County fair is letting the good times grow 4-H/FFA animal projects and open class exhibits Aug. 5-8

D

espite a global pandemic, the Tillamook County Fair Board along with Fair Grounds Manager Camy VonSeggern and staff are keeping the good times growing this year at the fair.

With many fairs around the state being canceled, the board and staff who oversee the entire operations at the fair grounds and plan for the annual Tillamook County Fair, came up with innovative ways to keep the local fair alive this year. It may not be the same fair you are used to experiencing each and every year, but with some out-of-the-box thinking and planning, the fair will go on according to VonSeggern.

The 2020 Tillamook County Fair will offer local kids and their animals a chance to shine with 4-H/FFA exhibits and the Junior Livestock Auction (JLAC).

VonSeggern said, “The fair board has been working hard to ensure that the youth in our county have a chance to participate in traditional 4-H/FFA events and the Junior Livestock Auction this year. We have a well-designed plan for youth fair participation that meets all of the Governor’s guidelines for public health safety.”

The 4-H/FFA and JLAC activities will be open to 4-H members and their families only this year, to control the number of people in the 4-H zone. Please see the attached 4-H/FFA schedule of events.

Calling on open class exhibitors The fair will host open class exhibits in the Main Building and the skating rink Aug. 7-8. Open class exhibits include flowers and plants, quilts and textile arts, photography and art, culinary, crafts & hobbies and land products.

“We are pleased to be able to invite the public to come to the fair Aug. 7-8 and celebrate the amazing creativity on display by folks in Tillamook County,” said VonSeggern. “We can safely host 100 people in the buildings at one time; per the Governor’s guidelines, face coverings while indoors and social distancing are required.”

The public will be admitted in groups of 50 in 45- minute time slots. Please go online to TillamookFair.com and click on the “Ticket” to register for your time.

Walk-ins are welcome, but people may have to wait for an available time slot.

Fairgoers will also enjoy fun exhibits such as Pig n Ford cars, classic cars, old time tractors, large farm equipment, Brad’s World of Reptiles, Long Horn cattle, dairy and beef, sheep and goats and some traditional fair food.

illamook City Council approved a request during a council meeting Monday, July 20, to close Evergreen Drive to work on the sewer rehabilitation project. Work begin on Evergreen Drive on Monday, July 27, and will last approximately 4-6 weeks.

The City of Tillamook continues to replace and restore the sanitary sewer system in the east part of the city. The City had received a third $2.5 million grant to replace sewer main’s, manholes and laterals in the wastewater collection system. Many portions of the city’s sewer system were built in the 1930s and 40s and are in need of replacement.

Public works has worked with Advanced Excavation and MurraySmith to construct the sewer rehabilitation project. They have completed most of the work on Hawthorne Lane, Williams Avenue and Walnut Lane.

“For safety, we’re going to end up closing Evergreen for 4-6 weeks,” said City Engineer Liane Welch. “My goal is to have it done by the time the kids go back to school.”

Welch said they have quite a bit of outreach for this street. They will be knocking on doors and sending letters to those who live on Evergreen. This will be a huge impact to the community, Welch added.

“There will be detours set up,” Welch said.

It will be a rolling closure as we work down the street, Welch said. At the end of the day, homeowners will have access to their homes, but will have to park away during the day.

The council unanimously approved the closure of Evergreen Drive to complete the sewer project.

County at 24 confirmed COVID-19 cases Leadership discusses limited testing Adventist Health Tillamook President Eric Swanson said.

Tillamook County Community Health Centers Administrator Marlene Putman said the county is at 24 positive cases. There have been no deaths or workplace outbreaks from COVID-19 in Tillamook County.

“Testing supplies continue to be an issue because of supply chain and we’re not unique,”

said. “In addition, face coverings are required in outdoor spaces when physical distancing is not possible.”

Children ages five and older are now required to wear face coverings.

Putman said the center is continuing to test, but primarily for those who are symptomatic.

“With our limited supplies, we’re all doing that testing,” Putman said. “If people would like to do testing, they should

know there are costs associated with the lab. Through our clinic, you can have a conversation with staff about whether some of those fees can be waived.”

Oregon and Tillamook County health care professionals are seeing patients in person and virtually. All clinics will provide patients with a mask.

“Dental offices are also open,” Putman said. “Don’t put off a preventative treatment, if possible, in order to prevent a

more serious condition down the road, for both your dental and medical and behavioral health care.”

Rinehart Clinic is following the same protocols as the health department. They are seeing patients in clinics safely and continue to screen patients and staff.

Commissioners approve grant agreements for TLT funds Hilary Dorsey Staff Writer The Tillamook County Board of Commissioners approved five signed grant agreements for the Transient Lodging Tax (TLT) Community Grants during a board meeting Wednesday, July 22.

