Chamber Award winners announced at annual banquet

The Tillamook Chamber of Commerce held its Annual Awards Banquet Saturday at the Tillamook County Fairgrounds to a sold out house. Tillamook Education Foundation giving over $50K in grants and scholarships

The Tillamook Education Foundation has been supporting local students for more than 15 years through grants to improve their experience in the district and scholarships to support their continuing education.

This year, the foundation awarded $37,950 in scholarship funds to students pursuing postsecondary education and another $15,000 in grants to teachers across the district.

“We want our kids to find their interest and we want to support them in that,” said Jennifer Guarcello, the foundation’s director. “Foster their excitement and then help them grow from there.”

The scholarships that the foundation offers come from a variety of donors across the community.

Community donations to the foundation are funding scholarships for 22 Tillamook students to pursue post-secondary this year.

Guarcello was quick to note that the scholarships were available for students pursuing a wide range of programs, not just traditional fouryear degrees.

“We’re looking at supporting kids in two-year programs, trade schools and four-year universities,” Guarcello said.

Of particular note is the George and Martha Mabon Scholarship, which is specifically intended for first-generation college students.

In addition to offering generous financial support, the scholarship pairs students with a Tillamook teacher who helps in the scholarship application process and offers support throughout the college experience.

Allison Wilkes is a senior at Pacific University and has received

the Mabon Scholarship each year of her college career.

Wilkes will be attending optometry school at Pacific University in the fall and said that the scholarship was a big confidence boost heading into college.

“It’s been super helpful because it kind of made me believe in myself more after I got in and feel really supported,” Wilkes said.

She said that the financial support had allowed her to focus more of her time on studying, instead of worrying about working to support herself.

She also said that the mentorship provided by Elizabeth Shelley, the teacher with whom she paired to apply for the scholarship, had been invaluable and the two had formed a close relationship.

“We text all the time, we still text to this day,” Wilkes said.

The foundation awards a long list of scholarships in addition to the Mabon, including the Tom Fink Scholarship for students attending Portland state, the Pastega Scholarships given to five students annually, the Harold Schild Memorial Scholarship devoted to agriculture studies, the Howard Wagner Scholarship for trade school students and five scholarships in honor of former teachers.

The other thrust of the foundation’s work is supporting local teachers with grants to supplement their classroom budget.

Jenny McDaniel, a kindergarten teacher at Liberty Elementary School, has taken advantage of the program to enhance her students’ classroom experience three times.

She has used grant funds to create math bags for her kids to help streamline her classroom’s workflow, buy supplies for her writing workshop and buy toys to help with STEM education.

“I feel like it’s a great way to go above and beyond for our kids and our classrooms and be able to ask for those bigger things on our wish list,” McDaniel said.

She was particularly excited about the LEGO wall, codable ro-

bot and handheld microscopes that she bought with grant funds while completing a research project for a graduate school class.

“I saw so much more unprompted problem solving and teamwork than before and it was really wonderful,” McDaniel said.

“The grant allowed me to pursue something really special for my students and myself and I am so appreciative.”

John Begin, who teaches auto shop at Tillamook High School, is another frequent recipient of funding from the foundation.

Begin has used annual grants to help finance part of his students building of two drag racing cars in the last five years.

The grants from the foundation along with generous contributions from the community have allowed him to give his students valuable, hands-on experiences.

“Actually getting out and seeing how these things perform, that’s really what our program in general is all about,” Begin said. He said that over the past five years he has applied for and received between $500 and $1,000 annually to help purchase safety equipment for the cars.

County approves

Grants from the foundation have also been used for classroom libraries, art supplies, bilingual books for libraries, alternative seating options for kids and to purchase new carpets.

Money for these grants, as for the scholarships, comes from community support around Tillamook.

The foundation hosts an annual fundraiser, the Legacy Dinner, which raises around $15,000, while the rest of the funding comes from direct donations.

This year’s Legacy Dinner is scheduled for April 22, and will be hosted by Werner Beef and Brew, who has hosted the event for the past two years, donating food and drinks.

Guarcello said that support for the foundation has grown steadily since its inception in 2007 and that it has paid dividends for students in the district.

“It makes our classroom environment better,” Guarcello said. “That’s what we’re about, making it a better experience.”

for Homeless Response System

The Tillamook County Board of Commissioners approved a $125,000 contract to begin work on a coordinated homeless services response system as part of a state pilot program. The contract with X4 Health is the first step in a five-year project to create a system that will better connect homeless citizens with services across the county.

Funding to start the program was allocated by state legislators in House Bill 4123 last year. The bill selected eight counties from across the state to receive $1 million in funding over two years to set up offices to coordinate homeless services in their counties.

