Fire district clears up assessment confusion By Diana Bosetti The Triplicate
The Crescent Fire Protection District Board of Directors unanimously voted on Oct. 11 that on parcels owned by more than one individual, that collective owners not be charged more than once under the property tax assessment narrowly passed by voters over the summer. “I would like to thank the board and the district for taking the time and consideration to make this assessment more fair to the community,” said Thomas Barnes, the only member of the public to speak at the meeting. On July 12, the CFPB adopted Ordinance No. 21-001, levying a Fire Suppression Assessment beginning in fiscal year 2021-22. Prior to the adoption, the measure initially failed at the polls due to a miscount. A recount of the votes, however, revealed that 50.01% of voters were in favor of the assessment and 49.99% opposed. After its passage, however, how property owned by multiple parties would be assessed appeared to be confusing, and wording suggested multiple parties could be charged for the Please see FIRE DISTRICT, Page A3

The Crescent City Fire Department will soon begin seeing a new source of revenue after a voter-approved assessment begins. The department is planning to have on-site firefighters 24 hours a day.

As the ocean rises, waves are expected to increase along the coast, which could quickly change the coast we all enjoy. Each wave moves sediment and changes the coastal community.
Weather changes have greater impact on coastal communities By DAVID RUPKALVIS The Triplicate
With climate change impacting the Earth, sea levels are beginning to rise again, and as they rise it will impact the shorelines many in Oregon and California call home. That’s the message Kim McCoy shared during a virtual meeting celebrating the 50th anniversary of the Oregon Shores Conservation Coalition. McCoy recently updated the book, Waves and Beaches, which was originally written by Willard Bascom. The book is considered the leading authority on beaches,

shorelines and the impact waves and weather have on them. McCoy, a physical oceanographer, adventurer and expert on coastal wave dynamics, said the impact on the coast is directly linked to weather events far away. “Everything that happens
upstream impacts what happens on the coast,” McCoy said. “What happens upstream could very easily push out millions of pounds of sediment.” For decades, Bascom was the expert when it came to coastal areas. McCoy worked under Bascom and was asked to

write the third update of Waves and Beaches. McCoy said the book covers coasts worldwide, but the work began in Astoria when Bascom was hired for the Waves Project. Last year, McCoy brought the new edition of the book to Astoria, going full circle. “Where Willard Bascom started studying waves was in Astoria, and here it was returning a book all these years later,” McCoy said. McCoy said as the Earth’s temperature has slowly risen, it has caused ice, both on shore and in the sea to melt.
On Oct. 8, Chief Richard Griffin of the Crescent City Police Department posted a comment on Facebook and met with the Del Norte Triplicate to clarify statistics erroneously reported in a recent article. The Triplicate recently stated that Crescent City has 88 persons registered as sex offenders within city limits, based on data gathered by City-Data.com. However, Griffin stated that the actual number of sex offenders required to register within Crescent City is 41. “What City-Data did, that’s the 95531 area code,” said Griffin. “So, that’s the greater Crescent City area, which stretches up to Hiouchi.” Crescent City’s actual boundaries sever some nearby neighborhoods out of the jurisdiction of the CCPD, placing control of those areas within the Del Norte County Sheriff’s Department. “We drive through county jurisdiction to deal with certain calls in the city,” said Griffin, who cited recent trash and camping complaints at Preston Island as an example. Preston Island is a small islet with one Road under the jurisdiction of the CCPD, but the base of which abruptly falls within the sovereignty of the Del Norte County Sheriff’s Department. So, too, do some neighborhoods with registered sex offenders not fall within Crescent City - even if those individuals’ home addresses require Crescent City to be written on a mailing envelope. Regardless, they may fall under the jurisdiction of Please see OFFENDERS, Page A3