In November 2013, Tillamook County voters approved a county-wide TLT, which requires that

70 percent of the tax be used for tourism promotion and tourism-related facilities. With input from the Tillamook County Tourism Advisory Committee (TAC), these organizations have been funded for these projects: NCRD Performing Arts Center ADA Restrooms and Lobby project, the Port of Garibaldi for the Garibaldi Lumber Pier to Public Dock Conversion Project, the Tillamook Estuaries Partnership,

“On June 24, you first heard these grants presented by Nan Devlin, the executive director of Tillamook County Visitors Association,” Tillamook County Executive Assistant Melissa Egan said. “She led the TAC through this grant reviewing process and they made these recommendations to you.”

18 grants were awarded from the June 24 meeting.

On June 22, the five signed agreements were presented to the commissioners for consideration.

NCRD received $75,000, which will be used exclusively for the project.

The organization has been working on remodels for the Performing Arts Center for a few years.

“I’m excited about this project,” Commissioner Mary Faith Bell said. “I

go to the Performing Arts Center for events and they have done a beautiful job of restoration there in the last 5-7 years and this will continue that project.”

Commissioner David Yamamoto said the TAC took the entire stack of applications, went through them with a fine-toothed comb and made recommendations to the commissioners. This is the fourth round of funds they have given out. In the past, pre-COVID-19, grant recipients have been able to participate in the presentation.

“You can see where and how this money is spent,” Yamamoto said. “I think it’s a great thing.”

The Port of Garibaldi received $22,000 for the Garibaldi Lumber Pier to Public Dock Conversion Project.

“They’re spending it on things like fencing, picnic tables, educational signs,

The total cost of the project is $446,000.

“This [project] is going to support not only the county, but the youth of our county, which I feel is extremely important,” Yamamoto said.

South Tillamook County Emergency Volunteer Corps received $10,000, which will be used for general operating support.

Yamamoto said emergency preparedness is extremely important. When visitors come to the county, they need to understand the risks and should bring extra food and anything they can to be prepared for an emergency.

The Tillamook Estuaries Partnership will be contracting with an architecture firm. TLT funds have also supported this in previous phases.

Ultimook received $75,000 from Tillamook County the Commercial Kitchen and Recreation Events Center on the Hydrangea Ranch project.

“Ultimook is a nonprofit that hosts cross country events of all kinds for young runners,” Egan said.

Brown made several changes to rules and guidelines that became effective July 24. One of the changes expanded the face covering requirement to include younger children.

Those ages five and older will be required to wear face coverings in indoor public spaces and outdoors when six feet of distance cannot be maintained.

“If your child is five or older, you will need to help them wear a face covering to protect themselves and others,” Brown said.

“We will keep in place the existing recommendation – not a requirement – for face coverings for children between the ages of two and five.”

Brown said this requirement would be consistent with the guidance for schools.

As we continue to learn the transmission of the disease is reduced by face masks, face coverings will be required even in cases of physical exertion indoors.

Brown also made changes to restaurants and bars, as well as limiting the number of people for indoor gatherings to 100 people. The outdoor venue cap of 250 people will be maintained at this time.

“In Phase Two counties, restaurants and bars are currently able to serve food and alcohol until midnight,” Brown said.

“Starting this Friday, service will end at 10 p.m. statewide.”

Brown said the three W’s – Wear a face covering, Watch your social distance, Wash your hands – are so important. Oregonians’ choices determine the future of Oregon.

“We are truly all in this together,” Brown said.

Oregon Health Authority State Medical Officer Dean Sidelinger said hospitalizations continue to rise but not as fast as infections, because younger in good health are contracting COVID-19.

Today, hospitals have an accurate number of intensive care units.

“We’ve avoided the grim experiences of our neighbors in New York, Miami and Houston,” Sidelinger said. “In those places, hospitals have been swamped with COVID-19 admissions and doctors have been overwhelmed.”

Oregon’s sporadic cases are increasing, Sidelinger said. Many of these cases cannot be traced to a known source and are community-spread.

“Last week, case investigators were only able to initiate timely contact with 93 percent of new cases within 24 hours,” Sidelinger said. “That is below our goal of 95 percent, but still represents a tremendous amount of effort.”

The steps Brown announced are designed to slow community spread.

Beginning July 24, the following new requirements will apply: Face Coverings • Face coverings will be required for all Oregonians ages five and up in indoor public spaces and outdoors when six feet of distance cannot be maintained.

• Face coverings will be required even in cases of physical exertion indoors, and outdoors when six feet of distance cannot be maintained.

Businesses • The maximum indoor capacity limit is capped at 100 for all venues in Phase II counties and for restaurants and bars in Phase I or II counties.

• Restaurants and bars will be required to stop serving customers at 10 p.m. statewide.

At the work sessions, Weber said the OSAA Executive Board decided to delay the first contest date for cross country, volleyball and soccer until Wednesday, September 23 (previously August 27).

The original first Fall practice date of August 17 remains in place at this time.

New guidance from the state requiring face coverings even when exercising indoors will require further consideration regarding guidance for indoor activities, Weber said.

“These dates allow for local school control regarding Fall practice schedules while enabling them to focus on their primary objective of reopening to students,” Weber said.