Commissioner Erin Skaar said that Tillamook had worked with X4 Health in 2021 on soliciting public feedback on the homelessness crisis in the county. That outreach identified a coordinated response system as the county’s top need.

A public commenter had expressed concern about the contract being awarded to a company outside the county when she felt entities inside the county could best handle the task.

Skaar explained that the county was required by law to develop a five-year strategic plan for creating the new office. She said that the county does not have the staff to do this and had gone through a public bidding process, to which X4 was the only applicant. In addition to the work

with X4, this year will also see two advisory committees begin meeting to work on plans for the new office. One will comprise representatives from each of the seven cities in the county, while the other will have representatives from community organizations like CARE and Tides of Change.

Skaar also reassured the commenter that there would be stakeholder groups to gather feedback from law enforcement, schools, public health officials and others.

The commissioners also updated an agreement governing the emergency warning system for Barney Reservoir.

Located in Washington County, the Barney Reservoir is contained by the E.S. Mills dam, which holds its waters back from flowing into the Trask River and Tillamook County.

To warn of dam failures or overflows, a warning system was installed by the reservoir’s ownership commission in 1998. The update to the agreement approved by the commissioners removed language regarding the installation of that system, since it was completed twenty years ago.

Emergency Management

Director Randy Thorpe told the commissioners that the

warning system is tested every Monday and that the dam containing the reservoir is regularly checked. Commissioners then authorized County Attorney Joel Stevens to sign participation forms for new settlement in cases against opioid companies. Stevens said that the county participated in the suits against the drug companies as litigants and that this authorization would enable him to confirm participation in the latest settlement against four companies.

The state government receives the funds and oversees their distribution, with 55% going directly to counties and localities that were litigants in the suit, while the remainder stays with the state.

The county already receives $56,000 annually from the settlements. Stevens was unsure how much that figure would increase as it will depend on the participation of other litigants.

Skaar said that the funds are used in partnership with Opioid Use Response (OUR) Tillamook to help those struggling with opioid use disorder in the community.

Tillamook County Criminal Convictions

On October 27, 2022,

Dylan Donovan Waters, 42, was convicted by a jury on two counts of assault in the fourth degree constituting domestic violence, class C felonies, committed on or about June 15, 2022. On January 13, 2023, Waters was sentenced to 60 days in jail and three years on probation.

On November 21, Ryan Thomas Alm, 35, was convicted of theft in the second degree, a class A misdemeanor, committed on or about August 11, 2021. Alm was sentenced to thirty days in jail.

On November 28, Justin

Aaron Holt, 35, pleaded guilty to a charge of strangulation, a class C felony, committed on or about October 20. Holt was sentenced to nine months in prison and two years’ probation.

On December 5, Patricia

Ann Blair, 67, was convicted of driving under the influence of intoxicants, a class A misdemeanor, committed on or about July 5, 2021. Blair was sentenced to three years’ bench probation, including 120 hours of community service, and a yearlong driver’s license suspension.

On December 6, Kelly

Fiona Dempsey admitted to one count of contempt of court. Dempsey was sentenced to seven days in jail.

On December 13, Seth Michael Jacobs was sentenced to six months in jail for a probation violation on a count of menacing, committed on or about October 28.

On December 19, Jordon

Frank Sullivan, 35, was convicted of recklessly endangering another person, a class A misdemeanor committed on or about September 18. Sullivan was sentenced to two days in jail, a year of bench probation and a 90-day license suspension.

On December 20, Sabin W. Marley, 49, pleaded guilty to a charge of criminal trespass in the second degree, a class C misdemeanor, committed on or about February 14. Marley was sentenced to thirty days in jail. Marley also pleaded guilty to a charge of theft in the third degree, a

class C misdemeanor, committed on or about February 18. Marley was sentenced to thirty days in jail for this crime as well.

On December 22, Jeremiah Beau Cruse 39, pleaded no contest and was found guilty of theft in the third degree, a class C misdemeanor, committed on or about October 14. Cruse was sentenced to 15 days in jail and ordered to pay $30 in restitution to The Landing Restaurant.

On December 30, Dylan Leland Stephens, 31, pleaded guilty to one count of theft in the second degree, a class A misdemeanor, committed on or about February 12, 2022. Stephens was sentenced to thirty days in jail. Stephens also pleaded guilty to an attempt to commit a class C/unclassified felony- theft in the first degree, a class A misdemeanor, committed on or about September 28. Stephens was sentenced to an additional thirty days in jail for this conviction.

