Baker City Council decides to postpone SID 36 project By Brad Mosher
bmosher@countrymedia.net The COVID-19 pandemic drew most of the attention when the Baker City Council attempted its first teleconference meeting April 1, from both the public and from the council. Because of the virus outbreak and its impact on the local economy, the city council decided to push back planned work on Special Improvement District 36. The city received only one bid for the Special Improvement District work, for $3,833,878.12, the mayor told the council members. That bid did not include engineering costs. In addition, the council decided to waive the March utility bill late fees and turn offs for city customers because of the COVID-19 pandemic. However, unless there is an extension, the late fees and turnoffs will return for customers for the April utility bills. “The late fees we will waive because there are too many things that are variable, and waive the turn-offs for last month (March),” Mayor JoDee Pratt explained. “With everything that is going on, we are aware of the burden. We do not know what
is going to happen next. We do not want to put anybody under any further stress.” Special District The mayor said the bids for the special district work came in and were quite high. “That in itself gives us reason to rethink this and I did not get to talk to the county commissioners to see if they could give us any funding and what would be the rates,” the mayor added. “With the virus going on and all the things the county is dealing with, I don’t think at this time we want to … I feel that we want to back off and see what we can do differently. “I think that we can re-look at this at a later time,” the mayor said. “Until the COVID is over I do not have answers (to when).” The mayor explained that she will be meeting with county officials April 13. “The bid is just too high and we are going to have to just set it aside,” the mayor added. The SID has been formed and the boundaries have been set, but there is nothing requiring maintaining the original timeline, the mayor was told.

Fallon County health officials are looking for some help - especially if they have sewing skills. Like most of the country, masks are in short supply locally as we face a global pandemic which has already killed thousands of Americans. In Fallon County, sewing masks is seen as part of the answer, especially as federal health officials stress the need for all Americans to wear face masks to cut down on the chances for COVID-19 to be transferred. Now a handful of women are helping to arm the Fallon County medical personnel with handmade masks. There has been a goal set of creating 1,000 masks from fabric which could be reused and sterilized. For Marj Peterson, sewing is something she has done since since she was young and a member of 4-H “as a kid.” She admits that now she is just one of the ladies working to help the healthcare workers. She found out that the local hospital has plenty of masks for the present, but if and when the COVID-19 virus comes to Fallon County, that supply could quickly run out. “We have a long way to go to make 1,000. I haven’t even made them for my own family yet,” she said with a chuckle. “I thought essential workers should be tended to first.” When she finishes a batch of masks, Peterson said she contacts Mayor JoDee Pratt so they can be taken to the hospital. “We were told when we have compiled some, get them to JoDee and she will get them there so not everybody is making a run there with them (masks).” The ‘group’ of people sewing is rather loosely organized. “It is no particular group.... just individuals who have stepped up to the plate,” Peterson explained.

Still, they have gotten people to donate material, fabric and elastic to make the masks. “That has helped a lot. “The masks have to be 100 percent cotton so that they can be sterilized and reused over again,” Peterson explained. “That is what they asked for.” As far as the design for the masks, she said that there may not be any of the people sewing making them the same way. “I think we have all gotten the patterns we are using from different sources, mostly online. So, they may be all different.” She admits that the masks are colorful, but all have a similar basic design with elastic to reach around the ears. Peterson said she has heard of some masks being made with pipe cleaners to help close the masks around the nose, but they have a problem. “The pipe cleaners won’t hold up in washing. If they want to leave or make pockets to insert pipe cleaners, they can.” When it comes to the fabric, Peterson tries to go a step further. “They have asked for three-ply at least. I have been using four-ply.” According to Peterson, all of the masks will vary because each person sewing is doing something a little differently. “I know some are these straight pieces with pleats that you spread apart, hook over the ears and should not leave any gaps. It has to cover the nose, mouth with no gaps and that is where these pipe cleaners come in around the nose to prevent any gaps there. Some of them are like a cup.” Making the masks for the local medical facility is something new for Peterson. “I have never done that before.” Marj is a senior who moved to the Baker area more than a decade ago to be with family. If other people are interested in joining the effort to supply the 1,000 masks, Peterson said they should contact Pratt at the mayor’s office.