“Decisions schools are making regarding their instructional models – on-site, hybrid or distance learning – are still being discussed locally. The dates referenced above, and an individual school’s ability to participate, may be impacted by their instructional model, along with any new health metrics set forth by the Governor’s Office and OHA.” Additional guidance for Fall contest protocols, including multi- team events, spectator policies, and regional scheduling considerations, will be forthcoming, according to OSAA. Additionally, the Board stated that there is potential that contest limitations, playoff structures and championship events will need to be altered.

And according to the Oregon School Activities Association (OSAA), the answers are not so simple.

The OSAA Executive Board met in a closed work session July 2022 to discuss the latest updates on the Coronavirus pandemic as it relates to OSAA member schools and the upcoming school year. The Board had lengthy discussions about several topics related to school reopening and school sports and activities.

OSAA Executive Director Peter Weber released an official statement follow the meetings and stated the Board remains committed to providing school sports and activities opportunities for students this Fall, provided it’s safe to do so and within parameters set by the Oregon Governor’s Office, Oregon Health Authority (OHA) and the Oregon Department of Education (ODE).

“During the past few weeks and months we’ve received countless emails advocating for the safe return of school sports and activities,” Weber said.

“Just as schools will not look the same in the Fall of 2020, it’s clear that school sports and activities will not either. It’s important to remember that any participation that can be

“These changes may ultimately force schools into choosing which programs they will offer and students into choosing between activities, but the Board believes that a potentially difficult choice is better than no choice.”

Additionally, cheerleading and dance/drill are considered full contact activities per the Governor’s and OHA guidelines and are currently prohibited.

No definitive date has been established by the state for a review of this prohibition.

The OSAA staff is seeking clarification from the state as to how possible modifications to these activities could allow them

to take place and are also working to develop best practices for rehearsals and considerations for competitive seasons that would include modifications to choreography, stunting/lifting, etc.

Music and Speech & Debate Contingency Groups will begin meeting in late July/early August focusing on competition elements and considerations for the coming year.

Band, Orchestra and Choir resources, including guidance for ways to return to inperson instruction safely, can be found on the OSAA COVID-19 page.

The Board adopted two new recommendations from the OSAA Sports Medicine Advisory Committee (SMAC). Both recommendations surround student safety and the deconditioning of students during the pandemic.

The first change prohibits multiple practice sessions on the same day for the 2020/21 school year.

“The OSAA Staff has received several inquiries about students wanting to take a year off school and then returning in the Fall of 2021,” Weber said. “The OSAA Executive Board continues to support current OSAA policy allowing students eight consecutive semesters to participate with no additional eligibility being granted.”

The OSAA Executive Board will meet again the week of August 3 as they and the staff anticipate additional information regarding reopening plans by schools and further school sports and activity guidance from the state.

The second change mandates a minimum of nine practice days for any student participating in a Fall sport or activity.

“This unifies Fall sports and activities and provides students time to acclimatize before participation versus another school,” Weber said. “As Winter and Spring seasons approach, the Board will consult with the SMAC to determine if this same mandate is necessary.”

In alignment with Oregon Department of Education’s Safeguarding Student Opportunity Clause, the OSAA is amending the academic waiver process for the 2020/21 school year. Schools will be able to use transcripted grades from the grading period prior to the COVID-19 showdown to determine eligibility for students that are academically ineligible based on incompletes from the final grading period of 2019/20.

Interestingly, two-thirds of the graduates had taken dual credit courses while in high school, prior to enrolling as an undergraduate. Since all of the college credits earned in dual credit courses while in high school are free, it is a great incentive for those then going on for a college degree. We even had one student this year graduate from Neah-Kah-Nie High School and TBCC at the same time! That has happened only one other time at TBCC. Finally, the average age of our graduates this year is 26, with the oldest graduate being 63!

It is never too late to learn and succeed in college.

We do plan to have a regular graduation ceremony as soon as it is safe to do so and allowed by the state.

We hope that is before the 2021 graduation ceremony next June, but we will have to wait and see. We will try to stay in contact with all the 2020 graduates over the coming months and greatly look forward to publicly conferring their degrees upon them, even if it is the second time for many of them! Congratulations TBCC Class of 2020. You are special.

letters to the editor Response to mayor of Manzanita I am writing about the mayor’s criticism of Randy Kugler. I want to address the issue concerning payment of the City Manager from the Water Bureau funds. Randy was City Manager in Manzanita for 8 years and is familiar with the amount of time spent handling duties and recognized that 50% was out of line. The percentage paid to the City Managers of cities of comparable size to Manzanita is about is about 15% for oversight of the Water Bureau yet our City Manager and Assistant City Manager each receive 50%, in effect 100% of one employee’s salary.

Most people who are familiar with this issue, know that Jerry Taylor was paid about 25 percent to

oversee the Water Bureau until the new Water Treatment Plant was under construction about 15 years ago. Because he was overseeing construction, his pay from the Water fund was bumped up to 50%. When the construction was finished, the percentage should have dropped down, but every year since, the 50% is still used. In many small cities in Oregon, the City Manager is also responsible to watch over public works, yet Manzanita has a full time director to take care of the Water Bureau, and for questions about water bills, we have a clerk. Why would the City Managers be paid at 50 percent to oversee the Water Bureau.