On January 3, 2023, Justin Lloyd Darby, 46, was found guilty on a count of theft in the third degree, a class A misdemeanor, committed on or about October 15, 2022. Darby was sentenced to two days in jail and a year on bench probation.

On January 4, Alex Roman Shuey was found to be in violation of his probation following a count of driving under the influence. Shuey was sentenced to 45 days in jail.

On January 5, Blake John Adam Fenton, 32, was convicted of recklessly endangering another person, a class A misdemeanor, committed on or about July 2, 2022. Fentonm was sentenced to time served in jail.

On January 6, Kristy Lee Bush, 36, plesded no contest to a charge of resisting arrest, a class A misdemeanor, committed on or about March 28, 2022. Bush was sentenced to twenty days in jail. Bush also admitted to being in contempt of court on that day and was sentenced to a further twenty days in jail.

On January 6, Katelyn

Kelly Salvo, 28, pleaded guilty to one count of harassment, a class A violation, committed on or about August 23, 2022. Salvo was ordered to pay a $440 fine.

On January 9, Katherine Jane Umphrey, 22, was convicted of failure to perform duties of driver-property damage, a class A violation, committed on or about October 20, 2022. Umphrey ws assessed a $440 fine.

On January 10, Edward Don Merrill, 21, was found guilty of theft in the first degree, a class C felony, committed on or about December 14, 2022. Merrill was sentenced to 13 months in prison and a year on probation.

On January 12, Scott Allen Brown, 54, was found guilty of being a felon in possession of a restricted weapon, a class A misdemeanor, committed on or about February 19, 2022. Brown was sentenced to thirty days in jail.

On January 13, Jason Lee Johns pleaded guilty to one count of harassment as a violation of probation and was ordered to pay $440 in fines.

On January 17, Nickolas Charles Marinelli, 34, pled no contest to one count of theft in the third degree, a class C misdemeanor, committed on or about August 13, 2022. Marinelli was sentenced to 18 months on probation and ordered to pay $100 in restitution to Safeway. Marinelli also pled no contest to a count of criminal mischief in the second degree, a class A misdemeanor, committed on or about January 9, 2022. He was sentenced to 18 months’ probation for this conviction as well.

On January 18, Richard Russell Terry, 60, was convicted of resisting arrest, a class A misdemeanor, committed on or about April 16, 2022. Terry was sentenced to time served in jail.

On January 19, Jeffery Scott Hubbard, 32, was convicted of theft in the first degree, a class C felony, committed on or about January 24, 2022. Hubbard was sentenced to 13 months in prison and a year on probation following his release.

Hailee Knight led the way for the girls with 29 points as the team extended its win streak to 9 games, while a balanced performance by the boys’ team brought them within one game of .500 in league play.

The girls’ game got underway first and both teams came out playing aggressive defense. The Bobcats were cold from deep for most of the night but found success driving to the rim.

Neither team was able to establish an offensive flow early in the game. Nestucca forced numerous turnovers but was repeatedly fouled by Gaston, limiting their offensive output and sending the game to the first break 15-13, advantage Bobcats.

Around the four-minute mark of the quarter, the Bobcats went on a run led by Knight who put up a dozen points in the frame, with six coming from the line. That run pushed the lead to double digits and by the half Nestucca led 34-19.

Makayla Weber had eight of her 11 points in the third quarter for the Bobcats, as they pushed the lead to 52-25.

Knight and Weber’s offensive explosions were matched by withering defensive pressure from the entire Bobcat roster.

Gaston was flummoxed by Nestucca’s quick hands and press turning the ball over constantly and putting up just 15 points in the final three quarters.

Rylee Armstrong chipped in 10 points for the Bobcats who won by a final margin of 69-28.

The win was the ninth in a row for the Bobcats, who improved 13-5 on the season

and remained undefeated in league play.

They extended their winning streak to 10 games on the next night with a 61-30 nonleague win against Dayton.

The boys tipped following the girls and managed a comfortable win through a team effort that saw five players score double digits.

Cody Hagerty and Nolen Hurliman led the way with 14 apiece, while Bryson Morgan chipped in 13 and Diego Ponce and Kenneth Blackburn chipped in 11 and 10, respectively.

The Bobcats got off to a quick start in the game, jumping out to a 23-16 lead by the end of the first quarter.

Like the girls, the boys struggled to find their range from three, forcing them to attack the basket, which they did with great success.

The Bobcats also played strong defense, closely shadowing Gaston’s outside shooters and frustrating them with the tight coverage.

Nestucca continued its methodical offensive attack in the second quarter and extended the lead to 42-32 by the half.

The third quarter was a struggle for both teams, who combined to score just 18 points in the period, and the game entered the fourth with Nestucca leading by a dozen.