According to Kevin Dukart, the treasurer/clerk, the engineering expenses involved in the proposed project could reach about $150,000 and would have to be discussed with the city attorney. Economy impacted The pandemic also drew much of the public comments, with several asking for the SID 36 assessments and projects to be postponed until after the pandemic ended and the economy started up again. Dave Havens asked the council to change the special district project timeline. “Because of the situation we are in because of the economy and the corona virus, I would just ask could you reconsider possibly putting it off for about a year,” he said at the start of the meeting. For Pete Wilson, it was a question of timing and whether or not the present was the time for any large expenditures. He also pointed out that several companies in Montana and North Dakota are having a tough time. “More taxes on the properties are simply going to drive down property values, which is going to lessen the income to the city,” he said.
This will be an Easter weekend that most all of us will never forget. Stuck in our homes away from our families, our friends, and our churches with worry, fear, anxiety and doubts flooding our minds about what’s next. You can find hope amidst the chaos. You can find peace, love, joy and comfort when darkness begins to surround you in this world. When I think of the Easter story, how Jesus Christ was crucified on the cross and paid the price for our sin and three days later He rose from the dead to overcome sin and death for you and me that we may have forgiveness of our sins and spend eternal life in heaven with Him one day, I can’t help but think of the love that God has for each and every person. 2 Peter 3:9 says in the NKJV, “The Lord is not slack concerning His promise, as some count slackness, but is longsuffering toward us, not willing that any should perish but that all should come to repentance.” God doesn’t want anyone to perish into hell for all eternity but wants everyone to see His love for them and repent of their sins and spend eternity in heaven with Him. That’s our only two choices and the biggest choice we must make in our lives. It’s our choice where we will spend eternity. In John 3:16 Jesus says, “For God so loved the world that He gave His only begotten Son, that whoever believes in Him should not perish but have everlasting life.” He loves you so much right where you are today. He knows you, He created you, He calls you by name, and He knows the struggles you are facing. He cares about you so much that He willingly sent His Son Jesus to take your place on the cross to die a martyr’s death. He was whipped, beaten, tortured, and abused so that you and I can
have everlasting life through the blood of Jesus Christ. He loves you that much! Romans 5: 8-11 tells us that God demonstrates His own love toward us, in that while we were still sinners, Christ died for us. While we were enemies of God we were reconciled to God through the death of His Son, Jesus Christ. And having been reconciled, we shall be saved by His life. Wow! We were all enemies of God, yet He sent His son to die on the cross so that our relationship with Him might be restored. We were God’s enemies but are now His friends through Jesus. That’s true love! One of my favorite scriptures in God’s Word is Romans 8: 3539 which says, “(35) Who shall separate us from the love of Christ? Shall tribulation, or distress, or persecution, or famine, or nakedness, or peril, or sword? (36) As it is written: “For Your sake we are killed all day long; We are accounted as sheep for the slaughter.” (37) Yet in all these things we are more than conquerors through Him who loved us. (38) For I am persuaded that neither death nor life, nor angels nor principalities nor powers, or things present nor things to come, (39) nor height nor depth, nor any other created thing, shall be able to separate us from the love of God which is in Christ Jesus our Lord.” Nothing can keep you from the love of God. Nothing can separate you from His love. No matter what you have done in your life, no matter how many bad decisions you have made, guess what, He still loves you and wants you to spend eternity with Him. We have all sinned and fallen short of the glory of God, which means we are all sinners. We have all made bad decisions in our lives, we have all messed up along the way and sinned against God. We were all ene-
mies of God before we came to know Him and gave our lives to Him. You can restore your relationship with Him today by surrendering your life to Him and admitting to Him that you are a sinner and have made some bad choices in your life and asking His forgiveness of them. That’s called repenting, asking for forgiveness and turning away from sin by His power and strength. By God’s grace you have been saved through faith, and that not of yourselves; it is a gift of God. There’s no prerequisite, it is a gift given to you by God. So, open it today! Don’t wait! He’s waiting for you and calling to you today. He loves you so much! He cares for you! Once you give your life to Him, He will give you His Holy Spirit to guide you and lead you through life. But the best part of having the Holy Spirit living in your life is that He gives us love, joy, peace, longsuffering, kindness, goodness, faithfulness, gentleness, and self-control. Who doesn’t want that in our lives? I know for me it has been wonderful to experience God’s peace amidst the chaos that is all around us right now. I know that no matter what happens in my life, good or bad, that He is right beside me along the way. He doesn’t promise a perfect life with no troubles or trials, but that He will be with us through it all. It gives you such peace and comfort knowing that the God of all creation, who holds the universe in His hand, who names every star, who set the sun and the moon in their place, is literally right beside me through thick and thin, good and bad.