The mayor’s press release and letter say that Randy Kugler threatened to sue the City of Manzanita over this.

In truth, some citizen’s of Manzanita approached Randy with questions about a lawsuit. Randy told the city that they could be open to a lawsuit, but there was time before the 2019/2020 budget was ratified to drop those percentages down to a reasonable amount. Instead, the Mayor said he was forced to spend a year reviewing the matter and since that percentage had been used for “20 years” it validated that it was appropriate.

Why not just ask the Managers to keep time cards as the Public Works employees do and act accordingly?

That would validate it.

The press release mentions that outside auditors, Accuity,LLC were asked to “thoroughly review the situation. They found no issues or concerns.” That sounds very good, BUT auditors come in once

Even with all of the challenges that this spring term brought to the college and our students, we had 56 graduates earn a certificate or degree, and 17 of these were truck driving students that earned a non-credit training certificate. All but one of the truck driving graduates passed their licensing exam, and most have already secured employment driving a truck.

The other 39 undergraduates actually earned a total of 89 degrees and certificates. Almost three quarters of these graduates earned a transfer degree with just over a quarter earning a career-technical certificate or degree.

The City’s consultant said that the maximum that could be justified was 30 percent for each. The City could not provide a single example of personnel management activities during the past two years that the consultant’s model used to justify those 30% allocations.

s promised in my article last month, I want to share with you details of our graduating class of 2020! We are very proud of our graduates every year, but as I have told many of this year’s graduates, this class will have quite a distinguishing characteristic of being termed the “Pandemic Class.” I hope they will be the only one to ever have that unique name. We unfortunately had to cancel our traditional commencement ceremony. However, I was able to visit almost half of our 2020 graduates at their homes last month and celebrate their special achievement. It was a special experience for me, and the graduates seemed to appreciate and enjoy it as well. In our normal graduation ceremonies, we have each graduate write a personal note about what they plan to do after graduation, which is read out loud as they cross the stage. This is a special part of graduation that is unique to TBCC. The experience of visiting graduates at their home was even more special in many ways since I was able to learn even more about each

elcome to the back-toschool issue of the “Tales from the Library” column! We know there are a lot of uncertainties out there about how or where or when school will be held. We just want to remind you that no matter what happens, the library can fit into your plans.

Before we start into school plans, let’s talk about summer.

Libraries are famous for helping kids avoid the “reading slump” that summer brings. It is scientifically proven that children who do not read during vacation often slip back several levels in their reading ability when they come back to school in the fall. It is vitally important to keep younger kids involved in literature, especially

now when school has been so “different”.

So, this is a message for the parents or caregivers of these children. You cannot leave it up to the kids to use curbside pickup at the library! It is an adult’s very important role to make sure there are always stacks of books available for their young readers. Don’t know what books to request? No problem! That is what Librarians do best! If you need books pulled and reserved for your readers at home, just give us a call and we will be glad to assemble an awesome collection.

If you have not signed up for Summer Reading Program, there is still time. All you must do to participate is go to https:// tillabook.beanstack.org and register. And remember, the Summer Reading Program is for all ages—kids, teens, and adults.

unique prizes. Don’t have the internet at home to sign up? No problem! Just call the library at 503-842-4792 to have a Librarian log your reading progress for you. And here is a little extra enticement…Ms Melanie is busy preparing some amazing final prizes to hand out at the end of summer! OK, back to fitting the library into your back-to-school plans!

No matter if you are studying online or in-person, the library is a super-valuable resource. We have a state-of-the-art collection that is growing every day. If lesson plans call for materials on forest animals, for instance, just give Ms Melanie a call at the library and she will get you a great selection. Same goes for any subject…books about dinosaurs, or tide pools, or even great artists of the Renaissance era…we have you covered! In fact, we dare you to try to stump us on just about any topic.

What about people who do not want to come to the library, or those who cannot get to one of our locations for whatever reason? We have a couple of solutions for that, too. First, we have so much to offer on our website.

on Kids>Resources for Homeschooling. There you will find an endless supply of materials to keep your kids happy, reading and inspired for months.

Another option, if you run a preschool, a daycare, a homeschool, or even if you are a teacher in a classroom, the Tillamook County Library Bookmobile may be able to offer a contactless drop-off service. Ms Melanie or Jessica can pack up a nice selection of whatever books you are after. We will even come by and pick them up when you are done with them…and bring you more!

Mayor Mike Scott on the state of the pandemic in Manzanita A

s your mayor and on behalf of the city council, I want to express my thanks and appreciation to everyone in the community who has done their part in big ways and small to help us deal with this truly unprecedented situation.

Nearly four months into the COVID-19 pandemic, we want to review with the community where we are and what the city has planned in the days ahead.

First, a look back at the last several months.