A 7-0 run by the Bobcats to start the fourth quarter gave the team a comfortable lead, that they pushed to 63-42 halfway through the quarter.

Nestucca then brought in its reserves to finish the game, bringing the final score to 72-46.

The boys improved to 7-12 with the win and return to action against Faith Bible/Life Christian at home on Monday.

Tillamook County Solid Waste

Once in a Generation

They say that some things only happen once in a decade, or once in a generation, or maybe even once in a lifetime. It appears as though we have arrived at one of those junctions in Tillamook County’s recycling world, though I’m not sure whether it’s a “generation” or “lifetime” event.

For several years we’ve been preparing for some significant upgrades to all three of our transfer stations, but this opportunity comes from outside.

You may recall the changes that were made in recycling systems back in 2017, following China’s Green Fence initiative – which resulted in the near collapse of many recycling programs. We weathered through that relatively well, but the same can’t be said for many other places. The Oregon Department of Environmental Quality (DEQ) started convening lots of meetings involving lots of folks, and one result was the 2021 passage of the Recycling Modernization Act (RMA). This act envisions a more equitable and consistent recycling system

throughout the state, and introduces a hybrid Extended Product Responsibility (EPR) system in Oregon. All this goes into effect July 1, 2025, but our opportunity to leap forward is NOW.

The Memaloose Point boat launch parking area and ramp is closed until mid-February. The longawaited dredging project to clear both boat ramps is finally underway. Public access will not be allowed during construction. But. thank goodness, work should be finished in time for spring Chinook fishing! Evan Bush, the proprietor of Qlty Computer Repair (formerly owned by Michelle Gordon), recently helped me select a desktop computer to replace my ailing one, transferred programs and data to it, and came out to our house to install it. On January 9th, the House of Representatives gaveled in the 82nd Legislative Assembly. I, along with 21 newly elected members, took the oath of office. It is truly an honor to serve you. This session, I will serve on the Housing and Homelessness Committee. The homeless crisis is no longer an urban issue. It is impacting the coast more every day. That is why I was disappointed that one of Gov. Kotek’s first actions as Governor was to sign executive orders on homelessness that left out rural communities like ours on the coast.

I joined the bipartisan group of legislators called the Coastal Caucus to send Gov. Kotek a letter asking her to reconsider her approach.

I will also serve on the Economic Development and Small Business and Behavioral Health and Health Care Committees.

With over 2,000 bills already introduced, I want to know the issues I am working on:

• Cutting taxes and lowering costs - I am chief sponsoring HB 2724, which would end the death tax in Oregon. The government has

already taxed that money. There is no need for families to be taxed again when they die. HB 2725 would lower the cost of prescription drugs in our rural communities by cutting out middleman fees.

• Growing the healthcare workforce - The labor shortage is being felt in every sector of our economy and nowhere is the impact felt more than in the healthcare sector. HB 2979 would create grants for our community colleges to expand dental assistant programs. HB 2408 would also allow nurses with licenses in other states to work in Oregon

• Limiting the Governor’s powers - HB 2407 would require the Governor to ask the Legislature for an extension of any state of emergency past 60 days. COVID showed us that Oregon’s laws governing the executive powers are out of balance. It is time to rein them in.

In my City Council column of two weeks ago, I closed with a mention of other important topics covered that night. As I’m sure the rest of you have, I received a mailing from the Rockaway Beach Volunteer Firefighters, discussing some of the training programs and materials that they were able to acquire in 2022, and how these can help public safety for us all. This was echoed in Chief Todd Hesse’s comments at the City Council meeting.

Chief Hesse highlighted what progress has been made, but also discussed some plans and improvements for the coming year.

2022 closed with 61 events in December alone that required emergency personnel. Of these, half (31) were 911 calls, including emergency and non-emergency. King tide education and beach safety were also a significant effort

Apparently, the computer imps were hard at work in deleting half of the column I wrote for January 17. So if this column seems like we are picking up in the middle, it’s because we are!

A quick recap. We were talking about gardening indoors for the winter and using houseplants to fulfill our gardening desires. I talked about

on the department’s schedule. An encouraging statistic: in December, 15 Rockaway Beach residents completed CPR training. Emergency Preparedness group leader, Letty Buchanan, has said previously that she is happy to set up CPR training for groups who want to learn important lifesaving skills, and more than a dozen did so at the end of 2022.

“Ultimately,” Chief Hesse said, “we’d like to see everyone trained.”

The chief also cited a live training exercise held in Garibaldi, with all seven fire departments from adjacent communities here on the coast. The exercise simulated a commercial fire, allowing these departments to increase their experience and look at ways to improve their responses.

