions that benefit everyone. Yet, despite some measures that may prove beneficial to a few in the short term we must also be cog nizant of proposed solutions that are unrealistic and do not benefit most of us. The proposed budget for an incorporated Oceanside is referred to as the Economic Feasibility Report (EFR) in the application for incorpo ration. It is said to include all reasonable municipal expenses for the next 3 fiscal years. Unfortunately, the EFR provided by the supporters of incorporation conveniently ignores a number of wellknown big-ticket items. The proposed EFR is therefore unrealistic and misleading with large, unaccounted for expenditures looming as a fiscal nightmare for the pro posed new city and its novice cityLet’scouncil.consider, for example, the costs for repairing current stormwater drainage issues on Maxwell Mountain alone. Recently, Tillamook Public Works Director Chris Laity stated that these drainage problems would necessitate a preliminary study estimated at a cost of $200,000 with total cost of repairs estimated to be well in the millions at around $20,000,000. Laity stated the work is earmarked as a prior ity due to avoiding paving roads that would later be torn up for stormwater upgrades. Indeed, after her conversa tion with Laity regarding the Maxwell Mountain Storm water Project, Commissioner Skaar stated it “. . . is a mess you know. [the stormwater drainage] Needs to be rebuilt” (BOCC Public Hearing July 13, 2022 time stamp 2:34).

Crucially, this drainage repair holds priority over other major road work on Maxwell Mountain and elsewhere, since inadequate stormwater management is an immediate threat to the stability of com munityInexplicably,hillsides.the EFR proposed by the petitioners grossly downplays this cost. The $50,000 Road Main tenance and $30,000 Road Reserves in the petitioner’s Economic Feasibility Report (i.e., beginning the 2024-2025 fiscal year) wouldn’t even fund half of the costs for a study, let alone fund any of the repair work itself. More over, the idea that the state or county would help with these costs in the form of a grant is unlikely. Greetings Bay City, Today is September 1st, the first day of autumn; not officially, of course. The official date is September 23rd. However, by the first of September, I have already seen the light change to the mellow light of fall. Autumn is, and has always been, my favorite season. I understand that January is the start of a new year, but for me, it begins with September. By the time the official Septem ber 23rd rolls around, I have already completed buying school clothes and supplies (a tradition, as a grandma, I still participate in) and completed my fall tasks. My notebook proudly shows tidy little check marks after each completed task: Clean and service truck, car, and lawn equipment (check); Yearly physical and visit to dentist (check); Yearly janitorial on house exterior and interior (check, check); Change bat teries in smoke alarms, clean fireplace flue, change furnace filter (check, check, check); And last, but not least, put fabric and ribbon on all my summer canning (check). cessfully approached ODOT for grant funds to do county drainage planning, with Oceanside at the top of the list. The petitioners state they will have volunteers work to pursue these funds but that is putting the cart before the horse. Instead, it seems likely that these $200,000 and $20,000,000 budget expenses would come from one or more additional Tax Incre ment Funding (TIF) bonds. Such bonds would not have to be voter-approved, and would only require a simple majority vote by an incorpo rated Oceanside city council. Ultimately, no matter how the Maxwell Mountain storm drainage problem gets ad dressed it is only one of many facing the small, wannabe city. The Maxwell Mountain Road project is for the storm water drainage system alone and not the necessary road repair following. That will cost more, and so will the similar work needed on Radar Road, Avalon, and Grand Ave to name a few. The EFR submitted by the petitioners for incorpora tion conveniently ignores the Maxwell Mountain stormwa ter drainage issue and other potentially hefty expenses in the future. Yet, such bigticket expenses inevitably spur small cities struggling to balance their budgets to turn to additional municipal bonds to fund special projects. It therefore stands to reason, the petitioner’s estimate that property taxes would only increase by $0.80 per $1,000 assessed value is very likely to be a gross underestimate of the final costs to all Oceansid ers who in the end will be left to pay. Rodney was born in Tillamook, OR on January 25,1932 to Martin Edmund Johnson and Irene Rose Jacobs Johnson on January 25, 1932. Rodney lost his father at the tender age of 11 months. He and his brother Ronald spent their young years on their Grandpa Ben Jacobs and Grandma Rose Ja cobs family farm, surrounded by the love and nurturing of their Grandparents, Aunts, Uncles and Cousins. Rodney attended and graduated from Sacred Heart Catholic High School in Tillamook, excel ling in football and boxing. In 1961, Rodney moved his fam ily to Richland, Washington to pursue his lengthy career in HVAC. He was a partner in Dean Jacobs Heating and Air and later Jacobs and Rhodes. Hobbies included hunting and fishing and in later years he was an avid cribbage player oftentimes traveling to crib bage tournaments across the country. Rodney was pre ceded in death by his parents Martin E. Johnson and Irene R. Jacobs Johnson Marshall, brother Ronald, son Victor and daughter Jeanine. He is survived by his son Randy, daughters Chris, Connie, Jackie, Mary Frances and Lanie. Grandchildren Andy, Angela, Lucie, Amanda, Ja son, Allison, Adam, Michael, Evan and Bradley as well as numerous Great and GreatGreat Grandchildren and many beloved family mem bers and friends. A celebra tion of Rodney’s life will be held at a later date.