Gov. Kate Brown put Oregon under a stay at home order effective Monday, March 23. That weekend the weather was beautiful, and we were overwhelmed with visitors who were ignoring the governor’s order.

By 9:30 a.m. Sunday, March 22, we declared a State of Emergency. All city employees reported to work and boarded up and closed all city facilities and we asked visitors to return to their homes. The Tillamook County Board of Commissioners were informed as to what we were doing.

The commissioners followed suit with a countywide lockdown that afternoon.

For the next 70 days we operated under a State of Emergency with most businesses closed, including motels and short-term

rentals.

We ended the first State of Emergency on May 29 and reopened motels and shortterm rentals at 50 percent capacity. We are now back to 100 percent capacity.

With the reoccurrence of the virus and with cases continuing to increase, we initiated our second State of Emergency and led the way with a mandatory mask order on June 24. This was soon followed by a statewide mask order.

Manzanita’s response As the public health emergency continues, we are holding weekly leadership conferences with department heads and city councilors. These 10 a.m. Friday calls are conducted via Zoom and members of the public are welcome and encouraged to join us. Simple easy to follow instructions are provided on the city’s website under the COVID-19 tab.

Additionally, in order to keep our community connected and up to date about the pandemic and our response, we have produced more than 60 community videos that are posted at the city’s website under the tab “Mayor’s Videos.”

Members of the city council have been fully involved in our response and our planning for the future. They each have been assigned an area of responsibly during this pandemic.

• Council President Linda Kozlowski has taken the lead on emergency response due to her long involvement with the Emergency Volunteer Corps of Nehalem Bay. • City Councilor Steve Nuttall has the leadership for our short-term rental workgroup and the short-term rental and transient lodging community.

• City Councilor Thomas Aschenbrener has the lead on issues related to food security and charitable donations.

• City Councilor Hans Tonjes is providing leadership to coordinate between the city and our business community.

The future It is all too obvious that the future is far from clear. The long-term effects for our community are uncertain. Many of the questions all of us are asking to remain impossible to answer.

Will food supplies become scarce, will schools be able to open, will we enter an even worse economic downturn, will the virus mutate into something even more serious, when will a vaccine or other treatment be available?

We have to expect the COVID-19 situation to get worse this fall before it gets better. We may well have to dig in through the end of this year to protect our neighbors

and ourselves as we wait for a vaccine.

Still, there are a number of things we can do.

• We will continue to stay engaged with community and state leaders and keep everyone informed.

• We will soon announce the establishment and membership of a Manzanita public health and safety advisory committee comprised of local citizens with knowledge and experience in public health, health care, public safety and public communications. We will ask this committee to provide the city and the community with the latest and most accurate scientific information.

• We will stay calm and continue to support each other, our local merchants and non-profit community in every way we can.

• And we will continue to stay safe by following three basic rules: wear a mask, maintain social distance, and wash our hands frequently.

Though there may be more dark days ahead, we will continue to stand together.

We will get through this pandemic. This will end because we are a resilient and caring community, and we will come out of this as a better community.

How do you define corruption?

In the City of Garibaldi there have been ongoing issues with city corruption, misuse of funds, illegal financing of System Development Charges (SDC’s) as outlined in an article by Council member Tim Hall, in the Headlight Herald “Letters to the Editor” section on July 1, 2020. The fee structure for the SDC’s is defined in Resolution 2015-06, Section 3, which indicates the interest rates to be charged for all SDC’s depending on the term of the proposed loan. In all cases, the interest rates are

The tuna fishing season in Oregon begins in July and generally lasts well into October, and Pete Parks

I spoke with Narayan Lincoln about a recent walk she took with

a group from Cape Meares. Narayan, Beverly Stein, Wendy Burroughs, Wendy CAPE MEARES ELLEN STEEN Kunkel, and Kathy Burke 503-842-8608 gathered

based upon a certain percentage over the PRIME RATE at the time. You don’t have to take my word for this. You can verify this as truth by going to the City of Garibaldi official website www.ci.garibaldi. or.us. Under the tab, “Government”, slide over to the city council list and click on Resolutions. The city’s resolutions are listed there per year.

Carl Kopacek, a retired certified public accountant and resident of Garibaldi, has brought before the City Council on numerous occasions, the fact that Paul Daniels was given an SDC agreement that disregards the terms of Section 3 of Resolution 2015-06.

Essentially, Mr. Daniels was given a straight 2 percent financing agreement (a loan from the city) for SDC’s over a 30-year duration. This results in an underpayment to the city of over $140,000 in interest.

The city is providing Mr. Daniels a loan at a rate that no bank would provide at an unreasonable duration.

You are paying taxes into the system, and the city is using that money to fund Mr. Daniels’ loan. The City Council has thus far refused to acknowledge this error and has taken no action to correct it.