Emergency preparedness was of course a major topic,

in light of the December 27 storm and power outage. While our plans are moving along well, the outage highlighted a few areas for refinement.

“It opened my eyes to the challenges and procedures we have in place,” said Chief Hesse.

Emergency Preparedness Group meetings take place the first Tuesday of every month, which falls this week. If you read this before Wednesday, the plan for February’s meeting is a tabletop simulation where participants can make

strategic choices around a hypothetical emergency. Your decisions and actions (imaginary, in this simulation) will be assessed by emergency personnel who have realworld experience. It sounds like a useful and fun way to take advantage of these professionals’ knowledge.

Another topic of discussion with Chief Hesse was the loss of cellular coverage after just three hours without power. As I mentioned in the earlier column, during the outage, NIXLE posted texts to 26,000 people in Tillamook County.

Only 6000 were received due to cellular interruption.

City Council member Kristine Hayes recalled a six-day power outage several years ago in which cell service remained at 100%. The difference? The tower was supported by a generator, which in the previous outage was fully functional. In the December

27 outage, the generator was not brought on line, and battery backup was exhausted after just three hours. The problem appears to be that the generator has not been maintained; council agreed to look into steps to have the cellular providers rectify this.

During the storm, Dan Emerson, head of Public Works, reported that his team were able to set up their own generators and keep the drains open in spite of huge volumes of water and the debris brought down by the storm. He also mentioned that a new employee, Jared Abbott, will join the team, making it possible for Public Works to be on call 365 days a year. And finally, the 3rd street reservoir project is nearly completed, requiring only good weather to finish the work.

observing each individual houseplant and assessing it for insects or diseases. And we talked about how important it can be to dust off our houseplant leaves regularly, too.

While I am dusting the houseplants’ leaves, I clean the outside of the pots with a damp rag. This isn’t necessary but I don’t like looking at soiled pots inside or outside, so it makes me feel better.

If you don’t already have a selection of houseplants, there are a few I can recommend. The ones I have chosen to feature are not the large decorator plants but instead ones you can place on a windowsill or side table. If you have animals, do be aware that some plants are toxic when eaten by cats or dogs. Bird’s nest fern (Asplenium nidus) is a pretty plant from Southeast Asia and Polynesia. Coming from the tropics, it likes humidity and medium to low indirect light and is safe for Mittens or Spot.

der plant (Chlorophytum comosum) is another good indoor plant that does well in bright indirect light, sporadic watering, and is safe around animals. Known for their offshoots that propagate easily, just be sure not to overwater the spider plants. The Haworthia succulents are safe for animals, as are the air plants (Tillandsia xerographica). These are some of my favorite indoor plants and one of the easiest to grow. They don’t require soil, only need a light misting every couple of days and good soaking every two weeks and can be placed in bright direct or indirect light. I have mine in glass containers with some shells or driftwood. The perfect plant for a beach house.

If you need a trailing houseplant, there are lots of those, too. Beside the ubiquitous Philodendron, there is the Golden Pothos (Epipremnum aureum). Both of these plants do well in low, indirect light conditions. They can be placed on a bookshelf

and trained to grow upward and along the shelves or potted in a hanging basket to drape down. Overwatering is the hardest thing to avoid and these trailing plants do best when watered every 10 days to 2 weeks.

One of my favorite inside hanging plants is the succulent “Burros tails” (Sedum morganianum). This fun plant is easy to grow in direct sunlight. Water sparingly and only when the soil has dried out. Propagate this plant by taking stem cuttings. It can also go outside in the summer.

There are lots of choices for plants to bring in the home for the season: flowering or foliage, big or small, trailing or upright. Do a little research before you go shopping to make sure you get a plant that

The final comment about City Council is a sad one: Cindy Kay Gregory, elected last November, has resigned due to serious health issues.

A previous Volunteer of the Year, Cindy founded the Rockaway Renaissance Artists group last summer. In one of my first Fencepost columns, Cindy helped set up a meeting with Nancy Roberts, whose well-liked husband Jeff Hunter had succumbed to ALS not long before. In that meeting, Cindy said, “When there’s pain or need, this town comes together.” I’ve seen this town come together for Cindy’s pain and need. We wish her and her family peace.

will survive in your growing conditions. Light is most important, water you can adjust. So don’t give up on gardening just because it’s winter. You may find new indoor plants that are perfect for healing those winter blues.