Adefender of faith and freedom, Patricia Cro man Scott died on Aug. 28, 2022, at the age of 101. Pat was born in London on St. Patrick’s Day in 1921. Over the century of her life, she would remain steadfast in her eccentric sense of humor and love of God. During World War II, she enlisted in the Women’s Royal Navy, where she served in both Europe and Australia. Her unit provided support during D-Day. Shortly before that fateful day, she met and fell in love with an American, William “Bill” Croman. The two cor responded through letters un til they married in Vancouver, British Columbia in 1946. They moved often in the early years of their marriage, from Vanport, Oregon, to Washing ton, D.C., eventually settling in Linda Mar, California (now Pacifica) in 1953. As they grew their family, Pat began a social club for other British war brides and began working for her local newspaper, eventually be coming the women’s editor. After the birth of their sixth child, Pat and Bill spent a few years in Lake Oswego, Oregon, where Pat began a career in real estate, before moving into a Victorian-era home in Butteville, Oregon along the Willamette River. There, she again founded a social club for Brits like her called the “Tea Cozies.” Bill died of a sudden heart attack in 1978. Pat was never idle, spend ing one year volunteering for an orphanage in Cuer navaca, Mexico and another summer at a Baptist church camp in Alaska. She loved to travel and spend time in the sunshine drinking martinis or enjoying her lifelong favorite pastime, tennis. Into her 80s, Pat was a regional contender in doubles tournaments.In1988,she purchased a home in Rockaway Beach, Oregon. For decades, this would be the venue for many happy memories made by Pat and her family. She was a playful, funloving grandmother, going by the name “Tutu” and always shared sweets. She loved a good “rummage” sale and her home was perpetually filled with trash and treasures. In 2001, she married Richard “Dick” Scott. The two lived in Chehalis, Washington, for a few years before settling in Rockaway together. There, they spent a happy 15 final years as devot ed members of their Catholic church, St. Mary’s by the Sea, singing in the choir, hosting and attending many local events and leading the “Amen Prayer” song at the end of Sunday morning Mass. Pat was preceded in death by her sister Margaret An derson, first husband William K. Croman in 1978, second husband Richard Scott in 2022, and son Thomas Cro man in 1988. She is survived by her brother Ernest Venes; chil dren William (Vicki) Croman, Judette (Hem) Hemachandra, Patrice (Steven) Lahtinen, Ann (J.) Vander Stoep, and Tim (Barbara) Croman; stepdaughter Cheryl (Brian) Ev ans and family; grandchildren Alysia Hubbard, Breahna Schenk, Mark Croman, Cara Brown, Maya Hemachandra, Danny Hemachandra, An thony DiFrancisco, Krystina Girod, Bryn Hunter, Beth Vander Stoep, Isabel Vander Stoep and Julian Croman; and 15 great-grandchildren. A service in her honor will be held in Rockaway Beach with a burial to follow.