On July 20, 2020, Mayor Judy Riggs, sent Carl Kopacek an email indicating Paul Daniels wanted to meet with him regarding his concerns about this SDC issue and

gave him Daniels’ email address. Carl contacted Mr. Daniels, but emphatically refused to meet with him in private despite Mr. Daniels’ insistence. Most disturbingly during their exchanges, Mr. Daniels stated, “I’m willing to meet with you and work on a deal, you have an agenda and I have an agenda let’s find out what that is and if there is any compatibility then we could make it an agenda item for the city council.” If anyone doubts this exchange to be true, you can contact me. I have copies of all the emails.

I have two concerns here. Firstly, the mayor is acknowledging there is an SDC issue to be addressed by attempting a facilitation between the two parties, however, instead of providing leadership and taking an official stand on the issue, she is handing it over to the one person who is in conflict of interest. Secondly, Mr. Daniels approach to Mr. Kopacek sounds very much like bribery, a payoff to be negotiated. In which case, the mayor is complicit.

The community came together in an act of solidarity with a showing of approximately 15 vehicles, several pedestrians, and cyclists with music and bubbles among smiling faces. We thank all who contributed with the beautiful old cars, patriotic decorations, and, of course, the gorilla. We also want to thank those who greeted us from their porches, driveways, and lawn chairs, cheering and clapping. A special shout out to those that spread the word. It was a joy to do; and we were pleased when participants and spectators alike expressed their gratitude to have the opportunity to celebrate the city’s 60th anniversary of the event.

And you are doing your part to prevent our stores, our economy, from having to close down – again. I may look healthy in the store, but as an atrisk over 60 year old (OK, over 70…) with three lung conditions and a compromised immune system, I thank you for watching out by wearing a mask.

I attended St. John the Baptist Catholic School, then attended St. Mary’s Academy and was a graduate in the class if 1971. I moved away from home at 18, and attended Portland State University for a few

It was really tough trying to work and go to college, so I thought beauty school would be quicker. I met my husband when I was in high school, 1970, and we dated for six years before we married. Life hasn’t always been easy, but I have truly been blessed. It has been

and birthdays keep right on tract. I believe this year; Steve and Anne Savage celebrated their 52nd anniversary. Of course, Pansy and Jerry Raatz celebrated their 65th anniversary this month. Congrats to both couples. All of you have figured out the secret of staying together. Not everybody does. Then, there are lots of July birthdays.

Barbara Ann Kidd Nelson Holdridge

arbara Ann Holdridge, age 88, of Vancouver, Washington passed away on July 19, 2020 of natural causes. Her husband and several friends were at her side when she passed peacefully.

Barbara was born in Burns, Oregon on 12/18/1931 to James and Venice Kidd. The family moved to Portland, OR in the early 1930’s and then to Tillamook, OR by 1940.

Barbara graduated from Tillamook High School where she was a cheerleader and was involved in several drama productions.

In May 1948 she married Robert K. Nelson and they had two sons David and Richard. In 1962 the family moved to Scappoose, OR. Barbara was employed by the bank in Scappoose and was at work during a robbery in the 1960’s. She later worked for the county Community Action orga-

Barbara loved to play golf, travel, do puzzles and was one of the stars for several drama productions at Touchmark. She was a member of Church of the Good Shepherd in Vancouver. She and Bob traveled to China, Scotland, Norway, The Baltics and Switzerland as well as many road trips around the USA. She was preceded in death by her first husband Bob Nelson, her son David and her sisters Sue and Pat. She is survived by her husband Bob, her son Rick, step daughters Mary Burket and Ellen Sappington and many grand and great grandchildren.

Barbara had arranged for her ashes to be scattered at sea off Depot Bay. Due to the current pandemic there will be no formal services. orders because they are not able to rearrange the tables because of Covid-19 restrictions. Inside seating is limited to five people or less at a table. In spite of the pandemic, this is still a wonderful place to eat and they are still famous for their oysters, my favorite food item.

The Landing is open.

Although the restaurant is closed, you can still get the full menu in the bar. They are open Monday through Friday from 10 AM to 10 PM, and Saturday and Sunday from 9 AM to 10 PM. Upon arriving you must check in at the bar if you want to play the lottery machines or be seated at a table. The Landing is a favorite among locals, and they are known for their “Bay Burgers” and “Logger” breakfast.

etty passed away on July 20, 2020, at Brookdale Assisted Living in McMinnville, Oregon.

She was born in Thurston County, WA on March 10, 1925, to Leona and Everett Holmes. She was raised and attended school in Olympia, WA. She married Keith French and moved to Garibaldi, OR, in 1953 where they lived until 1973, when they moved to Tillamook. She worked in the Garibaldi Elementary school, then the Garibaldi Pharmacy for several years. She then retired from the Tillamook County Assessor’s Office after 14 years.

The Oregon Bankers Association (OBA) is encouraging consumers to empty out their piggy banks to help small businesses facing coin shortages resulting from pandemic-related shutdowns.

When retail establishments closed due to COVID-19 restrictions, the rate of coin recirculation slowed significantly. Consumers migrated to online shopping and the use of debit and credit cards to avoid physical contact associated with using cash. Coins that would have been returned in change were no longer being circulated back into the system.