County’s Business License workgroup now on pause

On November 30, 2022, the Board of County Commissioners (BOCC) had a

public hearing on a proposed business license ordinance for businesses in unincorporated Tillamook County. The meeting room was packed with people from the business community who had concerns about the ordinance as it was written. We heard their concerns, several of which were thoughtful and helpful, and we cancelled the second public hearing on the ordinance. That tabled the issue, as an ordinance cannot be approved without two public hearings.

Some people are asking, what comes next? Let me state clearly that ordinance 88 as written is off the table. If in the future the board moves forward with an alternate proposal, it will not be ordinance 88.

In case you’re wondering what this is all about, here’s the story. The board of county commissioners started to consider initiating a business license for businesses in unincorporated Tillamook County when we had millions of dollars in COVID relief funds to distribute to local businesses, and we did not have a registry or any record of businesses in unincorporated Tillamook County. Some cities have business license programs, so we got their lists; the chambers of commerce have partial lists, which we utilized, but we don’t have and couldn’t create a complete database

of Tillamook County businesses.

The Economic Development Council of Tillamook County (EDC) was distributing the COVID relief funds, and they were tasked with communicating with businesses about how to apply. We wanted all businesses in our county to know that the funds were available and have support from the EDC to apply. Sadly, a lot of businesses had no idea that COVID relief was available because we don’t know who they are or how to contact them.

Thus, the idea for a business license in unincorporated Tillamook County took shape. Our intention was that any funds generated from a licensing program would support the work of the EDC, whose sole purpose is to support local businesses and business development. We thought that fees generated from the business community should be reinvested back into the business community via the EDC.

Terre Cooper, EDC director, reached out to multiple businesses to socialize the idea with them, but not to everyone; it’s worth repeating that we need a list of all businesses and contact info to do broad communication to the business community.

We heard from business owners at the Nov. 30 public hearing that we should have done more outreach, and we agree. We learned from

this process that robust communication prior to a new ordinance hearing is in everyone’s best interest.

County counsel worked with Terre Cooper, at our direction, to come up with the draft ordinance, which was a boilerplate business license ordinance borrowed from the League of Oregon Cities. The ordinance was cumbersome, full of offputting legal language and in some ways unenforceable. We discussed it in at least two public meetings, shared our concerns, and edits were made. In retrospect, we should have scrapped that draft in favor of something less full of legalese that better fit the needs of our community.

From our perspective, the public hearing worked exactly the way it was supposed to: the BOCC heard from people, and consequently we changed our course. We are grateful to those who came to the public hearing and gave us thoughtful feedback on the ways that the ordinance was objectionable. At the end of the first public hearing, we decided to cancel the second public hearing, tabling the issue. The next day we removed ordinance 88 from our website, because we were concerned that if we left it on the website, people would think it was moving

next election season. He was born in Darfork Kentucky but then moved to California where he later graduated from Victorville High School in 1957. After graduation, he worked at US Borax until 1964. Moving to California proved to be an excellent decision as that is where Tom met the love of his life, Virginia (Ginger) Pullar. They were married in 1964 in Las Vegas, NV and relocated to Oregon in 1965 where they raised their family and called home there on after.

Tom made friends everywhere he went and anyone that knew him inevitably had a story to share where he was the life of the party. His door was always open and anyone was welcome; the more people around, the better! He’d be sure to have his signature smoked salmon out waiting for your arrival! His biggest smiles came from spending time with his wife and family and he took great pride in watching his grandchildren grow.

Thomas Leslie Ellwood, born November 12, 1938, age 84, passed away peacefully holding his wife’s hand on the evening of January 23, 2023. He thought he wouldn’t make it past 40, but three heart attacks later and cheating death at multiple turns in life, he certainly fought a good fight! Secretly, I think this may have been part of his ploy to avoid the

Tom lived life the way he wanted and without regrets; we could all take a leaf from his book. He experienced a lot on his journey! In his younger years, you could find him and Ginger cuttin’ a rug and winning dance contests, bowling in a league, and gettin’ into mischief with his siblings and brother in-laws. As years progressed, he loved to hunt, his annual fishing trips to Alaska, golfing, and camping. Most of all, you would often find Tom out on his boat fishing, crabbing or clamming with friends or family. Additionally, Tom enjoyed a fruitful 31 year career with Roger’s Machinery where he started as a Service Technician and retired as a Quality Assurance Analyst with them in 2000.

He is survived by his amazing and beautiful wife, Ginger; six children: Brenda Bishop, Kimberly and her husband Randy Tracy, Derek Ellwood, Thomas Ellwood Jr., Mylissa and her husband Ryan Boyd, and Amanda Paden; 13 grandchildren, 19 great grandchildren, two great-great grandchildren, and four siblings; Carolyn Maifeld, Dianna Rochelle, Samuel Ellwood, and Elaine Ellwood. He was preceded in death by his parents, Andrew Ellwood and Mary Strong as well as two infant sons and two siblings.