Continued from Page 6 Labor Day is behind us, and while that is traditionally the end of sum mer and the summer tourist season, we still have some upcoming activities that will keep things exciting here in our little beach community. First of all, the Kite Festival returns September 16, 17, and 18 at the Way side. Festival hours are 12-6 Friday, 10-6 Saturday, and 10-2 Sunday. This has been an exciting event for the past 46 years, and one that locals and visitors alike have been askingWe’veabout.loved the kites in years past. The creativity and talent is thrilling, with everything from whales to synchronized bats. One of my favorite memories was an enormous kitten-shaped kite, playing with a ball. The festival this year will include booths of vendors and some of our civic organiza tions. Tents and displays will take over the Wayside for things to enjoy, admire, and dreamOneabout.ofthe displays for the Kite Festival will be the Rockaway Renaissance Art ists, an organization I wrote about in May. It has grown significantly since then, with a booth at the Art Fair last month and an ongoing exhibition at the North Coast Recreation District through September. With 67 members creating projects that use a broad range of media, this group is living up to Mayor Sue Wilson’s comment, “We want to create a sense of Rockaway Beach as an artistic destination as well as the familiar beach getaway everyone knows.” And everyone knows the Kite Festival, it seems. We grabbed a pizza from Upper Crust tonight, and as I waited I saw a poster for the Rocka way Beach Kite Festival from 1993. It’s been one of the most-requested summertime activities on the social media pages for Rockaway Beach, and I think we can expect a level of excitement and tourist involvement comparable to Labor Day and the Fourth of July.If you’re thinking of set ting up a vendor booth on the Wayside, contact the Cham ber of Commerce at (503) 355-8108, or go to www.rockawaybeach.nethttp:// and click on the Events tab. But while residents and visitors alike can be expected to gaze in wonder at the kites returning to our beach, I suspect it’s mainly residents who will be interested in an important event the same Sat urday as the Kite Festival: the Rockaway Beach Emergency Preparedness group will be holding an Emergency Prep Go Bag Class on Saturday, SeptemberRockaway17.Fire Chief Todd Hesse has been preparing this class for weeks, along with Mayor Wilson and many others in town. “Let’s get everybody we can to our next meeting,” Chief Hesse said about the go-bag prepared ness class in particular, and the Emergency Preparedness meetings in general. Those meetings are held the first Wednesday of the month, typically in City Hall, at 276 US 101, beginning at 6 PM. If you don’t have a go-bag yet and would like to acquire one and take a class in how to plan, stock, and use it, consider signing up for the Go Bag class on Saturday, September 17 at 3 PM. The cost is $40, payable by cash only at the event, but that includes a bag and supplies to get you started. It has been a summer of losses for me. First, giv ing up my Rockaway Beach, “Sugar Coated” Fencepost column was really tough. I felt like I lost a good friend. I really miss the ebb and flow of texts, messages and phone calls and appreciated each and every one of you. But life goes on, right? And I am still looking for something to fill that hole in my heart. Then, on August first, my brother, Mike, my friend and my hero lost his 9 ½ year battle with pancreatic cancer. My memories fill up with the good times we had as children and adults. He was a graduateCentralofCatholic High School in 1968, and went onto Oregon State and gradu ated in Chemical Engineer ing. Before that, he was a Boy Scout and went to the Na tional Jamboree in the 60’s. When he returned from that trip, he had grown up and was laser focused on the rest of his life. Shortly after college he married the love of his life, and they have remained mar ried all these years. Kind of cool, I got another sister out of the deal. She is great and has stood by his side through this battle he has so bravely fought. After his diagnosis, they decided to travel, and boy did they ever travel. They have seen things most of us can only dream about. One of his goals was to see the Seven Wonders of the World and they saw them and more! I will miss my Hero Mike. I am so proud of how he bravely fought his battle, and when we asked him about what he was going through he would simply say “It is what it is.” I will miss his phone calls which always began with “Hey Shug….” Thanks to all of you that have reached out in the last few months asking me how Mike was doing. It really warms my heart that so many of you care. Being free this summer from all obligations gave me the time to visit with my brother with no worries, just important time that I will never regret. Any time Ispent with him are forever etched in my memories. Now I am trying to deal with the loss. I know it will take a while, but I was lucky, I had almost 70 years as his little sister. I truly thank God for that. That’s just a small taste from Rockaway Beach, “Sugar Coated!”

Deadline to apply is December 1, 2022. The tourism marketing grant is funded annually at $100,000 with a maximum request of $10,000. Agencies, special districts, nonprofits and private businesses related to the tourism industry are welcome to apply. Past projects include website development, social media campaigns, online marketing campaigns, videos, exhibits, tradeshow booths, brochures and many others. The market ing application has an exten sive list of eligible projects as well as those that are noneligible. Deadline to apply is November 1, 2022. Tillamook County has awarded more than $5 million in tourism facilities grants since 2015, soon after the transient lodging tax was collected and available for disbursement. The county is a leader in destination development in Oregon and one of the first to make tourism-facilities grants available beyond visitor or convention centers. Also since 2015, TCVA has in vested $850,000 in marketing grants to local organizations and businesses; that amount includes $100,000 the Til lamook Creamery matched in 2020 during the first year of Covid-19.Athird grant for business signage is a pilot program made available in spring, 2022. It is a 50% matching grant, up to $10,000, for brick-and-mortar tourism businesses in accommoda tions, recreation & entertain ment, food & beverage, and visitor information centers. $166,000 is currently avail able and will continue until funds are exhausted. NOTICE AND REQUEST FOR QUALIFICATIONS FOR: Owner ’s Representative Services for Projects to Develop a New Healthcare Education Building and Renovations of the Center of Industrial Technology Tillamook Bay Community College (TBCC) is soliciting proposals for a qualified professional and experienced Project Manager for the purpose of providing the services of an Owner’s Representative to the College for Project Management services to help prepare TBCC for the design and construction of a new Healthcare Education facility and the renovation of the Center for Industrial Technology on its campus, and work with the college to navigate the processes needed to complete the projects as detailed within the College’s Request for Qualifications.

Project Overview: TBCC plans to construct a new 25,000 square feet Healthcare Education facility on its campus that will include offices, classrooms, healthcare program labs, and a 360 seat community event center that can be divided into at least three separate meeting spaces. The TBCC Board of Education approved the Facilities Master Plan in April 2021 TBCC also has a Center for Industrial Technology (CIT) facility adjacent to the main campus. The College received a federal EDA grain in April 2022 to renovate the facility and house Manufacturing and Welding Technology classes