Recirculated coin represents more than 80 percent of the total supply. The rest of the supply is met by new coin production.

Stephen M. Bailey

illamook native Steve Bailey passed away July 8 as a result of brain cancer. Steve was born April 15, 1948 to Millard and Frances Bailey and grew up on the family dairy farm on the Kilchis River. He graduated from Tillamook High School in 1966 and attended Oregon State University where he earned his Bachelor degree in accounting in 1970. He married his high school sweetheart, Marian Weber, in 1967. They were married 52 years.

After graduating he worked at Touche Ross & Company as a CPA for six years before moving on to corporate finance, where he worked for Lamb-Weston, AMFAC and FLIR Systems. Bailey earned a reputation in the corporate finance community for helping pull companies through

challenging financial crisis and turning them around.

While at AMFAC, he became the youngest person at the time to earn the title of Senior Vice President of Finance, at the age of 38. Bailey was the Chief Financial Officer and Senior Vice President of Finance at FLIR Systems from 2000-2010, when he retired.

In 2003 Steve returned to farming in a different capacity when he and Marian purchased vineyard property on Chehalem Mountain. For the next 14 years they grew pinot noir, pinot gris and chardonnay grapes, selling the fruit to local top brand wineries in the Willamette Valley.

They also had their own private label, Bailey Estate Vineyards, wine enjoyed by many friends and colleagues.

Steve was also very invested in Oregon State.

Besides being a long time season ticket holder for football and basketball, he served as a trustee for the OSU Foundation.

He was also on Deans Advisory Board for the School of Business where he received the Distinguished Business Professional award in 2008 and was inducted into the School of Business Hall of Fame in 2015. He also

served on the Our Beaver Nation Athletic Board and the Athletic Directors Advisory Council. He and Marian were awarded the Martin Chaves Lifetime Achievement Award from the OSU Athletic Department in 2017.

For all his success in his business career, Steve’s greatest pride and achievement was his family.

Surrounded by his children and grandchildren was his greatest comfort, whether it was family spaghetti dinners, family vacations or putting in a swimming pool , after retirement, for his grandkids.

In addition to Marian, he is survived by his daughters, Stephanie Gribble (Mark) and Tracie Hankel (Bob) and five grandchildren, Lexi, Amanda and Nick Gribble, and Jackson and Maya Hankel. He is also survived by his sisters, Sue Ann Hanks, Sharon Williams (Bob) and Sherry Floyd, brothers-in-law, sisters-in-law and numerous nieces and nephews.

If desired, donations can be made in Steve’s name to the Society of Neuro-Oncology to further research on Glioblastoma Multiforme brain tumors.

A celebration of life will be held when circumstances permit.

City council approves ‘Safe Routes to School” project, minus the four-way stop Chelsea Yarnell Guest Contributor A four-way stop at the intersection of 12th Street and Miller Avenue was shot down by the Tillamook City Council.

Tillamook City Engineer Liane Welch presented adjustments to the “Safe Routes to School” project on Miller Avenue

and 12th Street to the Tillamook City Council on July 20.

The project is a $165,000 grant to the City of Tillamook to implement several safety improvements including radar signs, speed bumps, additional street lighting, and a sidewalk near Tillamook High School.

May 22, 1930 - July 16, 2020

aymond Crawford passed on to heaven on July 16, 2020, at the age of 90. Ray was born on May 22, 1930, to Leslie Brayn Crawford and Grace Edwards Crawford in Bazile Mills, Nebraska, the youngest of six children.

During high school Ray met the love of his life Margaret Buchler, after seeing her riding a bike on South Prairie Road while he worked on the Zweifel and Buchler farms. Later they married and together brought seven children into the world, making South Prairie their home. Raymond had various jobs in his lifetime ranging from milking cows, making cheese at the Tillamook Cheese Factory, Mill Worker at Publisher’s Paper Company, and Supervisor for Smurfit Corporation.

After Smurfit dissolved Ray created a new career for himself as a licensed construction contractor/builder until his retirement. Over the course of his life Ray built the family home and three other homes on South Prairie Road along with helping loved ones build

and repair their homes.

Ray was a “jack of all trades” who could fix anything on a shoestring budget and spent hours tinkering around with lawnmowers. Ray loved to refurbish discarded lawn mowers and get them running again. He was a hard worker, practical, and a creative thinker. He tried to make something out of whatever he had.

Ray was a United States Veteran serving in 19481949 and 1952-1954, on the USS Talladega, as Navy Cook and Commissaryman 3rd Class Petty Officer during the Korean War. At home, Ray used his cooking skills from the Navy to make homemade blackberry jam, fudge, bread, and his famous Navy style “sh** on a shingle”.

He was a history buff who loved to watch war movies and westerns with a bowl of popcorn.

Ray is survived by his seven children Deborah (Richard Smith) Crawford, Suzanna (Art) Mack, Monica (Jon) Pyle, Michael Crawford, Gretchen (Nicholas) Warila, Judith Hoffart, and Nancy (Rick) Bernard. He also is survived by 16 grandchildren and 14 great grandchildren.