We know he is grateful for each and every one of you and he looks forward to seeing you again! We will be having a celebration of life at a later date still to be determined.

Commissioner Bell suggested convening a workgroup of businesspeople to discuss the issue, thinking that this would be an ideal opportunity to hear from business owners and bring

people together to help drive solutions. For example, how should we develop an active database of businesses in Tillamook County? Several people volunteered or agreed to participate in a workgroup to discuss the issue.

Since then, the EDC elected to withdraw from process of developing a business license ordinance.

Rather than proceed with a workgroup at this time, the BOCC will pause and con-

sider the path ahead, including whether we develop an alternate ordinance, when, and what needs it would address. Commissioner Bell is available to meet with business owners individually who are interested in talking about the subject and sharing their ideas or concerns. We are grateful to the business owners who agreed to be part of a workgroup, and to everyone who shared their comments on the subject.

Robin Ann Pierce (nee Van Allen), previously Robin Ann Gilbertson, died peacefully on January 23rd the age of 75. She will be remembered as a passionate

gardener, a talented fabric artist, and a practical person who could both visualize a project and build it. When her daughters were young, Robin would fill the car with

them and their friends for a day at the lake, a shopping excursion for ballet shoes, or a Sunday drive in the country to listen to Casey Kasem’s American Top-40. Even when dementia began to take her from us, she retained her feistiness, her sense of humor and her love of words. She will be missed by her family, friends, and two spoiled and pampered cats. A private memorial will be held in the spring. A donation in Robin’s name can be made to Light Up a Life in gratitude of the loving care that hospice provided her. Her name will be included in the next Reading of the Names ceremony in Tillamook, OR.

played all through his high school career. He often credited Coach Downs as the reason he made it through high school. Football, basketball, baseball, it didn’t matter. He loved to play and watch them all. He even played men’s league softball as an adult.

Kevin Levi Mills passed away on November 25th, 2022, surrounded by family and friends.

Kevin was born on March 18th, 1986, to Thomas and Paula Mills (Rhoades) of Bay City, OR. Kevin had a rather rocky start to life. He was born with respiratory distress syndrome and was taken by Life-flight to Emanual hospital where he spent his first 17 days of life. Kevin grew up in Bay City. He spent his childhood playing with his sister, and their neighbors the Cox boys, in the creek at the park and in the woods behind their house. He attended elementary school in Garibaldi and graduated from Neahkahnie High School in 2004. Kevin was an avid sports fan. He

Kevin worked a variety of jobs over the years, searching for something to spark his passion. He put his plans on hold in 2013 when his dad’s health started to deteriorate.

Kevin moved back in with his parents and began looking after his dad so that his mom could continue to work.

Kevin was Toms’ primary caretaker until his passing in August of 2020. During this time, and for about a year after he also was primary childcare for his sister and brother in-law. He spent many early mornings watching cartoons with his nephews and afternoons watching westerns with his dad. Family was everything to Kevin, and he took great pride in being responsible for so many of them. After his dads passing, and with all but 1 of his sisters’ kids in school, Kevin decided he wanted to return to the workforce. All the

years taking care of others, however, he had neglected to take care of himself. He started going to the doctor. Eye doctors, dentists, primary care, etc.…. He wanted to get himself back into good shape before finding a new job. It was during this time that he discovered some more serious health issues. He was in and out of hospitals most of the latter half of 2022. Still, Kevin was not one to give up. He was willing to try just about any procedure that the doctors thought would help. As hard as he fought, he unfortunately lost the battle on November 25th, 2022.

Kevin was preceded in death by his paternal grandparents, Alfred, and J. Lucile Mills (Bradham), his maternal Grandparents, Harry, and Maxine Randall (Rhoades), and his father Thomas Mills.

He is survived by his mother Paula Mills of Bay City, His sister and brother in-law, Amee (Mills) and Mike Konruff and their five children (his beloved nieces and nephews), Brooklynne, Ema, Bryar, Eddison, and Everhett of Idaville. His Great Grandpa Motter of Kennewick WA, as well as countless aunts, uncles, and cousins and some wonderful friends who were always more like family than anything else.

A celebration of life for Kevin will be held at the Alderbrook Grange Hall, March 4th 2023 at 1 p.m.

John Walter Rigterink

(Walt) 90, of Tillamook, OR, passed away suddenly at home on January 21, 2023.

Walt was born on May 11,1932 in New Haven, CT to Albert Rigterink and Harriett Notier Rigterink. The family later returned to its native Michigan, where Walt grew up on a farm near Dowagiac.

He attended public schools, graduated as salutatorian from Dowagiac HS in I950, and was a letterman in football, basketball, baseball, and track.

He attended the United States Naval Academy and graduated in 1954 with a BS degree in engineering. Like approximately one quarter

Statewide graduation rates on the rise

The statewide graduation rate for the class of 2022 is 81.3 percent, marking gains for every student group compared to the previous year and the second highest graduation rate ever recorded in Oregon, according to data released last week by the Oregon Department of Education (ODE).

After a slight drop due to the impacts of the global COVID-19 pandemic, the 2022 graduation rates are a positive sign that Oregon’s students and school systems are continuing to recover.

Notably, students completing two credits in an approved Career and Technical Education (CTE) Program of Study significantly exceeded the statewide average, graduating at a rate of 93.0 percent. Students who successfully completed English Learner programs prior to entering high school in Oregon graduated at 86.4 percent, 5.1 percentage points higher than the statewide average and an all-time high for that student group.

“When we combine the tremendous resilience of Oregon’s youth, the courageous, tireless, work of our educators, and the individualized, student centered resources made available through the Student Success Act and other key initiatives, we’re able to make meaningful progress for Oregon’s students,” ODE Director Colt Gill said. “There is more work to do, and we are ready to keep working to make sure all students have what they need to succeed.”

“Each graduate represents an individual and family success story, a point of pride for their community, and a stronger future for Oregon,” Governor Kotek said. “It will take focused leadership and increased accountability to continue our recovery and ensure that all of Oregon’s children are better served by our investments in K-12 schools. All of our education investments must be paired with specific strategies to ensure we know how the dollars that are spent are connected to the education priorities that Oregonians care about.”

of his 1954 Naval Academy class, he joined the United States Air Force (because there was no Air Force Academy at that time), pursued the burgeoning computer science field, and earned his Master of Science degree in statistics at Stanford University. After leaving the USAF in 1962, he joined IBM and worked as a Program Manager/Systems Analyst for the Federal Systems Division for the next 29 years.

Walt married Marilyn Goldring in 1954 and they had four children. He is survived by his wife Marilyn of 68 years and children Daniel of Montross, VA, Nancy of Tacoma, WA, and Andrew (Cindy) of Haleiwa, HI. Their youngest son, Mark, died in 1987. Walt has six grandchildren and five great grandchildren. He was preceded in death by his parents (Albert and Harriet) and his sister Ruth and brother Ray.

Prior to moving to Tillamook in 1992 upon his retirement, they lived primarily in Rockville, MD and spent several years in Kailua, HI. Wherever he lived, Walt

was very active in the community. He was a Cub and Boy Scout leader, church treasurer, AARP income tax volunteer, YMCA board president, and held other roles with the Tillamook Historical Society, Old Iron Club and St. Alban’s Episcopal Church. While in Maryland, Walt was a long-distance runner and completed the Marine Corps Marathon and the Boston Marathon numerous times.

After they moved to Tillamook, he retired his running shoes and enjoyed fishing, chopping and stacking many years’ supply of firewood, and gardening. He also enjoyed traveling both in the US and abroad.

A memorial service will be held at St. Alban’s Episcopal Church in Tillamook, on February 18, 2023 at 2 pm.

In lieu of flowers, donations may be made in his name to Tillamook YMCA and/or St. Alban’s Church, Tillamook, OR.

The Tillamook Urban Renewal Agency (TURA) has compiled the agency’s Annual Report for the Fiscal Year ending June 30, 2022 in accordance with ORS 457.460. The Annual Report is available online at the City website at www.tillamookor.gov under the “Documents” tab and available for inspection at Tillamook City Hall, 210 Laurel Ave, Tillamook, OR 97141.

Tax Revenues for the 2021-2022 for TURA were assessed by Tillamook County in the amount of $609,002.38. TURA received $586,256 in current taxes and $5,872 in prior year taxes. TURA budgeted $580,000 for fiscal year 2021-2022. The funds received were spent on various projects within the district including façade improvements and commercial /mixed use renovations. The Agency has also committed funds to various long-term public interest projects, such as the Tillamook Library Foundation Park and drainage improvements near the Hadley Road soccer field.

What is the Planning Commission all about?

The Tillamook Planning Commission serves at the pleasure of the City Council and is the land use review body overseeing such things as plan reviews, conditional use permits, variances, and zoning issues. Members of the Tillamook Planning Commission are appointed at large for fouryear terms. There are six members, plus a chairman. The Planning Commission meets on the first Thursday of the month and retains the third Thursday of the month for alternative or special meetings.