His grandchildren will remember Ray reading stories to them, playing cards and board games with them, and initiating riding lawn mower races for them. At one time he had up to 10 riding lawn mowers ready for his grandchildren to race! …and they did!

Ray was a ‘real’ dad who taught his children how to work hard for what you want in life, swim, shoot a gun, hunt, ride bicycles and motorcycles, and how to find treasures in unlikely places. Ray loved to hunt deer and elk with his son, Michael Crawford.

Together the two supplied the family with venison for many years. Ray shared his skill of treasure hunting with his children and the treasures he discovered while “hunting” through the rubble at the city dump.

Up until Ray was 70 years old, he and his dog Stormy made several trips to North Dakota to pheasant hunt with his nephew, Bob Crawford, stopping to visit family in Idaho. He also traveled several times to Hawaii to visit family there and once to Scotland to search his genealogy. Later he discovered his ancestors were from Ireland, not Scotland.

His children will remember Ray’s great listening ear, unconditional love, sense of humor, integrity, sensitivity, strong sense of work ethic, and quiet wisdom. No matter how far his children strayed, their Daddy always welcomed them home...…they couldn’t have had any better.

Ray’s ashes will be buried beside Margaret’s remains in the Sacred Heart Catholic Cemetery in Tillamook. His family will honor Ray with an intimate graveside gathering in lieu of a public funeral at Ray’s request.

Street, extend the 12th Street sidewalk around the corner onto Miller Avenue, relocate the northern crosswalk on Miller Avenue slightly south, and install a four-way stop at the intersection of Miller.

“One thing we hope to achieve with the four-way stop is that parents who

are dropping their kids off at [Tillamook Early Learning Center] can get back out on to the road,” Welch said.

However, the four-way stop idea did not appeal to the City Council.

Tillamook Bay Community College ranked Golf Gab #10 Best Community College in the US. Mens Club tees off for Club Championship Tillamook Bay Community College (TBCC) has been ranked #10 for Best Community Colleges in the United States for 2020.

The announcement came from SmartAsset, a financial technology firm who has conducted the study for the past seven years. The study ranked 821 of the 1050 community colleges in the U.S. by analyzing student-tofaculty ratio, graduation and transfer rate, and cost of tuition and fees. The data was compiled from the Integrated Postsecondary Education Data System (IPEDS), which is managed by the National Center for Educational Statistics where colleges report their data annually. A link to the report is available at the college website.

“This is exciting for us at TBCC.

Our staff is dedicated to working very hard to help students be successful in obtaining their educational goals which can be life changing,” said TBCC President Ross Tomlin. “We love serving Tillamook County.”

TBCC offers over 35 degrees and certificates as well as non-credit training certificates in truck driver training and phlebotomy. The college was established in 1981 and will celebrate its 40th anniversary next year.

“Our goal is to continue to build educational programs that will meet the needs of students and employers in our community,” Tomlin said.

“That is what community colleges do. A student should be able to enroll at TBCC and earn the undergraduate credits they need to transfer to a

university or gain the hands-on skills to immediately enter the workforce for jobs that are available right here in our community.”

Tomlin added, “Though we work hard at the College, the credit really goes to the community. They are the ones who are committed to making sure students have access to higher education in Tillamook County.”

TBCC has an open admissions policy which means anyone may enroll at the college. The college welcomes students from all backgrounds who wish to obtain a quality education, and are committed to student success.

Portland political elites overrule local union endorsement Fewer than twenty-four hours after the Astoriabased North Coast Labor Federation (NCLF) endorsed Suzanne Weber’s campaign for the Oregon Legislature, Portland political leaders from the Oregon AFL-CIO overruled their local members and demanded that the local union endorsement be withdrawn.

Despite serving as Secretary-Treasurer of the local organization, Debbie Boothe-Schmidt

had declined to attend the interview process where the NCLF endorsed Weber unanimously.

“This really is outrageous,” remarked Weber.

“It’s yet another example of the Portland political elites shoving their will down the throats of the local members who pay their salaries.

These are the people who want to defund our police departments, shut down our forests and do whatever extremist politicians tell them.

The supposed ‘leaders’ in Portland might choose to ignore the will of union members in rural Northwest Oregon, but I never will.

We need a State Representative chosen by the people who live and work here, not someone like Debbie Boothe-Schmidt who will only rubber-stamp anything and everything the Portland political elites tell her to.”

The state AFL-CIO endorsed Boothe-Schmidt without consultation with

their local chapter. Local members indicated this a direct violation of the state AFL-CIO bylaws that require consideration of the local chapter recommendation before making an endorsement.

Suzanne Weber has brought together a diverse coalition, including local elected and community leaders, union members, Democrats, Republicans, and independent-minded locals.

After months of uncertainty and being cooped up indoors, we know people are ready to get outside and moving. With social distancing as important as ever, the Explore Your Outdoors bingo adventure provides a healthful way for families to get active outdoors and gain a new perspective.
